ABOUT THE POSITION

The Library Activity Leader supports the Youth Services and Neighborhood Libraries Divisions working year-round at the family friendly Redwood Shores Branch Library and Schaberg Branch Library. They work with library staff to create and deliver storytimes, events and programs, follow library policy and procedures, and provide excellent customer service to families, children and teens at the branch libraries.

DEFINITION:

Under general supervision of the Finance Director, the incumbent in this classification performs professional accounting, auditing, and financial analysis work in support of a broad range of City financial functions; provides first-line supervision to support staff; performs related work as required.

EXAMPLES OF DUTIES (illustrative only):

• Performs responsible accounting and auditing work in specified financial areas as assigned, for example, prepares journal entries and balances, maintains the City’s general ledger, and reconciles accounts.
• Assists in the preparation, implementation, and control of annual operating and capital improvement budgets. 
• Reviews policies, procedures, and practices in the areas of licensing, revenue collection, purchasing, accounts payable, payroll, and similar areas of operation and control to improve efficiency and effectiveness; recommends and implements improvements. 
• Reviews business data processing applications and recommends and implements improvements; may be required to convert manual processes into automated systems. 
• Plans, organizes, staffs, directs, and controls the work of support staff including the monitoring, evaluation and revision of work assignments.
• Answers questions from City staff, contractors, vendors, and others regarding the activities of the department.
• Assists auditors in auditing the City’s accounting and reporting systems.
• Review and document job performance and provide employees with counseling to improve or remedy performance.

The City of Berkeley is seeking a Treasury Manager to join the Finance Department! In this role, you will serve as a division-level manager responsible for overseeing all staff and operational activities of the Treasury Division.

The Treasury Manager also assists the Finance Director in the short- and long-term investment of surplus City funds; maintains fiscal accountability for all City monies; manages the City's banking relationships; coordinates the implementation of the City's online payment program; and serves as the operational lead for Payment Card Industry (PCI) compliance. This position has oversight of the City's centralized cashiering operations, revenue development and audits, and the collection of delinquent accounts.

MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities outlined above is:

Possession of a bachelor's degree from an accredited college or university in accounting, finance, business or public administration, or a closely related field; and five (5) years of progressively responsible professional accounting, finance, or investment operations experience and two (2) years of which must have been at the management or supervisory level.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record.

About the Opportunity

The City of Millbrae is looking for a full-time Planning Manager based in Millbrae, California.

Reporting to the Community Development Director, you will play a pivotal role in managing planning functions, leading staff, and shaping the city’s land use, housing, and environmental policies.

In this position, you will be primarily responsible for overseeing the Planning Division, managing current and long-range planning activities, supporting the city’s development goals, and representing the department across internal and external stakeholders.

More specifically, your responsibilities include but are not limited to:

• Managing daily operations of the Planning Division and supervising assigned staff
• Developing and implementing division goals, policies, and work plans
• Preparing reports and making presentations to City Council, Planning Commission, and other bodies

More About You

Education: Graduation from a four-year college or university with major coursework in urban planning, architecture, public administration, housing, or a closely related field. A Master’s degree in a related field may be substituted for one year of required experience.

Experience: At least 5 years of professional experience in urban planning or housing, including 1 year in a supervisory or project lead role.

Licenses: Possession of a valid California Class C Driver’s License and a satisfactory driving record is required. Certification through the American Institute of Certified Planners (AICP) is highly desirable.

Special Requirements: Ability to sit, talk, and hear clearly in person and by telephone; use hands to operate standard office equipment; and reach with hands and arms. Must be able to stand, walk, and perform site inspections on rough terrain and around construction areas. Specific vision requirements include close vision, color vision, and the ability to adjust focus.

Additionally, the following skills and background will be highly valued:

• Knowledge of general and specific plan development, zoning, and design guidelines
• Experience with current and long-range planning, housing policy, and CEQA compliance
• Ability to lead, supervise, train, and evaluate a multidisciplinary team
• Skilled in preparing technical reports, RFQs, and managing consultant contracts
• Familiarity with transit-oriented development and infill mixed-use planning
• Strong understanding of urban design, subdivision, and stormwater regulations (C.3)

The City of Berkeley is seeking a General Services Manager to join the Finance Department! In this role, you will act as the division head and will be responsible for planning, organizing, and directing the programs and activities of the General Services Division. You'll supervise staff, oversee procurement and mail services, and ensure compliance with City policies.

Responsibilities include oversight of a centralized Purchasing function. Working with departments, the Division identifies equipment, goods, and services that will meet the City’s needs and creates cost effective purchasing and maintenance agreements. The Division also issues and awards all non-construction bids and Request for Proposals, and opens all construction bids to obtain the best competitive pricing. The General Services Manager also works to enforce compliance of all City procurement and contracting policies, maintain the Purchasing information on the City’s website, and assure that customers and vendors have online access to needed information and forms.

MINIMUM QUALIFICATIONS

The Position

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew.
