DEFINITION
Under general direction of the Human Resources Director, the Human Resources Manager oversees and coordinates the day-to-day human resources operations and is expected to perform professional human resources and administrative work. The Human Resources Manager manages, reviews and evaluates the work of subordinate staff.

CLASS CHARACTERISTICS
The Human Resources Manager (HRM) is a single position classification in the Human Resources Department responsible for the supervision of staff in a number of program areas including recruitment and selection, classification and compensation, benefits administration, disability and leave management, employee and labor relations, investigations, risk management, human resource information systems and record keeping and retention.

EXAMPLES OF DUTIES (illustrative only)

• Plans, directs, and coordinates work activities of staff in the Human Resources Department.
• Assists the HR Director in the planning, development, and carrying out of high-quality operations for the Department; assists in the development and implementation of initiatives.

• Under direction, conducts classification and compensation studies including desk audits; recommends and executes the creation and revision of classification specifications and salaries.
• Responds to and directs necessary actions to resolve matters identified by the Human Resources Director, City department staff, and employee organizations.
• Assists in meet and confers and the planning and conducting of labor negotiations.
• Conduct investigations in response to allegations of harassment, discrimination, workplace violence, and retaliation.
• Responsible for overseeing risk management activities including the various insurance programs.
• Develop and facilitate trainings and development opportunities within the workforce, on relevant subject matter as directed
• Represents and acts in the absence of the Human Resources Director.
• Facilitates the City’s Safety committee and coordinates related training and development programs.
• Performs related duties as assigned.

QUALIFICATIONS:

Knowledge Of:

• Principles and practices of public sector human resources administration.
• Health and welfare benefits administration.
• Principles and practices of employer-employee relations (Meyers-Milias-Brown Act), classification and compensation relative to Merit System Principles, recruitment and examination, affirmative action and staff development.
• Workers Compensation law, regulations and procedures applicable to municipal agencies, for safety and non-safety employees.
• Principles of supervision and management.

MINIMUM QUALIFICATIONS:

Education: A bachelor's degree with a major in Business or Public Administration, Social or Behavioral Science, Human Resources Management, Organizational Development, or related.

Experience: five (5) years of full-time human resources experience including at least one (1) year in a supervisory capacity.

PREFERRED QUALIFICATIONS:

• Additional years of experience in supervising others.
• Possession of a professional credential in Human Resources, such as PHR/SHRM-CP, PHR/SPHR or program specific credentials such as L&D, ARM, CEBS, CPSP, or similar.
• Experience working in a public agency is highly desirable.

• Inspect, diagnose, maintain and repair mechanical defects in vehicles, light and heavy equipment, trucks, tractors, rollers and related City equipment.
• Troubleshoot and repair problems in vehicle electrical, cooling, brake and steering systems; change and repair tires as needed.

• Disassemble engines, transmissions, clutches and other driveline components; perform general overhauling.

• Perform welding as required to repair equipment.
• Maintain accurate and up-to-date records of time, work, parts, materials and outside service costs.
• Perform duties while utilizing a variety of hand tools and other equipment including brake tools, drill presses, grinding equipment, welders, cutting torches, lifts and related equipment; operate all tools and equipment in a safe manner.
• Estimate cost and time of procedures; prepare invoices.

General

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

Under the direction of the shift Supervisor, places and removes traffic tubes in roadway as needed for traffic diversion on Bridge and in Toll Plaza. Cleans and polishes District vehicles, cleans and services traffic tubes and restrooms, works varied hours and shifts, assists Shift Supervisor as needed and performs other duties as required.

DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.

The position is open to both external candidates as a Limited Term position and current County employees through a Work-Out-of-Class assignment (up to 18 months).

Job Description

Under general direction, the Port’s Senior Waterfront Property Manager is responsible for marketing, leasing and managing the Port’s retail, commercial and industrial properties within the parameters of a regulatory environment. The Senior Property Manager is also responsible for carrying out, interpreting and coordinating existing policies, methods and procedures of the Port’s Real Estate & Development Division related to management and leasing of Port real estate.

This is a management level position that requires experienced leadership and hands-on property, asset and facility management and analytic background. This position handles the more complex negotiating/leasing activities, significant property issues and direct supervision of various professional and support staff. This position requires the ability to communicate effectively orally and in writing and to make presentations to a variety of entities such as the Port Commission, Board of Supervisors, community groups and Port senior management.

The essential functions of this position include:

• Conducts market research and applies real estate principles to ensure the maximum economic utilization of Port lands and properties.
• Implement and manage marketing initiatives for vacant properties, including the use of data-driven digital advertising campaigns that target prospective tenants including the cost-effective use of available third-party property leasing applications.
• Develops and executes marketing strategies to support leasing goals, brand awareness, tenant retention and revenue growth across a portfolio of commercial properties, parks and open space
• Oversees design and production of marketing materials (flyers, brochures, signage, newsletters, online presence, etc.)
• Creates and maintains comprehensive property marketing materials, including clear, detailed and accurate property descriptions that include any restricted uses, physical limitations, or regulatory constraints for properties Port wide.
• Maintains and updates Port’s leasing website to ensure accurate and up to date content.
• Regularly reviews and provides written and oral recommendations for updates to leasing policies governing the use of Port property to reflect current market trends, best practices and regulatory requirements.
• Manages and oversees staff responsible for parks, open space and special events.
• Manages and coordinates staff efforts to lease properties and deliver customer service to tenants and stakeholders such as advisory groups and other City departments.
• Supervises the leasing and licensing of Port land and buildings for retail, office, commercial and industrial uses, subject to Port policies and City regulations and other regulatory agencies.
• Negotiates and actualizes complex leases and other tenancy agreements.
• Problem solves by analyzing situations, making recommendations and taking appropriate actions.
• Performs related duties as required.

Qualifications

Education

Possession of bachelor's degree from an accredited college or university; AND

Experience

Five (5) years of verifiable experience in commercial and/or industrial real estate property or asset management which must have included negotiating, drafting, interpreting and administering commercial leases and other rental agreements, overseeing property maintenance, providing customer service and resolving problems between tenants and landlords, preparing original reports and correspondence and dealing directly with the public.

Please Note: Experience limited to apartments, condos, single-family homes or residential property management with retail floor space primarily serving residential tenants, does not meet the qualifications for this role.

License 

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a master's or doctorate degree from an accredited college or university in real estate, business administration with a finance or real estate concentration, or law degree with a real estate concentration may substitute for one year of the required experience as described above.

Transportation Worker Identification Credential (TWIC) Card

This position requires that the incumbent be qualified for unescorted access to the Port’s Maritime Transportation System (MTS).  An application for a TWIC card may be submitted after employment has commenced.  Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance.  

The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be the basis for termination from employment with the Port Commission.

Job Description

Under general direction, the Waterfront Property Manager implements programs for management and leasing of Port land and buildings for retail, commercial, office and industrial uses.  Responsibilities include an assignment that focuses   on a combination of property management, leasing and occasional special events coordination.

The essential functions of this position include:

• Ensures lease compliance, regularly inspecting leased areas to determine if property is maintained in accordance with the lease and inspects vacant spaces to determine maintenance and repair needs.
• Negotiates lease, lease renewals, license agreements, Memorandum of Understanding and permits with prospective and current tenants in accordance with established Port policies and practices, legal and regulatory restrictions and market conditions to maximize the potential revenue of the Port.
• Drafts leases, license agreements and other documents in accordance with established policies and practices for the review and approval of Port management and legal counsel.
• Responds to requests from tenants and members of the public for maintenance, repairs, improvements and modifications, establishing cooperative relationships with Port’s neighbors and tenants while protecting the Port’s interests.
• Initiates work requests for repairs and improvements for both leased and unleased property with the Port’s Maintenance Department. 
• Reviews the aging report and tenant ledgers with the Collections Officer to analyze and reconcile tenant accounts.  Position requires the negotiation of payment plans and settlement agreements, drafting default and 3-day notices, and preparation of forms to correct and initiate billing.
• On behalf of Port Real Estate, review and provide comments on plans submitted for building permits, acting as a liaison between tenants and Port building and fire inspectors.
• Conducts market and feasibility studies related to marketing operations of retail, commercial and industrial property to provide current information to be used in management’s evaluation and appraisal of proposed projects.
• Abstracts lease agreements to document key lease provisions.
• Documents tenant-related matters to include incidents, agreements, and understandings, to ensure accurate records and effective communication.
• Assists the Special Event Coordinator with assessing potential impacts of certain events on Port facilities and tenants.  Communicates with Port tenants and other external stakeholders on potential impacts such as street closures or restricted access to Port facilities.
• Responds to complaints regarding the facilities, noise, traffic, trash, etc. 
• Performs other related duties and responsibilities as assigned.
