Chief of Police

The Chief of Police is an “at-will” position providing strong leadership in delivering quality policing services in a fair and equitable way that enhances the quality of life for those that live, work, and visit Colma.

The Chief of Police plans, organizes, directs, and reviews the activities and operations of the Police Department including safety dispatching; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager. The Chief of Police is responsible for the Colma Police Department’s relationship with the community, business and cemeteries; The Chief of Police oversees the direction of volunteers within the Police Department. The Chief of Police is accountable to the City Manager for the overall performance and efficiency of the Police Department, which includes acting as the City Manger and Director of Emergency Services in the City Manager’s absence.   

The new Chief of Police must have business acumen and passion not only for the Department, but the Town as a whole. The Town is seeking a strong collaborator who is open, honest, and receptive to feedback.   

A Bachelor’s Degree from an accredited 4-year college or university with major coursework in Police Science, Administration of Justice, Public Administration, Business Administration or a closely related field is required.  Graduation from FBI National Academy. P.O.S.T. Commander College or West Point Leadership Program is preferred.  A Master’s degree in one of the fields noted above may be substituted for one year of general experience. Six years of increasingly responsible law enforcement experience including three years of management and administrative responsibilities is required.  Experience in all phases of municipal police work, including two years at the equivalent rank of Police Commander, is preferred.  Experience must clearly demonstrate an ability to provide executive leadership to a diverse group of employees.

Is made up of 28 women and men who take great pride in providing excellent police service to our community. Among our police, dispatch and detective duties, we also have a motorcycle officer, bicycle patrol officers, a member attached to the Daly City/North County SWAT team, tactical dispatchers, a Community Service Officer and a Reserve Police Officer Program.

Our members frequently participate in county-wide law enforcement efforts by taking part in the San Mateo County Gang Task Force, STEP (Saturation Traffic Enforcement Program) and as Police Academy Instructors. These activities not only build a strong coalition with the San Mateo County law enforcement community, but also helps to enhance our skills and abilities.

We enjoy meeting with the public and taking part in community events such as National Night Out, Community Fair, Special Olympics Torch Run, Senior Luncheons, and Kops and Kids bowling. We provide safety and crime awareness seminars keeping residents and business community informed of current crime trends in the area and on the internet. Plus the Youth Outreach Program, in partnership with the Recreation Services Department include building positive relationships with the youth of our community, mentoring and motivating youth to work hard in school, to build self-confidence, self-image, and providing a better understanding of police work.

Known worldwide as the “City of Souls,” is the smallest city in San Mateo County with 1,506 residents - and 1.5 million “souls”.  However, Colma is more than just 16 cemeteries. It is a small, yet mighty, unique municipality well managed, fiscally healthy, surrounded by much larger cities and has approximately 44 FTE including its own Police Department.

Colma’s commercial buildings make a distinguished architectural statement resulting from design standards that encourage Spanish-Mediterranean motifs. Colma boasts an old-world charm, from brick-paved residential streets and ornamental street lamps, to a restored historical museum and railroad depot located at its 5,500 square foot Community Center. The Police Station is characterized by inlayed arches and a three-story clock tower.  The newly expanded Town Hall opened in the fall of 2018. Within its 2 square mile boundaries, the Town enjoys a strong tax base with two shopping centers, one of Northern California’s most complete collections of car dealerships, and a  card room.  There are two BART stations nearby.

THE DEPARTMENT:

The Marin Municipal Water District (District) is recruiting for a Natural Resources Program Manager who will be assigned to the District’s Fisheries Program. This mid-management class serves as a subject matter expert and program manager with responsibility for directing District staff and consultants in activities involved with natural resource management, environmental planning, regulatory compliance, fisheries monitoring, and stream restoration design and implementation. This key manager will lead all aspects of the District’s Lagunitas Stewardship Plan.  The ideal candidate will have effective oral and written communication skills necessary to develop and maintain lasting partnerships with resource agencies, government entities and community representatives, and keep partners informed and engaged. He/she will have in depth knowledge of fisheries stewardship with experience complying with drinking water and environmental regulations and will possess a proven track record of representing an organization’s interests while facilitating regional environmental stewardship initiatives.

The District:

The District is a medium sized, municipal, water agency with a Board of Directors/ General Manager form of government, 240 full time employees and a $105,000,000 combined annual operating and capital budget for FY 2020. Annually, the District delivers water to 190,000 residents and businesses in the central and southern portions of Marin County and has stewardship responsibilities for 21,000 acres of pristine watershed lands on Mt. Tam. The District operates seven water supply reservoir in Marin County, five of which are within the Lagunitas Creek Watershed.

The Job:

This is a mid-management level job class. This manager is responsible for the following:

· Manages all aspects of the District’s Lagunitas Stewardship Plan and all fisheries and aquatic resource management in watersheds within the District’s sphere of influence;

· Analyzes, implements, and monitors the District’s watershed management operations in relation to fisheries and aquatic resources, wildlife, hydrology, geomorphic conditions, and other environmental factors;

· Conducts environmental review for projects and programs in coordination with the District’s Division and Department Managers pursuant to local, state and federal laws, policies and regulations, acquires regulatory permits and clearances, provides environmental consultation and services;

· Leads planning of fisheries habitat and stream restoration projects; manages the implementation of habitat restoration projects, including permitting and compliance,  and long-term monitoring plans;

· Manages fisheries monitoring programs, field activities, safety, and equipment; conducts aquatic resource surveys and analyzes species census data to determine population status and trends; identifies, analyzes, and catalogs field specimens;

· Coordinates biological monitoring  responses to water infrastructure discharges into waterways, analyzes location of discharge, directs field staff regarding fisheries and aquatic resource monitoring requirements, and as needed responds to discharges within sensitive creeks to document impacts to aquatic resources;

· Prepares and administers grant applications relating to planning and implementing projects within watershed in the District’s sphere of influence; conducts environmental assessments to inform project planning, develops resource agency permit applications, and communicates project details with agency partners;

· Directs and participates in the development, negotiation, and administration of contract services, monitors the work of contractors and consultants, reviews and approves payments, and implements appropriate contractual changes;

· Provides professional level staff support to a variety of boards, commissions, and committees; prepares and presents reports and other necessary correspondence to stakeholder groups and resources agencies;

· Coordinates the Lagunitas Technical Advisory Committee (TAC); assists with the administration of TAC meetings. 

DEFINITION
 
Inspects plans of building and construction for compliance with building codes, laws and ordinances, particularly those involving electrical codes during phases of construction, reconstruction or alteration projects to assure conformance with approved plans and specifications and the requirements of applicable codes and regulations; trains and instructs other inspectors on electrical inspections and provides working lead assistance to other inspectors as required.
 
DISTINGUISHING CHARACTERISTICS
 
This is a skilled journey-level class that requires independence of action, judgement and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

Duties may include but are not limited to the following:
 
Performs skilled inspection work in enforcing compliance with the City's building, plumbing, electrical, mechanical and energy codes plus other related local and state ordinances.
 
Assists the general public, contractors, architects and engineers by interpreting and giving detailed explanation of requirements and application of building, plumbing, mechanical and electrical codes and related local and state ordinances.
 
Makes joint field inspections with Building Inspectors during construction of building to ensure compliance with applicable laws and ordinances and related local and state ordinances.
 
 Helps train and provides working  assistance in specialty to Building Inspectors in the performance of their duties, reviews output and quality of work performed, and provides an evaluation of same to management.
 
Keep records and reports of inspections and enters inspection results and corrections into the City's computerized tracking and reporting system.
 
Review applications for building permits, help applicants fill in required permit data and sees that all required documents and data are included.
 
Orders corrections and improvements as necessary and follows up on rejected work to see that corrections are made.
 
Reviews and approves plans and provides inspections of industrial and commercial buildings to insure compliance with electrical codes and ordinances.
 
May consult with designers or builders regarding load and service requirements in electrical plans.
 
Inspects major commercial and industrial construction for conformance with electrical codes.
 
Prepares correspondence regarding inspections and code requirements.
 
Checks instances of hazards in electrical equipment or wiring and recommends necessary corrections.
 
Reviews complex electrical inspection work.
 
Provides information to public on building regulations.
 
Meets and confers with Building Official and Supervising Building Inspector regarding various pertinent matters.
 
Devises forms, files and other procedures necessary for the efficient operation of the Building Inspection Division.
 
Performs related work as necessary.

JOB RELATED AND ESSENTIAL QUALIFICATIONS 
 
Knowledge of:

•  Building, plumbing, mechanical, electrical and housing codes with specialized knowledge of materials and standards to be applied in electrical construction.

Ability to:

•  Effectively train and provide working lead assistance to subordinate personnel.
• Read and interpret building plans and specifications and to enforce their application.
• Prepare clear and concise written reports.
• Deal effectively and tactfully with fellow employees, the general public, architects and engineers.

Typical Qualifications:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

EXPERIENCE AND EDUCATION

Experience:  Four (4) years of experience as a journey level electrician preferably including one (1) year in a supervisory capacity.

OR

Two (2) years of electrical inspection experience involving major commercial or industrial installations.
 
Education:  Equivalent to completion of the twelfth (12th) grade.
 
Licenses and Certificates:  Possess and maintain a valid Class C California Driver's License. Possess and maintain an International Code Council (ICC) Certification as a Commercial Electrical Inspector. ICC Certification as a Commercial Combination Inspector and/or Residential Combination Inspector is highly desirable.

PROBATIONARY PERIOD: One (1) Year

Public Safety Communication Specialist - salary range is: $67,995.20 - $82,617.60 annually.

Public Safety Dispatcher Trainee's earn $72,966.40 annually.  After training is completed, the salary range is: $81,036.80 - $98,488.00 annually. 

NOTE: In addition to the starting salary, employees in the Public Safety Radio Dispatcher Trainee and Public Safety Communication Specialist classifications shall also receive an approximate five percent (5%) ongoing non-pensionable pay.

Mandatory overtime will be required during critical incidents or to maintain staffing levels.  Wearing a uniform is required; however, uniform expenses are partially reimbursed.  The wearing of a headset is also required and is purchased by the employer.  Incumbents receive paid training beginning on their first day attending the Basic Dispatch Academy.

These positions may require assignments to a Swing, Graveyard, or other non-standard shift; most work four 10-hour shifts followed by three days off.  There is a shift differential payment of $1.50/hour for Swing Shift and $1.75/hour for Graveyard Shift.

Position & Duties - Public Safety Radio Dispatcher Trainee

The Public Safety Radio Dispatcher Trainee position is an entry level training position in the Communications Unit of the Police Department.  The key responsibilities for Public Safety Radio Dispatcher Trainee include:

Learning to dispatch police personnel and equipment on both routine and emergency calls utilizing the computer aided dispatch system, video display terminals, radio dispatching consoles, and related equipment; Answering the telephone and receiving emergency, non-emergency, and 9-1-1 requests for assistance; Inquiring, interpreting, verifying, receiving, and disseminating information from law enforcement computer networks relating to wanted persons, stolen property, vehicle registration, etc; Participating in field training exercises as needed to fully develop dispatching skills; Performing all related learning and testing activities.

Formal training in the classroom and in the field will be provided in order to develop the knowledge, skills, and abilities necessary to perform the public safety dispatching functions.  Public Safety Radio Dispatcher Trainees must complete the training program and be appointed to the class of Public Safety Radio Dispatcher in order to retain employment.  Successful candidates must demonstrate excellent communication skills, strong customer service skills, and the ability to retain composure and work accurately under pressure in emergency situations. 

Candidates that are appointed will be required to attend the Basic Dispatch Academy for eight (8) weeks.  Candidates are paid when they begin academy training.  After the academy, candidates will continue on-the-job training, rotating through a number of assignments and shifts.  After successfully completing this portion of the training program, Candidates will begin a five (5) week Radio Academy and training program as a Public Safety Radio Dispatcher.

Suisun City is a progressive and proactive law enforcement agency situated in the heart of Solano County. As a result of its proximity to neighboring jurisdictions, the men and women of the Suisun City Police Department remain extremely busy as they address the needs of the community. THE POSITION

Under general supervision of a Police Sergeant or other supervisory/management staff, a Suisun City Police Officer performs a variety of duties related to the protection of public health, safety, and welfare and the enforcement of applicable federal, state, and local laws; provides traffic enforcement and control; and carries out special assignments in a particular phase of police work.

The Police Officer is an entry/journey level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities. ESSENTIAL JOB FUNCTIONS

• Prepares and serves search and arrest warrants; apprehends and arrests offenders for crimes committed under federal, state, and local laws and codes; controls and mitigates people under the influence of drugs or alcohol or other potentially hostile situations.
• Directs traffic at special events or emergency situations; provides traffic and crowd control at community and emergency events.
