Wastewater Treatment Plant Operator I

($22.13– 28.33 per hour)

The City of Chowchilla is seeking a Wastewater Treatment Plant Operator I for the operation and maintenance of the City’s Wastewater Treatment Plant. The Wastewater Treatment Plant Operator I is a journey-level class in the Wastewater Treatment Plant series, which normally works under general supervision, performing a group of related duties according to established procedures.  This position reports to the Utility Systems or Wastewater System Supervisor and does not supervise. 

Wastewater Treatment Plant Operator III

($25.51- $32.66 per hour)

PURPOSE: Under general supervision, assists in the operation and maintenance of a Wastewater Treatment Plant on an assigned shift.  Performs related responsibilities as required.

DISTINGUISHING CHARACTERISTICS:

In addition to being a full, advanced journey-level position, incumbents are expected to provide lead supervision over wastewater treatment plant maintenance staff.  Employees assigned to this class coordinate and perform the full range of skilled duties to operate, maintain, repair and modify the Wastewater Treatment Plant and the wastewater collection system.  

This position reports to the Utility Systems Supervisor and assists in determining equipment, personnel and material needs.  This position may act as the WWTP Supervisor (or as the Utility Systems Supervisor, if qualified) during periods when the appointed Utility Systems Supervisor is on vacation or absent from work for other reasons.

ESSENTIAL RESPONSIBILITIES:

1. Assists in the operation of valves and other related controls to distribute flow through unit process and application of chlorine and chemicals to the wastewater.

2. Monitors control equipment such as pumps, motors, valves, blowers, sludge collectors, heat exchangers, sludge thickeners and other related process equipment.

3. Reads meters, gauges and other instrumentation.

4. Maintains a daily record of facility operation, samples collected and corrections to unit processes.

5. Adjusts or alters chemical treatment of the plant as necessary.

6. Collects samples for observation and analysis from unit processes.

7. Performs daily and weekly laboratory analysis as needed for process adjustments and performance indicators.

8. Performs preventative maintenance to equipment, such as routine service, lubrication and cleaning of process equipment and machinery.

9. Operated a wide variety of tools and equipment used in minor mechanical repair and operation of process equipment.

10. Assists in minor repairs to all process equipment as needed.

11. Performs building and ground maintenance, which may involve weed control, gardening and janitorial services.

12. Performs related duties as required.

We are seeking a hands-on, mechanics and electronics savvy Instrumentation Technician to join our Public Works Sanitation division. This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Details:

• Full-time regular position, 9/80 schedule with every other Monday or Friday off.
• Salary range $35.80 to $45.70 hourly with Excellent Benefits.

Our Minimum Qualifications for consideration are:

Education: Equivalent to the completion of the twelfth grade supplemented by college level course work in electronics or a related field.

Experience: Two years of increasingly responsible experience in the maintenance, repair, fabrication and installation of instrumentation systems in a wastewater treatment system, water distribution, water processing, or other industrial process control environment.

Wastewater System Supervisor

THE POSITION

The City of Chowchilla is seeking a full-time Wastewater System Supervisor who, under general direction, supervises, develops, and directs the work of staff performing difficult and complex technical and administrative support related to all programs and activities of the City’s Treatment Operations and Collection System Maintenance Operations; assists with long- and short-term project planning and overseeing the design, construction, maintenance, and operations of the wastewater collection system and wastewater treatment plant, facilities, and related appurtenances and other programs; works with technical and engineering staff to monitor and maintain water quality in accordance with State requirements; coordinates assigned activities with other City departments and outside agencies for services such as meter reading and repair; provides complex and responsible support to the Public Works Director and others in areas of expertise; and performs other duties as assigned.

Incumbent serves as the Division Manager of the City’s Treatment Operations and Collection System Maintenance Operations system. Responsibilities include planning, organizing, supervising, reviewing, and evaluating the work of wastewater operations, maintenance, and operations staff either directly or through lead workers. Incumbents are expected to independently perform the full range of wastewater treatment and collection, maintenance, and operations duties. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines. This classification is distinguished from the water worker series in that it has direct supervisory responsibilities.

Maintenance Worker III: This is the senior level class in the maintenance series. DEFINITION

Senior Treatment Plant Maintenance Worker is distinguished from Treatment Plant Maintenance Worker II in that the Senior Treatment Plant Maintenance Worker level provides lead direction, work coordination, and training to assigned staff and requires a higher level of certification.

Receives general supervision from supervisory or management staff in assigned department. Provides lead direction, work coordination, and training to lower-level staff.

DUTIES AND RESPONSIBILITIES 

The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Leads and performs tasks related to the maintenance and repair of pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily logbook;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Leads and performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing  debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control  plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant;  principles and techniques of lead direction, work coordination, and training; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock  necessary parts and supplies for the maintenance shop; provide effective lead direction, work coordination, and training; ensures safe work practices are observed; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records. 

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable. 

Experience: Four (4) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities with at least one (1) year of equivalent experience to a Treatment Plant Maintenance Worker II.

Licenses: Possession of a valid California Class C driver's license and a satisfactory driving record. CWEA Certification as a Grade II Mechanical Technologist. Grade II Electrical/Instrumentation Certificate issued by the California Water Environment Association. 

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours.  Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds.  Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.

DEFINITION

Under direct supervision, performs a variety of manual, semi-skilled and skilled tasks in the construction, maintenance, repair and operation of the City’s streets, sidewalks, signs, sewers, storm drains, pump stations, parks, tot lots, medians, gardens, irrigation systems or municipal buildings. Tasks often require considerable physical strength and stamina and may be performed in inclement weather and/or potentially hazardous conditions. Worker may be called back to work during emergencies. Performs related work as required.

CLASSIFICATION CHARACTERISTICS

Utility Maintenance Worker is the entry level to the following classification series: Building Maintenance Worker I/II, Collection System Maintenance Worker I/II, Groundskeeper/Gardener I/II, Street Maintenance Worker I/II, and Water Maintenance Worker I/II. Candidates from the Utility Maintenance Worker Employment List may be appointed in any one of several City departments. They will initially be under close supervision, performing the least skilled and most repetitive tasks while learning to use and apply the methods, materials, tools and equipment involved. Incumbents normally advance to Level II after at least two years of successful experience and demonstrating proficiency for the Level II work. 

EXAMPLES OF DUTIES

Work assignments may be in any one of the maintenance area programs: building/facility operation and maintenance, water/wastewater system delivery and maintenance, parks, median and grounds maintenance, and streets and sewer maintenance. Sweeps rubbish and leaves from gutters; loads and unloads trucks in a variety of situations; excavates and fills trenches and ditches; does manual work in preparing surfaces for paving, mixing cement, and breaking up paved surfaces using such tools as shovel, rake, jackhammer, tampers, and tar kettle; does manual or the more routine work of laying pipe, backfilling, and installing water meters; acts as a helper to skilled craftsworkers assisting in the more routine aspects of carpentry, plumbing, heating, minor electrical and mechanical repair, and painting including street painting; does manual park work not requiring prior knowledge or skill in gardening.

MINIMUM QUALIFICATIONS

Knowledge of: The purpose, safe use and maintenance of hand tools and small power equipment. General construction and maintenance methods, materials, and terminology. Safe working techniques and requirements.

Ability to: Safely and skillfully use hand tools, operate light mechanical equipment, and perform heavy manual labor. Comprehend and follow oral and written instructions and safety warnings and information. Learn to perform more skilled tasks, such as producing manual and computer-generated reports and schedules and installation and maintenance of current job-related equipment or devices. Work independently. Maintain an appropriate public service demeanor and positive customer service interactions. I: Perform sustained, strenuous manual labor; climb, lift, crawl, stoop and bend to reach work; and work outdoors in temperature extremes and inclement weather

Experience: One year, full-time, paid experience in construction, maintenance or other semi-skilled, physical work.

Education: Completion of the tenth grade. Graduation from high school or the equivalent is desirable and required to advance to Level II in the flexible classification series.

License: Possession of a valid Class C California Driver's License.
