DEFINITION

Under general supervision, inspects a variety of construction projects to ensure conformance with contract plans, specifications, standards, laws, and regulations; performs work related to plan checking, issuing permits, providing construction recommendations, and other technical functions; and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

Public Works Construction Inspector is a specialized classification that is responsible for a variety of duties related to the inspection of construction projects.

Receives general supervision from higher-level Public Works Department staff including engineers.

DUTIES AND RESPONSIBILITIES

The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Provides field inspection of public and private improvement projects that involve grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans, specifications, and schedules; stipulates correction of defective work; recommends approval of acceptable work;
• Performs technical functions, such as plan checking, issuing permits, and answering construction questions, preparing checklists, guidelines and specifications;
• Ensures that all required tests, operations, measurements, and inspections are scheduled, ordered, and satisfactorily completed; ensures compliance with applicable safety regulations;
• Reviews submittals and takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interprets results of soils, materials, and operational tests, including asphalt compliance, concrete strength, and soil compaction test reports;
• Inspects traffic control placed within the City right-of-way and ensures compliance with applicable safety regulations;

• Performs contract administration duties, including preparation of daily construction reports, weekly statements of working days, change orders, progress payments, general correspondence, and checking of payroll records, material submittals, and certificates of compliance;
• Assists in investigating and resolving disputes and/or problems, and responds to complaints from the public;
• Conducts sidewalk inspections and follow-up inspections; inspects adjacent properties for damage from construction activity;
• Coordinates work with maintenance staff, other City departments, and public utilities;
• Prepares daily activity records and reports manually and in computer-based format; takes photography and prepares site sketches; and
• Prepares, files and retrieves as-built construction drawings, documents and records;
• Performs related duties as assigned. 

JOB-RELATED QUALIFICATIONS

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED).  Technical training and/or a degree in building inspection technology, civil engineering, or a related field is desirable.

Experience: Two (2) years of progressively responsible experience as a Building Inspector with a Municipal Building Department performing combination inspections.

Licenses: Must possess and maintain a valid Class C California Driver’s License issued by the State Department of Motor Vehicles and a satisfactory driving record. Certifications such as Combination Inspector or related are preferred.  

SPECIAL REQUIREMENTS

Physical agility adequate to inspect construction sites. Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach, and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices, and operate telephones.  Must have ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

This is a Temporary Provisional position.

Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.

Wastewater Operator II - A journey level classification in the Wastewater Operator series. The ideal candidate must be skilled in basic principles of mechanical, maintenance, and electrical systems. Wastewater Operator III-An advanced level classification in the Wastewater Operator series. The ideal candidate  must be skilled in inspecting, operating, and maintaining a wastewater treatment plant and related lift stations including primary, secondary, tertiary and solids treatment processes. Must be able to recognize inefficient, unusual, or dangerous operating conditions. Solid experience in basic principles of mechanical, maintenance, and electrical systems; algebra and geometry; basic knowledge of electronics and hydraulics.  Must have good trouble shooting skills, attention to detail, excellent communication skills, training and leadership abilities, and have a dedication to safe working practices. Must be able to independently perform plant operations work; work on-call as assigned.

Requires a High School Diploma or equivalent and three years of full-time experience equivalent to a Wastewater Operator II in a  wastewater treatment facility.  Possession of a Grade III California Wastewater Treatment Plant Operator certificate issued by the State of California Water Resources Control Board.   

The City of Menlo Park is seeking applicants for temporary positions in the Public Works Maintenance Division.  Depending on their experience, individuals may be assigned to work in Trees, Streets, Facilities, Parks, or Water.  Temporary employees will operate and maintain a variety of maintenance equipment, including dump trucks, stump grinders, brush chippers, aerial lifts, forklifts, lawn mowers, backpack blowers, backhoes, jack hammers, lawn edger’s, hedge trimmers, concrete saws, chain saws and hand tools.  Temporary employees will foster positive and effective working relationships and must be able understand and follow instructions.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.
 

IDEAL CANDIDATE SECTION:

The ideal part-time Park Maintenance Worker will be able to prioritize work and coordinate multiple tasks while working cooperatively with a variety of people, consistently ensuring excellent customer service. Capable of organizing duties, meeting critical deadlines, and following up on assignments with minimal supervision to maintain parks and public facilities according to established standards. The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management. This is a lead position, assigning, reviewing, and training the work of other lower-level support staff.

This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7334 Stationary Engineer is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). The Bus Fleet Facilities Infrastructure Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

The Construction Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for establishing standards, policies, and processes to manage the construction of SamTrans projects. This position oversees both the construction and construction management of projects, working with Project Managers, Construction Management Team, and Contractors to ensure successful project delivery. Responsibilities include providing constructability review of Contract Documents prior to advertisement, providing guidance to engineering and construction management staff in the planning, organizing and directing the work of contractors, negotiating changes to project scope or budget, directing the advertise, award, and administration phases of construction, and ensuring project and contract compliance with public contracting law.

• Possess Quality Control/Quality Assurance experience.
• Experienced with Storm Water System Management.
• Registered Professional Engineer in the state of California.
• Able to possess a valid California drivers’ license with a safe driving record.

The City of Menlo Park is seeking a dynamic and experienced Economic Development Manager to join the City Manager’s Office.
