Senior Transportation Planner (Temporary/Hourly)
Salary: $$65.0163 - $83.5561 per hour

The Town of Los Gatos is accepting applications for a temporary/unbenefited Senior Transportation Planner position in the Parks and Public Works Department. This is a unique opportunity to shape and develop a vital role within our organization.

The Senior Transportation Planner will focus on managing projects and programs that support sustainable transportation opportunities for the Town while addressing and improving mobility, safety, environmental, social, and economic conditions around transportation. The selected candidate will support the Town’s ongoing initiatives around transportation planning, including identifying grant programs and managing transportation planning-related projects.  

The Ideal Candidate
The Town is looking for an experienced transportation professional who is visionary and innovative with strong leadership skills, passion for community engagement, and commitment to customer service. They will be results-oriented with strong communication skills, including public speaking, writing, listening, persuasion, and facilitation with the following experience:

• Researching, applying for, and managing State and Federal transportation grants.
• Presenting to elected and appointed officials, the public, and other stakeholders.
• Bicycle and pedestrian master planning on a community wide basis, both the planning phase of the work and project implementation/management. 
• Variety of mobility-related projects and programs, including bicycle, pedestrian and rideshare.
• VTA process and procedures. 
• Parking program management.

Schedule: This is a temporary, hourly, at-will, non-benefited position limited to 999 hours of employment in a fiscal year (July 1 through June 30), up to 25 hours per week. The normal workweek is Monday through Friday, however, you may be occasionally required to attend evening meetings. 

About the Department
The Parks and Public Works Department (PPW) is responsible for the maintenance and improvements of the Town's public parks, facilities, streets, and other infrastructure.  Our goal is to efficiently provide residents, businesses, and visitors with the highest quality service possible, with dedication and professionalism.  The Department has five service areas: Engineering, Capital Improvement, Streets and Signals, Parks, and Environmental Services. The Department also collaborates with all Town departments, and external partners and stakeholders.

• Engineering Services: The Engineering team provides services in the areas of encroachment permits and permitting and inspection of other work in the public right of way, including situations where new developments need to provide improvements in the right of way.  
   
• Capital Improvement: The Capital Improvement team develops and constructs capital projects across all Town assets, including improvements to roads, streetlights, parks, and Town buildings. See the annual capital budget for a list of current capital projects.
   
• Streets and Signals: The Streets and Signals team maintains the Town’s roadways, signs, and traffic signals. Traffic plays a big part in this team’s daily work as they seek to meet the needs of the community.  This includes traffic on major streets as well as on neighborhood streets where traffic calming can be a solution.
   
• Park Services: The Park Services team maintains the Town’s parks, trails, open spaces, facility grounds, median islands, parking lot landscaping, downtown planters, and the urban forest as well as administering park use fees and reservations.
   
• Environment Services: The Environmental Services team ensures that the Town is at the forefront of environmental stewardship. This team also manages the Town’s utilities, including the contract with West Valley Collection and Recycling for garbage service Town wide.

About the Town
The Town of Los Gatos is a general law city operating under the Council/Manager form of government. The Town Manager and Town Attorney are appointed and directly report to the Town Council. The Town’s 150 full- and part-time employees are organized into the following departments: Parks & Public Works, Community Development, Police, Library; and Administrative Services.

General Duties

• Provides program area expertise, project support, and coordination and collaborates with Parks and Public Works staff and other Town Departments on complex, highly visible, and politically significant transportation-related policies, projects, and issues
• Evaluates the complex and often sensitive and competing aspects of transportation planning decisions.
• Attends meetings of the Town Council, the Development Review Committee, Planning Commission and/or the Complete Streets and Transportation Commission and other Town Commissions as directed.
• Builds and maintains positive working relationships with coworkers, other Town employees, elected officials, and the general public, exhibiting exceptional customer service and communication skills.
• Participates in regional planning and working groups and serves as the liaison for the boards and working groups as requested.

Grants Management

• Develops and submits transportation-related grant applications from various local, state, and federal funding sources; oversees proper execution and expenditure of grant funds received.

Safe Routes to School Program

• Manages funding for and implementation of the Town’s Safe Routes to School program.

Multi-Modal Transportation Activities

• Manages updates to pedestrian and bicycle masterplans; develops, updates, distributes, and promotes Town programs, policies, educational materials, and projects to improve pedestrian, bicycle, and other forms of mobility and to encourage safe practices of all forms of mobility; serve as staff liaison to the Town’s Complete Streets and Transportation Commission.
• Coordinates planning for bicycle and pedestrian facilities in cooperation with other Town Departments, regional agencies, and community organizations.
• Performs other transportation related duties as assigned.

Parking Programs

• Oversees the Town’s Parking Programs.
• Oversees the work of and administers contracts for transportation and parking consultants.
• Develops policies, procedures, and operational actions related to effective parking management, including periodic review of parking-related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

 

Minimum Qualifications

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
 
Education: Any combination of training and experience equivalent to a Bachelor's Degree from an accredited college or university in transportation planning, city and regional planning, urban studies, civil engineering, or closely related field.

Experience: Five (5) years of increasingly responsible experience in transportation development programs, including two (2) years of project management.  A Master’s Degree from an accredited college or university is desirable.

License and Certification: 

• A California Driver's License and a satisfactory driving record are conditions of initial and continued employment. 
• Possession of a Certificate of Registration as Professional Transportation Planner or Professional Engineer in the State of California, or certification from the American Institute of Certified Planners is highly desirable.   

 

Description

On behalf of the Express Lanes Joint Powers Authority, the City/County Association of Governments of San Mateo County (C/CAG) is seeking qualified applicants for the position of Program Director. While this individual will be hired through the City/County Association of Governments of San Mateo County (C/CAG), the individual will work exclusively on behalf of the Express Lanes Joint Powers Authority.  The City/County Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA) are both members of the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). The Program Director will play a critical leadership role in overseeing operations, advancing priorities, and representing the SMCEL-JPA locally, regionally, and statewide. 
 
The Program Director oversees and manages the operations of the San Mateo County Express Lanes. The Express Lane Program Director will help to ensure alignment of the SMCEL-JPA’s mission and goals under the direction of the TA and C/CAG Executive Management Staff. The Program Director will coordinate with staff from both agencies as they deliver tasks and carry out functions related to SMCEL-JPA operations and management.  The Program Director will also serve as the representative and advocate of the express lanes locally and regionally. The Program Director is expected to maintain positive working relationships with partner agencies and external parties.   Furthermore, the Program Director will liaise, communicate, and keep an outstanding relationship with the TA and C/CAG Executive Management Staff.
 

This management position will:

• Provide technical and program management support to the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) on any and all express lane related issues.
• Coordinate with internal partners and external stakeholders on all issues and topics related to the SMCEL-JPA.
• Manage and monitor budgets related to the Express Lane program.
• Work with legal and policy teams to draft tolling policies, agreements, and contracts.
• Exercise leadership of diverse professional, technical, and clerical staff through subordinate management and/or supervisory personnel.

The San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) is a collaborative effort between C/CAG and the TA), both of which serve as founding member agencies. This partnership was established to jointly oversee the development, implementation, and operations of express lanes on U.S. Highway 101 in San Mateo County.

 

The following sections provide background on each member agency, their individual missions and responsibilities, and how they work together under the SMCEL-JPA to advance regional mobility and manage the Express Lanes Program.

 

C/CAG
The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County. C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees. C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager. C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future. San Mateo County Transportation Authority (TA)

The TA plans, funds and delivers transportation programs and projects throughout San Mateo County and was formed to administer the proceeds from Transportation sales tax measures (Measure A and Measure W) to fund a broad spectrum of transportation-related projects and programs. The TA has invested approximately $2 billion in transportation infrastructure projects in San Mateo County since 1988.  More information on the TA can be found at https://www.smcta.com/. 

 

San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA)

The San Mateo County Express Lane is a dual-agency project constructed with the goal to reduce traffic congestion, and to promote carpooling and transit use on US Highway 101 (US 101) in San Mateo County. The project was initiated in 2018 between the city/county Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA). 

 

In June 2019, C/CAG and TA approved a Joint Exercise of Powers Agreement (JEPA), allowing both entities equitable involvement in the SMCEL program. The agreement designated a JPA to manage the express lanes, which would be governed by a Board containing equal representation from each agency. Additionally, the JEPA established an Executive Council, which is formed by the Executive Directors of both agencies, and hired consultant support to develop and implement policies.

 

Since the JPA was established in 2019, two segments of the Express Lanes have been constructed. The south segment opened in 2022, and the north segment opened in 2023. The JPA manages 22 miles of express lanes on US 101 from Interstate 380 in South San Francisco to the San Mateo County/Santa Clara County border.   More information on the JPA can be found at https://101expresslanes.org/.

Duties may include, but are not limited to, the following:

• Oversee contractors’ operations and management of the San Mateo US 101 express lanes, including but not limited to toll operations, enforcement activities, toll system/roadway maintenance, and incident response.
• Provide direction and develop a collaborative relationship with the consultant support team.
• Establish relationships and direct coordination and collaboration with relevant regional and state agencies as well as other express lanes operators.

• Coordinate with the TA’s Finance Division to provide regular revenue forecasts and ensure timely development of monthly revenue and expense reports, annual budgets, and audits.
• Review and approve program related invoices.
• Stay current with emerging technologies, industry standards, and trends in tolling systems and transportation infrastructure.
• Serve as the primary liaison for SMCEL-JPA-related topics at Regional Toll Operators meetings and the California Toll Operations Committee (in close coordination with TA and C/CAG leadership).
• Coordinate with the TA’s Government and Community Affairs staff on legislative issues at the state and federal level.
• Coordinate timely responses to media inquiries in coordination with JPA Executive Management and the TA’s Communications Division.
• Engage and collaborate with community-based organizations related to the Community Transportation Benefits Program (CTBP).
• Coordinate with the TA’s Communications Division to communicate program goals, benefits, and updates through press releases and marketing campaigns.
• Monitor local, state, and federal regulations related to tolling and express lanes operations and recommend updates to relevant policies to JPA Executive Management to ensure compliance with current standards.
• Work with the SMCEL-JPA general counsel and JPA Executive Management to draft and enforce tolling policies, agreements, and contracts.
• Support SMCEL-JPA representation at regional, statewide and national transportation and tolling organizations.  
• Complete initiatives and activities under the direction of the TA and C/CAG Executive Management.
• Ensure compliance with all applicable policies.

The Operations Contract Administrator reports to the Manager, Bus Contracts, and is responsible for the development and compliance of multiple third-party contracts of the San Mateo County Transit District.

• Manage fixed route, paratransit, shuttles, microtransit, and other third-party contracts. 
• Answer inquiries regarding operation from both internal and external customers.

Minimum Qualifications

In lieu of a degree, full time work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associates degree in transportation, business or related field.
• Four (4) years of management or supervisory experience in bus operations, or management or supervisory experience of consultants, contractors, vendors or contracted services. 
• Must be able to possess a Valid California driver's license.
• Capable of conducting inspections of property and equipment at sites in and around District service area (San Mateo County, Santa Clara County & San Francisco County) in all types of weather and road conditions.

Preferred Qualifications: 

• Bus transportation operations (ideally public transit) experience.

The Principal Planner (Planning Administrator) Major Corridors is responsible for the development of corridor planning efforts on major corridors served by the agency. The person in this position will serve as a project manager or key supportive staff member on high profile, priority projects such as: Dumbarton West Transit Connector (Dumbarton Busway Feasibility Study), the Grand Boulevard Initiative and related El Camino Real/SR-82 corridor planning efforts. Minimum Qualifications

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.

• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.

About the Division
 
The Parking Division resides within Transportation and Parking Operations and provides a comprehensive range of services aimed at meeting the needs of businesses, downtown employees, visitors, convention, cultural and sports facilities, special
events, schools and residents. Services include:
 

• Operations and maintenance of the City’s public parking facilities: eight garages and six surface lots totaling over 7,000 parking spaces, and 2,500 on-street metered parking spaces utilizing smart meter, and multi-space meter technologies.
   
• Management of vendor contracts, including a Parking Operations vendor responsible for day-to-day management of off-street facilities and Security vendor responsible for parking facility security and parking enforcement field investigations.
   
• Parking compliance activities supporting traffic safety, street cleanliness and maintenance activities, turnover of on-street spaces in business districts; and enhanced neighborhood quality-of-life through the removal of vehicles abandoned or stored in the public right-of-way.
   
• Collection of fines from parking citations and oversight of administrative review process for contested citations.
   
• Development and implementation of transportation and parking operation plans for a variety of special events, including provision of traffic control during events.
   
• Staff support to the Downtown Parking Board. The Board is comprised of seven members appointed by the City Council and serves as a public forum for discussion of downtown parking issues.
   
• The 24-25 fiscal year operating budget for the Parking Division’s services includes revenue projections of approximately $12 million from lots/garages and $3 million from on-street meters. Position Duties

 
The Department of Transportation (DOT) is looking to potentially fill three (3) vacancies for Parking/Ground Transportation Administrator. Each role has a distinct focus: one  leads the on-street vehicle abatement efforts, another oversees on-street enforcement programs, and the third manages the daily operations of off-street parking lots and garages.
 
On-Street Vehicle Abatement Parking/Ground Transportation Administrator 
The On-Street Vehicle Abatement Parking/Ground Transportation Administrator is a newly created position within the Division, reporting to the Vehicle Abatement Parking Manager. This role will oversee the launch and management of the City’s initiative to address vehicle blight and maintain street cleanliness across the City.

New Program Services Include:

• Oversee the citywide enforcement of oversized and lived-in vehicles.
• Lead efforts to inventory oversized and lived-in vehicles parked on streets citywide.
• Analyze data to develop and implement a site/location prioritization strategy.
• Manage internal and external outreach, including delivering presentations to community stakeholders.
• Implement temporary and permanent parking restrictions, such as tow-away zones.
• Oversee enforcement activities, including towing, enhanced cleaning, and street-sweeping in designated zones/areas.
• Track program progress and outcomes, providing regular status reports.
• Manage interdepartmental relationships to ensure the program’s success.

Under direction, the On-Street Vehicle Abatement Parking/Ground Transportation Administrator performs complex professional, analytical, and administrative work in the development, implementation, and management of parking programs and contracts related to on-street parking enforcement operations.

This role includes one direct report—a Parking and Traffic Control Supervisor—and oversees eighteen (18) indirect reports, comprising two (2) Senior Parking and Traffic Control Officers (Sr. PTCOs) and sixteen (16) PTCOs.

The successful candidate will lead, manage, and motivate a team of nineteen (19) staff members by setting clear goals, fostering an innovative work environment, maximizing staff development, and recognizing achievements appropriately.

Key Responsibilities:

• Oversee the day-to-day management of the Parking Compliance Unit’s Vehicle Abatement Program.
• Serve as the City’s primary liaison for Council office staff and constituents regarding oversized vehicle and vehicle abatement concerns.
• Manage parking compliance and enforcement activities in alignment with the San Jose Municipal Code and California Vehicle Code.
• Analyze on-street parking conditions and assist in establishing appropriate parking controls.
• Manage program budgets and fiscal activities effectively.

On-Street Enforcement Parking/Ground Transportation Administrator 
The On-Street Enforcement Parking/Ground Transportation Administrator reports to the On-Street Parking Manager and is responsible for managing and operating the City’s PCU and Meter Shop. The PCU oversees citywide enforcement of parking regulations and provides various services, including proactive patrols, school safety, residential permit enforcement, and street sweeping. The Meter Shop handles the installation, maintenance, and revenue collection for approximately 2,500 on-street parking meters.
This position has two (2) direct reports: a Parking and Traffic Control Supervisor and a Senior Maintenance Worker, and oversees forty-seven (47) indirect reports, including four (4) Senior Parking and Traffic Control Officers (Sr. PTCOs), thirty-six (36) PTCOs, one (1) Staff Specialist, and six (6) Maintenance Workers.

The successful candidate will plan, coordinate, assign, and supervise the work of employees engaged in parking enforcement and meter operations through subordinate supervisors.

Key Responsibilities:

The position reports to the Off-Street Parking Manager and oversees a Parking and Traffic Control Supervisor.
 
The successful candidate will lead a team that works closely with Downtown businesses and residents, community groups, associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator, and other City departments to deliver off-street parking services. They will ensure that the off-street parking program consistently provides the highest level of customer service, minimizes costs, and maximizes cash flow to the City.
 
Key Responsibilities:

• Develop, implement, and manage agreements and contracts related to off-street parking operations, including major projects like facade and elevator modernization, and security program analysis.
• Lead and manage off-street parking staff by establishing goals, fostering an innovative work environment, maximizing development opportunities, and providing appropriate recognition.

The City of Auburn is hiring for the seasonal, part-time Bus Driver I position in the Auburn Transit Department.

Auburn Transit is looking for qualified individuals to join our transit team. These positions are seasonal, part-time and each has a maximum of 999 hours of work per fiscal year. The incumbent's schedule will be flexible, based on the needs of the department, community transit needs and employee availability.

The Bus Driver I is an entry-level classification responsible for routine tasks and operation of specific transit vehicles. REPRESENTATIVE DUTIES

• Operates a bus or other General Public Paratransit (GPPV) vehicles on City streets and highways in all weather conditions to transport passengers on established routes with designated stops, on-demand rideshare services, field trips and special events.

• Assists passengers boarding and deboarding as needed or requested, including senior citizens, individuals with disabilities and care-dependent persons.
• Operates a smart device and two-radio to respond to transit dispatch and on-demand rideshare requests requiring adjustments to existing schedules and routes.
• Operates automatic wheelchair lifts, collects fares, issues passes, secures wheelchairs and other assistive devices.
