Under the general direction of the Deputy Executive Director of Projects, the Director of Project Delivery will Plan, organize, manage, and provide oversight of assigned staff and consultants in the delivery of capital projects. Manage the capital program and coordinate activities with other Alameda CTC staff, local agencies, and regional transportation and state agencies; manage assigned activities in coordination with other internal departments and outside agencies, including major interaction with the California Department of Transportation (Caltrans) District 4 staff. This is a seasonal, part-time position for the Parks & Grounds division.

Under the general supervision of a Public Works Streets Supervisor or Parks & Grounds Supervisor, and direction of a Maintenance II lead, incumbents in this classification assist with the cleanup and maintenance of City parks, streets, and satellite facilities including buildings, equipment, bus stops, parking lots, trails, flora and landscapes; and perform related work as required.

THE POSITION

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger. 
• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The City of Berkeley invites you to apply for the position of Senior Management Analyst! • Health, Housing & Community Services: Supervise work including fiscal and program analysis and oversight of contract and grant compliance requirements. May also manage a portfolio of funds and work closely with other City of Berkeley departments, outside groups, and sponsors.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this classification is:
Equivalent to graduation from a four-year college, preferably with major coursework in business or public administration, economics, accounting or a closely related field, and four (4) years of progressively responsible full-time, professional experience in public administration, management, or business involving budget and fiscal accounting control.

A master's degree in public administration, financial management or accounting is highly desirable and may be substituted for one (1) year of the professional-technical experience. Some positions may require successful completion of college-level accounting courses such as budgetary, managerial, and governmental accounting.

Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.
• Recommend and prepare conditions of approval for Planning entitlement projects.

• Perform work in accordance with local, State, and Federal standards and regulations

• Attend Alameda County Cleanwater Program committee meetings.

• Schedule and track progress of land development projects.

• Prepare staff reports, as well as presentations for City Council, and other legislative bodies; respond to the public and other inquiries orally and in writing.

• Develop Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.

• Serve as Project Engineer on Public Works capital improvement projects and transportation engineering tasks as needed.

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field. 
• Three (3) years of civil engineering experience, including one year of lead responsibility. 
• Registered as a licensed Professional Civil Engineer in the State of California.
• Possession of a valid driver license and a satisfactory driving record throughout employment.

The GIS-focused position will leverage expertise in Geographic Information Systems and spatial data management. This position supports City initiatives by:

• Administering, configuring, and supporting GIS platforms such as ArcGIS Pro, ArcGIS Online, and related ESRI technologies
• Creating, maintaining, and publishing spatial data, map services, and web maps
• Performing spatial analysis to support City programs, policy decisions, and operational needs
• Collaborating with departments to gather GIS requirements and translate them into technical solutions

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

Examples of Duties:

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.   A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

Typical Qualifications:

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills.
