DEFINITION:

Under direction, the Accountant performs a full range of responsible professional level accounting activities, including maintaining, developing, verifying, and analyzing fiscal records and reports, ensuring compliance with internal controls; prepares financial statements, reviews fiscal records, and monitors financial transactions in accordance with prescribed accountings systems and generally accepted principles of accounting and auditing; provides technical support to Administrative Services Technician; and performs related duties and other work as required.

DISTINGUISHING CHARACTERISTICS:

This position performs journey level professional and highly technical accounting work of a varied nature. The requirement of a conceptual grasp of complex accounting systems and subsystems distinguishes this class from the Administrative Services Technician.

SUPERVISION RECEIVED/EXERCISED:

The Administrative Services Director supervises this position. Incumbents do not routinely exercise supervision over other staff.

The Fleet Management Division of the Public Works Department is seeking to fill two (2) overstrength Communications Installer positions. These positions are funded through June 30th, 2021.

Under general supervision of the Senior Automotive Equipment Specialist, typical duties of the Communications Installer include installing 2-way radios into a variety of vehicles, including but not limited to Police vehicles and motorcycles, Fire department apparatus and other city department vehicles.

Installations are to be industry accepted best practices including the selection of proper wire sizing based on electrical loading, equipment placement with emphasis on serviceability, proper wire routing, proper power distribution, antenna placement, and grounding/power return.

The Communications Installer will also be responsible for the installation of intercom systems, emergency/warning lighting, vehicle electronics, computer equipment and terminals, antennas, and custom installations of non-standard equipment. This equipment is commonly used in emergency vehicles and municipal equipment.

This position requires the following knowledge and abilities in order to be successful in the position:

-  Knowledge and ability to install and diagnose the systems and equipment similar to the City’s Fleet including sirens, light bars, accessory lighting, FLIR devices, Tracking systems, timers, and the knowledge to interface with those systems when necessary.

-  Ability to follow verbal/written direction, read/ interpret schematics, schematic symbols, and wire diagrams.

-  Ability to accurately document all non-standard installations, complete necessary paper work, installation forms, and data entry in a timely basis.

-  Ability to work effectively and communicate with the vendors on interconnection and installation. May be required to diagnose issues when necessary.

-  Ability to work in a team environment on large projects working within established labor standards to meet project completion goals.

-  Data entry in a fleet database

The Communication Installer may be required to work on weekends and/or holidays when necessary.

The Purchasing Division of the Finance Department offers unique career development and advancement opportunities in public sector procurement and contracting. The Division is responsible for the centralized procurement of equipment, supplies, materials, IT, and non-consulting services pursuant to the City of San José Municipal Code Title 4, Chapter 4.12. The Department of Finance is hiring a Senior Analyst in the Purchasing Division. The Senior Analyst is a management position that reports to the IT & Strategic Procurement Manager and is responsible for strategic procurement activities, projects, and agreements on behalf of various City departments.

Responsibilities for the position may include, but are not limited to:

- Working with various City departments to prepare, issue, and oversee complex Requests for Proposals (RFPs), Requests for Information (RFls), and other solicitation methods for City funded projects, as well as federal and state funded projects

- Managing strategic and complex procurement activities, including developing specifications and facilitating the evaluation process

- Developing, negotiating, writing, and executing strategic and complex contracts

- Administering contracts, including negotiating amendments, change orders and exercising options

- Drafting and preparing Council memoranda and responses to protests

- Training and educating City staff on Citywide purchasing rules, procedures, and processes

- Assisting departments with vendor management and contract management activities as required

- Performing data and financial analysis for purchasing and contracting activities

The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

THE POSITION

The City of Belmont Finance Department is recruiting for the position of Deputy Finance Director (Assistant Finance Director).

THE POSITION

Lathrop Police Services is currently recruiting for a Police Services Manager.  This position is responsible for managing and directing the development of the Police Department’s budget, providing administrative support to the Police Chief, and supervises lower level staff.  The ideal candidate will be independent, highly motivated, organized, have a positive attitude and will be an effective team player who is able to multitask in a fast-paced work environment.

BACKGROUND INVESTIGATION

ESSENTIAL FUNCTIONS

Under general direction by the Police Chief, or designee this position is responsible for a wide variety of administrative and financial responsibilities and exercises direct and indirect supervision over assigned staff.  This includes, but is not limited to the following essential functions:

THE PROPERTY TAX DIVISION
The Property Tax Division of the County Controller's Office is responsible for computing tax rates based on assessed property values provided by the County Assessor, distributing property taxes to local taxing agencies and processing roll corrections and refunds. The Division also handles accounting for special districts.

The Property Tax Division Manager, under the Assistant Controller's direction, will oversee the responsibilities of the Division and the accounting services provided to the special districts. In this role, the Property Tax Division Manager will have the opportunity to work with and supervise a team of ten dedicated and experienced property tax personnel.

The Property Tax Division Manager position requires the ability to understand complex property tax law, provide this information to staff and incorporate changes into the property tax system. The ever-changing laws, rules and regulations require a keen ability to consider and solve-for the impacts the changes will make throughout the property tax system.  The person in this position should have demonstrated success is such collaborative efforts.

Duties will include, but are not limited to:

• Manage the annual calculation of debt service tax rates, annual tax levy, apportionments of all property tax dollars, and roll maintenance.
• Manage preparation and filing of periodic property tax reports.
• Address inquiries from internal and external stakeholders.
• Be responsible for maintaining compliance with State laws and regulations.
• Ensure proper accounting of property tax transactions and of jurisdictional changes.
• Determine, track, and report budget and performance measurement standards for the division.
• Possess supervisory experience which includes hiring, training, evaluating, counseling, disciplining, and assigning work to staff.
• Maintain a cross-training program for staff development that provides backup support for the functions within the unit.
• Create, establish, revise and maintain written policies, procedures, and job instructions for all aspects of the Property Tax Division process.
• Research complex technical property tax related questions or issues and apply knowledge to designing and communicating viable solutions.
• Develop and maintain controls to ensure property tax apportionments, related schedules and work papers are computed accurately and timely.
• Analyze, evaluate and coordinate system programs and formulations and make appropriate recommendations to enhance current processes.
• Consult with management, officials from other government agencies and other interested parties on policies, practices and matters related to property tax administration.
• Monitor, review, and assess implications of changes in laws and regulations.
• Provide opinions and procedures for implementation of changes in laws and regulations.
• Manage the property tax system which includes collaborating with IT personnel to develop improvements, implement design changes, and design necessary training for the user community.
• Perform related work as required.

Qualifications

Knowledge of:

• Experience: Three years of increasingly responsible experience performing a wide variety of administrative, financial, or managerial duties in a large, complex public agency including at least one year of direct experience managing and/or supervising an accounting or auditing function related to assigned division.
