THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

Each year the City Council convenes in advance of the new fiscal year to review and amend as necessary City Council goals, and to develop a list of priorities to be implemented in the upcoming fiscal year to fulfill the goals. In Spring 2023, over the course of three public meetings, the Pacifica City Council undertook a comprehensive strategic planning process instead of its annual goal-setting process. THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.

• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.

The Judicial Council of California is accepting applications for the position of Engineer for the Facilities Services office.

The Engineer will perform engineering design review, and options analysis in the areas of mechanical, electrical, and plumbing systems for judicial branch facilities. Incumbent will assist facility management staff in the more complex facility maintenance engineering activities including1) development and control of operating and maintenance procedures, 2) analysis of design maintainability and operability, and 3) other related technical support.

Incumbent will work directly with regulatory agencies such as Division of the State Architect (DSA), Board of State and Community Corrections (BSCC), Division of Occupational Health and Safety (Cal/OSHA), and local city and county Departments of Public Works (DPW) to explain the Judicial Council’s approach to code compliance in designs for new capital projects, facility modification projects, and correction of code violations in existing court facilities. The mechanical professional engineer (PE) license in the state of California is required to provide credible authority as the incumbent negotiates with the regulatory agencies and to validate incumbent’s decisions that may affect the safety of court facility occupants.

May oversee contractors and subcontractors during design and construction and may perform evaluations of “as built” conditions to assure compliance with plans, specifications, regulations, and applicable standards.

The Town of Woodside is seeking a Director of Public Works/Town Engineer to join the Public Works and Building Department under the direction of the Town Manager. The Town will select the candidate with the best combination of experience and education that aligns with the customer service values of Town Hall.

The Town of Woodside:
Woodside is a rural residential community of approximately 5,300 residents located on the San Francisco Peninsula in San Mateo County. The Town is bordered by Redwood City to the north, Atherton and Menlo Park to the east, Portola Valley to the south, and the Santa Cruz Mountains to the west. Residents of Woodside are highly educated and active in local government. The Town maintains an intricate equestrian trail system and many residents keep horses.

Woodside spans 14 square miles and is a largely affluent residential community in Silicon Valley. The City of Menlo Park is seeking engineering professionals, with exceptional technical and project management skills, for Senior Civil Engineer positions in the Public Works Department (Department) Capital Improvement Program (CIP) Division. The Senior Engineer will lead capital improvement projects under the supervision of the City Engineer or Public Works Director. The CIP team delivers projects for City owned facilities including streets, buildings, storm and domestic water, and parks. The Senior Civil Engineer is responsible for executing CIP projects from planning through completion and managing assigned staff.

ASSOCIATE ENGINEERING TECHNICIAN CLASS SUMMARY

Under general supervision, performs a variety of sub-professional engineering, architectural and landscape architectural duties for civil, traffic, maintenance and office engineering projects and programs. Performs roadway, building, landscaping and other project drafting, including structural detailing, for final plans. Performs technical planning and research, basic design approach and the layout of a project and its electrical, mechanical and hydraulic provisions. Prepares engineering drawings, contract specifications, and cost estimates. Designs streetlight systems, including preparation of maps, diagrams, plans, contract documents, specifications and cost estimates. Conducts traffic surveys, and prepares findings and recommendations. Assists in supervising the installation and maintenance of traffic control devices. Performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the journey-level class in the Engineering Technician classification series responsible for performing a variety of sub-professional engineering, architectural, and landscape architectural duties in support of assigned program area. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class differs from Engineering Technician II in that incumbents of the latter class are responsible for providing technical support to assigned engineering operations and/or programs. This class is distinguished from the Senior Engineering Technician that the latter class performs the most complex work assigned to the series, including serving in a lead worker capacity over assigned staff.

SENIOR ENGINEERING TECHNICIAN CLASS SUMMARY

Under direction, performs sub-professional civil and traffic engineering, architectural, landscape architectural and contract duties.  Researches and writes engineering specifications and prepares plans and contract documents.  Initiates contracts to maintain, repair, renew or make additions to City facilities; administers and inspects work progress.  Plans and supervises traffic studies and reviews findings and recommendations; supervises and participates in the design and location of traffic control devices.  Supervises a team of lower-level technicians, and schedules jobs according to priority.  Performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level class in the Engineering Technician classification series responsible for providing technical support to an assigned engineering or contract program area, and for providing lead direction and training to assigned staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This class differs from the next lower class of Associate Engineering Technician in that incumbents of the latter class are responsible for performing the full range of duties assigned to the series, but do not lead the work of lower-level staff. This class differs from the next higher class of Principal Engineering Technician in that incumbents of the latter class are responsible for supervising the staff and operations of a work unit.

• As assigned, manages security cyber key program for assigned facility; creates and updates access locations and generates access reports.
• Through internal or contracted resources, coordinates the completion of work order assignments dealing with major building or equipment maintenance services including, but not limited: installation and repair of mechanical and process related equipment; building re-models, carpentry, electrical, and plumbing services; creates and processes work orders; monitors testing processes; manages contracts to ensure project specifications are met and contractors are following scope of work and affirms work has been completed in a satisfactory manner.

Source Test Section

The Source Test Section performs source emission tests at regulated facilities for compliance determination, emission factor development, and information gathering. Facilities that are commonly tested include petroleum refineries, power plants, manufacturing facilities, wastewater treatment plants, landfills, and gasoline dispensing facilities. The section also provides regulatory oversight for facility continuous emission monitoring system (CEMS) operation, facility contracted source testing, and special testing or measurement projects. This role will be tasked with supervision of the section’s air quality engineering staff and performance of highly complex and specialized program assignments. Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

Environmental Programs Department

The Environmental Programs Group is responsible for environmental review of VTA’s capital projects, VTA’s Sustainability Program, and VTA’s Stormwater Management Program.  Environmental review includes preparation of federal and state environmental documents; compliance with environmental laws and regulations; acquisition of regulatory agency permits; management of mitigation plans and programs; and coordination on a wide range of environmental topics.  VTA’s Sustainability Program is responsible for reducing the consumption of natural resources and the generation of greenhouse gases in the provision of transportation services through utility management, transportation electrification, climate action planning, waste reduction, and education. VTA’s Stormwater Management Program is responsible for complying with the National Pollutant Discharge Elimination System permit known as MS4. This is the journey level in the Environmental Planner class series. Positions at his level are expected to be conversant with relevant environmental laws, regulations, and guidelines in order to achieve compliance of transportation projects. Incumbents conduct environmental analysis of projects in concert with other staff and consultants and may have responsibility for management of the environmental phase of minor projects or for specific portions of larger projects. This classification reviews environmental documents and development applications received from cities/regional agencies for project impact on the transportation system and/or facilities.

Environmental Planner III: 
This is the advanced journey level in the Environmental Planning series. We have an exciting internship opportunity available at the City of Millbrae’s Public Works Department - Engineering Division. This is an open-ended internship without a specific term, and is a fully on-site position with a minimum of 16 hours per week commitment (not to exceed 1,000 per fiscal year).
