San Mateo County Health's Behavioral Health and Recovery Services division has three vacancies for Psychiatric Social Worker/Marriage & Family Therapist I/II - SPANISH SPEAKING REQUIRED in its Adult and Older Adult Services Center Unit. BHRS Adult and Older Adult Outpatient Services is committed to serving residents of San Mateo County aged 18 years and older who are grappling with severe functional impairments due to serious mental illness and/or multiple co-occurring disorders. The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health seeks an experienced psychiatrist to serve as Supervising Adult Psychiatrist for our Interface Primary Care Team.

Interface Primary Care is a BHRS mental health integrated, collaborative care program providing psychiatric services and Medication Assisted Treatments (MAT) to adults receiving care in the Federally Qualified Health Center (FQHC) Community Primary Care Clinics operated by San Mateo County Health. These clinics are located at North County Primary Care Clinic (in Daly City), Fair Oaks Health Center (in Redwood City), San Mateo Medical Center (SMMC), South San Francisco Primary Care Clinic (South San Francisco), and the Sequoia Teen Wellness Center (in Redwood City). This position will be a mix of direct clinical care and providing leadership and supervision for an interdisciplinary team of providers. This position also includes collaborative consultation with primary care/specialty medical providers and support for MAT services across BHRS.

This position is a full time, 1.0 FTE (40 hours per week) position. This Supervising Adult Psychiatrist will report directly to the Medical Director of BHRS and will assist him/her in providing the highest quality behavioral health care in San Mateo County.

The ideal candidate is Board Certified in Adult Psychiatry and has at least three years of experience supervising psychiatrists and/or psychiatry residents, as well as a keen interest in and knowledge of policy and planning on behavioral health issues and organizational and clinical performance measurements. Knowledge of substance abuse treatment and MAT, including board certification in Addiction Medicine/Psychiatry is strongly preferred.

• Leadership in fostering integrated care for clients with serious mental illness and primary care conditions;

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Completion of a residency program and three years of experience in Adult Psychiatry.

Licensure/Certification:

• License to practice medicine or osteopathy in the State of California.
• Possession of a valid Basic Life Support (BLS) certification.

Knowledge of:

• Health care management practices and principles including revenue retrieval.
• Current developments, trends and research in a medical specialty.
• Principles and practices of supervision.
• Development of medical policies, procedures and protocols.

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician - Adult and Youth Services. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field.
 
The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team, the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), Homeless Engagement Assessment Linkage (HEAL) team, and the law enforcement, mental health partnership within multiple cities in the County.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.
 
The Supervising Clinician oversees daily operations and directs a multidisciplinary team providing recovery-based behavioral health services, outreach and linkage for BHRS' crisis and outreach teams. Services provided include: supervising mobile clinicians who are working in tandem with city law enforcement at behavioral health crises and/or with homeless outreach programs throughout the County, supervise the program specialist for the Crisis and Outreach Team, and conduct trainings and presentations to law enforcement and the community.
 
The teams include psychiatrists, social workers, marriage and family therapists, law enforcement officers and community workers who are consumers or family members. The clinical teams may also work with clinical interns.  
 
The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services, SMART Medics and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, Soarian and other tools used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

Qualifications

A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

Knowledge of:

DEFINITION
Crisis Response Clinician I: Under direct supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned.

Crisis Response Clinician II: Under general supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned. This is a full journey level position within the Crisis Response Clinician series and is distinguished from the Crisis Response Clinician I by the performance of the full range of duties with only occasional instruction or assistance.

Under the flexible staffing concept, Crisis Response Clinician II positions that become vacant may reasonably be filled at the Crisis Response Clinician I level for training purposes.

EXAMPLES OF DUTIES
Perform initial diagnostic evaluation during a crisis noting behavioral symptoms which may indicate mental health disorders in children, youth, or adults; determine whether individuals meet the criteria for a W&I 5150 and follow appropriate procedure; determine other resources to connect individuals to who do not meet criteria for 5150; work closely with different law enforcement communities; participate in monthly San Mateo County Field Crisis Consultation Committee (FCCC) as needed; establish and maintain effective relationships with contractors and community organizations and other governmental agencies regarding programs and services; participate in committees, meetings and conferences; provide guidance regarding appropriate social-psychological practices and services. perform suicidal/homicidal/Grave Disability risk assessments; conduct home visits and/or field-based services; provide crisis Intervention as needed; provide outreach counseling and refer clients to appropriate behavioral health resources; collect and evaluate medical or psychosocial data such as case histories, behavior patterns and family relationships of patients/clients; follow up with individuals where appropriate who are reluctant to engage with resources; work as a psychiatric team member with other treatment disciplines; utilize Trauma Informed Care and other evidence-based practices; provide consultation and education services; compile and prepare reports and documentation on clinical activities; maintain records; prepares periodic reports; ability to work weekends and perform related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of: Office machines and specialized software applications; current philosophy, principles, and practices for services to clients with serious mental illness; individual, group and family psychodynamics as they relate to adults or children in crisis; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources; applicable local, State and Federal laws, ordinances and rules.

Ability to: Provide crisis intervention treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse; set realistic treatment goals and facilitate their attainment; evaluate the degree of mental disability or emotional distress of patients/clients; communicate effectively orally and in writing; provide consultation and technical assistance to agencies, schools and other organizations; operate modern office equipment including specialized software applications programs; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education: Master's degree from accredited college or university in Social Work, Social Welfare, Psychology, or a closely related field.

Experience:
Crisis Response Clinician I: One (1) year of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.
Crisis Response Clinician II: Two (2) years of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.

License:
Possession of a valid Class C California Driver's License.
Crisis Response Clinician I: Registered with the State of California Board of Behavioral Sciences as an APCC, AMFT or ACSW. A current license with the State of California Board of Behavioral Sciences, as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist desirable.

OASIS is community field-based mental health services provided to older adults at their place of residence. This home visit services include medication evaluation and monitoring, individual counseling/therapy, and case management. This multiple discipline team with language capacity in English, Spanish, and Chinese, consists of Psychiatrists, Licensed Clinical Social Workers, Licensed Marriage & Family Therapists, a Community Mental Health Nurse, and a Peer Support Worker. Services are available to San Mateo County residents age 60 and over with issues of mobility and mental health conditions that impact their day-to-day functioning.  

Clinicians will use evidence-based approach to perform assessment, diagnosis, make medical necessity treatment plans, case management, individual therapy, and work with family members of clients' and other community providers for clients' mental health follow-up care needs. These interventions are provided in field setting or in clients' place of residence, and/or as needed to clients who are living in the community.

Clinicians are committed to providing medical necessity treatment that supports the clients' goals of independence and self-sufficiency with other service providers' support to continually live in the community with better quality of life. San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking a well-qualified individual for the position of Psychologist I/II-Behavioral Health and Recovery Services. 

There is currently one vacancy on the Central County Adult Mental Health Clinic team in San Mateo.

 

In this position, the psychologist will work as part of a dynamic, multicultural and multidisciplinary team, supporting our culturally diverse San Mateo residents who are diagnosed with a Serious Mental Illnesses and Co-Occurring Disorders.

This Psychologist will conduct admission assessments and evaluation, provide individual and group therapy, crisis intervention, case management, and rehabilitation services to a caseload of adults diagnosed with a serious mental illness.  The Psychologist will also support the psychology doctoral student program and the MSW/MFT graduated internship program at the clinic and provide students with supervision and provide clinical consultation. San Mateo County Health's Aging and Adult Services Division is seeking qualified individuals for the position of In-Home Supportive Services Social Worker II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.
 
The current vacancy is in the In-Home Supportive Services (IHSS) Program that provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive.  The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position.  The Social Worker will work in the San Mateo, CA Aging and Adult Services Office.
 
This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:
 

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Role Description

As a Clinical Psychologist for the County Adult Assistance Program(CAAP), you will conduct professional-level work in screening and assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

Essential Duties Include:

• Conducts screening and assessment of clients with mental health related complaints, collateral interviews with primary care and behavioral health staff, and medical records review to support clients’ application for Social Security Benefits.
• Selects, administers, scores, and interprets appropriate psychological tests of intelligence, personality, aptitude, achievement, interest and other specialized areas and conducts diagnostic clinical interviews with emotionally disturbed, mentally ill, chemically dependent, and intellectually disabled adults to assess their impairments to provide medical evidence in support of clients’ application for Social Security Benefits as needed.
• Prepares psychological reports presenting diagnostic findings, interview findings, functional assessments, clinical evaluations, and recommendations for the Clients’ SSI eligibility.
• Reviews and evaluates psychological, psychiatric and/or neuropsychological data and case material.
• Provides education, consultation, and information to community providers, and CAAP’s multi-disciplinary team on adult adjustment problems, mental illness, chemical dependence, culturally relevant services, and other topics related to SSI eligibility.
• Supervises psychology interns and subordinate clinical staff not including class 2574 Clinical Psychologist; conducts staff training programs both within the clinic or unit and for line agency personnel.
