Position Summary

Under general supervision of the Director of Planning and Principal Planners, manages projects and performs work tasks to support the department’s work program, which includes service and operations planning, short- and long-range planning, facilities planning, and compliance reporting for all three of the District’s operating divisions.

This position advances the District’s business interests by analyzing complex operating conditions and recommending detailed changes, producing reports and planning studies, researching and interpreting relevant regulations, and meeting with internal staff and external stakeholders on a wide variety of topics. Work may require the use of specialized software, such as GIS and Hastus, and travel to District facilities and off-site meeting locations. May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

Essential Responsibilities

• Research, compile, analyze, and interpret complex technical, demographic, economic, financial, and other statistical data for the development of transit plans and projects, such as the District's transit service plan, transit capital improvement program, and proposed bridge toll or transit fare changes.
• Monitor, forecast, and evaluate transit service performance and patterns of bridge traffic, parking, and transit service patronage and recommend changes where necessary.
• Prepare or supervise preparation of routine evaluations of the efficiency and effectiveness of bus and ferry routes, schedules, major transit facilities, and bus stops. Recommend specific improvements based on these evaluations.
• Prepare or oversee preparation of major compliance documents, including the Short-Range Transit Plan (SRTP), National Transit Database (NTD), Title VI, and other federal and state reports, including the organization of internal stakeholder meetings to provide input on these reports.
• Prepare official recommendations and informational reports for consideration by the public, the District’s Board of Directors, and technical staff of the District or other agencies and groups.
• Prepare or assist with verbal presentations to staff groups, public groups, and the boards of local municipalities and advise District personnel on matters related to interactions with these groups.
• Support and coordinate staff responsibilities regarding other internal and external coordination meetings as directed. May participate in public meetings and hearings.
• Act, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence, and providing technical information to public agencies and other transit groups.
• Develop and coordinate changes to the District’s routes and fares in the Clipper and Genfare systems.
• Provide staff support to the District’s public advisory committees, including attendance at off-site meetings and/or meetings that occur outside normal business hours.
• Formulate short- and long-range plans or recommendations on transit services; coordinate service planning, detour, and bus stop issues with local jurisdictions when needed.
• Study and research physical characteristics of areas served by Golden Gate Transit; assess conditions of roads and related features; determine the physical and operational feasibility of transit routes and bus stops.
• Assess feasibility of transit service changes and develop plans for implementation. May use Hastus scheduling software as appropriate.
• Analyze possible environmental impacts that could result from proposed service, operations, or pricing changes to the District’s transit or bridge operations.
• Obtain encroachment or other permits as necessary to address the District’s business needs.
• Perform bridge traffic or transit demand projections and studies based on available travel data, community surveys, U.S. census data, and development reports from cities served by the District.
• Conduct geographical and demographic analyses of existing and potential District customers using socioeconomic data from passenger or other market research surveys. May use geographic information system (GIS) software as appropriate.
• Develop, coordinate, and conduct bus and ferry passenger surveys; analyze data from those surveys and prepare related reports.
• Review environmental impact reports and statements and project plans within the Golden Gate Transit service area and assess potential impacts to the District’s operations.
• Support environmental reviews related to the District’s transit projects.
• Research and interpret applicable local, state, and federal laws and regulations relating to transportation, planning, or environmental permit activities.
• May supervise and assign work to Associate Planner(s) and Planner(s) as directed.
• Perform other related duties as required or assigned.
• Know and follow health and safety rules and safe working practices applicable to the position.

Woodside Fire Protection District offers an exceptional Cadet Program for individuals interested in a career in the Fire Service. Cadets gain hands-on experience participating in training and public service events. Cadets work 24-hour shifts and ride-along on emergency calls.

Woodside Cadets will work and be involved in:

Emergency calls, firefighter training, public education events, fire prevention, station duties, CERPP, CPR/first aid training. They must also meet monthly hour requirements and attend monthly training drills.

The Cadet term begins in July 1st 2025 through June 30th 2026.

THE DEPARTMENT

The South San Francisco Fire Department provides its residents with service in fire suppression; first-responder and ambulance transport emergency medical services; hazardous materials response; urban search and rescue; marine rescue and fire prevention, investigation and public education. TYPICAL DUTIES:

• Provides logistical support to all five of the City’s Fire stations and departments by delivering essential supplies and materials to maintain operational readiness.
• Picks up, sorts, and delivers interdepartmental and USPS mail, packages, and materials to City departments and external entities; processes outgoing mail, meters postage, and maintains departmental records of postage use.
• Assists in maintaining and retrieving City records from storage, ensuring timely delivery to appropriate departments.

Working Conditions/Physical Requirements:

Ability to use standard office equipment, including a computer; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated or standing position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone; lift from the ground and carry 60 pounds; move several boxes via hand truck or cart. Travel to different sites and locations; must maintain safe driving record; maintain a clean and neat appearance.

THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. EXAMPLE DUTIES

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies.

• Plan, develop, and administer the District’s classification and compensation program. 

• Gather, consolidate, and analyze complex qualitative, quantitative, confidential and sensitive data, datasets, and information from multiple sources. 

• Serve as the subject matter expert in classification and compensation, market salary data, and salary studies, providing information and recommendations to management. 

• Provides leadership in change management related to classification and compensation including communication with District staff on updated Human Resources policies and procedures. 

• Assists with People & Culture Group programs including benefits, recruitment, civil rights, and employee relations by providing data and information relating to compensation and classification. 

• Responsible for developing, updating, and communicating policies and standard operating procedures (SOPs) related to the area of administration. 

Examples of Duties:

• Provide classification and compensation support to the HR Director and Caltrain HR Business Partner.

• Conduct review of classification descriptions and determine an appropriate level of compensation based on market data comparators and internal alignment.

• Independently and proactively identify trends and insights for recommendations. 

• Monitor state and federal policy updates, new technology, or updated methodology related to classification and compensation and communicate changes to relevant departments and staff. 

• Prepares presentations, reports, and data visualizations to support findings and present information in a clear and concise manner. 

• Analyze and interpret large datasets and information. 

• Leads meetings to present salary and budget recommendations, policy updates, and individual results with staff, management, and consultants. 

• Performs periodic audits of the classification and compensation evaluation system, ensuring data quality and control, consistent and fair application, and 

• Maintains reports, manuals, datasets and files. 

• Manages the work of outside consultants, scheduling meetings with necessary administrative staff, and supporting the information gathering and decision-making process. 

• Assess and review compensation and classification policies and procedures for improvements.

• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

• Perform other duties as assigned.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associate Degree in Business Administration, Economics, Statistics, Human Resources, Labor Relations, or directly related field. 

• Five (5) years full-time, progressively responsible experience in classification, data and/or information analysis in a professional business setting.

Preferred Qualifications:

• Ability to use initiative and independent judgment, work with interruptions and changing priorities, organize work and follow-up assignments with minimal supervision.  

• Public sector experience preferred. 

• Experience providing analytical support to a human resources function preferred. 

An entry level position under general supervision to perform semi-skilled tasks in the maintenance of the sewage collection system, flow equalization facility, lift stations, buildings and grounds maintenance and to perform related work as required.
