What You’ll Do

The primary duties of this position may include, but are not limited to the following:

• Serve as a Field Officer processing telephone, in-person or on-scene reports of criminal incidents; and processing requests for police reports and public information, processing and serving subpoenas.  
• Assume responsibility for collecting, receiving, cataloging, and the storing of physical and photographic evidence, including contraband and narcotics. 
• Serve as Court Liaison by reviewing all reports for submission to the District Attorney; processing complaints for arrests, warrants, notices to appear and report reviews; procure supporting documentation, including body worn camera video.
• Provide assistance to the Traffic Safety unit.
• Serve as the Police Liaison to the San Mateo Police Activities League, manage community engagement and social media for the department and/or PAL, and facilitate special events.
• Assume responsibility for the security, operation, maintenance, and contracts of the police facility, manage volunteers and student interns, facilitates background investigations.
• Hours vary with assignments; shift, weekend and holiday work are required. Every reasonable effort shall be made to ensure that the schedule of working hours for Community Service Officers assigned to Field Operations (Patrol) will remain in the current “4/10” Four (4) (Day/Ten (10) hour format.

POSITION OVERVIEW 

We have an exciting opportunity for a full-time Assistant Planner to join our team in Millbrae, San Mateo County.  

The Community Development Department is comprised of five divisions and functional areas: Planning, Building, Code Enforcement, Housing, and Economic Development. This position will be the primary planner assigned to staff the public service counter, and would be assigned to process planning applications, zoning clearances, business license applications, and building, sign, and wireless permits. There would be a focus on processing design review planning applications and conditional use permits for single family dwelling units and other smaller scale residential and commercial projects.  This position may also work on other duties as needed by the Planning Division.

DEFINITION
Under general supervision, performs a variety of professional planning work related to municipal planning, zoning, housing, economic development, and environmental analysis; researches and analyzes a variety of planning-related data and information; prepares various studies and recommendations; prepares and reviews environmental documents; reviews development and subdivision proposals, building plans, permits, and parcel maps; works with developers, architects, attorneys, and the public regarding City standards and policies; may serve as staff to various Commissions and/or committees; and does related work as assigned.

DISTINGUISHING CHARACTERISTICS
Assistant Planner is the entry and first working level in the Planner class series. Incumbents learn and perform a wide range of the planning functions. This classification is distinguished from the Associate Planner because the Associate Planner performs more complex work more independently.

Receives general supervision from supervisory or management staff in Community Development Department.
 

DUTIES AND RESPONSIBILITIES

• Conducts assigned planning projects involving land use, populations, structures, economic activities, housing, transportation, environmental and related subjects; conducts research and confers with applicants, interested parties, and agency representatives to identify problems and opportunities; processes use permits, business licenses, and re-zoning and subdivision variances;
• Analyzes data with respect to relevant laws, ordinances, regulations, and policies; determines methods to reconcile project conflicts with local and State law;
• Prepares professional staff reports of summarized data, conclusions, and recommendations; prepares staff analysis and reports regarding land use applications;
• Attends and makes presentations to the Planning Commission, City Council, other commissions, and the public;
• Receives and reviews planning applications; coordinates review with various City and outside agencies; assists with the creation and revision of plans and related documents; may lead a team on complex applications and long-range planning projects; responds to inquiries both orally and in writing; interprets planning policies, State laws, and local ordinances, within established parameters; explains City procedures in person, over the phone, and in writing;
• Drafts resolutions, findings, ordinances, and amendments to plans and related documents; prepares and oversees the preparation of graphs, charts, and other displays;
• Ensures that all public and private development proposals have been properly reviewed and noticed under California Environmental Quality Act (CEQA) and State Law;
• Provides information on City, regional, and State environmental, zoning, land use, development standards, and subdivision requirements to consultants, developers, property owners, and the
general public;
• Works extensively on the computer to manage current planning caseloads, produce written documents, prepare maps, analyze data, create graphics, research on the internet, and communicate with others through e-mail;
• May administer contracts and oversee the work of consultants; may serve as a liaison with other City departments on large development projects;
• May provide a variety of support to the department, other city agencies, commissions, or ad-hoc advisory groups; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS
 

Knowledge of: Mapping and drafting techniques involved in planning; design and plan review techniques; principles, practices, and purpose of municipal planning; laws and regulations related to City planning, including CEQA, State planning law, and subdivision map act; site and project design review techniques and requirements; nomenclature, symbols, methods, practices, techniques, and instruments used in planning, drafting, and mapping; statistics and statistical analysis as applied to land use, transportation, zoning, and master plan studies; principles and techniques of developing and maintaining a master plan; site planning and architectural design; laws and other regulations relating to municipal planning; basic knowledge of Geographic Information System (GIS) software, database software, word processing software, spreadsheets, and graphics software.

EDUCATION AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: Graduation from a four-year college or university with major course work in city or regional planning, urban planning, public policy, or a closely related field. Master’s degree in a related field is highly desirable.

Experience: One (1) years of experience as a current planner.

Licenses: Possession of a valid California Driver’s License and a satisfactory driving record, as determined by the City.

SPECIAL REQUIREMENTS
Speak clearly and understandably; operate standard computer programs. Ability to travel to various locations within and outside the City of Millbrae to meet program needs and fulfill the job responsibilities. When driving on City business, maintenance of a California driver’s license and satisfactory driver’s record is required. Must be able to actively participate in evening meetings.

COMMUNITY

Chowchilla is an 11-square mile rural city of between 19,000 and 20,000 residents. Located in California’s San Joaquin Valley, Chowchilla is home to some of the state’s most productive agricultural areas. Many of California’s iconic travel destinations such as the Yosemite, Kings Canyon and Sequoia National Parks, the San Francisco Bay Area and the Pacific Coast are within an easy two-hour drive.

Area residents enjoy a Mediterranean-type climate of abundant sunshine with dry, hot summers and mild to cool winters. The rain months of January through March can provide an average 12 inches of annual precipitation to the region.

The community has the benefit of an established commercial downtown surrounded by a mix of varied older homes. In recent years, newer housing developments were built on the east and west sides, as well as retail properties and industrial developments. Three school districts provide a strong educational foundation for families. The community also has a municipal airport, an 18-hole public golf course and a fairground that accommodates numerous events through the year.

POSITION

The Public Works Director is appointed by and works under the direction of the City Administrator and serves as a member of the City’s executive team. The Public Works Director supervises 20+ employees and directs the operations and activities of the City’s Public Works Department including streets and sidewalks, water drainage, parks, facilities, water and sewer utilities, storm drainage, manages all municipal construction, and prepares and administers departmental budget.

The ideal candidate will be a proven leader with the ability to direct and manage office and field staff.  The Public Works Director is a highly visible position with frequent public interaction. This position will have oversight over Planning and Engineering; general background of these two fields is preferred.

The Public Works Director will be familiar with the dynamics of rural communities and be able to ensure ongoing city services within the constraints of limited budgets. Candidates with the education and/or experience that demonstrate the ability to perform the functions of the position will be considered.

SUMMARY DESCRIPTION

DISTINGUISHING CHARACTERISTICS

Street Maintenance Operator I: This is the entry level class in the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator II by the performance of the more routine tasks and duties assigned to workers in this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters related to established procedures and guidelines as are positions allocated to the II level. Since this class is typically used as a training class, employees may have only limited or non directly related work experience. Employees work under immediate supervision while learning job tasks.

Street Maintenance Operator II: This is the full journey level class within the Street Maintenance Operator series. This class is distinguished from the Street Maintenance Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Handle complaints and answer questions from the public.

2. Perform general electrical, painting, plumbing and carpentry work as needed.

11. Operate a variety of motorized equipment and specialized maintenance equipment.

14. Lay out and install traffic signs and pavement markings.

15. Repair and maintain storm drain lift stations.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the City’s parks, playgrounds, sports fields, and other landscaping and performs a wide range of tasks in order to care for City parks and open spaces. Staff work throughout the year to refresh the appearance of parks repairing or replacing items as needed to keep public spaces clean and safe. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.
