Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

The position will remain open until filled, with the first review of applications on March 13, 2026.

Power Resources Specialist I - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Law, Natural Resources, Statistics, or an analytical degree related field to utility business.

Power Resources Specialist II - A Bachelor's degree from an accredited college or university in Business, Economics, Engineering, Environmental Studies, Finance, Law, Natural Resources, Statistics, or an analytical degree related field to utility business AND one (1) year of experience in energy resources operations, planning, purchasing, scheduling, or contract negotiations.

The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Services Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activity with to other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The ideal candidate will have a Public Works background with excellent communication skills, ability to cultivate positive relationships, approachable, responsive, and innovative.  The City is seeking a leader with emotional intelligence and knowledge of performance/change management to implement the City Council’s and City Manager’s vision.  Experience working with streets, wastewater, water distribution, parks, fleet, facilities, engineering workforce are desirable.

SUMMARY DESCRIPTION

REPRESENTATIVE DUTIES

Assume full management responsibility for all Public Works Department services and activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures. 2. Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. 3. Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protected, and maintained; initiate purchases of equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation. 9. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 16. Perform related duties as required.

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. VTA’s Engineering and Program Delivery (EPD) Division is seeking a Senior Transportation Engineer for the Quality Assurance (QA) Group under the Technical Services Department.  

Quality Assurance Group: 
The QA Group supports all capital improvement programs for the Division during planning, design, procurement, construction and closeout phases of highway, rail, transit and facilities projects.  As a Senior Transportation Engineer, you will play an important role in ensuring delivery of quality products and services for the Division. It is the responsibility of the QA Group to ensure the development of each project’s Contract-specific Quality Management Plan (CQMP) and to conduct audits and surveillances, based on the approved CQMPs, to monitor and assure effective implementation. Strong interpersonal and communication skills to work with VTA staff, consultants and contractors, attention to detail and ability to lead the QA team with day-to-day activities are desirable skill sets.

The Program Manager leads and participates in activities related to organizing program activities associated with the development and implementation of energy efficiency, conservation, renewable energy, and demand-side resource management programs for Pioneer customers. Duties include:

• Coordinating Programs Division activities with those of other division and outside agencies and organizations; coordinating use of staff time and resources with Director of Communications. 
• Researching, developing, and implementing various energy efficiency and conservation programs for residential, large and small retail commercial electric utility customers, tenant improvements, new residential construction, and retrofit projects; updating and modifying existing programs to make best use of new technology in response to customer needs and to reduce electric utility demands and operating costs.
• Assisting with designing energy efficiency and other demand-side management programs including developing metrics to gauge program success.
• Managing and implementing energy efficiency or other demand-side management programs.
• Providing feedback on the performance of staff involved in the implementation of energy efficiency, conservation, renewable energy, and demand-side resource management programs.
• Researching products to improve electric energy efficiency; reviewing electric industry and various market sectors for best practices; identifying new technology and products that are available to customers and meets the demographics of the community.
• Conducting research including surveys and analysis regarding public opinion about the value of and demand for energy efficiency programs.
• Researching and reviewing grant opportunities; completing and submitting grant application and administering grants; developing and implementing programs consistent with grant requirements.

Qualified candidates will have an ability identify, design, and administer programs that result in energy/cost savings for customers and perform complex calculations related to energy efficiency and perform energy audits.

• Respond to customer/user questions and concerns and recommend solutions as needed.
• Provide onsite support during go-lives and system upgrades.
• Participate in developing and/or lead training programs, curriculum and lessons including preparing training materials.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.   A typical way to qualify is:

EHR Analyst II: Two years of information technology support experience in a healthcare operation setting, including at least six months of Epic user support experience.

License/Certification

EHR Analyst II: (1) Epic Certification in one module; and (2) maintain Epic training credentials through Epic's Continuing Epic Education (CEE) program with additional training that must be completed to maintain certifications, proficiencies, and badges. 

For internal Health IT candidates only applying for II during initial Epic Implementation Plan: Epic Certification in one module determined by Health IT management by date set forth in the Epic Project Training schedule.

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.

The Summer Learning Challenge is a summer library program that encourages kids, teens and adults to read or listen to books in the summer. The Challenge is a fun, interactive program for the whole family that includes free book giveaways, activities, raffles, and prizes for kids ages 0-18. The program starts on June 1 and runs through the end of August.

We are looking for enthusiastic high school interns to support Library staff with activities both at the libraries and at summer outreach sites throughout the City of Redwood City to promote and support the Summer Learning Challenge. The interns will be responsible for planning and delivering library programs, providing them with opportunities where their voices are elevated and valued.

Example of Duties: Under the supervision of a Librarian perform various duties as assigned for the operation of the Summer Learning Challenge. Duties may include, assist with planning and delivering programs for kids and teen, serve lunch an lead activities during the lunch at the Library service, register children and families up in the Summer Learning Challenge and record statistical data, staff outreach events at local school and community sites.
