The Engineering & Program Delivery Division:

This division is responsible for the design and construction of all capital projects and infrastructure required to provide a safe, reliable and efficient transportation system for Santa Clara County. These responsibilities include program and project management, design development, engineering management, project controls, construction management and turnover of various projects that are part of VTA's rail, facilities and highway transportation improvement programs.

This division is also responsible for the implementation of the projects identified in the 2000 Measure A Program, which includes the planning, design, and construction of the Eastridge to BART Regional Connector, that connects light rail system to  regional transit systems.

What you will be doing:
Definition

Under general direction, the Transportation Engineering Manager manages staff engaged in a variety of activities, such as the planning and design of transportation systems and facilities, administering large capital budgets, including supervising consultant services; and performs managerial and administrative duties.
 

Distinguishing Characteristics

A position in this classification has direct responsibility for project management and development of VTA projects. This position supervises VTA and consultant staff including mentoring and advising staff, administers large project budgets, and is responsible for projects that range widely in level of complexity, involving management of VTA staff and multiple professional planning, engineering and/or architectural agreements.

Essential Job Functions:

• Plans, organizes, and directs the work of professional and technical employees involved with the planning, design, construction, and support of activation of transportation systems including guideways, roadways, systems elements, and other transit facilities;
• Mentors and advises subordinate engineers in the area of career development, rotating section assignments, monitoring training, and related professional growth opportunities;
• Supervises the preparation of resolutions, agreements, and other legal documents and the coordination of legal assistance;
• Confers with staff to establish procedures and design standards and assures that the quality of work performed and professional standards are maintained; and reports to management regarding problems or any necessary process improvements;
• Provides final review of plans, specifications, reports, and other documents prepared by subordinates or outside parties;
• Prepares, reviews, and approves detailed correspondence, reports, and agreements;Confers with VTA management and others in matters pertaining the Division's business plan and other issues;

• Administers contracts and approves VTA payments for projects capital costs to consultants;
• Assists in the preparation of divisional budgets;
• Represents VTA before the Board of Directors, California Public Utilities Commission, city councils and other State, Federal, local and regional agencies, boards, and commissions, and before local citizens in public meetings and hearings;
• Coordinates technical information exchanges with officials of other governmental jurisdictions, other transportation facility specialists, and the public;
• Represents VTA in planning, design, construction, and operations related legal and financial issues, contractual matters, and related issues;
• Manages and/or coordinates with various committees and working groups;
• Performs related duties as required.

Minimum Qualifications:

Employment Standards

Development of the required skills, knowledge and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in engineering and six (6) years of increasingly responsible experience in engineering with experience with transportation systems or projects, including at least one year of experience at the Senior Transportation Engineer or comparable level for a transportation agency, public works department, public agency or similar organization.
 

Registration as a professional engineer or professional architect in the State of California is required at the time of appointment.

Woodside Fire Protection District offers an exceptional Cadet Program for individuals interested in a career in the Fire Service. Cadets gain hands-on experience participating in training and public service events. Cadets work 24-hour shifts and ride-along on emergency calls.

Woodside Cadets will work and be involved in:

Emergency calls, firefighter training, public education events, fire prevention, station duties, CERPP, CPR/first aid training. They must also meet monthly hour requirements and attend monthly training drills.

DEFINITION

Responsible for the day-to-day responsibilities related to municipal traffic operations within the Town of Danville. Perform a variety of professional and technical level traffic and transportation engineering tasks, including traffic system planning, design and operation, and traffic control systems.

Receives direction from the Transportation Manager.  May exercise supervision over additional professional, technical and/or support staff as assigned. 

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Conduct technical and administrative work in the functional areas of traffic operations, Downtown area, residential parking, and transportation planning and design.
• Manage the Town’s traffic signal and traffic control devices network in conjunction with the Transportation Manager.
• Serve as the public interface for matters related to traffic safety and circulation; develop and implement solutions with creative and professional use of acceptable traffic engineering standards. 
• Prepare traffic studies related to local traffic circulation and review traffic studies generated through the development review process, as directed.
• Review civil and public improvements plans for transportation related infrastructure.
• Review collision reports and prepare and maintain collision diagrams.
• Conduct and maintain Traffic and Engineering Surveys.
• Review and comment on traffic signal plans and assist with oversight of traffic signal construction and modifications, as directed.
• Work in collaboration with traffic signal maintenance personnel to manage and troubleshoot issues related to traffic signal operations/equipment and electronic traffic control devices.
• Monitor traffic signal network operations through the Town’s centralized traffic signal monitoring system.
• Serve as project manager for transportation-related Capital Improvement Projects and studies, as directed.
• Conduct special research projects, including compiling and analyzing information; develop recommendations on courses of action; deliver concise, effective presentations to the Town Council, Town Commissions and members of the public.
• Coordinate with Police Department personnel to respond to public concerns related to traffic safety and circulation and parking.
• Provide staff support to other departments, boards, and commissions as directed.
• Coordinate with regional transportation agencies on transportation projects and funding opportunities, as directed.
• Maintain current program content on Town websites.
• Prepare and manage professional services contracts.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Other duties as assigned.

 

QUALIFICATIONS

Knowledge of:

• Fundamentals of traffic engineering inclusive of multi-modal transportation applications and practices.
• Signs and pavement markings standards; intersection and roadway capacity practices; intersection design; residential street design and traffic control.
• Transportation impact study elements and preparation processes; traffic signal operations; on‑ and off‑street parking standards; traffic control devices; and pavement management.
• GIS, AutoCAD, Bluebeam, Microsoft Office and general software applications.
• Traffic engineering-related software such as Synchro/SimTraffic, HCS, and Crossroads is preferred.

 

Ability to:

• Interpret plans and specifications; some GIS knowledge.
• Research and stay current on traffic engineering and transportation planning regulations, practices and technology.
• Prepare clear and concise written reports and correspondence, deliver presentations before the Town Council and members of the public, and facilitate meetings.
• Design and review traffic control plans.
• Establish and maintain effective professional working relationships with fellow employees and outside agencies in a team approach and the public.
• Work a varied schedule, including evenings and/or weekends, as needed.

 

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

 

Experience:

Five (5) years of increasingly responsible full-time experience or eight (8) years of part-time experience in traffic engineering, or closely related field, including drafting, surveying, and other specialized traffic training, licensure, etc. Background in transportation, planning, transportation engineering, or public administration in a community development environment is desirable. Public sector experience preferred. 

 

Education:

An Associate degree in transportation planning, transportation engineering, or closely related field. 

 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire. Professional Engineer, Professional Traffic Operations Engineer, or California Traffic Engineers license is preferred. Valid Construction Zone Safety Certification. Valid Signs and Markings Certification.

The Skywalker Fire Brigade Fire Chief (FC) position will supervise, lead, and train the Skywalker Fire Brigade (Department). This is a management position for 9 employees that staffs one private fire station and has the opportunity to build and direct a motivated staff of firefighters. The Fire Chief will oversee three duty Captains and their projects, providing guidance and leadership for the organization. The Fire Chief will oversee daily schedules with regard to standard prevention activities, training, and special events. Oversee fire prevention inspections, lead vegetation management projects including pile burning, shaded fuel breaks, and interact with the property insurance agent and facilities manager for future projects. The Chief will represent the Skywalker Fire Brigade during county-wide meetings for Operations and Training. SUMMARY DESCRIPTION

EXAMINATION PROCESS 

Those applicants who meet the employment qualifications will be contacted via email regarding next steps in the recruitment process, a comprehensive multitasking test that assesses memory recall, map reading, spelling, sentence clarity, reading comprehension and data entry. THE POSITION

The Police Dispatcher/Clerk is a non-sworn technical and complex clerical support classification associated with law enforcement support services assigned in the Town Police Department.  Police Dispatcher/Clerks learn and perform a variety of responsible records management, communications and dispatching duties for emergency and non-emergency calls for service. 

TYPICAL DUTIES AND RESPONSIBILITES

Duties may include, but are not limited to the following:

• Dispatches police officers to calls for service
• Provides assistance, information and directions to non-emergency callers including but not limited to police, fire, paramedic, animal control and public utilities calls for service, forwards non-emergency calls to proper personnel or departments
• Maintains awareness of field unit activities; communicates with field units through radio in accordance with Federal Communications Commission (FCC) regulations; maintains status and location of units on patrol
• Retrieves information from State and National computer networks regarding wanted persons, stolen property, vehicle registration, stolen vehicles and other related information
• Enters call information into computer systems; logs and completes call forms, maintains records of calls for service and self-initiated officer activities
• Assists the public at the front counter; provides information and responds to general inquiries
• Performs other related duties as assigned

DEFINITION

Under general supervision to perform general duty firefighting and fire prevention activities; to respond to emergency calls; to operate and maintain firefighting apparatus and equipment; to assist and participate in fire training programs and fire station maintenance; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This classification includes a variety of assignments in preventing, controlling and extinguishing fires, performing emergency medical care and rescue operations, public education activities, and maintenance operations. While time spent fighting fires constitutes a small fraction of the scheduled work time, incumbents must be able to meet such emergencies and the hazards which may involve considerable physical exertion, and potential risk to health and safety.

EXAMPLES OF DUTIES

Responds to fire alarms with fire company; connects and lays hose lines; operates nozzles and applies fire streams on fire surfaces; carries and operates hand extinguishers; carries and uses ladders, ropes, axes and other equipment; enters burning structures to combat fires and remove occupants; lays salvage covers and protects exposures and performs salvage operations; responds to emergency rescue calls, administers appropriate emergency first aid to victims; conducts inspections of buildings and properties for compliance with safety codes; conducts public information/education programs for the public; attends and participates in fire department training programs, maintains required skills; inspects, and performs appropriate preventative maintenance on vehicles, apparatus, equipment and fire hydrants, assists in the maintenance of fire station and grounds; as assigned drives and operates fire apparatus; receives and transmits radio messages and prepares and completes forms and reports; and performs other tasks as required.

MINIMUM QUALIFICATIONS

 

Ability to: Learn firefighting techniques, principles and practices; learn the basic operation and mechanics of firefighting equipment, streets and locations and the locations of hydrants, mains, and major fire hazards; learn to operate apparatus and equipment in conformance with safety procedures; demonstrate physical endurance, agility, dexterity and strength necessary to perform required duties; understand and act in accordance with Fire Department and City Rules and Regulations, policies and procedures; to follow written and oral directions; perform in a calm and efficient manner under stress; analyze emergency situations and adopt effective courses of action; respond to orders from supervisors; perform cooperatively and effectively as a member of a team; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision attend work and perform duties on a regular and consistent basis.

Education: Graduation from high school or equivalent. (College level course work in fire science desirable).

License/Certification:

Possesion of a valid Commercial Class B  California Driver's License OR a valid Class C California Driver's License with a Firefighter Endorsement, as currently provided by law.

            Possession of a valid Emergency Medical Technician-1 (EMT-1) Certificate

Age: Twenty-one (21) years of age for entrance.

Physical: Weight commensurate with height and build. Normal visual functions and visual acuity not less than 20/70 vision in each eye without corrections, and corrected to 20/20 in the better eye and not less than 20/30 in the lesser eye; normal hearing; freedom from color blindness.
