WOODLAND COMMUNITY COLLEGE HOST SITE
Woodland Community College is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WCC and receive day-to-day guidance and supervision from WCC staff while remaining part of the fellowship cohort and participating in program-wide activities.

This posting is for the Community College Strategic Initiatives Fellow within the Office of the President at Woodland Community College.

Typical work hours are from 8:00 a.m. to 6:00 p.m., Monday through Thursday; and 8:00 a.m. to 12:00 p.m. Friday, up to 40 hours per week.

PROJECT DESCRIPTION
The Community College Strategic Initiatives Fellow will play a key role in advancing and operationalizing Woodland Community College’s newly adopted Strategic Plan, with a deliberate emphasis on institutional capacity building, student success, and long-term socioeconomic mobility.

Housed within the Office of the President, this position will operate at a cross-divisional level, partnering with academic affairs, student services, workforce development, and administrative leadership to drive strategic initiatives from concept through implementation. This fellow will provide research, policy analysis, project management, and performance tracking support to ensure strategic priorities are translated into measurable outcomes.

Core areas of responsibility include advancing enrollment growth strategies, strengthening retention and completion pathways, aligning academic programs with regional workforce needs, expanding equity-centered student supports, and cultivating high-impact community and industry partnerships. This role will contribute to data-informed decision-making, continuous improvement efforts, and the overall enhancement of institutional effectiveness.

SUPERVISION RECEIVED AND EXERCISED
Receives general directions from the designated WCC host-site employee.

They are comfortable coordinating cross-functional collaboration across divisions and working effectively with faculty, staff, administrators, students, and community partners.

Strong technical proficiency in Microsoft Excel, PowerPoint, and Word is essential, along with the ability to produce polished reports, presentations, and briefing materials. Above all, the ideal candidate is a thoughtful communicator, systems-oriented thinker, and reliable project partner who thrives in a collaborative, fast-paced higher education environment.

THE POSITION OBJECTIVES/GOALS

The goals of this position are to:

1. Develop Applied Expertise in Higher Education Policy Implementation and Strategic Planning
Gain hands-on experience translating strategic priorities into operational initiatives within a community college setting. Contribute to the implementation of institutional goals by supporting policy analysis, drafting implementation frameworks, monitoring performance indicators, and participating in executive-level planning discussions.

2. Build Competency in Data-Informed Decision-Making to Advance Student Success
Strengthen analytical capacity by working with enrollment, retention, completion, and workforce outcomes data. Develop the ability to interpret quantitative and qualitative findings, identify trends and gaps, and produce actionable recommendations that support continuous improvement and measurable gains in student achievement.

3. Strengthen Project Management and Cross-Functional Coordination Skills
Cultivate the ability to manage complex initiatives across multiple departments, including academic affairs, student services, workforce development, and external partners. Build proficiency in organizing timelines, facilitating meetings, tracking deliverables, mitigating risks, and ensuring alignment with institutional priorities.

4. Gain Experience in Institutional Capacity Building and Equity-Centered Program Development
Support initiatives that enhance institutional effectiveness, improve operational systems, and expand equitable access to resources and opportunity. Develop an applied understanding of equity-centered program design, implementation, and evaluation within a public-serving educational institution.

5. Contribute to Initiatives that Advance Socioeconomic Mobility and Workforce Opportunity
Participate in projects that strengthen pathways from education to employment, including workforce alignment, community partnerships, and career-connected learning strategies. Deepen understanding of how community colleges serve as engines of upward mobility and regional economic development.

QUALIFICATIONS

• 4+ years of high school
• Local Woodland knowledge preferred
• Strong interpersonal and communication (oral and written) skills
• Excellent organizational skills and attention to detail 
• Strong computer skills
• Ability to build and maintain trust-based relationships with multiple internal and external stakeholders 
• Eligible to work in the United States
• Valid California driver license (if driving is an essential duty)

SALARY RANGE

$20.00 - $25.00 / hour dependent on experience.

The pay cycle is bi-weekly.  No other benefits compensations are provided except for worker's compensation coverage and sick leave.  Employees must contribute 1.45% of their salary to Medicare and 7.5% to a retirement plan under Federal Law.

• Research best practices related to student support programs (e.g., advising, basic needs, financial aid outreach, career services, transfer services)

• Supporting cross-departmental coordination efforts to align student services with strategic plan priorities

• Assisting in the design and implementation of new or redesigned initiatives that promote student success and socioeconomic mobility

• Supporting strategic plan events, stakeholder engagement efforts, and community partnerships

• Develop reports, presentations, training materials, and guides to support students

• Documenting processes and building tools to strengthen institutional capacity within Student Services

A key focus of the role will be translating strategic goals into actionable program improvements that enhance student access, persistence, completion, and post-college outcomes.

Under direct supervision of the Activity Manager, the Activity Leader I/II provides fun and safe activities for youth and teens. Hiring for summer camp positions and possibly more.

POLICE DEPARTMENT

The Wheatland Police Department is responsible for providing public safety for the city. Services provided by the Police department include uniformed patrol, investigative services, traffic enforcement and administration. Dispatch services are provided under a contract with the Yuba County Sheriff. The Police Department is staffed with 11.5 FTE positions, of which 9 are authorized sworn positions. The authorized department staffing includes 1 Police Chief, 1 Sergeant, 6 Officers, 3 part-time Reserves and 2 non-sworn positions.

ABOUT THE POSITION
Under general supervision from the Police Sergeant, to perform a variety of duties in law enforcement and crime prevention programs; to maintain order and a safe environment for the citizens of Wheatland; to participate in criminal investigations and crime prevention programs; and to provide a variety of duties relative to assigned areas of responsibility.

To perform responsible clerical accounting work involved with billing and collection of utility bills; the maintenance and review of financial and statistical records; the entry of data processing; and/or assisting in the preparation and maintenance of payroll and related records.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

Finance Clerk I:  This is the entrance level for clerical accounting employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. Finance Clerks I are normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their positions to be reassigned to the next higher class of Finance Clerk II.

Finance Clerk II:  Positions in this class are normally filled by advancement from the lower grade of Finance Clerk I, or, when filled from the outside require prior responsible clerical accounting experience.  A Finance Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance.

IDEAL CANDIDATE

The Ideal Candidate for the Finance Clerk position will possess excellent customer service skills and maintain professionalism regardless of work environment.  Cash handling experience with proven accuracy and integrity are essential to the position.  Strong communication skills are vital.  Candidates must be able to communicate with internal and external customers with ease and confidence.  The Ideal Candidate will also demonstrate the ability to prioritize multiple competing timelines, remain organized, show attention to detail, as well as being highly trainable.  Regular, predictable, consistent, and timely attendance is an essential function of the position. The ability to communicate in Spanish is highly desirable.

ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Receive, sort, and distribute in-coming and out-going mail as assigned. Order and maintain supplies. Perform related duties as assigned.

QUALIFICATIONS

Experience and Education:

Any combination equivalent to the experience and training that would likely provide the required knowledge and abilities would be qualifying.  A typical manner to achieve the knowledge and abilities would be:

Finance Clerk I

Education:  High School Diploma or equivalent.

Experience:  One (1) year experience performing clerical or accounting support work.

Finance Clerk II

Education: High School Diploma or equivalent. 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.

Salary (Current):                 
Finance Clerk I         $3,751.32 - $4,787.74 per month                                               
Finance Clerk II        $4,244.27 - $5,416.89 per month

Retirement:                          
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members). The City does not participate in social security

Deferred Comp:                   
Choice of deferred compensation plans (Traditional and Roth options).  After successful completion of probation, new hires are eligible for a monthly 2% City contribution.

Medical:                                
CalPERS Medical Insurance Plans, including HMOs and PPOs. City gives an allowance toward the cost of insurance. Maximum Family Medical Allowance (2026): $2,463.99 per month

Under general supervision, the Swim Instructor’s Aide assists in teaching swim lessons to persons of all ages. Some evening and weekend hours may be required. Mandatory pre-season in-service training sessions will be held in June.

DUTIES AND RESPONSIBILITIES

Assists in developing lesson plans for aquatic activities and helps maintain pool records, including program registrations and safety reports. Provides First Aid and CPR when necessary and aids in teaching swimming lessons to participants of all ages. Follows city policies and procedures and performs other assigned duties as required.

QUALIFICATIONS

Age Requirement:                                         

• At least 14 years of age

Experience:

• No prior experience necessary.
• Recommended exposure to swimming lessons instruction or working with young people in an organized environment and/or participation in the Junior Lifeguard program.

Knowledge of:           

• The City of Woodland’s Swim Lesson Program and basic pool policies and procedures.

Ability to:

• Communicate clearly, both in oral written forms.
• Collaborate well with colleagues and others encountered during work.
• Swim proficiently and showcase various swimming techniques. 

Certifications:

• Standard First Aid, CPR in adult, child, and infant (or equivalent)
• American Red Cross Water Safety Aide is recommended.
• Exposure to American Red Cross Lifeguard Training is desirable.

SALARY SCHEDULE

$16.90-$17.90 per hour, based on experience and years of service.

Under direct supervision of the Special Program Coordinator, provides fun and safe activities for youth and teens.

• Monitor a group of participants in grades 1-6 or 6 through 9.
• Provide oversight of Activity Leaders and volunteers.

QUALIFICATIONS

Experience:

• Working with youth and/or teens in organized, well-structured activities.

• Emergency procedures, First Aid, and CPR. The Community Services Department offers a pre-summer certification class.

Skill to:

Requirements:

• High School diploma or equivalent. College coursework in Recreation, Child Development, Education, or a related field is preferred.

Certificates:
