The Department: 

The responsibilities of the City Attorney's Office consist of representing and advising the City Council and all City officers in all matters of law pertaining to their offices, representing and appearing on behalf of the City in all legal actions or proceedings, providing the City Council with information and advice regarding ongoing litigation and legislation affecting the City, and staffing City Council meetings and City boards and commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and City departments, including review and negotiation of contracts, leases, licenses, policies, and Public Records Act requests responses.

 

The Office consists of eight attorneys and a Risk Manager, who are supported by a full time Legal Executive Assistant and Legal Office Specialist (recently added in the FY 25-26 budget), as well as a part time Office Assistant.

 

The Position: 

The Legal Executive Assistant position is in the City Attorney’s Office and provides support to the City’s attorneys, as well as the Risk Manager.  This is a critical administrative support role in the City Attorney’s Office that is responsible for assisting with a wide variety of legal documents, processes and procedures. The ideal candidate should possess a high level of confidentiality, communication skills, tact and discretion, and be able to manage and track multiple projects for multiple attorneys simultaneously.  

 

The Legal Executive Assistant is distinguished from other classes in the administrative support series in that the incumbent provides responsible, confidential, administrative support services for the City Attorney and other attorneys in the Office. The job involves working with individuals, activities, and issues with which the City Attorney’s Office is involved and requires daily contact with a cross-section of government, community, and public and private officials, as well as individual members of the community. The incumbent must be able to handle non-partisan confidential matters with a high level of judgment.

 

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

 

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

 

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline-oriented. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;
• Conduct statistical analyses and apply information technology applications, spreadsheets and databases, to analyze and evaluate data;
• Propose reasonable conclusions, effective solutions and potential options;
• Write complete, concise reports designed to effect improvements and/or implement solutions;
• Present report contents and provides constructive feedback to departments, organizations, functions impacted by the report;
• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures
• Create and manage project timelines; work with staff, other departments, and/or vendors/outside consultants to meet deadlines and achieve project goals; Manage department or City-wide programs and projects with general direction;
• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The current vacancy is at our San Rafael Community Center and Albert Field, which is located in downtown San Rafael and hosts a wide variety of events, programs, and activities.  The community center is a multi-use facility to accommodate groups of all ages, from tiny tots to older adults.  Individuals, groups, or organizations are welcome to rent any part of the facility for meetings, weddings, seminars, banquets, fundraisers or any other events.  The center includes an auditorium/theatre, kitchen, lobby, lounge, and four multi-purpose meeting and activity rooms - three of which can be combined to create a single larger room.  

THE POSITION

The Custodian position will primarily support the Recreation & Childcare Division.  The Division includes three community centers, five children's centers, one cultural center, an aquatics center, two community gardens, three ball fields, a multi-use  turf field, three community parks, 11 neighborhood parks, six pocket parks, and five special use parks.  The Recreation Division is responsible for developing innovative, diverse, and community-centered programs and services at the City's park and recreation facilities.

Position Duties

 

The Library Department is seeking four (4) Literacy Program Specialists (LPS) to join our team and change the lives of those we serve! SJPL is seeking a passionate, community-focused, and experienced ESL Program Coordinator to lead, design, and implement high-quality programs and services that reflect the needs of San José’s diverse community. This role will be responsible for the coordination of citywide ESL programming, staff, volunteer and instructor training, community partnerships, and oversight of the California Library Literacy Services (CLLS) ESL grant. Resilience Corps Learning Pathway Specialist (Overstrength)*

The College and Career Pathways Unit is seeking a passionate and community-driven Literacy Program Specialist to manage, develop, enhance, and administer the Resilience Corps Learning Pathway program. This vital role focuses on supporting SJPL’s administrative responsibilities associated with the state grant-funded program, including data collection and management. The position will also oversee the worksite experience of participants within the workforce development program who are assigned to SJPL as their worksite and act as a liaison with key community partners. The ideal candidate will be a champion of workforce and education equity, with a strong and demonstrated commitment to building trust with and, uplifting, and empowering young adults. Responsibilities include developing and delivering equity-oriented and diversified training strategies, grant and data management, partnership development, and the development of impactful programs that connect people to opportunities to uplift and empower San José’s youth and young adults.

ESL and Workforce Development Grant Coordinator (Overstrength)*

SJPL is seeking a dynamic, mission-driven leader to coordinate and manage citywide ESL and workforce development programs, aligned with the evolving needs of our diverse community. This role will serve as the project lead for the prestigious Carnegie grant-funded initiative, Libraries as Pillars of Education and Democracy, aimed at strengthening SJPL’s role in civic education, economic mobility, and lifelong learning.  This strategic position blends direct program oversight with cross-sector collaboration, community engagement, volunteer training and grant management to advance equitable access to educational and economic opportunities for all San José residents. As part of the Engineering Services Division, Survey Section of the Public Works Department is responsible for delivering land surveying services on a variety of City projects including street widening/improvements, storm and sanitary facilities, library/community center/fire station sites, and airfield projects. These land surveying services include, but are not limited to the following:  topography, property acquisition, construction staking, pavement marking layout, and monument preservation. 

The Survey Section is currently recruiting to fill two (2) Instrument Person vacancies. An Instrument Person performs a variety of sub-professional surveying and engineering functions of moderate difficulty either on a survey crew in the field or in the Survey Section office. 

Responsibilities include, but are not limited to the following:  

• Acts as instrument person on a survey party. 

• Records field notes and prepares maps and sketches from survey data. 

• Sets up, adjusts, and operates all types of survey instruments. 

• Provides lead direction and training to other survey personnel. 

• Uses modern, survey-grade Global Positioning System (GPS) equipment. 

• Calculates grades and enters data into field books. 

• Turns angles and extends horizontal line using a total station. 

• Uses the level to obtain vertical control. 

• Uses the level, total station, rod, targets to perform topographic surveying in order to describe the existing features of a piece of land in order that it may be reproduced as a plan map. 

• Locates survey points by measurement, magnetometer and from maps of former surveys. 

• Assist with transferring electronic field data to a PC workstation, processing and interpreting the data, and checking for errors. 

• Assists with producing high-quality, computer-generated topography maps and tables using sophisticated engineering software. 

 

This is the journey level class in a four class surveying series. This class differs from the next higher class of Survey Party Chief in that incumbents of the latter perform sub-professional surveying work and are usually responsible for completing only a segment of a surveying program or project.

About the Division

Engineering Services Division is comprised of four sections: Construction Management Services, Structural Engineering and Code Inspection, Material Testing Laboratory, and Survey. This division provides technical support services for Capital Improvement Projects, development/utility permit projects, inspection oversight, Underground Service Alert (USA)services, land surveying, monument preservation services, field and laboratory testing, pavement design and evaluations, and building code inspection services.

 

The Land Survey Section provides land surveying services to Capital Improvement Projects and development permit projects; Maintains the City of San Jose's system of benchmarks; Provides monument preservation services for those monuments impacted by City improvement projects; and Technical map review services for subdivision maps within the City of San Jose.

 

Position Duties

 

Salary range for the classification of Chief of Surveys is:

$133,682.64 - $162,860.88 Annually. This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

 

The Department of Public Works is recruiting for (1) Full-Time Chief of Surveys position to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.

• Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.

• Reviews, schedules, and assigns crews to survey projects; recommends methods and procedures to efficiently complete assigned projects.

• prepares time and cost estimates for requested survey work. 

• Reviews preliminary construction drawings to determine nature and extent of required survey work; participates in pre-construction, project scheduling, and other meetings concerning survey matters.

• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.

• Manages surveying staff including supervision, hiring, training and performance evaluations.

• Plans, coordinates, and schedules all office surveying activities.

• Sets and maintains standard practices for office surveying activities and quality control.

• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.

• Communicates with clients and the public and resolves issues that arise during field surveys.

• Performs map and document research for field and office survey projects.

• Interprets construction documents for construction surveys.

 

 

Minimum Qualifications

Education: High School Diploma or equivalent (General Educational Development [GED] Test or California Proficiency Certificate)

Experience: Eight (8) years of increasingly responsible sub-professional engineering/surveying work, including three (3) years at a level of a Survey Party Chief, Senior Engineering Technician, Senior Construction Inspector, or equivalent.

Acceptable Substitutions

Up to four (4) years (equivalent to 120 semester units or 180 quarter units) of undergraduate course work in college engineering, surveying, geography, and/or mathematics, or related fields, from an accredited college or university, may be substituted for subprofessional engineering/surveying experience on a year-for-year basis.

Certifications

Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California. - Land Surveyor's license is highly desirable.

ABOUT THE POSITION
The City of Gilroy is recruiting to fill the position of Senior Facilities Maintenance Specialist in the Administrative Services & Human Resources/Risk Management Department, Facilities Division.

In this exciting opportunity, the Senior Facilities Maintenance Specialist will work under direct supervision of the Facilities & Fleet Superintendent and will be responsible for maintaining and constructing all City buildings, structures, and park facilities. The Senior Facilities Maintenance Specialist is distinguished from the Facilities Maintenance Specialist in that the Senior Specialist is expected to perform the more challenging and complex tasks and is expected to perform certain administrative functions in support of the Facilities Division. This role offers a blend of strategic oversight and hands-on work. You'll have the opportunity to lead initiatives that impact the community directly, such as energy efficiency upgrades, safety improvements, and facility renovations. These tasks include a range of semi-skilled construction and repair work involving the use of basic tools and trade-related equipment. Duties may involve repairing electrical equipment and wiring systems; fixing windows, doors, cabinets, and other building components; maintaining interior and exterior furniture such as tables, chairs, benches, and bookcases; performing general plumbing repairs and installations; and carrying out basic concrete and masonry work. 

Additionally, you must be able to diagnose mechanical problems and methodically troubleshoot any issues occurring with building systems, machines, and equipment. This role also serves as a trainer and provides leadership to the team on specific tasks and projects.
