What Is The Role
The City of Pacifica is looking for a highly motivated and creative individual who possesses amazing technical and analytical skills as well as exceptional interpersonal skills to join the Human Resources Division for the position of Human Resources Analyst. This is a full-time position, which provides exemplary service to City employees, while planning and implementing programs that maximize the performance of our organization and strength of our workplace culture.

What You Will Do
Serve as a strategic partner to departments across the City by providing data-driven insights that support workforce planning and operational goals.
Analyze and interpret workforce data including staffing levels, vacancies, turnover, and demographics to inform HR strategies and decision-making.
Collaborate with HR team members to apply and align HR practices with the evolving needs of City departments.
Develop and maintain reports and dashboards to track key HR metrics, identify trends, and support data transparency.
Provide analytical support for recruitment, classification and compensation studies, performance management, and employee engagement initiatives.
Conduct research and benchmarking to ensure compensation and classification practices are competitive, equitable, and in compliance with local and state guidelines.
Help evaluate the impact of HR programs and policies through regular reporting and process analysis.
Work cross-functionally with departments such as Finance, IT, and City Administration to support integrated workforce planning and data alignment.
Promote data integrity and confidentiality by ensuring accurate and secure management of sensitive HR information.
Contribute to building a culture of continuous improvement by enhancing HR processes, tools, and service delivery in line with a business partner model.

Employment Standards
Education and Experience:
Any combination of education and experience that provides the knowledge, skills, and abilities required to perform the duties of the position is qualifying. A typical way to meet the qualifications is:
Education:
Graduation from an accredited college or university with a bachelor’s degree in human resources, business or public administration, or a closely related field is desirable.
Experience:
A minimum of one year of technical or professional experience in human resources is highly desirable. Experience in a public sector setting is a plus.
Licenses and Certifications:
Possession of a valid California Class C driver’s license at the time of appointment and a satisfactory driving record is required throughout employment. Reasonable accommodations will be considered for individuals with disabilities in accordance with applicable laws.

Benefits
Benefits: The City of Pacifica provides a highly competitive compensation and benefits package that includes the following:
Retirement: The City contracts with CalPERS to provide a retirement plan that utilizes the formula of 2.5% @ 55 for "Classic members" or 2% @ 62 for "PEPRA members." Classic Members contribute 8% employee contribution plus 2.5% employer cost share for a total contribution of 10.5%. PEPRA members pay 6.75% employee contribution plus 2.5% employer cost share for a total contribution of 9.25%. The City does not participate in Social Security.
Insurance: The City provides its employees with a medical insurance allowance that allows employees to purchase medical insurance through CalPERS medical benefits plan. Some plans require employee contributions.
Employees with proof of qualifying health insurance coverage through another group health plan may qualify for a "Health In-Lieu Payment" when declining city coverage.
The City contributes toward a dental insurance plan and vision plan for employee and all eligible dependents.
The City pays premiums for:
- Life insurance premium in the amount of two (2) times annual salary up to $200,000.
- Long term disability insurance (to begin sixty days after onset of non-work-related illness or injury).
Deferred Compensation: May participate in the 457 deferred compensation plan with one of three offered plans, with the city match of up to 2%.
Vacation: Accrual begins at ten (10) days annually and increases based upon years of service.
Sick Leave: Twelve (12) days per calendar year
Administrative Leave: 60 hours per fiscal year
Holidays: Thirteen (13) holidays (includes two floating holidays pro-rated based upon hire date) per year.

Examination and Selection Process
The selection process may include the following steps:
- Oral Panel Interview – Qualified candidates will be invited to participate in a structured interview conducted by a panel of subject matter experts.Z
- Department Interview – Top candidates from the oral panel will be invited to a final interview with the Human Resources Manager.
Following the interviews, a candidate who is identified for hire must successfully complete a City of Pacifica background check, which includes but is not limited to:
- Department of Justice (DOJ) fingerprinting
- Verification of prior employment
- Reference checks
