THE POSITION

Tri-City is looking for a special individual to serve as a Clinical Therapist I/II for the Children’s Full Service Partnership/Children and Transitional Age Youth (FSP/ C TAY). The Clinical Therapist I/II provides behavioral health clinical intervention and recovery services to assigned clients and their families; develops treatment plans and performs individual, group, and family psychotherapeutic counseling, routine and emergency assessment, crisis intervention, and related treatment services; manages an assigned caseload of adults, juveniles, and/or children; provides consultation to other staff, programs, and agencies related to treatment needs and plans; and performs related duties as assigned.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

• Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client.

The Management Analyst I/II is responsible for the coordination and preparation of Midpen’s annual budget, Measure AA Bond Annual Accountability Report, and year-end budget review; monitoring, reporting, researching, and estimating both current and future expenditures, variances, and budget performance; recommending financial corrective and improvement measures; tracking the annual budget; providing budget support to other departments; developing and preparing financial reports; performing professional financial/trends analysis and forecasting to understand short-term and long-term impacts of potential actions; and assisting with special projects. The successful candidate is detail-oriented and can also pivot to a broader perspective; has a proven ability to build positive and productive relationships; possesses excellent communication and interpersonal skills; and provides excellent customer service.  Flexibility and the capacity to comfortably adapt to and manage change in an evolving workplace are a must.  General Microsoft Office Suite proficiency is required.

The Management Analyst I under supervision, performs most of the duties required of the position but is not expected to function at the same skill level required of a level II.

THE POSITION

Under administrative direction, the City Engineer plans, organizes, coordinates and directs all Engineering Division activities of the various functional units including capital project design and construction administration, development review, traffic engineering, signal and streetlight maintenance and storm water program administration; provides professional assistance to City staff in areas of responsibility; performs related work as required.

CLASS CHARACTERISITICS

The City Engineer is a single incumbent class at the middle management level. The City Engineer is responsible for the direction and management of activities and achievement of division goals established for the Engineering Division.

• Performs all activities related to the preparation and administration of grant proposals; coordinates with grant program staff to satisfy grant requirements and achieve funding reimbursements.   
• Ensures that the City is in continuing compliance with applicable laws and regulations related to municipal engineering and public works matters; reviews and recommends revisions to applicable policies and ordinances. 
• Advises the Public Works Director, City Manager’s Office and others on the planning and implementation of capital projects, land development or other related activities. 
• Prepares and presents engineering recommendations to the City Council in conformance with applicable codes, rules, regulations, and other legal requirements; functions as the Public Works staff representative to the Planning Commission and other City committees as required. 
• Represents the City in meetings and coordinates division activities with those of other City departments, divisions and outside public and private agencies
• Responds to citizen inquiries, requests and complaints.
• Serves as the Public Works Director on a relief basis.

The Financial Management Analyst (FMA) I/II, under general supervision, provides financial and analytical support in planning, developing, and managing programs and projects, including budgeting, financial reporting, grants and contract administration, training, legislative analysis, and regulatory compliance. Responsibilities include conducting research, needs assessments, feasibility studies, and evaluations; recommending improvements to ensure accurate financial reporting; and developing complex accounting and financial systems. FMA I is entry-level, FMA II is journey-level, and FMA III is advanced journey-level in the classification series. This in-person position, located in Orland, CA within the Health and Human Services Agency, is full-time at forty (40) hours per week and is eligible to telecommute up to two (2) days per week.

WHAT YOU’LL DO

• Assists in the development and implementation of analytical studies that pertain to the short and long-range financial analysis and planning for assigned programs.
• Performs professional-level financial management analysis and program analysis work in the planning, development, and administration of assigned programs and projects, including budget and financial analysis and reporting, grants management and reporting, contract development and administration, training and development, and/or legislative analysis and regulatory compliance.

THE POSITION

Tri-City is looking for an individual to fill the position of Psychiatric Technician I/II whom will provide medication support services both in the field and at the office. This particular position is located within the Children & Family Services Clinic and will report to the Medication Support Team Manager & the Medication Support Services Supervisor. The Psychiatric Technician I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community by providing all manner of adjunctive medication support services.

Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

EXAMPLES OF ESSENTIAL DUTIES:

• Under the direction of clinical staff, provides medication management services to a caseload of clients in the office and in the field; ensures the proper acquisition and administration of medication.

• Provides education and training to clients, their families, and/or staff on the proper care and use of medications, including symptoms of, reactions to, or side effects of, specific medications; informs clients of the impact of abuse and/or misuse of medications.

• Conducts home/field visits to evaluate client’s physical environment and behavior such as anxiety, withdrawals, and behavioral health progression/regression.

• Takes and records measures of clients’ vital signs, physical condition, and behaviors; assists and observes clients self-dispense medication as prescribed by a psychiatrist and administers scheduled injections.

• Conducts medication checks on clients to assess their overall medication management capabilities; takes appropriate action if client poses danger with respect to the use or abuse of medication; observes, evaluates, records, and reports to professional staff changes in client’s condition.

• Motivates clients to develop self-reliance in daily living; encourages clients to participate in group and/or individual therapy/program activities.

The Office Assistant II performs general clerical duties related to filing, reception, form processing, record maintenance, mail, typing or data entry; obtains and compares information related to department records, programs, and services; and performs related work as required at the Glenn County Health and Human Services Agency. Specific duties include collecting, sorting, scanning, posting, delivering and picking up mail, correspondence, and documents for all divisions of the agency, driving a van approximately 100 miles per day on a planned courier route within a specific time schedule. This position is scheduled for forty (40) hours per week.

JOB DUTIES

• Performs routine clerical work as required, which may include copying and filing documents, indexing, processing daily in-coming and out-going mail, faxing information, assembling materials, etc.
• Answers the telephone; provides information and assistance to callers or routes calls to appropriate staff person; takes messages as necessary. Greets and assists office visitors.
• Compiles information and data as requested for use in reports and management decision-making.
• Enters a variety of departmental data into computer; retrieves data as necessary; operates printer and other peripheral equipment as needed.

General

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

Essential Functions & Duties

Examples of Essential Functions:

• Oversee the development of standard plans and specifications that can be used for future SamTrans infrastructure projects.
• Oversees the development of a Design Quality Management Plan for SamTrans projects.
• Manage general engineering and architecture consultants that develop design documents, technical specifications, cost estimates, and schedules for construction projects.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from initiation leading into construction phase.
• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects. 
• Manage consultants and professional level staff outside of the agency. Ensure District DBE, SBE and other labor compliance policies are followed. 
• Responsible for the capital project development and implementation for SamTrans.

Examples of Essential Duties:

•  Inspects ongoing construction projects to ensure compliance with design intent.
• Manage and participate in the development and implementation of Standard Plans and Specifications, Design Quality Management Plan and other relevant documents to help improve the workflow and development of the department.
• Plan, direct, coordinate, and review the work directives for assigned staff or contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and/or contract service providers to identify and resolve problems.
• Provide reviews and approve final project plans, specifications, and cost estimates as well as conduct quality assurance checks for project managers in the preparation of plans, specifications, cost estimates, requests for proposals, and bid documents for SamTrans’ infrastructure projects as necessary.
• Manage consultants with technical expertise across multiple disciplines in conducting independent technical reviews of SamTrans’ infrastructure projects.
• Coordinate and collaborate closely with SamTrans project stakeholders.
• Provide documents and briefs to Executive Management and the Board on the status, progress, and requirements of SamTrans infrastructure projects.
• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor project schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Act as subject matter expert of all technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings as needed.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Supervision: Works under the general supervision of the Director, Infrastructure who establishes goals and objectives and evaluates performance.   

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• Bachelor’s degree in engineering or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other closely related engineering design, construction management, or public works project management.
• Three (3) years full-time direct management level supervision of engineering staff.
• Possess a registered Professional Engineer License in the state of California.

Preferred Qualifications:

• Experience in management and delivery of complex engineering design projects for public transit agencies.
• Leadership of engineering design teams and projects.
• Experience with federal, state, and local funded projects. 
• Experience with Quality Control/Quality Assurance throughout a project lifecycle.
• Experience with Storm Water System Design management.
• Development of Capital Improvement Plans and Budgets.
• Experience working in Transportation Operations and Maintenance.
• Knowledge of CEQA and NEPA requirements, especially those relevant to transit agencies. 
• Able to possess a valid California drivers’ license.

ABOUT THE POSITION

The City of Redwood City, Public Works Department invites you to apply for the position of Management Analyst I.  This is an excellent opportunity for a motivated professional to provide highly responsible staff assistance in the preparation and administration of various contracts and agreements, as well as development, coordination and monitoring of various department budgets, grant proposals, reports and records maintenance.

Typical duties include, but are not limited to: assist the Public Works Superintendents and Director in tracking divisional workload and projects, helping prepare staff reports, monitoring the budget associated with existing projects; assist in the preparation, review, implementation and monitoring of various professional services contracts; work in conjunction with legal counsel to ensure that contracts are in  compliance with the City’s policy, local, state, and federal laws; ensure that contracts  are in compliance with agreed upon terms, fees, schedules and scope of work; generate and analyze data regarding cost-effectiveness and quality of services; analyze budget reports and forecasts; analyze revenue producing programs and make recommendations; assist in the preparation of Notice of Inviting Bids (NIB) and Requests for Proposals (RFPs); assist in the evaluation of proposals and make recommendations as appropriate; prepare purchasing and payment requisitions in accordance with agreed upon terms; evaluate the effectiveness of technology and make recommendations that will improve operational efficiencies; conduct research and analysis on best practices in the field of Public Works, and produce various written reports and recommendations. The Management Analyst I may serve as department liaison to various committees and associations for compliance of environmental and regulatory requirements.

The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.  

The Position:

Accounting Technician I

This is the entry-level class within the Accounting Technician series in the classified service. Performs basic accounting work including the maintenance of financial records, systems or transactions. Interfaces with other City departments, auditors, business entities, governmental jurisdiction and general public, giving and receiving information regarding area of financial responsibility. Performs related duties as assigned.

Accounting Technician II

This is the second level classification in the Accounting Technician series. Performs advanced paraprofessional accounting work including the maintenance of financial records, systems or transactions. Interfaces with other City departments, auditors, business entities, governmental jurisdiction and general public, giving and receiving information regarding area of financial responsibility. May perform more complex processing and reconciliation work and related duties as assigned.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Accounting Technician I

Minimum Requirements:

• Graduation from high school or possession of a GED;
• Two (2) years of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting);
• Experience with electronic spreadsheet and word processing programs; and
• Experience with online financial systems.

Acceptable Substitution:

College coursework in a related field may be substituted for the required work experience in Finance/Accounting on a year for year basis.

License/Certifications:

None

Desirable Qualifications:

• Experience with on-line financial and/or payroll systems;
• Experience with PeopleSoft Financial or Human Resources/Payroll Systems.

Other Requirements: 

• Must be able to perform all of the essential functions of the job assignment.
• May be required to work unusual hours and weekends in the performance of their duties.

Accounting Technician II

Minimum Requirements:

• Graduation from high school or possession of a GED;
• Three (3) years of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting);
• Experience with electronic spreadsheet and word processing programs; and
• Experience with online financial systems.

Acceptable Substitution:

College coursework in a related field can be substituted for the required work experience in Finance/Accounting on a year for year basis, up to two (2) years.

License/Certifications:

None

Desirable Qualifications:

Experience with PeopleSoft Financial or Human Resources/Payroll Systems.

Other Requirements: 

• Must be able to perform all of the essential functions of the job assignment.
• May be required to work unusual hours and weekends in the performance of their duties.

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview may be required prior to appointment.

If applying for Accounting Technician I, you may qualify for:  

VETERAN’S PREFERENCE POINTS: This position qualifies for Veteran’s Preference Points.  Applicants who have separated from service (Active Duty Status) must submit proof of honorable discharge (Form DD214) with their application at time of filing or will be ineligible to have points added to their final score.

If applying for Accounting Technician II, you may qualify for: 

PERMANENT CITY EMPLOYEES PREFERENCE POINTS: Current permanent employee candidates who receive a passing score on the examination will have an additional five (5) points added to their final score.
