Each division is led by one of two Deputy Directors, who report to the Director of Public Works.  The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, publicly owned facilities, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, dams, and levees; as well as solid waste and environmental programs.

The Associate Engineer position we currently have is in the Capital Improvement Program Division. While the Associate Engineer may perform other duties as assigned, example assignments include leading the Train Quiet Zone project and managing future stormwater projects for the Green Infrastructure Program.

What You’ll Do

The Associate Engineer will perform professional engineering work in the design, investigation, and construction of public works and related projects; to act as project manager in assigned capital projects; and to do related work as required.

This is the journey level class within the professional engineering series and highly encourages professional engineering license registration. Employees within this class are distinguished from the Assistant Engineer by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in the class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Engineer, or when filled from the outside, require prior advanced technical or professional engineering work experience. This position receives direction from higher level engineering staff. It may exercise technical supervision over lower-level staff within the work unit and exercises technical or functional supervision over technical engineering staff.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Design and prepare plans and specifications and cost estimates for public works projects including pumping stations, streets, storm drains, sewer lines, and related projects. 
• Research project design requirements: perform complex calculations and prepare estimates of time and material costs. 
• Design and prepare plans and specifications for the installation of traffic signals, traffic control devices, and street lighting systems. 
• Review field projects being studied, designed, or constructed. 
• Assign routine investigation, design and drafting tasks to technical subordinates, request 
• survey, mapping and data collection; review completed work; assist in the solution of difficult problems. 
• Research publications and industry information sources to remain current with modern developments, principles, and procedures. 
• Develop revised design and construction standards for public works structures and appurtenances. 
• Investigate field problems affecting property owners, contractors, and maintenance operations. Prepare estimates and feasibility reports for new or modified services and structures. 
• Design and maintain spreadsheets and databases on mainframe and personal computers; write and maintain special programs on personal computers. 
• Fully utilize the computerized work systems in accordance with workflow processes. 
• Participate in the planning, checking, review, and processing of plans for private developments affecting city streets, sewers, drains and related public works facilities and ensure that they meet all City-imposed requirements; analyze materials and design data submitted to the City. 
• Prepare special engineering studies and reports. 
• Prepare various applications for state and federal grants. 
• Administer and enforce City Codes and standards on engineering projects. 
• Determine conformance of parcel and subdivision maps and improvement plans to City requirements; maintain status of parcel and subdivision maps. 
• Serve as staff to a variety of City commissions, boards, and committees on public works or traffic engineering matters. 
• Coordinate public works activities with other City departments, divisions, and sections and with outside agencies. 
• May supervise and train professional and technical staff. 
• Provide staff assistance to the Department Head or Division Manager, including special projects, complex project management, reports, prepare staff reports, and represent the City at City Council meetings. 
• Maintain current knowledge of new trends and innovations in the professional fields, participate in professional groups. 
• Research, negotiate, manage select and monitor contracts with vendors. 
• Advise the public or other city staff in processing transactions in the area his/her professional expertise or maneuvering city policies or responds to inquiries and requests by public, departments, press, or other department staff. 
• Develop and/or deliver high level materials, trainings, or presentations widely disseminated to the City or the public. 
• Manage large scale projects that span long time horizons and require high level expertise. Process city transactions.

Minimum Qualifications

Education/Experience

A bachelor's degree from an accredited college or university in civil, chemical, mechanical, or environmental engineering, or related field; AND

Six (6) years of professional experience in civil, structural, mechanical, or chemical engineering, or wastewater collections and maintenance, including two (2) years of experience in a supervisory capacity.

Licenses/Certificates

Possession of valid registration as a Professional Engineer in Civil, Structural, Mechanical, or Chemical Engineering issued by the State of California in good standing.

About the Position

The City of San Carlos is looking for one part-time (approx. 16-39-hours per week) non-benefited, in-person summer intern in the Public Works Engineering Department. The internship is open to candidates with interests in the following fields:  

• TRAFFIC AND PARKING - Civil engineering majors with an interest in traffic engineering including congestion mitigation, alternative transportation, traffic calming, traffic control devices and design, traffic safety, and other related tasks involving the study of traffic impacts on the City in multimodal transportation
• TRANSPORTATION CIP (Capital Improvement Project) - Civil engineering majors with an interest in capital improvement infrastructure project design and construction delivery process pertaining to complete streets and other related tasks to improve pedestrian and bicyclist mobility within the City of San Carlos

This intern will receive various assignments from the Public Works Department. Duties may include but are not limited to:

• Assisting engineering project managers with general clerical, administrative, and technical tasks for public works projects
• Document imaging and electronic document filing
• Checking mathematical calculations & Creating spreadsheets using Microsoft Excel

• Principles and practices of effective victim advocacy programs, including current trends in support, research, treatment, education, litigation, or related services.

• Work cooperatively with other County departments and public and private organizations.

Victim Advocate I ($35.74-$44.64/hr.) is the first level classification in the series. Initially under close supervision, incumbents learn the duties associated with the position and the client population served. Incumbents receive on-the-job, State-mandated, and other victim advocacy trainings. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with II-level and incumbents may advance to the higher level after meeting the qualifications of the higher-level class.
   
Victim Advocate II ($42.16-$52.72/hr.) is advanced journey-level classification and incumbents perform advanced victim/witness advocacy work. Employees in this class have completed the State-mandated course requirements for entry-level and have performed victim advocacy work for a total of three years.
   
In addition to possessing a bachelor’s degree with a major in criminal justice, social welfare, behavioral science, or a related field, the ideal candidate for this position will have the following essential experience, demonstrated knowledge, skills, and/or abilities:

• Criminal law, sentencing structure and restitution.
• Victim's rights, crisis intervention techniques and trauma informed care principles.
• Mandated reporting laws and confidentiality laws.

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions. 

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

For SVP Engineering and CIP projects Division, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems. 

For System Planning and Asset Management Division, this position will be assigned to perform and maintain distribution system model, participate in integrated SVP system planning and other SVP groups to deliver distribution system results and reports, identify and implement projects that are necessary to support load growth and improve reliability of the distribution system. This position will work closely with customer/developers on their projects, will coordinate with various City departments and support SVP’s field and operation staff as necessary.

Minimum Education and Experience Requirements: 

• Graduation from an accredited college or university with: 
  a) Bachelor's Degree in Electrical Engineering and two (2) years experience doing electric utility engineering work,

or

b) Bachelor's Degree in Engineering and three (3) years experience doing electric utility engineering work and experience using AutoCAD and Microsoft office (i.e. Microsoft Word, Excel, PowerPoint and Mathlab)
 

Acceptable Substitution: 

• A Master's Degree in Electrical Engineering from an accredited college or university may be substituted for one (1) year of experience

DEFINITION

The Assistant City Engineer has a broad range of independence within policy and procedural parameters and works under minimal supervision. Education: The equivalent to a Bachelor's Degree in civil engineering from an accredited college/university. Master's degree in an applicable field is desirable.

The Air District is currently accepting applications for the position of Manager II in the Engineering Division. This is an open recruitment for two (2) full-time, 3-year limited term confidential positions.

These are Limited Term Contract Employee (LTCE) Positions. LTCE positions are funded by grants or other designated funds which are not part of the Air District’s ongoing general fund budget.  LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source.

About the Position

The Engineering Division evaluates permit applications and permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division is responsible for other programs related to facilities with air quality permits, including - but not limited to - the emissions inventory and air toxics programs. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance.

The Manager II for the Engineering Division performs complex and highly specialized air quality engineering work such as, but not limited to:

• Providing project leadership
• Evaluating program effectiveness
• Processing permit applications for both new source review (NSR) and Title V for complex facilities
• Analyzing air emissions inventory data
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

There are two vacancies at the Manager II level.

1. Manager of the Permitting Backlog Team:  The incumbent will hire and lead a team with a Supervising Air Quality Engineer, up to four Air Quality Engineers, and retired annuitants to evaluate and complete permit applications.

2. Engineering Program Manager (EPM):  The incumbent works directly with internal Air District Staff, applicants, and regulated facilities to ensure complete application submittals and streamlined review processes to achieve timely and defensible permit decisions.  The EPM effectively communicates Air District rule interpretations, compliance requirements, and scientific and technical analyses to regulated facilities, applicants, and interested public in ways that improve decision making transparency and timeliness.  For applications involving novel technologies, the EPM provides additional analyses and gathers information to support development of emission factors, consulting with internal air District staff, the California Air Resources Board, other local air districts, and the U.S. Environmental Protection Agency, as needed.  The EPM provides recommendations on strategic policy development related to complex permits and facilities to Engineering Division teams and Air District leadership. 

Minimum Qualifications

Bachelor’s degree from an accredited college or university in a job-related field and five years of professional level work experience of which at least two years at a supervisory level. Some positions may require specialized training, education, and experience.

Desired Qualification:

Bachelor’s degree from an accredited college or university in environmental, chemical, mechanical or petroleum engineering or a closely related field and four years of air quality environmental engineering experience of which at least two years at a lead level managing projects.

OVERVIEW 
The Judicial Council of California is accepting applications for the position of Engineering Specialist with the Facilities Services office. 

The Engineering Specialist is a subject matter expert in electrical systems of building facilities. Working closely with project managers, architects and engineers, and facility management administrators, the incumbent will have broad knowledge and experience in electrical systems.
