ABOUT THE POSITION

The Town of Atherton invites you to apply for the position of Associate Engineer in the Public Works Department. The position, general supervision, performs various professional field and office engineering work related to the management, planning, design, construction, and maintenance of the Town’s public works infrastructure, associated with the Capital Improvement Program (CIP); provides project management oversight, coordination and administration; conducts development plan reviews and inspections; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development and maintenance; administers professional services and construction contracts; provides professional staff assistance to the Director of Public Works, other departments, and the public in areas of expertise; performs a variety of studies and prepares and presents staff reports; and assist in the development of the Department budget and monitors revenue and expense budgets on an ongoing basis.

Typical duties include, but are not limited to:

• Plans, manages, designs, and inspects all phases of civil engineering public works construction projects, including defining the scope of the project; coordinating with permitting and public utility agencies; applying engineering principles and practices to specific problems; coordinating construction schedules with other projects and agencies; preparing and reviewing cost estimates; and inspecting construction of projects to ensure compliance with construction documents; performs related planning and design work.
• Review of proposed private development projects; including issues related to public works, hydrology, grading, scheduling, traffic control, and erosion; prepares public works conditions of approval for proposed development.
• Reviews construction plans prepared by consulting engineers and private contractors; checks plans for conformance with regulations; reviews engineering calculations; participates in pre-design, construction, and coordination meetings and issues construction permits.
• Develops consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and recommends project award; administers contracts after award; ensures contractor compliance with Town standards and specifications, time and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes as required.
• Monitors and pursues grant opportunities for improvements in public works programs.
• Participates in the development of the Town’s Capital Improvement Program (CIP)
• Participates in the San Mateo County Cleanwater Program and assists with compliance and reporting associated with the Municipal Regional (NPDES) Stormwater Permit.
• Performs other related duties as required.

MINIMUM QUALIFICATIONS

Sufficient education, training and/or work experience to demonstrate possession of the knowledge, skills and abilities, which would be typically acquired through:

Education & Experience

Three (3) years of increasingly responsible experience professional engineering design, plan review, and project administration.

Education: Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or a related engineering field.

Certification: Posses and maintain a valid certificate of registration as a Professional Engineer in the State of California.

Knowledge of:

• Civil engineering principles, techniques, policies, and procedures,
• Principles and practices of capital improvement program budgeting, cost estimation, funding, project management, and contract administration,
• Basic principles, practices, procedures, and standards related to Town public works infrastructure development and maintenance, engineering, and surveying
• Practices of researching engineering and design issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports

Skills and Ability to:

• Prepare, understand, and interpret engineering construction plans, specifications, and other contract documents.
• Assist in and develop and administer contracts for professional services and construction in a public agency setting.
• Effectively represent the department and the Town in meetings with governmental agencies, community groups, and various business, professional, and regulatory organizations and individuals.
• Prepare and present clear, concise, and logical written and oral reports, correspondence, policies, procedures, legal descriptions, and other written materials.
• Establish and maintain cooperative working relationships with municipal officials, subordinate employees, contractors and the general public

Position Summary

Under the general direction of the Senior Information Systems Manager, this position provides system support during implementation and ongoing support after implementation including report writing, configuration, routine inquiries and user support for the District’s various enterprise technology systems including UKG Pro Workforce Management Time & Attendance and Central Square Technologies Finance Enterprise.   The Business Information Systems Engineer works with end-users, vendors, and members of the Information Systems Department to identify, analyze, and resolve systems issues and provide maximum capability and satisfaction to users.

Essential Responsibilities

• Serves as a technical lead of the enterprise application
• Focused on delivering excellent customer service
• Adhere to incident, problem, change management, and other Information Systems best practices
• Plan, organize, direct and coordinate the ongoing automation and usage of the district-wide application systems

• Identify unused system functionality and present opportunities for improvement of business processes using this functionality
• Continue to monitor and stay current on new features contained in new releases of the software
• Recommend and implement software upgrade paths
• Develop relationships with other agency users of the applications
• Maintains strong technical competence in Microsoft Office products such as Access, Excel, Word, Outlook, Project, and PowerPoint

Utility Billing Division

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; interacts with residents through phone, email, and in person; receives and receipts money; prepares records to open, change, maintain or close utility accounts; performs routine arithmetical computations; opening, sorting, and processing mail; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: 

Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices.

Ability to:  

Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers, and complex files; operate adding and calculating machines; perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Account Clerk I:  One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking a well-qualified individual for the position of Psychologist I/II-Behavioral Health and Recovery Services. 

There is currently one vacancy on the Central County Adult Mental Health Clinic team in San Mateo.

 

In this position, the psychologist will work as part of a dynamic, multicultural and multidisciplinary team, supporting our culturally diverse San Mateo residents who are diagnosed with a Serious Mental Illnesses and Co-Occurring Disorders.

This Psychologist will conduct admission assessments and evaluation, provide individual and group therapy, crisis intervention, case management, and rehabilitation services to a caseload of adults diagnosed with a serious mental illness.  The Psychologist will also support the psychology doctoral student program and the MSW/MFT graduated internship program at the clinic and provide students with supervision and provide clinical consultation. The Psychologist will work with the team in appropriate discharge planning and coordination of care with other community based organizations.
 
In this position, the psychologist will also administer psychological testing to a small number of clients referred from other BHRS Adult outpatient clinics.

This class is flexibly staffed with Psychologist II and incumbents are expected to advance to the higher level after gaining experience and demonstrating the required proficiency.
 
Psychologist II is the fully experienced journey level class in the Psychologist series providing a full range of professional psychodiagnostic, psychotherapeutic, consultant and training and research work in a comprehensive community mental health program with a high degree of skill and independence.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. Established in 1866, the San Francisco Fire Department is rich in tradition and history. Under general supervision, an H002 Firefighter engages in firefighting and related activities for the saving of life and property; administers first responder treatment, including first aid; and responds to a variety of emergency situations involving public safety and medical care. A Firefighter also may be assigned duties in connection with fire prevention activities, including the inspection of businesses, schools, and homes to ensure fire safety; maintaining station quarters; and performing other duties as assigned. Firefighters are required to work 24-hour shifts, including weekends and holidays. The FCTC Written Test was developed by the California Firefighter Joint Apprenticeship

Committee (Cal-JAC).
The FCTC Written Exam is a 100 question, multiple choice test consisting of the following four

sections:

• Section 1 – Recall and Comprehend Verbal and Visual Information. This section requires candidates to watch two short videos and answer questions based on the scenarios presented.
• Section 2 – Apply Mechanical Reasoning
• Section 3 – Solve Mathematical Problems
• Section 4 – Recall and Comprehend Technical Information from Written Materials

The FCTC Written Test is administered, at minimum, quarterly. Additional tests will be added as needed, so check this website frequently. FCTC does not administer online tests.

San Mateo County Health is seeking an experienced individual for the position of Public Health Clinics Strategic Projects Manager. This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics.

Education and Experience: 
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:
 

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field. At least one year of professional administrative experience is typically required at the Associate Management Analyst level, and at least 3 years for the Management Analyst level.

Licenses and Certifications: 

• Depending upon assignment, possession of a valid California Driver's License.

The San Mateo County Sheriff's Office employs over six hundred sworn and civilian employees. Qualifications

Certificate: As required by the State of California, incumbents at this level must possess a valid California Basic POST Certificate.

Education: High school diploma or its equivalent.

License: Valid California Class C Driver License or equivalent.

Background: No felony convictions and no recent drug use.

Physical Requirements: Must be free from any condition which might adversely affect fitness for the duties of the position; uncorrected visual acuity of at least 20/100 in each eye, correctable to 20/30 in each eye; weight must be in proportion to height.

Other requirements: Willing to work irregular hours, holidays, weekends, and rotating shifts. Refrain from using tobacco products at any time for employees hired by the County after October 1, 2004.
