Role Description

As a Clinical Psychologist for the County Adult Assistance Program(CAAP), you will conduct professional-level work in screening and assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

Essential Duties Include:

• Conducts screening and assessment of clients with mental health related complaints, collateral interviews with primary care and behavioral health staff, and medical records review to support clients’ application for Social Security Benefits.
• Selects, administers, scores, and interprets appropriate psychological tests of intelligence, personality, aptitude, achievement, interest and other specialized areas and conducts diagnostic clinical interviews with emotionally disturbed, mentally ill, chemically dependent, and intellectually disabled adults to assess their impairments to provide medical evidence in support of clients’ application for Social Security Benefits as needed.
• Prepares psychological reports presenting diagnostic findings, interview findings, functional assessments, clinical evaluations, and recommendations for the Clients’ SSI eligibility.
• Reviews and evaluates psychological, psychiatric and/or neuropsychological data and case material.
• Provides education, consultation, and information to community providers, and CAAP’s multi-disciplinary team on adult adjustment problems, mental illness, chemical dependence, culturally relevant services, and other topics related to SSI eligibility.
• Supervises psychology interns and subordinate clinical staff not including class 2574 Clinical Psychologist; conducts staff training programs both within the clinic or unit and for line agency personnel.

San Mateo County Health is excited to be able to offer a full-time, benefited, unique job opportunity to well-qualified individuals for the position of Supervising Nurse Practitioner (Supervising NP) Forensic Medical Unit, as part of San Mateo Medical Center's Keller Center.

The Keller Center for Family Violence Intervention is a unique outpatient medical unit affiliated with San Mateo Medical Center Emergency Department. We perform forensic medical exams on victims of assault and abuse and work in a collaborative multidisciplinary team that includes law enforcement, the District Attorney’s office, Child Protective Services, Aging and Adult Services, and several community agencies. We also provide education and serve as a resource for other community hospitals and clinics.

The Supervising Nurse Practitioner will collaborate with the Medical Director of Specialty Services and Deputy Director of Ambulatory Nursing in planning, organizing and directing the activities and staff of the Keller Center along with developing standards of practice for forensic exams and reporting. This classification is distinguished from the Nurse Practitioner Series for having full administrative supervisory responsibility over other Nurse Practitioners. The selected individual will spend up to 30% of time in direct patient care at SMMC, which includes performing forensic medical exams for victims of sexual assault, domestic violence, elder abuse and child abuse. Testifying in court will be part of the job responsibilities.

The ideal candidate will possess the following qualities:

• At least two years of forensic examination training and experience
• Trauma Informed Care training and experience
• Experience bringing diverse viewpoints and stakeholders together successfully to accomplish goals and commands the trust and respect of others
• Interest in team-based care and creating a positive patient experience, and has demonstrated innovation and initiative in realizing that vision
• Has overseen and led complex projects and coordinated interdisciplinary teams
• Has at least two years of experience in supervising and mentoring others
• At least three years of experience as a Practitioner, and a minimum of six months of lead or supervisory experience overseeing clinical care

Qualifications

Licensure/Certification:

• Possession of a California license as a Registered Nurse.
• Possession of a California Board of Registered Nursing (BRN) Nurse Practitioner Certification.
• Possession of a California Board of Registered Nursing (BRN) Furnishing Number.
• Possession of a DEA Number.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of practice within a specialty area or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

The County of San Mateo's Information Services Department seeks an IS Systems Specialist III to serve in the Security Division. Under general supervision, the individual in this position performs the most complex and varied technical tasks related to the configuration, troubleshooting, maintenance, and monitoring of the County's security infrastructure. This position serves as a technical leader and technical subject matter expert in specific security area(s) and is called upon to analyze existing and future computing environments and ensure that all solutions comply with County policy, frameworks and industry accepted best practices.

As an integral part of the Security team, the IS System Specialist III will be responsible for system administration across a variety of platforms and services such as: Firewalls (Palo Alto); Intrusion Detection and Prevention (Palo Alto Threat Prevention and Wildfire); Endpoint Protection Suite/XDR; Security Orchestration Platform (XSOAR); Cloud Security services; XDR SIEM monitoring and management; Vulnerability identification and mitigation/remediation.

The position also requires support in ancillary systems that support IAM/ARM platforms such as SolarWinds, Active Directory, OKTA. Additionally, this position will perform intrusion event investigative and reporting activities as required. Similarly, incumbents in this class must regularly analyze requests for new system implementations and ensure that strategies are applied that support best practice security design and integration with existing security infrastructure. Furthermore, this position will be tasked with performing analysis and data production and reporting in support of any identified indicators of compromise, audit and policy compliance across the enterprise.

Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of increasingly responsible experience in supporting and implementing information technology infrastructure and/or server administration and specific to the specialty area assigned which includes data center management, IT facilities management, storage and backup, server management and server operating systems, and/or configuration management and event management. Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Licenses and Certifications:

• Some positions may require possession of, or ability to obtain, a valid California Driver's License.
• Some positions may require possession of, or ability to obtain, industry-recognized information technology certifications.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed. 
15. Attend meetings, workshops, and demonstrations; perform duties and responsibilities as assigned.
