Position Summary

Under general supervision of the Finance Director, the Finance Analyst supervises and/or performs highly responsible, complex, sensitive and professional level accounting and financial work in support of the City's various financial activities. Areas of responsibility may include, but are not limited to preparing financial statements, reviewing fiscal records, and monitoring financial transactions in accordance with prescribed accounting systems and generally accepted principles of accounting, auditing and budgeting. Duties include programmatic general accounting (general ledger, accounts payable, accounts receivable and payroll), budget planning and development, verifies balances, and adjusts accounts and journal entries; prepares various fiscal reports; coordinating and assisting with the annual audit, project management and other administrative analysis activities in the Finance Department and providing information and assistance to City staff and the general public, to perform duties requiring special knowledge; and to provide administrative support to assigned supervisor.

Distinguishing Characteristics

This is the advanced journey level in the Finance series. Positions at this level are distinguished from other classes within the series by level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within the series, including detailed analysis of financial transactions and forecasting and may provide direct supervision over assigned personnel. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Balances and reconciles general ledger accounts; prepares adjusting journal entries and monthly bank reconciliations. Maintain accounting, financial, and statistical records; post information to ledgers, journals, logs, and reports; total and balance figures; proof data and make corrections as required; prepare, reconcile, balance, and submit a variety of periodic and special reports.
•  Supervises the maintenance and analysis of general ledger accounts, and other account subsystems such as accounts payable, accounts receivable, payroll, fixed assets, revenues and utility billing subsystems.
• Assist in the preparation, analysis and review of estimated revenues, reimbursements, expenditures, fund balances and other budgetary accounts.
• Participate in the design, testing and implementation of new technology systems and processes.
• Utilize various computer programs; enter and maintain data; generate reports from a database or in-house system; create spreadsheets and generate reports using spreadsheet software; create documents using word processing software.
• Identify and resolve problems, differences, and inconsistencies between accounting records and computerized reports; determine corrective entries involved in maintaining accounting controls and reconciling differences.
• Obtaining information from various departments to compile the activity and year-end balances for various funds; performing analytical review of activity in each fund.
• Process accounts receivable; prepare statements for City services, rental, and lease obligations, receive, process, and balance payments received; input data; audit accounts receivable; prepare and process bad debt collections.
• Process accounts payable; review invoices and claim documents received from various departments; input information into computer system; review and analyze check registers and transaction reports; distribute checks including to match remittance documents to payments; file documents and reports.
• Develops and documents accounting procedures by reviewing and determining impact of new accounting and auditing standards; assisting with implementation of accounting and auditing procedures and standards; incorporating changes in financial reporting standards into individual fund and Comprehensive Annual Financial Report templates; and communicating changes in standards and impact of changes to other staff.
• Substantiates or resolves complex financial transactions by analyzing and auditing materials, revenue streams, transactions and documents; reconciling statements and transactions; using initiative and sound independent judgment on difficult procedural problems; and reviewing the work of assigned personnel to determine accuracy of accounting records.
• Coordinate and participate in ACFR and Annual Audit Processes: Prepares in the preparation of annual financial reports including, but not limited to, the Annual Comprehensive Annual Financial Report (ACFR) and the City’s annual audit; review, reconcile and prepared notes to the financial statements, supporting work papers, and other reports; respond to audit inquiries from external auditors and other governmental agencies as necessary.
• Assists in the development of long-term financial forecasts, the preparation of monthly and quarterly financial reports, collects data to support department analytical functions and makes recommendations as appropriate.
• Assist public at service counter and record revenue receipts through operation of cash register; prepare and complete daily revenue deposits including to balance cash drawer, code data input documents, and sign checks with check signer; contact fiduciaries to coordinate investment transactions completed by the City Treasurer and Finance Director.
• May administer and oversee the business licensing fee function for the City by coordinating the collection of business licenses fees, verification of transaction information, computation of charges and refunds, preparation and mailing of invoices; notification to customers of delinquent accounts and insufficient payments coordinating licensing activities with the public, other departments and other agencies; and updating of licensing records by collecting, calculation, and entering data, audition records and entering changes.
• Assist in recording payroll entry and PERS retirement contributions.
• Coordinates and assists in developing and implementing the City’s fiscal budget.
• Schedules budget preparation tasks to meet established deadlines; coordinates budget related matters with departments and provides training and guidance when necessary.
• Evaluates the budget during the execution and implementation phase; identifies variances requiring corrective action; recommends appropriate correction action.
• Reviews and approves purchase requisitions and budget transfers.
• Coordinates the development of the 5-year Capital Improvement Program publication, including but not limited to, document project management, department communications, template structure design and development, schedule development and financial analysis.
• May assist in grant accounting; type statistical schedules and reports; assemble and copy documents.
• May assist in ensuring 1099s are properly prepared.
• Coordinate debt, debt activities, debt schedules and interfund loan activities for the City and other City authorities; participate in debt issuance and financings; analyze debt and work with City departments on debt related matters.
• Provide public assistance at the counter and over the phone; answer questions and provide information; research problems and prepare necessary adjustment; collect payments as necessary.
• Perform special analyses and reports as required by the City Council, management staff, and outside agencies; audit petty cash funds; update general ledger and verify fund balances; reconcile bank accounts.
• May perform general supervision of subordinate Finance Department staff.
• Perform related duties as required.

POLICE DEPARTMENT

The Wheatland Police Department is responsible for providing public safety for the city. Services provided by the Police department include uniformed patrol, investigative services, traffic enforcement and administration. Dispatch services are provided under a contract with the Yuba County Sheriff. The Police Department is staffed with 11.5 FTE positions, of which 9 are authorized sworn positions. The authorized department staffing includes 1 Police Chief, 1 Sergeant, 6 Officers, 3 part-time Reserves and 2 non-sworn positions.

ABOUT THE POSITION
Under general supervision from the Police Sergeant, to perform a variety of duties in law enforcement and crime prevention programs; to maintain order and a safe environment for the citizens of Wheatland; to participate in criminal investigations and crime prevention programs; and to provide a variety of duties relative to assigned areas of responsibility.

This position is temporary / part-time and is limited to a maximum of 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

To perform a variety of semi-skilled and skilled work involving the construction, maintenance, and repair of the City's traffic signs and markings.  The purpose of this recruitment is to fill a current temporary/part-time vacancy in our Public Works Department. Candidates who do not currently meet the minimum qualifications for the Signs and Markings Technician I position may be considered for an Intern position instead.

IDEAL CANDIDATE
The Ideal Candidate will have experience with equipment, materials and methods utilized in general construction, maintenance, and repair of traffic signs and markings. This individual will be able to work independently with limited supervision, and make sound decisions.  It is important that this person can follow directions properly, be flexible, communicate clearly and have a positive, professional attitude.

ESSENTIAL JOB FUNCTIONS
Paint, install, and maintain city street signs, striping and reflective markers. Design and manufacture street name signs, City facility signs, and regulatory signs. Interpret and apply relevant codes, rules, and regulations as specified in the Traffic Control Handbook, Caltrans Specifications and California Manual on Uniform Traffic Control Devices (MUTCD). Provide general information to the public, other city departments, and vendors pertaining to area of assignment; investigate and respond to citizen inquiries and complaints regarding area of assignment. Comply with the policies and procedures in the Department Illness and Injury Prevention Program; utilize proper safety precautions and set a positive example for others. Regular, predictable, consistent and timely attendance is an essential function of the position. Employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS
Assist in the planning and layout of traffic control devices including safe work zones. Be aware of the Underground Service Alerts (USA) guidelines.  Perform preventive maintenance and minor repairs on assigned equipment such as compressors, paint sprayers, thermal applicators and stencils. Install new or modified signing and/or striping as directed by Senior Signs and Marking Technician. Requisition and purchase materials and supplies; assist in maintaining expenditure records for materials and services; maintain records and prepare reports regarding work performed. Prepare detailed designs for installation of traffic control devices. Assist in the training of assigned crew members. Work cooperatively with others. Drive vehicles and equipment as required. Perform related duties as assigned. Meet stand-by requirements and serve in a stand-by status after working hours. Respond to emergency callouts as required.

QUALIFICATIONS
Signs and Markings Technician I

Education: High School Diploma or equivalent. Specialized coursework in signs and markings or related field is desired.

Experience: One (1) year of experience performing duties in general construction or maintenance work related to signs and markings. 

License or Certificates: Must acquire and be able to retain a valid Class B California Driver's License with Tank and Air Brake Endorsement, Signs and Markings Specialist I and Work Zone Safety certifications from the International Municipal Signal Association (IMSA), First Aid, CPR, ICS 100 and NIMS 700 certifications prior to permanent appointment.

BENEFITS

Under direction, assists in the overall operations of a swimming pool facility, and its assigned temporary employees; assists in the planning, organizing, coordination, development, implementation, promotion, and evaluation of aquatic activities and programs for all ages.

The Assistant Pool Manager is the working lead class responsible for assisting with the daily operations of the pool and aquatics program. This class is distinguished from the next higher classification of Pool Manager in that the latter has overall responsibility for the pool operations, programs, and staff.

SUPERVISION RECEIVED/EXERCISED

Receives direction from the Pool Manager. Exercises indirect supervision over temporary and seasonal aquatics personnel; may exercise direct supervision in the Pool Manager’s absence.

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Assist in monitoring and supervision of the day-to-day operations of the aquatics program, which includes direction to lifeguards/instructors; enforce and explain pool regulations and policies; administer first aid and perform emergency rescues.
• Maintain proper health specifications, in restroom and locker areas and take all safety precautions.
• Manage the daily opening and closing of the facility.
• Assist in the oversight of proper sanitation and maintenance of pool water; ensure cleanliness of restrooms, dressing rooms, and public areas; report maintenance conditions affecting facility operation and security.
• Assist in the oversight of the safe and proper operations of assigned pool; ensure pool rules and safety guidelines are followed; maintain order with disruptive patrons and exercise crowd control where warranted; and refer escalated issues to assigned supervisor or proper authorities.
• Exercise lead/indirect supervision over all assigned staff including temporary and seasonal staff, independent contract instructors, and volunteers. Exercise direct supervision in the Pool Manager’s absence.
• Participate in the recruitment and hiring of temporary, part-time, or seasonal aquatics staff as required.
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required; ensure the safety of pool users and enforce all user rules and policies of the department.
• Complete, review, and file accident and incident reports; assist with follow-up related to reports; purchase, check, and maintain first aid equipment; perform daily safety checks and inspections of the facility and all equipment.
• Assist with employee schedules; complete reports on chemical tests; assist with the training of lifeguards and other aquatics staff; verify and check aquatics staff timecards; submit timecards to Pool Manager for approval; coordinate and facilitate staff meetings; assist with special events.
• Work with maintenance staff to ensure that pool facility maintenance procedures are followed.
• Keep the pool, pool deck, and auxiliary buildings/areas clean and free of litter and debris.
• Act as the Pool Manager in her/his absence.
• Perform related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, squatting, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when reading correspondence, statistical data and using a computer. The need to lift, drag and push files, paper and equipment weighing 25 pounds or more is also required. The incumbent may use cleaning chemicals, or pool chemicals, which may expose the employee to fumes, dust and air contaminants. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold and is required to swim.

KNOWLEDGE/ABILITIES/SKILLS

Deputy Fire Marshal

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications 
Applicants are encouraged to upload license and certification if required of the position. 

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.
• Must possess a valid California Driver’s License
• Five (5) years of experience in building, fire, or hazardous materials inspections.
• College education/training equivalent to a BS level in Fire Science, Construction, Chemistry, or similar related field.
• Experience working within “Authority Having Jurisdiction” for enforcement of regulations, or someone who has completed an apprenticeship (time/experience) and is fully educated/experienced in construction.

Preferred Qualifications 

• OSFM Certification as a Fire Inspector 2
• ICC Building Code Official Certification
• Hazardous Material Inspection experience.
• Experience in hospital inspections &/or construction.
• Thorough knowledge and skill in one or more of the following fields: Hazardous Materials Inspections, Laboratories, Hospital &/or Construction Inspections.
• Demonstrates excellent working knowledge of the California Health and Safety Code sections under the authority of the Office of the State Fire Marshal, California Code of Regulations Title 24, NFPA, and other standards required for Fire Prevention activities within the state of California.
• The ability to manage programs that include formulating strategies and administering policies, processes, and resources while functioning with a high degree of autonomy.
• Decision-making is based on established procedures and integration/interpretation of relevant laws, regulations, and organizational policy; professional best practices; relevant science methodology, impact on other UCDH programs; and senior management approvals. Decisions may impact other programs, departments, segments of the organization, and/or organization wide.

Special Requirements 

• Must participate in the department’s DMV Pull Notice Program. Must pass a pre-employment Live Scan Fingerprinting Background check.
• Administrative deadlines or emergency incidents will require the incumbent to work a certain amount of unscheduled non-paid overtime.
• Typically, this position provides services during normal business hours of operation; however, the individual must be able to work flexible hours that can include days, nights, weekends, and holidays. Occasional overtime as required to meet operational needs.
• Ability to work in a high-stress structured environment.
• Ability to maintain maximum confidentiality and professionalism while working with complex issues.
• Ability to work in a non-smoking environment.
• The incumbent will be exposed to alarms and other auditory warning devices. Must be able to function in a multi-disciplinary and fast-paced work environment while maintaining the need for quality, accuracy, completeness, and timelines.
• This position requires individuals to have the mobility to climb ladders and stairs and be able to differentiate between various alarm signals.
• This position may, at times require the incumbent to work with or be in areas where hazardous materials and/or infectious diseases are present and, as such, the incumbent will be required to participate in a medical monitoring program and other programs necessary to enter a hazardous materials environment.
• Will be required to work outdoors in a variety of weather conditions; tolerate very hot and very cold temperatures; walk over rough, uneven, or rocky surfaces; work at heights greater than 10 feet; climb ladders or steps to reach objects; work in small, cramped areas; bend or stoop repeatedly or continually over time; discriminate among colors or match colors of wiring systems and color-coded valves and piping; stand or walk for extended periods of time with the inability to rest at will and use arms above shoulder level. When not performing duties in the field, incumbents work in an indoor office setting and are required to enter data into a terminal, PC, or keyboard device; produce written documents using proper grammar, punctuation, and spelling; use graphic instructions, blueprints, and layouts as part of the plan review process when checking for code compliance; and sit for extended periods of time with the ability to move at will.

The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions. The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services. Dispatchers prioritize calls and dispatch public safety units as needed. Heavy phone and radio use is a primary duty of the position. Other duties include clerical and specialized record keeping functions.

Under immediate supervision, performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

Public Safety Dispatcher I

The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

Public Safety Dispatcher II

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

SUPERVISION RECEIVED/EXERCISED

Public Safety Dispatcher I
Receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.

Public Safety Dispatcher II
Receives supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.
 

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
• Responds to questions and concerns from the general public, department staff and other agencies; takes and records telephone and counter reports; provides information as appropriate and resolves service issues and complaints.
• Enters and maintains accurate data and information into the California Law Enforcement Telecommunications System (CLETS) including stolen vehicles and missing and unidentified persons; enters and retrieves information from a variety of state and local automated systems; validates selected records from the Department of Justice files including vehicles, boats and missing persons; releases impounded vehicles; processes reports and citations; collects and maintains statistical information.
• Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties.
• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

KNOWLEDGE, SKILLS AND ABILITIES

The following are a representative sample of the KSAs necessary to perform essential duties of the position. The level and scope of the knowledge and abilities listed below vary between the I and II levels.

Knowledge of:

Civil, criminal, and municipal provisions relating to the various activities of the Police Department; law enforcement, fire, and other operating procedures and functions of the Department as they relate to the dispatch function; geography of the City and the surrounding environment; legal and procedural techniques and regulations regarding transmission and reception of public safety radio traffic; basic radio and related equipment maintenance.

Skill to:

Operate an office computer and a variety of word processing and software applications; effectively operate specialized law enforcement automated information and communication systems; type accurately from clear copy at a rate of 35 words per minute.

Ability to:

Perform a variety of complex work with speed and accuracy; remain calm under emergency situations; learn to operate specialized law enforcement automated information and communication systems; work flexible hours including evenings, weekends and split shifts; learn basic Spanish speaking skills that allow for communication regarding addresses, locations, time descriptions, etc.; interpret, explain and apply applicable laws, codes and regulations; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.
