Ideal Candidate

DEFINITION 

As a Building Attendant, you will be responsible for the daily upkeep and maintenance of the Burlingame Community Center, ensuring a clean, safe, and welcoming environment for all occupants. This role requires a hands-on individual with excellent attention to detail and strong communication skills.

Hours: (Average 10-20 hours per week). 

Shifts include:
Monday-Friday: 7:30am-12:30pm
Monday-Friday: 2:30pm-9:15pm
Saturday/Sunday: 7:30am-1:15pm
Saturday/Sunday: 12:45pm-5:30pm
As needed: Private rentals as late as 2:00am

Shifts depends on special events and rentals.

ESSENTIAL FUNCTIONS:  (include but are not limited to the following)
Opens and closes the building, provides excellent customer service, and maintains a clean, safe, and welcoming environment. Performs regular cleaning tasks such as sweeping, mopping, vacuuming, cleaning windows and mirrors, restocking and sanitizing restrooms, emptying trash and recycling, and wiping down surfaces. Assists with event and class setup and takedown of tables, chairs, and equipment, operates audiovisual equipment, and ensures renters follow facility policies, completing final walk-through reports as needed. Staffs the front desk to greet visitors, answer questions, answer phones, take messages, and process registrations and sales.

KNOWLEDGE/ABILITIES/SKILLS:  
Knowledge of: Operation of a community center; department rules and policies; availability of current classes; basic mathematical functions; janitorial work (including but not limited to: glass and wall cleaning, dusting, trash pickup, restroom clean up, emptying of trash cans, cleaning of kitchen, etc.).

Ability to: Work independently, learn quickly, perform heavy manual labor; work extremely well with others, including customers, staff, contractors, and volunteers; explain policies and procedures clearly and concisely; read and understand English;

Skills: Ability to use office equipment including copy machine, calculator and personal computer, and keyboarding skills.

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)
 

Education and/or Experience:
Sufficient experience and education to perform the above duties, which is typically obtained through sufficient maturity to perform these duties in a trustworthy manner.

PHYSICAL, MENTAL, AND ENVIRONMENTAL WORKING CONDITIONS:
Perform heavy manual labor, including bending and stooping; ability to explain recreation programs and policies with tact; calmly deal with difficult people and with people of different cultures.  Minor analysis of situations and adopting effective courses of action.

Position Summary

Under general direction, performs responsible professional level engineering and administrative work in connection with a wide variety of engineering projects. May lead professional and paraprofessional engineering personnel engaged in the planning, design and construction phases of engineering projects.  Assist Directing Civil Engineer in training and providing guidance to Junior through Associate Engineer classifications and Inspector classifications. Responsibilities include: developing, coordinating and executing engineering methods and policies affecting a wide range of engineering activities; regular contact with professional engineering consultants, governmental agencies, involved communities and contractors in connection with complex and difficult engineering  matters; overall oversight and review of detailed and complex engineering calculations, plans, specifications and technical papers; and performs related duties as required.

Essential Responsibilities

• Prepares reports, calculations, design plans, specifications, schedules, cost estimates and other materials related to the planning, design and construction phases of engineering projects and refers them to their supervisor for final approval
• Prepares and refers to the District Engineer or designee, contract documents and agreements for the planning, design and construction phases of engineering projects with professional engineering consultants, contractors, utilities and governmental agencies
• Confers with other departments and agencies relative to engineering projects and work programs to ensure proper coordination of all related activities and responsibilities
• Makes field trips and inspections to resolve serious differences of opinion between engineers and contractors' representatives as they relate to design matters
• Conducts and attends conferences and meetings in connection with planning and design of improvement and construction projects
• Ability to use computers including proficiency with spreadsheets
• Prepares and leads the preparation of a variety of engineering calculations, data and reports in connection with planning, development, and construction of projects
• Makes oral presentations

Under the direction of the Director of Information Technology Services, the Systems Administrator performs a critical role in the Information Technology Department. ESSENTIAL DUTIES

Typical duties may include, but are not limited to the following:

• Field Monitors assist in the supervision and enforcement of rules, ordinances, and policies of City athletic fields, parks, and open spaces.
• Interacts in a positive and friendly manner with City staff, community members, organizations, and businesses daily.
• Reports back to Recreation staff about the interactions and conditions of the City facilities.

PHYSICAL, MENTAL, AND ENVIRONMENT WORKING CONDITIONS

Position requires sitting, standing, walking on level and unlevel or uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, and making repetitive hand movement in the performance of daily duties.   The position also requires both near and far vision; the need to lift, carry and push tools, equipment, and supplies weighing 55 pounds or more is also required.  Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold.

The incumbent may be required to respond to after-hours emergency call-outs and perform routine standby duties.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.
• Dusts and polishes woodwork, furniture, fixtures and equipment; wash windows, walls and other fixtures.
• Empties and cleans trash containers and wastebaskets; picks up paper and other debris.
• Cleans rest rooms and maintain supplies.
• Locks and unlocks doors, as necessary, provides for other forms of building security.
• Sets up rooms for meetings and other special events.
• May deliver materials and supplies to and from City locations.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of janitorial experience 

Training: Equivalent to graduation from high school.

Licenses/Certificates: Possession of, or ability to obtain, an appropriate, valid California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

Each year the City Council convenes in advance of the new fiscal year to review and amend as necessary City Council goals, and to develop a list of priorities to be implemented in the upcoming fiscal year to fulfill the goals. In Spring 2023, over the course of three public meetings, the Pacifica City Council undertook a comprehensive strategic planning process instead of its annual goal-setting process. Beginning with identifying Mission, Vision, and Values statements for the organization, followed by identifying goals that represent those statements and strategies to fulfill those goals, the Pacifica City Council developed this 2023 to 2030 Strategic Plan.

THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Collaborating with interdisciplinary teams

• With the underserved population, including those who are homeless

• In a flexible, dynamic work environment

• With electronic medical records

• Using Spanish in a medical context

Examples of Duties

Duties may include, but are not limited to, the following:

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Demonstrate the ability to work closely and collaboratively with a small team in often challenging environments (e.g., homeless encampments, shelters, extreme weather, individuals under the influence, or those with mental health challenges).

• Take stewardship of medical care for assigned geographic populations and/or shelters.

• Outreach to and build long-term, trust-based relationships with vulnerable populations.

• Assess patients’ physical, emotional, and social status through medical history, physical examinations, and diagnostic screenings; evaluate clinical findings and lab results.

• Identify and manage common illnesses and other health problems.

• Refer urgent issues beyond scope to appropriate specialists.

• Deliver longitudinal care in assigned areas.

• Collaborate with other health professionals following protocols for diagnosis and treatment.

• Build relationships with community partners to improve health outcomes and expand services.

• Counsel families regarding health maintenance and care.

• Coordinate referrals to other health or social agencies.

• Maintain accurate records of assessments, follow-ups, and evaluations.

• Supervise subordinate health workers and participate in meetings.

• Actively participate in quality improvement efforts.

• Perform related duties as assigned.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

• California Registered Nurse license

• California Board of Registered Nursing (BRN) Nurse Practitioner license

• California BRN Furnishing Number

• DEA Number

For OB-GYN assignments, a Nurse Practitioner license may be substituted with a Nurse Midwife License and at least one certification in women’s health.
