THE DEPARTMENTS & DIVISIONS
 The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. The team promotes excellence in operations, integrity in decision-making, and collaborative problem-solving. The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. The Utilities Department supports regional wastewater treatment through technical and strategic engineering work at the South County Regional Wastewater Authority (SCRWA). Engineers in this department coordinate multi-jurisdictional projects and ensure regulatory compliance while managing impactful capital projects. The SCRWA serves both Gilroy and Morgan Hill, managing a wastewater treatment facility that processes approximately 2,000 acre-feet of recycled water annually. The Senior Environmental Engineer - Wastewater will oversee one direct report and, working alongside the third-party contractor for the treatment plan, will serve as the technical lead for complex CIP projects, regulatory reporting, consultant oversight, and cross-agency collaboration. The Engineer will play a pivotal role in ensuring long-term environmental sustainability while enhancing infrastructure critical to regional growth. EMPLOYMENT STANDARDS

Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.
• Alternative Minimum Qualifying Education/Experience:  Possess at least 60 semester college units from an accredited college or university (related coursework preferred); and possess and maintain a CA Drinking Water Distribution Grade D5 certification issued by the State of CA Water Resources Control Board.

• Education: Bachelor’s degree in Civil, Sanitary or Environmental Engineering.

CERTIFICATION & LICENSING REQUIREMENTS

• Senior Environmental Engineer - Wastewater: Must possess a valid Certificate of Registration as a Professional Engineer (PE) in the State of California. If an applicant possesses all of the minimum qualifications, except registration as a Professional Engineer in the State of California, the applicant may (at city’s sole discretion) be allowed up to one (1) year to obtain registration as a condition of employment.
• Utilities Operations Manager: Must possess a California Drinking Water Distribution Grade D2 certification (or obtain within 12 months of hire), and obtain CWEA Collection System Maintenance Grade I and Water Treatment Grade T1 certifications within the same timeframe.

Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. THE DEPARTMENT
The Public Works Department is responsible for providing high quality, safe and effective maintenance, operation and construction of streets, parks, storm drainage and related infrastructure. The Department is under new leadership with a renewed focus on master infrastructure planning, proactive capital maintenance and replacement, traffic engineering and customer service. Pipeline public projects include completion of the Civic Center Master Plan, design and bid of the new Santa Teresa Fire Station, a $7 million pavement rehabilitation project, a $3 million San Ysidro Park remodel project, and completion of Traffic Impact Fee Study. The City is processing multiple large private projects including an almost one million square foot Amazon data center as well as multiple residential subdivisions and multi-family projects.

THE POSITION
The City Engineer/Transportation Engineer reports to the Public Works Director and exercises and is afforded significant authority and discretion to oversee the day-to-day operations of the Engineering Division which is comprised of two sections--Capital Improvements and Development Review. The Engineering Division is responsible for the design, bid, management and inspection of City-owned capital infrastructure and facility projects. The Division is also responsible for the review of private development projects, issuance of typical engineering permits, and related inspections. Additionally, the position coordinates the internal Traffic Safety coordination including preparation of warrant studies and other engineering studies. The City Engineer will be the primary point of contact with the City’s Utility Department facilitating coordination of street and utility capital projects. The City Engineer may serve in an acting capacity Director in the absence of the Public Works Director.

The successful candidate will:

Examples Of Essential Duties:

1. Develop goals and objectives, organize, direct, advise and assist the activities of the Engineering Division, including the preparation of plans and specifications, engineering design, public works inspections, public works engineering office activities and field engineering. Make policy recommendations on City standards, and codes, regarding traffic, infrastructure, and public works activities.
2. Perform preliminary engineering review and consultation on various public and private projects with various developers and designers and project engineers, review maps, plans, specifications, and projects for compliance with sound engineering practice and existing laws, and review initial studies and environmental impact reports for adequate mitigation of infrastructure impacts.
3. Assume management responsibility for assigned engineering activities and operations of the Engineering Division including conducting traffic engineering and transportation planning studies, preparing traffic control plans, and making sound recommendations for improved traffic control services.
4. Prepare complex staff reports and memorandums regarding capital projects, development within the community, and traffic/transportation related matters.
5. Receive and responds to citizen complaints/concerns regarding traffic safety, signal operation, and congestion; resolve complaints in a timely and efficient manner.
6. Oversee and participate in conducting inspections for the installation of traffic control devices, traffic signs and pavement markings; review and approve bid documents.
7. Prepare city policies and guidelines for engineering activities including the installation of traffic control devices, pavement markings, street lighting, and traffic studies.

10. Oversee and participate in the development and administration of the Engineering Division budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement approved adjustments.
11. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures related to the Engineering Division; assess and monitor workload; identify opportunities for improvement and review with the Public Works Director; direct the implementation of improvements.
12. Manage CIP planning activities; provide oversight and input into the conceptual design of engineering projects; investigate and resolve problems with scope of work or cost issues of major projects.
13. Assist with engineering related matters associated with the South County Regional Wastewater Authority (SCRWA).
14. Analyze civil engineering plan design, specifications, and consultant and staff comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommend approval or additional engineering conditions or changes.
15. Serve as the liaison for engineering, including traffic engineering, activities with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
16. Meet and confer with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters; provide information regarding city development requirements.
17. Serve as staff to support a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.

Typical Qualifications:

General

The Deputy Director, Traction Power and OCS, reports to the Director, Engineering, and is responsible for the development and management of Engineering systems and lead projects and programs related to 25kV AC Traction Power, Overhead Contact System, Grounding and Bonding and EMC for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

• Serve as an agency subject matter expert for all 2X25kV AC railway Traction power and OCS related issues to provide expert recommendations and assistance to executive leadership on Traction Power, OCS, grounding and Bonding, EMC and safety standards for Caltrain railroad network.

• Responsible for establishing and implementing the engineering processes for all traction power-related systems, including developing and maintaining 2x25kV AC Electrification Standards.

• Provide management and oversight of Traction Power related activities related to Engineering.

• Lead the development of performance indicators for Caltrain and the actions needed to improve or correct performance and the capture and analysis of Traction Power and OCS data, to include Electrical Traction power concerns, accident/incident data, and trends.

• Drive innovations and improvements to increase the reliability, availability, effectiveness and efficiency of the Traction Power/OCS assets and maintenance programs. 

• Assure compliance with the Agency’s Transit Asset Management Program for traction power and OCS systems.

• Provide technical guidance for the work performed by the railroad contract operator to maintain traction power and OCS systems.

• Provide engineering leadership to the Contract Operator’s Maintenance Department to resolve and repair failed traction power equipment.

• Responsible for the development of maintenance requirements for traction power and OCS assets.

• Lead all initiatives related to process improvements and change management. Ensures Standard Operating Procedures (SOP) are communicated and followed.

• Serve as a liaison and a lead contact person with utilities and regulatory agencies to ensure regulatory compliance for all Traction Power related positions.

• Liaison with internal and external stakeholders on Caltrain commuter rail operations and maintenance, planning, and safety departments for any traction power related issues.

• Provide technical input to the Planning department to develop project scopes.

• Make recommendations to contractors, project managers and lead engineers in the areas of Traction Power performance in accordance with the contract.

• Develop, implement, and maintain budgeting of the projects and programs related to traction power Engineering and monitor their financial health.

• Develop and maintain budgetary requirements for engineering projects.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in electrical engineering or a related field.

• Six (6) years of experience in Traction Power and OCS in 25kV AC electrified railroad.

• Three (3) years management level experience.

• Possess a valid California drivers’ license with a safe driving record.

• Possess effective written and oral communication skills.

Under the direction of the Civic Engagement Manager, the Intern will assist with day-to-day communications tasks such as social media content creation, newsletter writing, website updates, and public information campaigns.  This is an exciting opportunity to gain hands-on experience and contribute to real-time public service storytelling and information sharing. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Assist in designing, writing, and editing content for a variety of communications platforms including websites, social media, e-newsletters, flyers, presentations, and press materials.
• Help document City programs and events through photography, videography, and brief interviews.
• Support the development and scheduling of social media content across platforms like Facebook, Instagram, and Nextdoor.
• Help maintain and update the City’s website and digital newsletters.
• Contribute to internal content calendars and project trackers.
• Participate in community outreach efforts, including tabling at events, supporting public meetings, and gathering community feedback. 
• Track analytics and metrics from newsletters, social media platforms, and web traffic; monitor media coverage and social media engagement; compile analytics reports to inform communication strategies.
• Support translation coordination and multilingual content production if bilingual (Spanish-English) skills are present.

IDEAL CANDIDATE:
The ideal candidate is detail-oriented, curious about public service, a strong communicator, and excited to learn in a hands-on environment.  They are a self-starter who can write clearly and adapt to a range of topics and formats.

KNOWLEDGE/SKILLS/ABILITIES:

• Basic principles and practices of public communications, social media management, and/or media relations.
• Writing and editing for clarity, style, and grammar.
• Social media platforms, email marketing tools, and content management systems (e.g., WordPress, Mailchimp).
• Basic graphic design tools (e.g., Canva, Adobe Creative Suite) and video editing platforms (preferred).
• Cultural competency and sensitivity in engaging diverse communities.
• Highly preferred:  fluent, professional-level Spanish and English (both written and spoken).

MINIMUM QUALIFICATIONS DESIRED:

• Fluency in English and Spanish (written and verbal) is highly desired.
• At least 1 year of experience in communications, public-engagement, media, or related work (internships included).
• OR currently enrolled in or recently completed a degree or certificate program in communications, journalism, graphic design, public relations, public administration, or a related field.
• Proficiency with Microsoft Office Suite, Canva, and social media platforms.

WORK SCHEDULE:

• This is a hybrid, temporary position limited to a maximum of 1,000 hours per fiscal year (July 1 thru June 30.
• Part-time up to 30 hours per week.  Flexible scheduling is available, with occasional evening or weekend hours required for community events.

The Behavioral Health Clinician I/II performs a variety of professional duties in the provision of outpatient and crisis behavioral health services to individuals and groups. This person will work with complex casework which may include clinics, criminal justice, adult services, youth and family services, and other mental health settings where they may be asked to  respond to crisis situations, work with case managers and psychiatrists in treatment teams and be familiar with various treatment modalities to ensure clients are in appropriate treatment services. • Provides individual, group, and family counseling on a variety of mental health problems and substance use disorders; develops treatment plans; provides follow-up counseling and assists patients with the resolution of problems.

Facilities Maintenance Technician II (journey-level class in the classification series)

Responsible for performing the full range of maintenance duties at City buildings and facilities in order to ensure that all are maintained in a safe and effective working condition and provide the highest level of safety for City and public use. Incumbents are responsible for performing maintenance and alterations on buildings and facilities, electrical and mechanical systems, identifying and evaluating construction-related problems, and performing installation and repairs on plumbing systems. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from Senior Facilities Maintenance Technician in that the latter is responsible for technical and functional supervision of lower level maintenance staff and is capable of performing the most complex duties assigned to the series.

Senior Facilities Maintenance Technician (advanced journey-level class in the classification series)

Responsible for providing lead supervision and training to facilities maintenance staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment, including performing the most complex duties required to ensure City buildings, facilities, and grounds are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include training, developing and scheduling Facilities Maintenance Technicians, inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of City buildings, facilities and grounds. Positions in this classification rely on experience and judgment to ensure the efficient and effective functioning of the assigned section. The work involves problem-solving of unique issues or increasingly complex problems without precedent and/or structure. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products.

Positions in the Facilities Maintenance Technician class series are flexibly staffed and positions are normally filled by advancement from the previous level; progression to the next level is subject to management approval and is dependent on the incumbent (i) performing the full range of duties assigned to their current level, and (ii) acquiring the knowledge, skill, and experience necessary to meet the minimum qualifications for the next level of the series.

The Role:

The City of Redwood City is seeking Firefighter/Engineers who are licensed paramedics. Under direction of the Fire Captain, the Firefighter/Engineer will perform firefighting and fire prevention duties aimed at protecting life and property, operate and maintain firefighting equipment, and provide basic medical assistance.  Firefighter/Engineers also provide Advanced Life Support first responder pre-hospital emergency medical care and emergency medical assistance, perform minor station maintenance, and participate in training to maintain skills.  Please see the Firefighter/Engineer job description for more details.

Required Qualifications:

Experience and Training Guidelines:
A typical way to demonstrate the applicant possesses the required knowledge and ability may be obtained through the following ways:

1. Two years (2) of full-time firefighting service.
2. Possession of a California State Fire Training Firefighter I certificate is required.
3. Possession of, or ability to obtain, a valid California driver’s license.
4. Must have a valid Paramedic License from the National Registry of Emergency Medical Technicians and will need to obtain San Mateo County Paramedic accreditation prior to completing probationary period.

Required Certification and License:

1. Must possess a valid Emergency Medical Technician (EMT) certificate or valid Paramedic license.
2. Provide proof of a valid Candidate Physical Ability Test (CPAT) certificate.  CPAT must be valid and completed within the last 12 months.
3. Possession of, or ability to obtain, a valid California driver’s license.  Driving record will be reviewed and any infractions will be evaluated on a case-by-case basis.

Knowledge of:

• Act in accordance with departmental policies, rules, and instructions in the field of firefighting.

• Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb, lift and carry in excess of 100 lbs.; pull and/or drag 175 lbs.; work in the following environments: cold, extreme heat, extreme noise, outdoors, confining work spaces, elevated areas; work with electrical hazards, vibration, chemicals, dust, toxic waste, mechanical hazards, and explosive materials; availability for shift work.
• This position shall serve a probationary period of eighteen (18) months.
