The City of Lincoln is hiring up to 12 Senior Recreation Aides within the Recreation Department. We are seeking candidates who demonstrate a passion for working with children, along with strong reliability, creativity, and enthusiasm.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under general supervision, performs a variety of frontline staff duties within the City Recreation Department and other related duties as required.

The Senior Recreation Aide is the advanced journey level class and is responsible for performing more complex assignments within an established procedural framework where there are consequences of error. This classification is distinguished from the next higher classification of Recreation Coordinator by the performance of complex assignments and supervisory responsibilities.

 

SUPERVISION RECEIVED/EXERCISED:

Receives supervision from administrative and/or management staff. Incumbents of this class do not routinely exercise supervision but those at the higher levels may be asked to supervise from time to time but not on a consistent basis.

 

ESSENTIAL FUNCTIONS:  (include but are not limited to the following)

Duties specific to working as a Recreation Aide in the Sports arena:

• Assist with the following: set-up and tear down of program equipment, preparation of playing fields and routine facility maintenance.
• Keep statistics and accurate score for basketball, softball, flag football, soccer & volleyball.
• Collect and record the team’s lineups and assist officials during the game with specific rules and policies.
• Officiate adult & youth volleyball, youth basketball & youth flag football games.
• Uphold the rules of play and code of conduct.

Duties specific to working as a Recreation Aide in the Camp/General arena: 

• Develop and implement activities and programs for youth.
• Directly supervise children, monitor and redirect behavior, both on site and during trips.

Duties that pertain to both areas:

• Assist with the creation and distribution of advertising material for upcoming recreational programs and events.
• Assist with the distribution & collection of participant surveys.
• Demonstrate understanding of applicable policies, procedures and work methods associated with assigned duties.
• Establish positive working relationships with City management and staff, and the public.
• Assist with special events and perform other duties as assigned.

PUBLIC SAFETY RESERVE DISPATCHER, Part-Time

SUMMARY DESCRIPTION

To operate a computer aided dispatch (CAD) and radio system, receiving calls and dispatching public safety equipment and personnel, and maintaining public safety records and reports.

DISTINGUISHING CHARACTERISTICS

Serves as a relief Public Safety Dispatcher. The Reserve Dispatcher performs the routine tasks and duties assigned to Public Safety Dispatchers working on-call and subject to various shifts and workday assignments including nights, weekends and holidays.

SUPERVISION RECEIVED AND EXERCISED

Receives immediate supervision from sworn or other supervisory personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

·         Receive emergency and non-emergency telephone calls from the public and other jurisdictions.

·         Dispatch police personnel and equipment in response to such calls; transfer fire and medical                communications to appropriate agencies.

·         Relay emergency and non-emergency information to public safety personnel in the field.

·         Relay information to other agencies as required; search and relay warrant information.

·         Monitor multiple radio frequencies; maintain status of public works units, as necessary.

·         Maintain accurate record of location and status of public safety units.

·         Monitor security cameras and monitors for the various city facilities.

·         Assist public safety personnel in data collection or transmission.

·         Perform clerical duties related to public safety operations such as data entry, filing, answering phones and assisting the public.

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course within a specified time period.

Experience:

Two years of increasingly responsible clerical experience that includes customer service in an environment with frequent interruptions.

 

EXAMINATION PROCESS 

Those applicants who meet the employment qualifications will be contacted via email regarding next steps in the recruitment process, a comprehensive multitasking test that assesses memory recall, map reading, spelling, sentence clarity, reading comprehension and data entry. Under the direct or general supervision of the Recreation Coordinator, performs a variety of duties to supervise the pool, decks, and additional areas of an aquatic facility; and provides swimming instruction.

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment.

The City of Lincoln is hiring up to 6 part-time Assistant Pool Managers within the Recreation Department.  This position may require you to work various days, weekends or evenings.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under direction, assists in the overall operations of a swimming pool facility, and its assigned temporary employees; assists in the planning, organizing, coordination, development, implementation, promotion, and evaluation of aquatic activities and programs for all ages.

The Assistant Pool Manager is the working lead class responsible for assisting with the daily operations of the pool and aquatics program. This class is distinguished from the next higher classification of Pool Manager in that the latter has overall responsibility for the pool operations, programs, and staff.

 

SUPERVISION RECEIVED/EXERCISED

Receives direction from the Pool Manager. Exercises indirect supervision over temporary and seasonal aquatics personnel; may exercise direct supervision in the Pool Manager’s absence.

 

ESSENTIAL FUNCTIONS

• Assist in monitoring and supervision of the day-to-day operations of the aquatics program, which includes direction to lifeguards/instructors; enforce and explain pool regulations and policies; administer first aid and perform emergency rescues.

• Manage the daily opening and closing of the facility.

• Exercise lead/indirect supervision over all assigned staff including temporary and seasonal staff, independent contract instructors, and volunteers. Exercise direct supervision in the Pool Manager’s absence.
• Participate in the recruitment and hiring of temporary, part-time, or seasonal aquatics staff as required.
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required; ensure the safety of pool users and enforce all user rules and policies of the department.
• Complete, review, and file accident and incident reports; assist with follow-up related to reports; purchase, check, and maintain first aid equipment; perform daily safety checks and inspections of the facility and all equipment.
• Assist with employee schedules; complete reports on chemical tests; assist with the training of lifeguards and other aquatics staff; verify and check aquatics staff timecards; submit timecards to Pool Manager for approval; coordinate and facilitate staff meetings; assist with special events.
• Work with maintenance staff to ensure that pool facility maintenance procedures are followed.
• Keep the pool, pool deck, and auxiliary buildings/areas clean and free of litter and debris.
• Act as the Pool Manager in her/his absence.
• Perform related duties as assigned.

The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of: Operations, services, and activities of a comprehensive public works operations and maintenance program. Advanced principles and practices involved in the operation and maintenance of City infrastructure including: street, sidewalk, and storm drain maintenance; park and facility maintenance; wastewater collection system maintenance; wastewater treatment and disposal; water supply and distribution system maintenance; vehicle and equipment maintenance; and other services and activities related to the operation and maintenance of the City’s infrastructure. Operational characteristics of maintenance and construction equipment and tools used in the area of assignment. Advanced principles and practices of program development and administration. Principles and practices of municipal budget preparation and administration. Principles of supervision, training and performance evaluation Pertinent federal, state, and local laws, codes, and regulations. Principles of preventive maintenance programs. Ability to: Manage and direct a comprehensive municipal infrastructure maintenance and operation program. Develop and administer departmental goals, objectives, and procedures. Analyze and assess programs, policies, and operational needs and make appropriate adjustments. Identify and respond to sensitive community and organizational issues, concerns, and needs. Plan, organize, direct, and coordinate the work of lower level staff. Delegate authority and responsibility. Select, supervise, train, and evaluate staff. Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. License or Certificate: Possession of an appropriate, valid driver’s license.

TOWN MANAGER - TOWN OF LOOMIS

The Town Council of the Town of Loomis, California (population 6,800) is seeking an energetic and engaging individual with a commitment to public service to become its new Town Manager. The Town Manager directs, coordinates, and manages the overall administrative   activities and operations of the Town and advises and assists the Town Council while exercising significant independent judgment and initiative. In this smaller-sized entity, the Town Manager will need to be comfortable with a hands-on and collaborative approach to day-to-day  management. This will include providing strong leadership and frequent interaction with the small team (Finance, Community Development, Engineering and Public Works), fostering a    collaborative, open dialogue, and teamwork. The Town Council also seeks a Town Manager who enjoys working in the public sector and appreciates the variety and diversity of contributions from all sources within the organization, as well as from this active and engaged community.

This position requires a Bachelor's degree and progressively responsible experience in an administrative, managerial, or senior level staff capacity in a comparable organization with  similar issues. California municipal experience, particularly in a rural setting, is highly regarded by the Town Council, although all highly qualified candidates are strongly encouraged to apply. An advanced degree may be a plus based on overall career experience.

The Town Council is prepared to offer a competitive salary for the region as well as benefits, including CalPERS Retirement. A mutually agreeable employment agreement will be negotiated.
