Under the general direction of the Director of Engineering and Maintenance (Director), the Ferry Maintenance Manager will provide leadership and direction to the Ferry Maintenance Team, support vessel operations and District objectives. The Ferry Maintenance Manager will assure the vessels are operated to the highest standards. This includes supervision of all fleet maintenance and repair, compliance with regulatory issues and administering cost control measures. The Maintenance Manager is responsible for scheduling all work activities related to the Ferry Division Maintenance Mechanics, managing all aspects of the Ferry Division’s maintenance program, providing timely reports to the Director on vessel performance, spare parts, and equipment reliability. The Ferry Maintenance Manager will comply with safety policies and champion safety initiatives.

Essential Responsibilities

• Manages Ferry Division maintenance staff on a day-to-day basis including scheduled work orders, vessel’s operational needs, vacation, sick, emergency leave and all time cards.
• Works with the Director to inspect Ferry division assets to develop the maintenance plans.
• Develops long term plans that will feed work into the daily work plan.
• Oversees quality of maintenance work on the Ferry Division’s vessels, facilities, and terminals
• Works with the shift leads and procurement staff to ensure all materials needed to complete scheduled work are available as needed to support the schedule.
• Manages subcontractors working on Ferry Division assets. Responsible for working with the Director and the procurement staff to ensure all subcontracting and materials are procured as per the District guidelines.
• Reviews vessel write-ups and maintenance staff feedback to identify future maintenance needs and campaign work required to ensure the highest level of reliability
• Reports discipline problems to the Director of Engineering & Maintenance to determine course of action.  
• Performs quality control inspections of all maintenance work, subcontractor and shipyard work. The quality of the mechanic’s work shall be the Maintenance Manager’s sole responsibility. Subcontractor and shipyard quality control shall be a shared responsibility with the Director at the direction of the Director.
• Evaluates mechanic’s skills, knowledge and performance for use in identifying training needs and yearly reviews given by the Director
• Manages the Ferry Division’s maintenance planning system in all aspects such that accurate records of maintenance work, including employee time and materials, are captured for future planning
• Manages all aspects of communication with mechanics between shifts to the Director and to Operations.
• Consistent with industry practices and mechanic’s safety manual, ensure that all maintenance work is completed following established safe working practices utilizing the proper PPE for all mechanics and subcontractors.

• Works with operation’s staff to troubleshoot, identify problems and provide resources to resolve issues that affect safe vessel operations.
• Manages the use of materials from the storerooms charged out to work orders so that inventory is kept accurate as required by procurement guidelines.
• Closely manages and keeps the Director and Operations Department apprised of all situations that affect a vessels usage. Any deficiency that could possibly bedeemed a “no sail” item by the United States Coast Guard (USCG) shall be closely managed with all involved parties updated as required to have the least impact on operations.
• In conjunction with the Director, determines when and where vessels will be removed from service so that work can be scheduled accordingly.
• On-call 24 hours a day, 7 days a week as required to support operations, frequently required to be onsite two weekend days per month.
• Ensures that employees under his or her supervision follow established safe work practices and obey all safety rules.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned. 
• Regular and reliable attendance and performance are required.

The Position:

This is a non-sworn classification structured for incumbents hired for the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this civilian position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  Police Officer Trainee benefits are limited to those of a civilian employee.

Chief Building Official

• Any combination of experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:
  • Experience: At least 6 years of progressively responsible professional experience construction related inspection and design review, and code enforcement with at least 3 years in a supervisory capacity. Practical experience with principles and practices of organization, administration, budgeting, and personnel management for a municipal government is preferred.
  • Training: Equivalent to an associate degree from an accredited college with major work in construction technology, engineering, or related field.
    • ICC certification as a Building Official must be obtained within one year of employment
  • Certificates, Licenses, Registrations
    • Valid CA driver’s license is required.

Deputy Building Official

• Education/Experience
  • Graduation from high school or equivalent based on courses taken from an accredited educational institution.  Associate of Science degree in Building Inspection or related field is preferred.  
  • Five (5) years of progressively responsible experience in building inspection, including commercial, of which at least two (2) years must be in a supervisory capacity.   
• Certificates, Licenses, Registrations
  • Valid CA driver’s license.  
  • Must maintain ICC certification in at least three of the following areas:
    • Commercial building inspector, combination building inspector, electrical inspector, plumbing inspector or mechanical inspector.  These certifications are required at time of hire.  
    • In addition, Plans Examiner certification from ICC is required, but may be obtained within 6 months of hire. 

Under the supervision of the Fire Marshal, is responsible for performing plan review, inspections, and other duties as required.  The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

EXAMPLE OF DUTIES
This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes.  Although not all inclusive, the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.  

Other duties include attending meetings with other local government agencies such as planning and building departments, architects, contractors, developers, and the general public.  Utilizes the District’s citation process when appropriate and when other means of gaining voluntary compliance are unsuccessful. This position is responsible for conducting in-house training and updating of field inspection staff members on changes occurring in codes enforced by the District.  This position is also responsible for the formulation of standardized field inspection guidelines and record keeping systems for construction projects. Provides supervision, work direction, and technical assistance as directed. Participates in the code change process at the state and international levels. Utilizes tools and technology identified by the District related to performance of tasks. Supports emergency operations as requested and appropriate.

The position is responsible for performing inspections of both new and existing buildings; witnessing various tests required for sophisticated fire protection equipment and verifying proper operation and compliance with applicable codes and standards; prepares necessary correspondence, reports, and records; with regards to projects, confers with architects, engineers, developers, etc.; attends training courses and meetings of professional organizations as directed; performs surveys of fire hazards and processes complaints; conducts and participates in public education and public relations programs; performs other related duties as directed.

THE POSITION

To coordinate and perform advanced paraprofessional and highly technical field and office engineering work in one or more of the functional areas of the City’s Departments.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

This is the advanced journey-level class of the Engineering Technician series.  It is distinguished from the Engineering Technician II classification in that employees are expected to function as a project leader within one of the functional areas of the engineering division, including the coordination of public works/engineering projects from design through construction.

IDEAL CANDIDATE

The City of Woodland Development Services Engineering Branch is seeking a positive and motivated individual with a general interest in public works and construction inspection to support the Development Services Engineering/Encroachment Permitting program. 

Successful candidates are:

POSITION HIGHLIGHTS

• Provide inspection of encroachment permit projects (any work occurring within the public right-of-way).
• Draft and enforce conditions of approval for encroachment permits.
• Assist in issuing encroachment permits.
• Provide general assistance within the development engineering program and coordinate with other engineering work groups. 
• Review plans for public improvements specifically related to encroachment permit projects.
• Review traffic control plans and field verify that they are implemented correctly.

ESSENTIAL JOB FUNCTIONS

Coordinate the department’s projects from planning stage through project acceptance by conducting preliminary engineering studies.  Prepare plans, specifications, reports and cost estimates for public improvements such as streets, storm drains, sewers, water works, traffic signals/controls, and other public projects.  Make calculations for engineering/surveying and other related work.  Obtain and provide field data and recommendations for preparation of modifications involving technical or monetary changes.  Assist project engineers in performing survey work and obtaining field data for preparation and planning of proposed project.  Provide design, construction or consultation contract administration and management or inspection of capital improvement, repair and maintenance projects.  Establish schedules and methods of providing construction inspection services.  Resolve conflicts between inspectors, contractors and facility owners.  Prepare, review and maintain various data, reports, documents and project files, such as, but not limited to, inspection logs, daily construction logs, change order requests, quantities and material estimates, progress reports, site plans, subdivision improvement plans, development agreements, real property documents, submittals and as-built drawings.  Review improvement plans, maps, specifications, cost estimates, and other work for accuracy, presentation and conformance with established engineering practices, City Standards, General Plans and Specific Plans.  Provide general information to other City departments, the public, development community and other government agencies.  Prepare for review by senior staff policies and procedures for processing requests of the City for City services to facilitate development projects.  Determine and oversee field material testing of samples of materials routinely used in construction projects.  (For example, concrete, asphalts, soils, etc.)  Monitor operational tests on civil, mechanical and electrical systems.  Perform pneumatic and hydrostatic test of piping systems as appropriate.  Coordinate right-of-way planning and acquisition for public improvement projects such as streets, storm drains, sewers, water works, traffic and other public work projects.  Prepare and assist with presentations to City Council, various Commissions and local interest groups.  Share in the responsibility for a sound safety program; promptly report unsafe conditions to the immediate supervisor.  Prepare data for as-built utilizing GPS equipment, recording changes, dimensions, etc.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the Employee must be present to completed assigned tasks.  Work cooperatively with others including other City departments/divisions and the public.  Other duties as assigned.

QUALIFICATIONS

Experience and Training

Any combination of experience and training that provides the required knowledge and abilities is qualifying.  A typical way to obtain knowledge and abilities would be:

Experience:

Two (2) years of experience performing duties comparable to those of a City of Woodland Engineering Technician II or seven (7) years of increasingly complex paraprofessional engineering experience within the Department or approved comparable experience.

Education:

Equivalent to the completion of the twelfth grade supplemented with at least six (6) months of college level coursework in drafting, algebra, geometry, chemistry, trigonometry, or related field. 

Additional coursework in civil engineering, construction technology, land development, project management or a closely related field from an accredited college is highly desirable.

License or Certificate

Specialty certification such as Construction Management, Project Management, Transportation Management, Land Use and Environmental Planning, or the equivalent is desired. 

Requires possession of a valid California driver’s license upon hire.

The City of Menlo Park is recruiting for the exciting and challenging position of Management Analyst I/II. As a member of the Administrative Services team, the incumbent will serve as an experienced accounting and financial analyst for the City, with primary responsibility for maintaining, reconciling, and analyzing the City’s general ledger and related financial records. What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

The City of Berkeley invites you to apply for the position of Electrician in the Public Works Department! In this role, you will have the opportunity to perform installation, maintenance, and repair on a wide variety of electrical equipment used in street lighting, traffic signal control, sewage lift stations, HVAC and automation, building power distribution, fire alarm, and related systems and equipment; operate a variety of hand and power tools; and perform related work as assigned. The Electrician has responsibility for working in all facets of the electrical trade, ensuring safe practices and operation of equipment. A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from high school and four (4) years of progressively responsible and difficult electrical experience.
