ABOUT THE POSITION: Office Assistant I will receive immediate direction from the Senior Administrative Assistant, with additional direction given by the Business Services Supervisor. They provide a variety of clerical support and perform a wide range of customer service-related tasks in a fast paced, high touch environment. This position requires the ability to multi-task and respond to multiple requests from customers with professionalism and courtesy.

SCHEDULE: Staff will have the schedule flexibility to work weekday, weekend, early morning and evening shifts.  Staff may be asked to cover additional, unscheduled shifts due to absences by other Office Assistants. 

EXAMPLES OF DUTIES:
The following duties are essential to the success of this position:
• Performs a variety of clerical support and receptionist duties; data input, answer phones, directs calls, takes messages, greets public and provides general information for all Recreation department classes, programs, policies, and events.
• Monitors all admittance to the facility, checks required credentials and charges appropriate fees.
• Calculates fees, charges and operate, balance cash register during and at end of shift.

THE DEPARTMENT

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the City. It is anticipated that a key responsibility of the Deputy City Attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also providing legal advice to other client departments.

• Equivalent to a bachelor's degree from an accredited college or university with major coursework in construction management, project management, civil, structural or mechanical engineering, facilities planning, design management, architecture, business, economics, planning or a related field

The required education is interchangeable with project management experience related to the area of assignment on a year-for-year basis up to a maximum of two years.

We're hiring for an Engineering Technician I/II in our Public Works Department.

SUMMARY DESCRIPTION

Under supervision (Engineering Technician I) or general supervision (Engineering Technician II), performs a variety of technical field and office engineering work in support of the Public Works Department’s engineering services, activities, and functions; performs engineering studies and prepares progress reports; participates in the design, building, and maintenance of the Geographic Information System (GIS); provides information and assistance to contractors, developers, engineers, and the general public on the City’s engineering services and activities; and performs a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

Engineering Technician I - This is the first level in the paraprofessional Engineering Technician class series. Positions at this level require technical engineering experience and/or training but are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Engineering Technician II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Engineering Technician II - This is the full journey level class in the paraprofessional Engineering Technician series performing the full range of technical engineering duties with only occasional instruction or assistance. Positions at this level are distinguished from the Engineering Technician level by the performance of the full range of duties as assigned, working independently, applying well developed program area knowledge, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Work is normally reviewed only on completion and for overall results. Positions in this class series are flexibly staffed and positions at the Engineering Technician II level are normally filled by advancement from the Engineering Technician I level.

REPRESENTATIVE DUTIES

• Perform a variety of paraprofessional field and office engineering work in support of the Public Works Department’s engineering services, activities, and functions.
• Provide phone and counter support; answer questions and provide technical information and assistance to contractors, developers, engineers, and the general public on the City’s engineering services and activities; investigate and follow-up on complaints from the public.
• Review a variety of engineering plans to assure compliance with City codes, ordinances, standards, and specifications; process public works applications including encroachment, grading, and building applications.
• Assist with the development of designs and specifications for public works projects; draft plans, maps, and design drawings for a variety of projects and studies; perform right-of-way research for projects; make or assist with engineering computations.

• Perform technical duties in the development, implementation, operation, and maintenance of the City’s geographic information systems; compile, store, inventory, and analyze data; integrate OMI data; prepare queries and report modifications.
• Conducts field and GPS surveying for GIS database development efforts including to verify data.
• Design, develop, and assemble a variety of maps and exhibits.
• Prepare graphic displays for engineering reports and public presentations.

IDEAL CANDIDATE

The City of San Rafael Public Works Department is seeking a full-time Associate Civil Engineer to lead a variety of Capital Improvement Program (CIP) projects related to Buildings/Facilities, Parks, Storm Drain, and Transportation.

The Ideal Candidate will possess expertise in municipal engineering and have strong critical thinking, communication and organizational skills that allow them to effectively manage all phases of multiple capital programs and/or projects. They will have a strong sense of customer service and the ability to provide recommended solutions to complex engineering and service challenges. They may serve as a supervisor to a small group of engineers and/or paraprofessional engineering staff. The successful candidate will support the CIP Division by effectively and efficiently delivering the design and construction of various capital improvements while collaborating with other DPW divisions and City departments. • Prepares and/or assists in the preparation of plans, specifications and estimates pertaining to construction projects.

The Recreation Division operates with a $4.93 million budget and 18 FTE. The Recreation Division is responsible for developing innovative, diverse, and community-centered programs and services at the City’s park and recreation facilities.

The Albert J. Boro Community Center and Pickleweed Community Park are important facilities managed by the Recreation Division. The Albert J. Boro Community Center and Pickleweed Park are located in the heart of the Canal neighborhood, a vibrant and diverse area that has traditionally been marked by socio-economic disparities compared to the rest of San Rafael. The facility is heavily utilized and is an important resource for a predominantly Spanish-speaking community. Programming of the facility is supported by the City Council-appointed Pickleweed Advisory Committee.

The Community Center is co-located with the Pickleweed Library and is a successful example of joint and collaborative use between the City’s Library and Recreation Divisions. The Pickleweed Library is scheduled for major renovation starting in Fall 2025, with select library programs relocating into the Community Center. Pickleweed Park is currently wrapping up another major renovation, which included converting two full-size soccer fields to all-weather turf, and adding new amenities, including a basketball court, fitness equipment, play area, and gazebo. The park is expected to be fully re-opened in late July.

The Recreation Supervisor will oversee the Albert J. Boro Community Center and Pickleweed Park, serving as a key leader in enhancing recreational services for the surrounding community.

The ideal candidate for the Recreation Supervisor position will be a dynamic and service-oriented leader with a strong background in recreation programs and services, staff supervision, and community engagement. Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package.

This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. The Assistant Director also plays a critical role in supporting the Director by overseeing the preparation of City Council presentations and tracking high-impact departmental initiatives. This position requires a leader with strong emotional intelligence, sound judgment, and the ability to navigate both day-to-day operations and long-term strategic goals. They will foster a culture of ethical leadership, continuous improvement, and inclusion—strengthening collaboration, building trust, and driving accountability throughout the department. As a public-facing representative of ESD, the Assistant Director will engage in intergovernmental forums, Council sessions, and community meetings, helping to advance the department’s mission while addressing the evolving needs of San José’s residents and environment.

Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience: Seven (7) years of increasingly responsible experience in business management and/or administration, operations, or maintenance is required.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

• Seven (7) years of exemplary supervisory experience is desired.

• Licenses: Possession and maintenance of a valid license authorizing operation of a motor vehicle in California.

THE POSITION

To monitor City facilities during programs and rentals; to open and close facilities; to set up and take down equipment; to provide information and assistance to the public in person and on the phone; to perform general administrative tasks when assigned; to perform certain custodial duties; to ensure user compliance with policies, regulations, and laws pertaining to facility use; and to perform other duties as assigned. The purpose of this recruitment is to fill current temporary/part-time positions.

Temporary / Part-Time employees work no more than 130 hours per month

AND 960 hours per fiscal year.

ESSENTIAL JOB FUNCTIONS

Follow established facility use guidelines, policies, and procedures.  Open and close facilities.  Meet, greet, and monitor facility users.  Act as liaison between facility users and City staff.  Patrol facilities as needed.  Perform facility check-in and check-out as needed.  Provide information and assistance in person and over the phone.  Check availability of facilities upon request by customers.  Assist patrons with enrolling in City recreation programs.  Ensuring users are in compliance with facility rules.  Assist maintenance staff with room setups.  Perform certain custodial duties.  Maintain reports as necessary, like incident reports or vandalism reports.  Use Microsoft Office tools for communication and assignments.  Provide nightly feedback to Supervisor of facility activity.  Perform related duties as assigned

QUALIFICATIONS

Age Requirement:  At least 18 years of age

Education:  Possession of a high school diploma or equivalent

Experience:  At least one (1) year of experience in resource management, parks & recreation, or other relevant customer service positions.

License and Certificates:  Possession of a valid California Driver's License is required upon hire.

SALARY

$19.25 - $20.25 per hour (based on years of experience)

BENEFITS

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.
