The Policy Advisor for Land Use and Environment Group (LUEG) leads the Supervisor’s agenda in areas including the Tijuana River sewage crisis, environmental policy, transportation, housing, climate adaptation, agriculture, and regional planning. This person plays a key role in the Supervisor’s priorities for equitable development and environmental justice. This position reports to the Director of Policy.

This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

PROJECT DESCRIPTION

POLICE DEPARTMENT

The Wheatland Police Department is responsible for providing public safety for the city. Services provided by the Police department include uniformed patrol, investigative services, traffic enforcement and administration. Dispatch services are provided under a contract with the Yuba County Sheriff. The Police Department is staffed with 11.5 FTE positions, of which 9 are authorized sworn positions. ABOUT THE POSITION
Under general supervision from the Police Sergeant, to perform a variety of duties in law enforcement and crime prevention programs; to maintain order and a safe environment for the citizens of Wheatland; to participate in criminal investigations and crime prevention programs; and to provide a variety of duties relative to assigned areas of responsibility.

ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Receive, sort, and distribute in-coming and out-going mail as assigned. Order and maintain supplies. Perform related duties as assigned.

Education: High School Diploma or equivalent. 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.

Choice of deferred compensation plans (Traditional and Roth options).  After successful completion of probation, new hires are eligible for a monthly 2% City contribution.

Under general supervision, the Swim Instructor’s Aide assists in teaching swim lessons to persons of all ages. Some evening and weekend hours may be required. Mandatory pre-season in-service training sessions will be held in June.

DUTIES AND RESPONSIBILITIES

Assists in developing lesson plans for aquatic activities and helps maintain pool records, including program registrations and safety reports. Provides First Aid and CPR when necessary and aids in teaching swimming lessons to participants of all ages. Follows city policies and procedures and performs other assigned duties as required.

QUALIFICATIONS

Age Requirement:                                         

• At least 14 years of age

Experience:

• No prior experience necessary.
• Recommended exposure to swimming lessons instruction or working with young people in an organized environment and/or participation in the Junior Lifeguard program.

Knowledge of:           

• The City of Woodland’s Swim Lesson Program and basic pool policies and procedures.

Ability to:

• Communicate clearly, both in oral written forms.
• Collaborate well with colleagues and others encountered during work.
• Swim proficiently and showcase various swimming techniques. 

Certifications:

• Standard First Aid, CPR in adult, child, and infant (or equivalent)
• American Red Cross Water Safety Aide is recommended.
• Exposure to American Red Cross Lifeguard Training is desirable.

SALARY SCHEDULE

$16.90-$17.90 per hour, based on experience and years of service.

QUALIFICATIONS

Age Requirement:      

• At least 15 years of age.

Experience:    

• No prior experience is required.
• Recommended experience includes exposure to swimming lesson instruction, working with youth in an organized environment, participation in the Junior Lifeguard program, or experience as an Instructor's Aide or Lifeguard.

Knowledge of:           

• Familiarity with lifeguard rescue and life-saving techniques.
• The American Red Cross Learn to Swim Program and basic pool policies and procedures, or equivalent.

Ability to:       

• Demonstrate all lifeguard training skills effectively. 
• Swim proficiently and showcase various swimming techniques. 
• Communicate clearly in both oral and written forms. 
• Collaborate well with colleagues and others encountered during work.

Certifications:

• American Red Cross Lifeguard Training with CPR and First Aid (or equivalent)
• Ability to obtain training in First Aid for Public Safety Personnel (Title 22 equivalent)

SALARY SCHEDULE

$18.00 - $19.00 per hour, based on experience and years of service.
