The Position

Under the direction of the Youth and Family Services Administrator, the Senior Program Coordinator plays a unique role overseeing the early childhood mental health program, providing direct counseling services and supervising several staff counselors and interns.

The Senior Program Coordinator typically has specialized experience, training and qualifications that enable the position to work effectively with children 0-8 years, parents and youth caregivers.

The Senior Program Coordinator works closely with the division’s Clinical Supervisors and Quality Assurance Specialist to ensure that clinical services comply with all policies, procedures and legal regulations, and that client services are delivered at the highest standards. The position also coordinates with other key positions in the Human Services Department to help clients have easy and timely access to coordinated services throughout the Human Services Department and/or with other partner agencies.

Examples of Duties

- Oversee and coordinate the direct services under the early childhood mental health program, working closely with the counselors and interns assigned to the program.
- Provide administrative and clinical supervision and consultation to YFS counselors and interns/trainees who are providing direct counseling services to children 0-8 years, parents, and family members, while maintaining close cooperation with the Youth and Family Services Division’s Clinical Supervisors and Quality Assurance Specialist.
- Provide direct counseling and early childhood consultation services to children 0-8 years, parents, and family members.
- Together with the YFS Administrator, understand policies and trends related to the provision of early childhood mental health services; and represent the division at County and/or school district meetings.
- Ensure direct service staff and interns are familiar with and fully utilize client Electronic Health Record System and becomes a key user representative on system implementation team.
- Oversee clinical documentation and compliance with State Medi-Cal documentation standards in partnership with Clinical Supervisors and Quality Assurance Specialist.
- Manage the client intake and referral process for the early childhood mental health program.
- Ensure that staff meet contractual and quality assurance goals and audit requirements.
- In partnership with YFS Administrator, Clinical Supervisors, and the Human Services Department’s Fund Development Officer respond to requests for proposals, develop grant work plans, narratives, and budgets.
- Oversee early childhood grant deliverables and reporting for the division.

The Position

The Police Public Service Assistant (PSA) III is assigned to the Police Department’s Crime Lab and provides support to the Forensic Specialists and Crime Scene Investigators during operations in the Crime Lab. The Police Public Service Assistant III position requires excellent customer service and communication skills.

Examples of job duties include:

• Ordering and purchasing supplies.
• Re-supply evidence packaging area and appropriate lab areas.
• Clerical tasks, to include typing, running stats, electronic filing tasks, etc.
• Pick up and return evidence as needed.
• Pick up and deliver equipment and supplies.
• Arrange logistical operations within the lab and evidence packaging area including but not limited to arranging chemical waste and sharps removal, filter replacement, etc.
• Minor maintenance on office or lab equipment as required.
• Assist in assembling print kits for evidence collection.
• Identify and communicate with police, and outside vendors to complete job duties.
• Escorts outside vendors while they conduct business on the police campus.
• Performs other duties as assigned.

The Position

The Public Service Assistant (PSA) II is assigned to the Police Department’s Red-Light Camera Unit. Under direct supervision of the Traffic Enforcement Project Specialist, the Public Service Assistant II will perform administrative tasks in support of the Police Department’s Red-Light Camera Unit. This position is a temporary/part-time appointment and may work up to 20 hours a week.

Examples of job duties include:

• Order and prepare court packets of red-light violation from Red Flex for review by court commissioner and defendants.
• Research and understand several sections of the vehicle, government and evidence code as it pertains to red light violations.
• Prepare trial by written declaration packets.
• Research and print out DMV information, including photos and convictions for case files.
• Assist with conducting enforcement sign and equipment verifications.
• Assist with verifying yellow light timing with city Traffic Engineers.
• Assist with review and maintenance of court evidence binders.
• Uploading case file evidence.
• Research statistical studies and assist in report preparation.
• Order office supplies and maintain a functional and organized workspace.
• Retrieve, sort and distribute incoming mail.
• Answer phone and return phone and email messages.
• Other duties as assigned

ABOUT THE POSITION

Under general supervision, a Police Officer is responsible to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local traffic regulations; to perform investigative work; to participate in and provide support and assistance to special department crime prevention and enforcement programs. This is the entry level classification in the professional police series requiring sworn peace officer status.

•  Patrol the City in radio-equipped car or on foot.
•  Answer calls for the protection of life and property, and the enforcement of city, county, and state laws.
• Conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, hold-ups, vehicle accidents, death, and other criminal incidents.
• Patrol the City and respond to calls related to traffic incidents and any other required emergencies.
• Observe, monitor, and control routine and unusual traffic conditions.
• Assist and advise motorists and enforce traffic safety laws.
• Make arrests as necessary.
• Interview victims, complainants, and witnesses.
• Interrogate suspects; gather and preserve evidence.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

Under guidelines provided by the State of California, the MSSP Case Manager provides case management to frail seniors who are MediCal eligible and 65 years of age and older, to support them to live in their own home. This position joins a multi-disciplinary team of a social worker and a nurse and will perform case management functions in the cities of Fremont, Newark, Union City and Hayward. This position requires driving to conduct community visits, including visits to client homes and medical facilities. Participants in the MSSP program have significant medical and/or caregiving deficits and are at risk of further deterioration and/or institutionalization. The Case Manager will evaluate clients for medical appropriateness (RN only), conduct assessments (health and/or psychosocial), formulate detailed care plans, access/advocate for services, and monitor client care. The program serves a diverse client population, and the candidate must feel comfortable working with monolingual non-English speaking clients and/or through interpreters.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

Examples of Duties

- Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.
- Conduct comprehensive client assessments, and develop and monitor service plan.
- Collaborate with team members, Human Service programs, and community agencies.
- Conduct home visits and provide other community interventions as needed.
- Conduct inter-agency and/or family conferences.
- Advocate for clients in accessing services.
- Monitor services provided for each client.
- Maintain timely electronic documentation of services, reporting, and billing.
- Participate in peer chart audits and outside audit preparation.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who are unhoused or housing insecure, and who may have complex social and medical needs including health care, financial assistance, employment opportunities, as well as housing assistance. As a member of the Human Services Department, this position reports to a Clinical Supervisor, under direction of the division manager of Homeless Care and Response (HCR), and is characterized by the responsibility to provide comprehensive psycho- social assessments and develop and implement care plans. These plans may focus on connecting clients  to public benefits, obtaining budgeting skills, accessing medical care, and obtaining more stable living arrangements. The position works within a team of professionals and will be required to work collaboratively with team members and community partners.  In order to perform responsibilities, the Case Manager will be required to conduct site visits in the company of another staff member in the field to locations where homeless persons may reside,  to medical facilities, and other community locations.

Examples of Duties

- Manage a caseload of clients comprised of individuals with complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
- Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
- Assist clients to develop support systems to maintain independent living, self-sufficiency and family stabilization.
- Provide crisis intervention.
- Collaborate with supervisor, team members and other Human Services programs and community agencies.
- Make site visits and provide other community interventions as needed.
- Conduct inter-agency and/or family conferences.
- Provide supportive counseling and advocacy for clients.
- Monitor services provided for each client.
- Maintain timely electronic documentation of services, reporting, and billing.
- Prepare and present training and educational programs and publicity materials.
- Supervise interns in graduate and undergraduate programs placed at HCR.
- Prepare written and statistical technical reports.

DEFINITION: Under general supervision, provide personal fitness training to clients requesting service; maintain personal schedule at the front desk; enforce all rules and regulations pertaining to the safety and well being of all patrons; keep fitness floor tidy and clean. Perform related work as required, may include light cleaning and janitorial.

• Train clients safely according to current industry standards and training.
• Offer and conduct free fitness floor orientations to new customers during Fitness Floor shifts.
• Learn basic operation instruction for fitness equipment and teach these techniques to visitors. Provide corrective feedback and proper technique.
• Maintain certain class records and reports as required.
• Ensuring that a safe and healthy environment exists for exercising. Monitor guests’ activities in the fitness center.
• Enforce all rules and regulations.
• Recognize and respond professionally to emergencies, provide care as indicated under the scope of training.
• Assume assigned duties connected with care and maintenance of the facility.
• Provide basic maintenance, equipment care.
• Deal tactfully and courteously with the public.
• Establish and maintain effective working relationships with other city employees, other agencies, and the general public.
• Actively attend and participate in required staff training and in-service drills.
• Ability to communicate clearly both orally and in writing.
• The ability to speak English clearly and understandably.
• Perform related duties as required.

TRAINING & EXPERIENCE: Certified Personal Trainer required. Additionally, combination of education, training, and experience, that provides the required knowledge and abilities.  

PRE-EMPLOYMENT CONDITIONS: Candidates receiving a conditional job offer must pass a pre-placement fingerprint review. The employee must satisfactorily complete an evaluation period before obtaining regular status. Candidates must possess a current CPR/AED and First Aid certificate and be comfortable calling 911 in an emergency.

This is the non-sworn, entry-level classification in the Police Officer series. THE POSITION:  This is a trainee level classification which provides transition into the position of Police Officer.  A Police Officer Trainee is hired into this civilian position for the period prior to and during the time they are assigned to a Commission on Peace Officer Standards and Training (POST) certified police academy.  The police academy has an expected duration of approximately 6 months.  Upon successful completion of training at an academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  The Police Officer Trainee is represented by SEIU Local 1021 and benefits are limited to those of a civilian employee.

Essential Duties

Duties may include but are not limited to the following:
Attends a basic POST certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
Receives academy and field training to become a Police Officer.
