The City of Menlo Park seeks per diem librarians to contribute to operations activities, projects and programs in the Library and Community Services Department. Per diem librarians may support a combination of the activities below depending on the needs--location of service may vary. This is an outstanding opportunity to gain experience and grow with a great team of people in a dynamic and interesting work environment.

Schedules vary based on the needs of the library system. Both Menlo Park Library locations are open on Saturdays and Sundays, and until 8pm three nights per week. Regular availability for one weekend day and one evening will be expected. Selected candidates from this applicant pool may be assigned to work at either library location. Per diem librarian positions are scheduled for less than 20 hours per week and may not exceed 980 hours within a twelve (12) month period.

Job Duties/Functions

• May provide or support story time sessions (children or adult,) or the willingness to learn how to provide the service
• May host/support/coordinate programs (children, teen, adult,); willingness to learn how to provide that service
• Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
• Provide assistance to and advise patrons of all age groups in the effective use of the Library’s collection, facilities and services; demonstrate the use of library resources, tools, equipment, and electronic reference sources; assist with digital downloads and respond to difficult or technical questions as they relate to the use of electronic resources. • Develop an assigned area of the Library collection; review and analyze collection use; recommend books and materials for purchase based on patron needs and according to the variety of patron ages, abilities, education, interests, cultures, and socioeconomic backgrounds.

About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

More About You

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

Speak clearly and understandably; operate standard computer programs and financial systems. The Judicial Council of California is accepting applications for the position of Engineer for the Facilities Services office.

The Engineer will perform engineering design review, and options analysis in the areas of mechanical, electrical, and plumbing systems for judicial branch facilities. Incumbent will assist facility management staff in the more complex facility maintenance engineering activities including1) development and control of operating and maintenance procedures, 2) analysis of design maintainability and operability, and 3) other related technical support.

THE POSITION

• Perform technical level administrative duties in support of the City’s Below Market-Rate (BMR) Housing Program
• Research, collect, and analyze data and prepare draft reports related to the City’s BMR Program
• Create and manage workflows and administrative procedures for annual compliance monitoring of the City’s BMR portfolio

Position Summary

This position demands a wide range of technical skills. Under the direction of the Communications Electronics Supervisor, this position provides technical support for the communications, access control, video and electronics control system in place throughout the District. The Communications Electronics Technician installs, maintains, test and repairs electronics communications system located at various District facilities from San Francisco to Santa Rosa. These include, but is not limited to, P25 trunked radio system, microwave equipment, video cameras and management system, access control system, programmable logic controllers, fiber optics and network communications equipment. The position is also involved in the installation and maintenance of communication and fiber optic cabling systems. 

Essential Responsibilities

• Installs and maintains the following: P25 trunked radio system, access control system, video management system, programmable logic controllers and associated controls, microwave equipment, public address systems, telephone lines and fiber optic cables
• Installs, tests, and maintains electronic and two-way radio equipment in Buses, Ferries, District vehicles and facilities, and radio sites
• Setups and services access control system, including card readers, electromechanical locks, gate controllers and associated software
• Installs and maintains video surveillance system, including cameras, servers and management software
• Installs and maintains different computer aided equipment such as radio dispatch consoles, access control monitoring, video management system, & distributed control system for PLC
• Tests, troubleshoots and repairs fiber optic using OTDR and splice equipment
• Installs, configures and maintains servers, database and network equipment such as routers and switches
• Performs regular, preventive maintenance and documents system and equipment repairs, modifications and changes
• Assists in the design, fabrication and modification of electronics communications equipment

General

The Program Manager, Infrastructure & Capital Projects will be responsible for the engineering functions that support infrastructure and capital projects for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure for battery electric buses (BEBs) and hydrogen fuel cell electric buses (FCEBs)paratransit vehicles, and non­revenue vehicles totaling nearly 400 vehicles. Other projects include sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North and South Base Facilities.

Essential Functions & Duties

• Lead and administer the development of Standard Plans, Specifications, and the Design Quality Management Plan for SamTrans projects utilizing district employees and consultants.

• Subject matter expert for technical elements and administrative decisions for project and construction management personnel responsible for multiple diverse infrastructure projects.
• Manage general engineering and architecture functions, making key decisions regarding design documents, technical specifications, cost estimates, and schedules. 
• Accountable for strategic decisions and oversight of infrastructure projects’ scope, schedule, budget, and product quality throughout the project lifecycle while ensuring compliance with safety standards and industry best practices. 
• Make critical, time-sensitive decisions on construction-related issues to prevent delays and avoid costly change orders. 
• Administration: Select, manage, and hold accountable vendors, contractors, and professional services, including ensuring DBE, SBE, and labor compliance policies are followed. 
• Provide project status updates and recommendations to a broad audience of interested parties, community groups (advocacy), executive team, and board of directors. 

• Direct and support project management staff, ensuring effective execution and delivery of projects. 
• Supervise staff. Hire, mentor and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

• Utilize independent judgement in construction oversight, compliance, and corrective actions when needed.
• Manage and champion the development of Standard Plans, Specifications, Quality Management Plans, and related documents to improve department workflows and practices.
• Plan, direct, and evaluate work activities of assigned staff, consultants, and contractors; resolve problems and implement corrective actions.
• Provide direction and collaborate in short-term and long-term strategic planning/development of the bus infrastructure on behalf of bus operations.
• Perform quality assurance checks on consultant deliverables and perform independent technical reviews of SamTrans projects.
• Investigate, evaluate, and resolve project issues by identifying root causes and implementing solutions.
• Lead stakeholder communications by presenting recommendations, facilitating input, and building consensus to resolve conflicts.
• Present documents, findings, and recommendations to Executive Management and the Board.
• Oversee development of contract solicitations, conduct evaluations, and make award recommendations.
• Serve as subject matter expert on technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation to ensure compliance with their guidelines.
• Represent SamTrans before the Board of Directors, city councils, state/federal/local agencies, and the public at meetings and hearings.
• Develop, negotiate, and monitor contracts and cooperative agreements with governmental agencies, consultants, and contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
• Perform other duties as assigned.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in Civil, Mechanical, or Electrical engineering or a closely related field.
• Seven (7) years full-time increasingly responsible project management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

• Experience in design and construction management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.
