ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Assistant Planner. This is an excellent opportunity for a motivated professional to lead or participate in several exciting development projects in Redwood City and may participate in long range planning efforts underway. The position allows for a hybrid work schedule (3 days in office and 2 days working remotely).

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

 

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

 

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

PUBLIC WORKS SUPERINTENDENT

(Streets and Streams, Parks, Building Facilities and Motor Pool)

 

 

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

 

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

 

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Plan, organize, direct, review and evaluate the work of staff involved in public works operations, including building maintenance, streams, streets, streets cleaning, storm drain maintenance, signs and signals, parking lots, and trails, janitorial service for City owned facilities, and vehicle maintenance and repair directly and through subordinate levels of supervision.
• Establish and carry out division goals, objectives, work plans, reports, policies and procedures.
• Prepare division budget and staffing requirements;
• Plan, organize and direct the work of contractors;
• Responsible for the procurement of goods and services.
• Monitor operations to ensure that operating procedures are followed.
• Control the requisition of supplies, materials and equipment.

• POST Certification Incentives:

                             MINIMUM QUALIFICATIONS:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: 

• Equivalent to graduation from an accredited U.S. high school OR passing score on the General Education Development (GED) test; OR Possession of a two-year, four-year, or advanced degree from an accredited college or university.
• College coursework in police science, criminal justice, or a related field is desirable.

Experience: 

• Completion of a P.O.S.T.-certified training academy.

License or Certificate: 

• Possession of a valid California Class C driver's license with an acceptable driving record.
• Possession of a California Basic P.O.S.T. certificate within one year of employment.

Special Requirements:

• Must be 21 years of age as of the date of hire.
• Must be legally authorized to work in the United States.

We offer 3 programs: Lil’ Sprouts (2 year olds), Cottage Kids (3 year olds), and Afternoon Owls (3 year olds).  The emphasis of the program is physical, social, and emotional growth in a child-centered environment. Activities are designed to foster a healthy child that develops an early love of learning. Village Park Preschool programs strive to create an environment inspiring each child’s individual creativity and self-expression. Children participate in arts/crafts, music, body movement, basic science, cognitive games, creative/dramatic play, cooking, circle and story time, fine and gross motor skill building, and phonics awareness.

Preschool Teacher

The City of Burlingame is looking for an energetic, caring, creative, and responsible Preschool Teacher. Under direction of a Recreation Supervisor, the Preschool Teacher plans, schedules, and organizes preschool classes for the City’s Village Park Preschool program, assures policies and procedures are maintained, and performs related work as required.

Essential Duties

• Plan, organize, and implement activities that support early childhood education and socialization
• Lead a variety of activities including, but not limited to, arts and crafts, organized games, story time, music/singing activities, science, cooking, early writing skills, and interactive circle time
• Ensure proper safety precautions are observed
• Maintain and care for supplies, equipment, and the facility
• Report any supply requests and facility maintenance needs
• Set up daily snack, change diapers and support toilet training
• Help with preparation of monthly newsletter
• Complete assigned paperwork, including timecards and incident and accident reports
• Communicate regularly with parents and staff to disseminate information and build positive relationships
• Perform related duties and responsibilities as assigned

Qualifications

• Knowledge of early childhood education principles, curriculum development, and best practices.
• Completion of 24 units of Early Childhood Education.
• Strong communication and interpersonal skills.
• Previous experience in a preschool or childcare setting is preferred.

Class Times:

School Year (August-May)

• Monday/Wednesday/Friday: 9am-11:30pm (2 year olds)

THE DEPARTMENT

The Community Development Department coordinates and manages the City’s development-related functions: including long-range planning, housing policy and programs, planning project review, zoning and building code updates, development and subdivision review, permit processing, building inspection services, and code compliance. The Department also serves as the environmental coordinator for the City, ensuring compliance with the California Coastal Act and California Environmental Quality Act (CEQA).

DESCRIPTION

The Position

Both positions support the City’s current and long-range planning functions with a strong focus on the City’s Local Coastal Program.. The Assistant/Associate planner reports to the Senior Planner-Supervisor.

Assistant Planner – Essential Job Functions

• Perform routine and moderately complex administrative, technical, and professional work in current planning.
• Conduct technical review of development and land use applications.
• Prepare staff reports for routine land use permits and present recommendations.
• Serve as first point of contact at the public counter; provide customer service to residents, applicants, architects, contractors, and stakeholders.
• Explain municipal codes, ordinances, the General Plan, and the certified Local Coastal Program.
• Coordinate project review with departments and agencies.
• Research and compile data needed for ordinance drafting and permit review.
• Support long-range planning tasks and community engagement.

Associate Planner – Essential Job Functions

• Apply Local Coastal Program policies and conduct thorough analysis for compliance.

DEFINITION

Under general supervision, inspects a variety of construction projects to ensure conformance with contract plans, specifications, standards, laws, and regulations; performs work related to plan checking, issuing permits, providing construction recommendations, and other technical functions; and performs related work as assigned.

 

DISTINGUISHING CHARACTERISTICS

Public Works Construction Inspector is a specialized classification that is responsible for a variety of duties related to the inspection of construction projects.

 

SUPERVISION EXERCISED AND RECEIVED

Receives general supervision from higher-level Public Works Department staff.

 

DUTIES AND RESPONSIBILITIES

The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

· Provides field inspection of public and private improvement projects that involve grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans, specifications, and schedules; stipulates correction of defective work; recommends approval of acceptable work;

· Performs technical functions, such as plan checking, issuing permits, and answering construction questions, preparing checklists, guidelines and specifications;

· Ensures that all required tests, operations, measurements, and inspections are scheduled, ordered, and satisfactorily completed; ensures compliance with applicable safety regulations;

· Reviews submittals and takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interprets results of soils, materials, and operational tests, including asphalt compliance, concrete strength, and soil compaction test reports;

· Inspects traffic control placed within the City right-of-way and ensures compliance with applicable safety regulations;

· Writes letters to contractors, developers, and homeowners regarding inspections; responds to inquiries and requests for assistance in person, in writing and over the phone;

· Performs contract administration duties, including preparation of daily construction reports, weekly statements of working days, change orders, progress payments, general correspondence, and checking of payroll records, material submittals, and certificates of compliance;

· Assists in investigating and resolving disputes and/or problems, and responds to complaints from the public;

· Conducts sidewalk inspections and follow-up inspections; inspects adjacent properties for damage from construction activity;

· Coordinates work with maintenance staff, other City departments, and public utilities;

· Prepares daily activity records and reports manually and in computer-based format; takes photography and prepares site sketches; and

· Prepares, files and retrieves as-built construction drawings, documents and records;

· Performs related duties as assigned.

 

JOB-RELATED QUALIFICATIONS

Knowledge of: Applicable laws, regulations, codes, and departmental policies governing the construction of assigned projects; materials, methods, equipment, and techniques used in the construction of a variety of construction projects and structures; basic construction safety practices; soil engineering principles; erosion control storm water protection; word processing; spreadsheets; permitting; maintenance management; pavement management; customer service software; the entire range of construction inspection activities; written reports; taking informative photography; maintaining records, logs, and databases; making mathematical calculations and accurate engineering computations and drawings; surveying procedures, instruments, and equipment; basic construction safety practices; approved engineering methods and standards to the design and construction of a variety of public works projects.

 

Ability to: Evaluate quality of construction; detect and locate faulty materials and workmanship and determine the stage of construction; read and interpret codes, standards, details, plans, and specifications; make oral and written presentations for meetings with consultants, contractors, property owners, staff, and project teams; communicate effectively and tactfully, both orally and in writing; provide excellent customer service to the public, other agencies, and other City employees;; evaluate CCTV video footage for sewer assessments; estimate and calculate amounts and costs of materials used in construction.

 

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

 

Education: High school diploma or equivalent (GED). Technical training and/or a degree in building inspection technology, civil engineering, or a related field is desirable.

 

Experience: Two (2) years of progressively responsible experience as an inspector of construction for public works and engineering projects or a Building Inspector with a Municipal Building Department performing combination inspections.

 

Licenses: Must possess and maintain a valid Class C California Driver’s License issued by the State Department of Motor Vehicles and a satisfactory driving record. Certifications such as Combination Inspector or related are preferred.

 

SPECIAL REQUIREMENTS

Physical agility adequate to inspect construction sites. Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach, and crouch. Must be able to communicate effectively, both orally and in writing, hear voices, and operate telephones. Must have ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.
