Description

The City is now accepting applications for the position of Management Analyst I/II. While the current opening is in the Public Works Department, applicants interested in this position in any department are strongly encouraged to apply. This recruitment will create an eligibility list which could remain in place for six months to two years. This eligibility list will be used for any Management Analyst I/II position that opens throughout the City.

Management Analyst I/II is responsible for preparing and administering the department operating budget; managing and tracking purchasing; preparing written communication for executives and City Council; coordinating intra-departmental and departmental activities including public outreach; assisting with the development of various short- and long-term plans; supervising or leading administrative staff; and various special projects and duties as assigned. This position requires taking the initiative to problem-solve, effectively communicate, and champion teamwork.

Positions in the Management Analyst class series are flexibly staffed and positions at the Management Analyst II level are normally filled by advancement from the Management Analyst I level after gaining the knowledge, skill, and experience which meets the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

EXPERIENCE AND TRAINING
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Education and Experience:

  • Management Analyst I- Equivalent to a Bachelor's degree from an accredited college or university with major course work Public Administration, Business Administration, Finance, Economics or a related field.
  • Management Analyst II- In addition to the above education requirement, two (2) years of progressively responsible professional level organizational administrative and/or operational support experience. 

License and Certificate:

  • Possession of a valid driver license and a satisfactory driving record throughout employment.

Physical Demands:

  • Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently sit for prolonged periods of time, bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Standing in and walking between work areas is frequently required. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

Ideal Candidate

The current vacancy exists in the Public Works Department which consists of four divisions including Building, Engineering, Environmental Services, and Maintenance. For this vacancy the ideal candidate will possess strong analytical skills and will be able to synthesize and summarize complex data; will be a highly motivated and self-directed individual able to use initiative and independent judgment; will possess strong writing skills, ability to assemble and make presentations in a public setting, will be detail-oriented and able to manage multiple tasks; will possess strong business acumen and related technical skills; will be a team player who likes working with a variety of City staff and the public.

The ideal candidate will also possess general knowledge of municipal services, local government operations with a preference for experience in the public works, finance, building or planning environment and have experience with data analysis, assembling and reviewing contracts, assembling and monitoring Department and Capital Improvement Program budget, submitting grants and their related reporting requirements, processing invoices and purchase orders, and working across multiple divisions within a larger department. They will have mastered administrative tasks, which they are now prepared to

supervise and lead others in mastering. They will have general knowledge of information technology systems, intermediate or advanced Excel skills, and an ability to pick up unfamiliar complex tasks quickly will support success in this position.

Benefits

COMPENSATION & BENEFITS

The City offers an outstanding benefits package that includes:  

  • Health Insurance:  The City contributes the following amounts to employee health and welfare benefits:
    • Employee only: $932
    • Employee + 1 dependent: $1,862
    • Employee + 2 or more dependents: $2,460 

If employee declines all medical insurance with the City, employee may receive up to $450 cash in lieu per month. If employee participates in the cafeteria plan, but does not utilize the full benefit, employee will receive up to $450 “cash-back” per month. Any cash back will be paid to the employee in taxable compensation. Proof of medical insurance is required.

  • Retirement: CalPERS 2.5% @ 55 for Classic members or 2.0% @ 62 for New PEPRA members. The City does not participate in Social Security. The City participates in Medicare.
  • General Leave: 184 to 264 hours of general leave accrual each year, depending on length of service. Up to 80 hours of general leave may be converted to pay per fiscal year. 
  • Management Leave: Up to 56 hours per fiscal year.
  • Holidays: 13 paid holidays per year.
  • Deferred Compensation: Voluntary participation.
  • Life Insurance: City-paid $50,000 policy.
  • Educational Reimbursement:  Up to $10,000 lifetime benefit
  • Long-term and Short-term Disability: Voluntary participation.
  • Health Allowance: $100/month
  • Wellness: On-site bicycle lockers, and employee wellness activities such as workshops, fitness challenges, and informal meetings.
  • Health & Fitness: Employees and eligible family members have free use of the gym, exercise equipment and aquatic facilities at the Silliman Activity and Family Aquatic Center, as well as resident rates for classes and rentals

Special Instructions

An Eligible List will be established for the Management Analyst I/II classification based off panel interviews. This list will be used to potentially fill future vacancies for this classification across departments in the City.
