The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline-oriented. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;
• Conduct statistical analyses and apply information technology applications, spreadsheets and databases, to analyze and evaluate data;
• Propose reasonable conclusions, effective solutions and potential options;
• Write complete, concise reports designed to effect improvements and/or implement solutions;
• Present report contents and provides constructive feedback to departments, organizations, functions impacted by the report;
• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures
• Create and manage project timelines; work with staff, other departments, and/or vendors/outside consultants to meet deadlines and achieve project goals; Manage department or City-wide programs and projects with general direction;
• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

Minimum Qualifications:

Education and Experience

• Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field; and
• Three years of responsible professional journey-level experience in public administration which may include systems and procedures, budget, fiscal program and project coordination, or human resources programs.

Desirable Qualifications

A Master's degree in Public or Business Administration or closely related field is desirable.

Certifications/Licenses 
 Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

As part of the Engineering Services Division, Survey Section of the Public Works Department is responsible for delivering land surveying services on a variety of City projects including street widening/improvements, storm and sanitary facilities, library/community center/fire station sites, and airfield projects. These land surveying services include, but are not limited to the following:  topography, property acquisition, construction staking, pavement marking layout, and monument preservation. 

The Survey Section is currently recruiting to fill two (2) Instrument Person vacancies. An Instrument Person performs a variety of sub-professional surveying and engineering functions of moderate difficulty either on a survey crew in the field or in the Survey Section office. 

Responsibilities include, but are not limited to the following:  

• Acts as instrument person on a survey party. 

• Records field notes and prepares maps and sketches from survey data. 

• Sets up, adjusts, and operates all types of survey instruments. 

• Provides lead direction and training to other survey personnel. 

• Uses modern, survey-grade Global Positioning System (GPS) equipment. 

• Calculates grades and enters data into field books. 

• Turns angles and extends horizontal line using a total station. 

• Uses the level to obtain vertical control. 

• Uses the level, total station, rod, targets to perform topographic surveying in order to describe the existing features of a piece of land in order that it may be reproduced as a plan map. 

• Locates survey points by measurement, magnetometer and from maps of former surveys. 

• Assist with transferring electronic field data to a PC workstation, processing and interpreting the data, and checking for errors. 

• Assists with producing high-quality, computer-generated topography maps and tables using sophisticated engineering software. 

This is the journey level class in a four class surveying series. This class differs from the next higher class of Survey Party Chief in that incumbents of the latter perform sub-professional surveying work and are usually responsible for completing only a segment of a surveying program or project.

Under general supervision, this Facility Repair Worker will perform a wide variety of semi-skilled work in the repair of buildings and equipment at San José City Hall. 

Salary range for this classification is $77,355.20 - $94,036.80 annually. Actual salary shall be determined by the final candidates’ qualifications and experience.  

This Facility Repair Worker position will be stationed at San José City Hall. City Hall is an 18-story high-rise structure which adds maintenance and operational challenges. In addition to the typical duties of a Facility Repair Worker, the successful candidate will maintain the potable/reclaimed water systems, learn how to maintain pressure variances in the systems, operate and maintain a large water feature/fountain on site, and work in high locations utilizing a scissor-lift and ReachMaster® 138 ft. boom lift. City Hall houses the upper management of most of the city departments, as well as the Mayor and City Council Offices. The ability to work in a politically sensitive environment is essential. 

Other duties of this position include, but are not limited to: 

• Proactive maintenance of roofs and roof water drainage systems; 

• Ability to install and modify office space cubicles, including ergonomic adjustments; 

• Skilled at painting techniques and proper cleanup for small and larger surfaces, including graffiti removal; 

• Perform drywall repair; 

• Experienced in maintaining and repairing various plumbing fixtures and resolving plumbing issues (clogs, drainage, flushometer repair, piping work, mixing valve repairs, sink and faucet repairs); 

• Monthly inspections of fire sprinkler systems and pumps; 

• Flooring repair, including carpet and tile work; 

• Familiarity with fire control panels; 

• Experience in motors, pumps, and other architectural water feature infrastructure; 

• Knowledge of fundamental provisions of various codes related to the maintenance and repair of facilities; 

• Knowledge and experience related to door and lock repair and replacement work, which include electronic access control door hardware and door operators;   

• Ability to draw sketches and plans for assigned projects, estimate the materials needed, and record keeping; 

• Maintain all work order details, status updates, labor applied, and contractor costs in City’s work order database.

Position Duties

Salary range for the classification of Chief of Surveys is:

$133,682.64 - $162,860.88 Annually. This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

The Department of Public Works is recruiting for (1) Full-Time Chief of Surveys position to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.

• Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.

• Reviews, schedules, and assigns crews to survey projects; recommends methods and procedures to efficiently complete assigned projects.

• prepares time and cost estimates for requested survey work. 

• Reviews preliminary construction drawings to determine nature and extent of required survey work; participates in pre-construction, project scheduling, and other meetings concerning survey matters.

• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.

• Manages surveying staff including supervision, hiring, training and performance evaluations.

• Plans, coordinates, and schedules all office surveying activities.

• Sets and maintains standard practices for office surveying activities and quality control.

• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.

• Communicates with clients and the public and resolves issues that arise during field surveys.

• Performs map and document research for field and office survey projects.

• Interprets construction documents for construction surveys.

Education: High School Diploma or equivalent (General Educational Development [GED] Test or California Proficiency Certificate)

Experience: Eight (8) years of increasingly responsible sub-professional engineering/surveying work, including three (3) years at a level of a Survey Party Chief, Senior Engineering Technician, Senior Construction Inspector, or equivalent.

Acceptable Substitutions

Up to four (4) years (equivalent to 120 semester units or 180 quarter units) of undergraduate course work in college engineering, surveying, geography, and/or mathematics, or related fields, from an accredited college or university, may be substituted for subprofessional engineering/surveying experience on a year-for-year basis.

Certifications

Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California. - Land Surveyor's license is highly desirable.

What you will do:

• Develop and implement goals, objectives, policies and procedures related to the City’s real estate activities, plans and projects. 
• Manage City and Hayward Economic Development Corporation’s real estate acquisition and disposition initiatives to achieve City economic development and revenue objectives.
• Prepare requests for proposals designed to select developers and tenants; analyze business terms and negotiate complex lease and purchase agreements.

• Assist in the selection and contract negotiations with independent appraisers, relocation specialists, negotiators and other outside consultants involved with property, building and right-of-way acquisitions, appraisals, negotiations and relocations, and eminent domain proceedings; provide direction and instruction related to work as needed. 
• Manage administrative support staff to ensure records related to use agreements and leases are complied with, and payments are up to date, and follow up as needed on non-payment. 
• Review title reports to determine ownership, coordinate escrows, and assist other City staff in the preparation of property descriptions and reports related to real property. 
• Manage sales of City surplus property, including advertising, negotiations and recommendations regarding property sales. Provide technical assistance and advice to other City Departments as required relative to Real Property Program. 
• Coordinate outreach to tenants and property owners regarding projects requiring property acquisition; compile data to determine relocation and socio-economic needs of occupants and availability of relocation accommodations; and negotiate appropriate relocation terms and payments. 
• Prepare written and oral reports and correspondence to City Council, City Manager, other City Departments and Department staff.

Minimum Qualifications

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five years of increasingly responsible experience involving real property appraisals, negotiations, acquisitions, relocations, and property management, including at least two years of supervisory experience. Experience with or exposure to public private partnerships is desirable 

Education: Equivalent to a Bachelor's Degree from an accredited college or university in public or business administration, engineering, real estate or a related field. Appropriate experience may be substituted for education on a year-for-year basis.  

License: Possession and maintenance of a valid Class C California Driver’s License.  

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; safely drive to various locations throughout the City and County to manage, direct, coordinate and/or participate in meetings and community events in a variety of community settings and weather conditions; make effective presentations to public audiences; conduct City business during day and evening hours, including occasional weekend and irregular hours; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend, and safely lift and move equipment and materials weighing up to 35 pounds; withstand exposure to noise, vibration, chemicals, mechanical and electrical hazards; converse by telephone, by email, in person, and before small and large groups, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public, elected officials, government agencies, and all different levels of City staff in an effective and professional manner. The Recreation Leader I-II oversees recreation activities in connection with a specific recreation services program or functional area in support of community, recreational, or park facilities, and performs related duties as assigned.

This is an open, competitive/ promotional recruitment, meaning that it is open to qualified permanent employees and any other applicants who meet the minimum qualifications. Two employment lists will be created for internal promotional and an open list of all other non-current EPA employees.  The department may hire at either the I or the II level, depending on the skills, certifications, and qualifications held by the pool of applicants. 

The department is seeking to fill one full-time and multiple part-time/ on-call positions throughout the year as needed.

Full-time workweek: Monday, Thursday, Friday, Saturday, and Sunday, 40 hours per week.
