DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

QUALIFICATIONS

Knowledge of:

• Financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.  General knowledge of various funding sources and restrictions.
• Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction.
• Requirements of final bid packages.
• Construction management techniques and practices.
• Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of California Code of Regulations.
• Principles and practices of capital project delivery, including public procurement and contract management.
• Public works design and construction standards, codes, regulations, and funding programs.
• Construction methods and materials across civil, structural, electrical, and mechanical disciplines.
• CEQA and permitting processes at local and state levels.
• Knowledge of planning and building department review process for capital improvement projects.

Ability to:

• Schedule and budget capital projects; monitor and track project progress and expenditures and implement cost controls.
• Use computer-based scheduling software, documentation management, and project management systems.
• Work effectively in a team environment; negotiate and resolve contract disputes; maintain client contractor relationships; and communicate effectively with the public, community groups, other Town departments, stakeholders, agencies, and private contractors.
• Supervise, prepare, or participate in the design and production of final architectural contract documents for a wide variety of small construction and maintenance projects.
• Plan and organize; analyze and solve problems; make judgment on all decisions; and deal effectively with government officials.
• Strong verbal and written communication skills.
• Ability to work as part of a Town-wide team.
• Manage multiple high-value, high-impact projects simultaneously.
• Prepare and interpret construction documents and technical specifications.
• Lead teams and coordinate with diverse stakeholders.
• Prepare clear reports, presentations, and correspondence.
• Negotiate and administer consultant and construction contracts.
• Communicate clearly and professionally with a wide range of audiences.
• Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; must possess the ability to lift up to 20lbs.

EXPERIENCE AND EDUCATION

Experience:

The required education is interchangeable with project management experience related to the area of assignment on a year-for-year basis up to a maximum of two years. 

Education:

A bachelor’s degree in planning, construction management, engineering, civil engineering, facilities management or a closely related field with project management experience. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.

While the current opening is in the Public Works Department, applicants interested in this position in any department are strongly encouraged to apply. Management Analyst I/II is responsible for preparing and administering the department operating budget; managing and tracking purchasing; preparing written communication for executives and City Council; coordinating intra-departmental and departmental activities including public outreach; assisting with the development of various short- and long-term plans; supervising or leading administrative staff; and various special projects and duties as assigned. This position requires taking the initiative to problem-solve, effectively communicate, and champion teamwork.

Positions in the Management Analyst class series are flexibly staffed and positions at the Management Analyst II level are normally filled by advancement from the Management Analyst I level after gaining the knowledge, skill, and experience which meets the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

EXPERIENCE AND TRAINING

Education and Experience:

• Management Analyst I- Equivalent to a Bachelor's degree from an accredited college or university with major course work Public Administration, Business Administration, Finance, Economics or a related field.
• Management Analyst II- In addition to the above education requirement, two (2) years of progressively responsible professional level organizational administrative and/or operational support experience. 

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment.

Physical Demands:

• Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently sit for prolonged periods of time, bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Standing in and walking between work areas is frequently required. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

Citrus Heights Water District is seeking a Construction Inspector / Senior Construction Inspector to join our team. The selected candidate will be placed in either classification, depending upon the applicant’s qualifications.

This position is a key member of the District’s Engineering department, playing an essential role in inspecting the construction of water distribution system improvement by contractors and by private builders and developers. • The Construction Inspector is an entry-level class in the Construction Inspector series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Construction Inspector class is distinguished from the Senior Construction Inspector level by the performance of less than the full range of duties assigned to the Senior Construction Inspector level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned. 
• The Senior Construction Inspector is the journey-level class in the Construction Inspector series and is distinguished from the entry-level class by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Construction Inspector level once the incumbent meets the qualification standards of the Senior Construction Inspector level, demonstrates an ability to perform the full scope of the work, and meets performance standards.
