The Legislative and Regulatory Manager is responsible for organizing, assigning, reviewing and participating in the performance of a wide range of professional duties related to Pioneer Community Energy regulatory and legislative matters, with particular emphasis on representation of Pioneer’s interests at the California Public Utilities; develops Pioneer’s positions on complex issues; and develops analyses, written reports, and presentation materials to support Pioneer’s position. Duties include:

• Planning, prioritizing, and reviewing the performance of professional staff involved in the research and analysis of legislation and regulatory issues.
• Developing methods and schedules to accomplish assignments, ensuring work is completed in a timely and accurate manner.
• Tracking complex legislation and regulations through multiple amendments and preparing drafts of legislative and regulatory updates on policy issues and programs.
• Performing a variety of complex research projects on legislative and regulatory policy issue areas; preparing and presenting findings and recommendations of Pioneer's position.
• Representing Pioneer in regulatory proceedings through preparation of data requests, written responses, position papers, analytical models, testimony, and exhibits.
• Reviewing and drafting comments and briefs, providing high level technical and/or analytic input on regulatory and legislative matters.
• Overseeing the preparation of data requests, testimony, and hearing exhibits and participating in administrative hearings.
• Tracking, reviewing, analyzing and summarizing filings prepared by utilities and other entities that could impact Pioneer and its customers.
• Coordinating and working closely with technical experts and external regulatory counsel to develop effective and persuasive communications before the CPUC, CA Energy Commission, CA Legislature and any other legal or regulatory body as may be needed.

Qualified candidates will possess knowledge of California electric utility regulatory issues, CPUC regulatory practices, protocols and procedures; California utility rate design, electric resource planning, demand resources solutions and regulatory relations; and procedures, operations, and functions of legislative and regulatory agencies, including processes for the promulgation of regulations.

POSITION DESCRIPTION, DISTINGUISHING CHARACTERISTICS, AND QUALIFICATIONS:

Under immediate supervision, the Customer Service Technician performs a variety of customer service and billing support duties, including processing payments, maintaining customer accounts, responding to billing inquiries, and coordinating service orders. The position also provides administrative support to an assigned supervisor and performs related work as required.

This is the entry-level class in the Customer Service series. Employees in this class typically have little or no directly related work experience but demonstrate the ability to perform the full scope of duties and meet performance standards. Incumbents work under close supervision while learning job tasks, progressing to general supervision as procedures and processes are learned.

• Two (2) years of responsible experience similar to Customer Service Technician is desirable

• Equivalent to completion of the twelfth (12th) grade supplemented by coursework in business or accounting is desirable

• Valid California Class C Driver’s License may be required. A satisfactory driving record is required.

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. The position is also responsible for ensuring project compliance with appropriation availability periods, recommends reappropriations when needed, forecasts cash flow to ensure cash flow loans remain sufficient and advises Facilities Services staff on project scope, cost, and budget changes during the bi-monthly budget meetings with Facilities Services management.

This position prepares and review materials required by the State Public Works Board and the Department of Finance for the ongoing phases of Capital Outlay projects, including memos, fiscal displays, and agenda items. These package submissions are done approximately eight times annually. The role also updates and escalates project costs for Executive staff to support accurate advocacy for project funding. In addition, the position manages the twice-yearly bond sales process, a 3.5 month cycle involving extensive preparation, detailed bond document review, meeting participation, and coordination with the Judicial Council Facilities Program, Department of Finance, the State Treasurer’s Office, Judicial Council Legal services, and the tenant courts. The position also prepares and reviews budget documents and fiscal displays containing Capital Outlay budget data for inclusion in the budget galley, published three times per year, and provides backup support to other areas within the State Budget Unit.

RESPONSIBILITIES

• Prepare complex technical budget documents associated with the development of Judicial Branch’s annual budget in accordance with Department of Finance Budget Letters and other guidelines.
• Develop and maintain budget reports and memos, tables, and trackers.
• Review and preparation of SPWB project action package and interface with DOF staff.
• Prepare and review COBCPs and other fiscal documentation to build budget galley.
• Project manage interim cash flow loans and bond sale process for the inclusion of the judicial branch in statewide bond sales for new money and refinancing of current debt.
• Prepare documentation and consult with the Facilities Program to understand cash flow needs of each capital outlay project to ensure successful completion of capital outlay projects. Support Facilities related activities.
• Track legislative budget hearings and budget enactment.
• Coordinate tracking and review of legislation impacting the branch and prepare fiscal analyses for proposed legislation as assigned.

The City of Dixon is excited to announce the recruitment for a Public Works Director. The Public Works Director will play a critical leadership role during a period of elevated development activity and organizational transition. This is an exempt, "at-will" senior management position directly responsible to the City Manager.  Salary is negotiated within salary range depending on qualifications.
