The City of Newark is excited to announce an opportunity for an experienced professional to join our Public Works team as a Public Works Inspector! 

Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The inspector coordinates with contractors, developers, and agency representatives to resolve construction-related issues and may provide functional supervision of field staff on assigned projects. All work is performed in accordance with City safety policies and procedures.

This class performs a variety of technical inspections related to the construction of public streets, parks, site development improvements, paving, grading, drainage, erosion, and storm water quality controls. Assignments, objectives, and work methods are specified. Incumbents' work will be gradually performed on a more independent basis subject to occasional review through consultation with the supervisor.

EXPERIENCE AND TRAINING

Education: 

• Possession of a high school diploma or equivalent. College level course work in construction or engineering is desirable. 

Experience: 

• Two (2) years of technical experience in public works inspections, field surveying, grade checking, or related field.  

License: 

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of a Nuclear Density Gauge Certificate within the probationary period and throughout employment.

About the role:                   

The Parks, Recreation & Community Services Manager – Arts & Events is responsible for overseeing the City’s signature community events, cultural programming, and public art initiatives that celebrate Redwood City’s diverse community and vibrant downtown. This position manages the planning, coordination, and production of a wide range of public events including festivals, concerts, cultural celebrations, and arts programming that bring people together and foster community pride.

In addition to event management, this role provides critical support to the Director of Parks, Recreation, and Community Services on all public art initiatives. The Arts and Events Manager serve as the staff liaison to the Arts Commission, manages website content related to the Commission and public art, and leads the implementation and updating of the City’s Public Art Master Plan. The position also ensures compliance with the Percent for Art Ordinance, including public art permit application management, maintaining detailed records of all art in public places (45.070 Section C), and overseeing the recognition and promotion of public art throughout the city.

The Arts and Events Manager collaborate closely with the Economic Development Manager and works with developers as new commercial projects over 50,000 square feet come on board, ensuring compliance with public art requirements.

More broadly, this role involves negotiating, preparing, and managing contracts and agreements with vendors, performers, artists, and community partners, while ensuring compliance with City policies and maintaining strong inter-agency collaboration.

DEFINITION 
Perform technical building inspection work to enforce compliance with California State building, plumbing, mechanical, electrical, green building and energy codes; research new construction materials and methods; reviews plans for compliance with local, state, and federal rules and regulations; and provide information to and work with the public to resolve problems.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Permit Center Supervisor under the guidance of the Chief Building Official.  This position does not exercise supervision of others.

ESSENTIAL JOB DUTIES
Essential job duties may include, but are not limited to the following:

• Perform routine to complex building, electrical, plumbing, mechanical, energy and accessibility inspections of new and existing commercial and residential structures. 
• Ensures construction conforms to CA state building codes, local ordinances, approved plans, calculations, and specifications.
• Review specifications, and architectural plans of buildings to be constructed, altered, or repaired.
• Process minor building permit applications and over-the counter plan checks and assist in the issuance of building permits and front counter coverage as needed.
• Check quality of materials and methods of construction; inspect existing buildings for hazardous conditions and/or structural integrity.  
• Confers with and advises contractors, owners, architects, engineers, and the general public regarding interpretation and application of building codes and other applicable laws, ordinances, and regulations.
• Assist other Town staff in the enforcement of zoning, grading, and planning issues.
• Utilize enterprise permit system to plot inspection routes, document inspection results, and maintain accurate records.   
• Prepare and maintain reports and records of plan checks completed, inspections made and/or actions taken.

QUALIFICATIONS 
Knowledge of:

• Knowledge of the California building, electrical, mechanical, plumbing, energy, fire, accessibility, and housing codes, ordinances and laws, and related local, State, and Federal codes, laws, and regulations.
• General zoning and land use laws; general grading practices.
• Accepted safety standards, testing procedures and methods of construction.
• Principles and techniques of building inspection and plans examining work.
• Basic understanding of the plan checking process.  

Ability to:

• Analyze, interpret and accurately check building plans, specifications and building codes; draw valid, independent conclusions.
• Enforce codes with good judgment, impartiality and tact.
• Apply technical knowledge of building trades.
• Establish, maintain and foster positive and harmonious working relationships. 
• Communicate effectively orally and in writing, producing clear and complete correction notices and inspection reports. 
• Use an enterprise permitting system to map inspection routes, log inspection findings and process electronic permit applications.
• Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; must possess the ability to lift up to 50lbs.

EXPERIENCE AND EDUCATION
Any combination of education and experience that reasonably provides the necessary knowledge and skills may be considered qualifying.  A typical way to obtain knowledge and abilities would be:

Experience:
Two (2) years of experience as an entry-level combination-building inspector.  
Specialized training and hands-on experience in the building trades are desirable.

Education:
Equivalent to the completion of the twelfth grade. An associate degree in construction technology, engineering, or closely related field is desirable.

LICENSE(S) AND CERTIFICATION(S)
Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire. 
Minimum of two (2) IAPMO or ICC Certifications in building, plumbing, mechanical, or electrical.
A State Contractors License, or engineering degree may be substituted for IAPMO or ICC Certification with the ability to obtain an International Code Council (ICC) certification as a Building Inspector, Combination Inspector, or equivalent during first year of employment.

The Position

The current opening is for a casual, part-time Police Community Service Officer and is under the direction of the Police Sergeant.  The Police Community Service Officer is an entry level, non-sworn, technical support classification associated with law enforcement in the Town Police Department and may perform a variety of responsible duties not requiring the attention of a sworn officer. The focus of the incumbent is parking enforcement.

• Identify, warn, cite and authorize towing of abandoned vehicles and vehicles in violation of other parking restrictions

The City of Foster City is seeking a highly skilled and experienced Principal Building Inspector who is knowledgeable of Building codes and local ordinances to join the Building Division of our Community Development Department. The Department consists of Building, Planning, and Code Enforcement Divisions and is headed by Community Development Director. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or the equivalent. A desired course of additional education would include two (2) years of college course work in Civil Engineering, Architecture, Building Inspection, or completion of an Apprenticeship Program in a building construction related field.

Experience: Four (4) years of experience including a minimum of two (2) years of full-time plan check experience and two (2) years of progressively increasing responsibility in a variety of municipal building inspection work. Each year of college education in building construction, engineering, drafting, architecture or related courses may substitute for a year of experience.

Licenses, Certificates, Registration

• Possession of a valid California Class C Driver’s License may be required at the time of appointment. For positions where the ability to drive is not an essential function, the employee must be able to arrange reliable and timely transportation through private or public transportation for attendance at off-site meetings, events, and trainings.
• Possession of the International Code Council (I.C.C.) Full Combination Building Inspector Certificate is required at the time of appointment.
• Incumbents must acquire an ICC Plans Examiner Certificate within one year of hiring.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

In this role, you will have the opportunity to supervise a section of the Engineering Division engaged in the application of engineering to a variety of public works capital improvement projects and construction and maintenance programs.

One of the current vacancies will be specifically designated towards Measure FF: the Sustainable and Accountable Funding for Equitable Street Transformation, Revitalization, Enhancements, and Essential Traffic Safety (SAFE STREETS) Initiative.

SAFE STREETS authorizes an annual parcel tax of $0.17 per square foot for residential properties and $0.25 per square foot for other properties over a 14-year period. This parcel tax is projected to generate approximately $15 million annually, dedicated to funding street and sidewalk repairs, safety improvements, and environmental infrastructure projects.

This vacancy, reporting directly to the Principal Program Manager, will be at the center of this high-impact initiative. The role will be fast-paced, challenging, and critical to the success of Measure FF. The position will:

• Lead the technical review of projects; ensuring plans, specifications, and cost estimates are accurate, complete, and buildable before they go out to bid.
• Provide hands-on oversight of technical staff and consultants, guiding design and engineering decisions that affect public safety.
• Manage complex design and construction contracts, balancing scope, budget, schedule, and quality under tight timelines.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four year college or university with major coursework in civil engineering and five years of increasingly responsible experience in design and construction management of civil engineering projects, at least two years of which were at a level equivalent to the City's Associate Civil Engineer.

Other requirements include possession of a valid California registration as a professional Civil Engineer and a valid California driver's license with a satisfactory driving record.

The Department

The South San Francisco Public Works Department is comprised of its three main divisions - Engineering, Maintenance & Operations, and the Water Quality Control Plant. Together, these divisions ensure that South San Francisco's infrastructure and public services are efficiently managed and maintained, contributing to the overall quality of life in the community.

Located adjacent to San Francisco Bay on Colma Creek, the Water Quality Control Plant (WQCP) provides secondary wastewater treatment for the cities of South San Francisco, San Bruno, and Colma. It also provides the dechlorination treatment of chlorinated effluent for the cities of Burlingame, Millbrae, and the San Francisco International Airport prior to discharging the treated wastewater into San Francisco Bay. The average dry weather flow through the facility is 9 million gallons per day (MGD).
