DESCRIPTION:

The City of Santa Clara is seeking to fill multiple Principal Engineer positions to perform high-level civil engineering tasks to manage and support capital improvement projects. Projects can range across water, sewer, storm systems, public-right-of-way infrastructure, transportation infrastructure planning and implementation, parks and recreation facilities, and other city-owned infrastructure. Under direct supervision of the Department Director or Assistant Director, the Principal Engineer will work independently as a hands-on contributor to the engineering team’s work and will be in charge of engineering, construction, maintenance, and related activities. Principal Engineers may also have responsibility for the quality and quantity of the work of an engineering unit, as well as other supervisory duties, as distinguished from the lower level of Engineering classifications.  

 

Water and Sewer Utilities Department

The Water and Sewer Utilities Department plans, designs, constructs, maintains, and operates the City’s water distribution system, sewer collection system, and recycled water system. These three utilities operate independently and charge rates to recover the costs of providing these services to Santa Clara residents and businesses, including capital investment in City infrastructure and funding needed for adequate reserves.

In 2023, the Water Utility produced and distributed approximately six billion gallons of water to approximately 26,000 service connections, delivered through approximately 335 miles of water main. Of the total potable water supply, 62% is obtained from City wells, 18% and 20% treated surface water is provided by wholesalers Valley Water and San Francisco Public Utilities Commission respective.  Recycled water delivered through the South Bay Water Recycling system makes up 20% of the total water supply in the City. 

The Sewer Utility operates and maintains 270 miles of a sanitary sewage collection system that collects and conveys wastewater to the San Jose-Santa Clara Regional Wastewater Facility (RWF) for treatment and disposal. Santa Clara is a 20% owner in the RWF with the City of San Jose owning 80% of the facility.  The Sewer Utility maintains 7 sewer pump stations, assists the Department of Public Works in the operation and maintenance of 22 storm pump stations, and performs other critical services. The Principal Engineer will be responsible for staff supervision, budget preparation and monitoring, project oversight, consultant and contractor management and administration, project database oversight, community outreach, project programming and reporting, presentations at the City committees, commissions, and Council, staff mentoring and training and assuring all projects are being implemented and constructed in accordance with plans, specifications, and standards. The qualified candidate will have experience both supervising and working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public.

 

 

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a result-oriented and innovative principal engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The ideal candidate will have extensive engineering experience, excellent project management and organizational skills, and a strong oral and written communication background. Additionally, the ideal candidate will have experience working in a team environment on significant Capital delivery projects, including working collaboratively with clients, contractors, technicians, field staff, outside agency staff, and the general public. The Department has focus areas that include Engineering Services and Operation sand Maintenance. This position is responsible for managing and leading the Department’s role to deliver the Capital Improvement Program (CIP) projects listed within Measure I. The Principal Engineer will lead the Public Works Measure I Bond Project Delivery Team (consisting of small team of engineers and inspection staff within Public Works), and work collaboratively other City Departments, outside agencies, and consultants and contractors to design, bid/award, and construct vital public infrastructure improvements. 

The Principal Engineer will report to the Assistant Director/City Engineer and will be responsible for all aspects of CIP delivery including staff supervision, budget preparation and monitoring, project oversight, consultant and contractor management and administration, project database oversight, community outreach, project programming and reporting, presentations at the City committees, commissions, and Council, staff mentoring and training and assuring all projects are being implemented and constructed in accordance with plans, specifications and standards.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Education and experience equivalent to graduation from an accredited college or university with a Bachelor’s Degree in engineering or closely related field, and Four (4) years of increasingly responsible experience in engineering office and field work, two years of which shall have included supervision of professional and paraprofessional staff.

License/Certifications: 

• Registration as a Civil Engineer by the California State Board of Registration for Professional Engineers is required.
• A Water Distribution Operator's Certification (Grade D-3) must be obtained within two years of appointment. 
• Pipeline Assessment and Certification Program (PACP) certification must be obtained from National Association of Sewer Service Companies (NASCO) within one year of appointment.
• Possession of a valid California Class C driver's license is required at the time of application and for the duration of employment.

Desirable Qualifications: 

• A Water Distribution Operator's Certification of Grade D-4 or higher is highly desirable.
• A Collection System Operations and Maintenance Certification (Grade 2 or higher) is highly desirable.

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies

The Department:

The mission of the Finance Department is to ensure that the financial/fiscal activities of the City, its Agencies and Corporations are performed, recorded and presented in compliance with professional and ethical standards. This is a paraprofessional position in the classified service and is distinguished from the next lower level of Accounting Technician II in that positions at this level require the frequent use of a high degree of independent judgment and interpretative ability related to a technical knowledge of accounting, computer applications, on-line financial systems, and applicable laws and regulations. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. Incumbents in this class use computer applications on a daily basis in accomplishing their work. Incumbents in this class are expected to supervise and provide technical guidance to staff.

In this full-time role, you’ll be the lead for our 2–3-year-old classroom, helping our youngest learners grow through play, learning, and exploration. You’ll create a safe and engaging space, support toilet training and diapering, and build meaningful connections with children and families. The Public Works Department consists of several different Divisions, including the Administrative Division, Business Group, Wastewater Treatment Plant, Clean Water Program, Fleet and Facilities, Data Management, Field Maintenance, Regulatory Compliance, Capital Improvements Program, and Transportation (including Traffic Engineering, Right-of-Way/Private Development, and Transportation Planning) . The Public Works Department has two Deputy Directors for optimal performance and integration, who oversee different Divisions, and the two deputies work together to meet the needs of the community. Currently, the Director of Public Works oversees the Deputy Directors, Administrative Division, Business Group, and Wastewater Treatment Plant. The Deputy Director on staff currently oversees the following divisions: Field Maintenance, Regulatory Compliance, Capital Improvements Program, and Transportation (including Traffic Engineering, Right-of-Way/Private Development, and Transportation Planning). Depending on the City’s operational needs as well as your skillset and experience, the City could adjust the responsibilities of the Deputy Directors within the Public Works Department.

What You’ll Do

The Deputy Director of Public Works is responsible for directing and managing all programs within the Divisions for which they are responsible. This may include capital improvement program development and implementation, traffic engineering, private development review, regulatory compliance, solid waste management, operations and maintenance, asset and data management, construction management, fleet coordination, downtown coordination, and building maintenance; and the position may serve as the City Engineer and/or the Director of Public Works in their absence.

• Utilize your experience and skills to lead a number of divisions within the Public Works Department.
• Engage in a positive manner with City Council, Public Works Department staff, City Departments, and citizens.
• Lead and mentor a dedicated and talented staff featuring many emerging leaders.
• Analyze current processes and procedures to make system improvements for efficiency, updating standards, and improvements to the customer experience.
• Collaborating with other agencies and stakeholders to plan regional solutions on shared items of interest such as traffic and the City’s General Plan.
• Contribute to a collaborative and dynamic Public Works Leadership team.

The Deputy Director receives general direction from the Director of Public Works and exercises direct supervision over management, supervisory, professional, technical, and administrative support staff.

The Department

The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well-being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space. The Parks and Recreation Department is organized by program area, with each program administered by a supervisor, coordinator, or specialist. 

The Building Maintenance Division’s scope of duties includes, but is not limited to the following:

• Provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City’s facilities, including interior and exterior work.
• Builds and/or installs items involving finish carpentry, painting, plumbing, mechanical, electrical, and other skilled crafts work.
• Manages contracts with vendors maintaining, repairing and upgrading building systems.
• Responds to emergency facility-related issues.
• Plans and executes minor maintenance projects, including tenant improvements, building system and energy efficiency projects, facility repairs and capital upgrades.
• Advises and supports the delivery of capital improvement projects.
• Maintains service records and time logs.
• Supports facilities for meetings and other special events.
