Overview:

The Water Supply Planning team is responsible for Valley Water’s long-range water supply planning to ensure water supply reliability for Santa Clara County, as well as comply with federal and state water supply reporting requirements. The Assistant Water Resources Specialist will perform various technical and administrative assignments to support the analysis, policy development, implementation, and administration of water supply planning efforts and associated plans.

Key Responsibilities include, but are not limited to:

• Support the development of Valley Water's long-range water supply plans and regulatory compliance reports, including Water Supply Master Plan (WSMP) and annual reporting; Urban Water Management Plan, and Central Valley Project Improvement Act Report.
• Lead annual updates and reporting to meet federal and state regulatory requirements. 
• Collect and compile retailer water use data and handle data entry and retrieval from Water Supply Planning Database. 
• Research and review relevant studies, policies, and peer agencies’ practices pertaining to water supply planning and present summary and finding to support management needs and planning efforts.
• Respond to information and data requests from stakeholders and public.  
• Support the preparation of meeting materials (agendas, presentations, notes) for Board and Committee meetings and follow up on action items, as well as outreach efforts.

Qualifications

• Experience: Five years of increasingly responsible experience performing a wide variety of fiscal resource management in a public agency, at least two years of which were in an administrative or management capacity. Experience in a California Court setting is preferred.

About the Position

The Engineering Division administers the permitting program for equipment and operations that emit air pollutants in the Air District’s jurisdiction and provides technical support to internal and external entities with issues related to permitting and permitted facilities.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but not limited to:

• Verification of emissions inventories
• Database development & testing, including user interfaces

  • Staff would manage and process permit applications from a high-volume category. The work would involve managing assigned applications, documenting the evaluation following standard procedures, meeting timelines, communicating with applicants, and recommending a permit decision.
  • Other duties include but are not limited to handling permit renewal tasks, maintaining documentation, recommending & implementing program improvements, managing data & documentation, updating templates including emission calculations, providing technical support, participating with rule development efforts, training staff, and performing other specialized work, as assigned.

 

• One (1) position would be assigned to the Title V program. 
  • Staff may be assigned to process Title V application types such as initial permits, renewals, minor revisions, administrative amendments, closures, and reclassifications. THE POSITION:

Hayward is excited to announce an opportunity to join its progressive and dynamic Transportation Division as the Senior Transportation Engineer. • Manages the City's Traffic Management Center and makes recommendations on signal timing and other operational improvements, for the city's 135 signalized intersections.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Under general supervision, performs a variety of sub-professional engineering, architectural and landscape architectural duties for civil, traffic, maintenance and office engineering projects and programs. Performs roadway, building, landscaping and other project drafting, including structural detailing, for final plans. Performs technical planning and research, basic design approach and the layout of a project and its electrical, mechanical and hydraulic provisions. Prepares engineering drawings, contract specifications, and cost estimates. Designs streetlight systems, including preparation of maps, diagrams, plans, contract documents, specifications and cost estimates. Conducts traffic surveys, and prepares findings and recommendations. Assists in supervising the installation and maintenance of traffic control devices. Performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the journey-level class in the Engineering Technician classification series responsible for performing a variety of sub-professional engineering, architectural, and landscape architectural duties in support of assigned program area. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class differs from Engineering Technician II in that incumbents of the latter class are responsible for providing technical support to assigned engineering operations and/or programs. This class is distinguished from the Senior Engineering Technician that the latter class performs the most complex work assigned to the series, including serving in a lead worker capacity over assigned staff.

SENIOR ENGINEERING TECHNICIAN CLASS SUMMARY

Under direction, performs sub-professional civil and traffic engineering, architectural, landscape architectural and contract duties.  Researches and writes engineering specifications and prepares plans and contract documents.  Initiates contracts to maintain, repair, renew or make additions to City facilities; administers and inspects work progress.  Plans and supervises traffic studies and reviews findings and recommendations; supervises and participates in the design and location of traffic control devices.  Supervises a team of lower-level technicians, and schedules jobs according to priority.  Performs related work as required.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level class in the Engineering Technician classification series responsible for providing technical support to an assigned engineering or contract program area, and for providing lead direction and training to assigned staff. Incumbents regularly work on tasks that are varied and complex, requiring considerable discretion and independent judgment. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver work products. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. This class differs from the next lower class of Associate Engineering Technician in that incumbents of the latter class are responsible for performing the full range of duties assigned to the series, but do not lead the work of lower-level staff.
