The City of Santa Clara is recruiting for several vacant positions Citywide.

Community Development Department - 1 position

The Management Analyst (Technology Project Manager) will serve as the department’s strategic technology lead, driving innovation, operational improvement, and digital service delivery across Community Development. This position manages major enterprise systems such as Accela Civic Platform, oversees internal process improvement initiatives, leads technology-focused policy initiatives, oversees customer-facing tools and communications in partnership with internal teams, and acts as the primary liaison to IT and other departments for technology implementation. This position receives direction from Assistant Director, and supervises Business Analysts specializing in Accela Operations, and Enterprise Knowledge.

The role requires a unique blend of systems thinking, project management, user-centered design, and policy insight to shape the tools and workflows used by planners, permit technicians, inspectors, plan checkers, and external customers. 

The ideal candidate will have the following:

• Strong project management skills 
• Comfort leading cross-functional initiatives from concept to completion.
• Experience with permit management systems (Accela preferred), data integration, and process improvement in a government or regulated environment.
• Ability to explain technical topics to non-technical audiences and build consensus.
• Ability to communicate effectively orally and in writing .
• Ability to prepare and present clear, concise and accurate general or technical reports.
• Experience acting as lead to those assigned to a task, program or project.
• Familiarity with UX principles, content strategy, or civic tech tools is a plus.

Responsibilities:

• Serve as product owner for the Accela Civic Platform, leading roadmap planning, configuration, and coordination of enhancements with IT and vendor teams.
• Manage department-wide technology projects from evaluation through implementation, including vendor coordination, procurement, rollout, and staff training to support permitting, inspections, and customer service improvements.
• Oversee cross-departmental permitting technology initiatives.
• Lead efforts to improve the permitting experience through process mapping, stakeholder engagement, and implementation of low-code and no-code solutions.
• Represent the department in citywide initiatives related to website modernization, customer communications, and civic technology strategy.
• Lead policy research and development for emerging technology topics such as AI, serving as a resource to department leadership.
• Collaborate closely with the Citywide Communications Team, IT, and external vendors.
• Manage and mentor project-based team members, as needed.

Finance Department – 2 positions 

Budget Position

The Budget Division produces the City’s biennial operating and capital budgets, develops long-term financial projections, analyzes and reports on the budget performance during the year, and works collaboratively with departments on any necessary budget analyses and amendments.  

The ideal candidate will have the following:

• Experience with complex financial analysis and budgeting,

Purchasing Position

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services. Purchasing operates with 19 full-time staff. 

his position requires a highly agile and responsive professional capable of operating in a fast-paced environment. The role demands the ability to manage competing priorities, adapt to rapidly evolving and high-demand conditions, and provide timely procurement support to the City’s Electric Department, Silicon Valley Power. 

The ideal candidate will possess the following:

• Considerable knowledge of principles and procedures related to purchasing,
• Considerable knowledge of contract administration, including solicitation methods including RFQs, RFBs, and RFPs,
• Good knowledge of laws, policies and procedures governing public procurement,
• Good knowledge of mathematics to perform computations and collect statistics for basic cost and price analysis,
• Ability to read, interpret, explain and properly apply rules, regulations, laws, policies and procedures,
• Ability to use judgment and initiative in making recommendations and resolving problems that are complex and sensitive in nature,
• Excellent communication skills to engage in procurement planning with client departments, and

Human Resources Department – 4 positions

The Human Resources Department for the City of Santa Clara is seeking a highly motivated and experienced Human Resources professionals with a specialized focus in recruitment and health and safety. This position will serve as a strategic business partner to departments across the City, supporting a variety of Human Resources programs.

The ideal candidate will bring strong research and analytical skills, a data-informed approach to decision-making, and the ability to develop and implement effective recruitment strategies and administrative policies.  These positions requires strong research skills, analytical thinking, the ability to interpret data and make recommendations, and ability to formulate administrative policies and procedures.

Duties include, but are not limited to: 

Health, Safety and Training Position 

• Development, implementation, and evaluation of health and safety programs across city departments.
• Promote a safe and healthy work environment
• Ensuring departments maintain compliance with occupational safety regulations (Cal/OSHA).
• Promote a proactive safety culture through policy development, employee education, continuous improvement and cross-departmental partnership.
• Analyze injury and illness trends, workers’ compensation data, and safety audit results to identify risk areas and recommend mitigation strategies
• Develop and maintain dashboards and reports to monitor health and safety performance metrics
• Assist in the creation, revision, and implementation of safety policies, procedures, and training programs
• Coordinate and support citywide safety initiatives, including ergonomic assessments, safety orientations, safety committees, safety trainings, wellness campaigns, and emergency preparedness

• Collaborate with a variety of departments to run the full recruitment/selection process for classified and unclassified recruitments

Recruitment and Classification/Compensation Position

• Lead full-cycle recruitment for classified and unclassified positions, including job analysis, screening, selection, and onboarding
• Develop and implement innovative recruitment campaigns to attract diverse and qualified talent, including digital outreach, job fairs, and community partnerships
• Consult with hiring managers to identify staffing needs
• Create and update class specifications and conduct compensation studies and analysis

Silicon Valley Power/Electric Department – 1 position

This position with report to the SVP’s engineering department. 

• support the administrative activities of the Engineering team, including but not limited to drafting proposals/correspondence, and conducting cost analysis of proposals. 
• Participate in Request for proposal(RFP) preparation and management
• Assist in processing contracts and management of existing contracts. Assist in invoice processing through Project management software (eBuilder) and other project related process in eBuilder. 
• Assist in performing analytical study related to engineering data.  
• Manage Master service contracts (MSA)’s status, tracking budget and management. 
• Assist in policy and procedure development and maintenance
• lead administrative projects and help drive SVP’s processes in engineering, Planning and CIP teams.

Education

The Position

This position is part of the Food Waste Reduction team, which works to reduce food loss and waste while supporting soil health, local economies, and access to nutritious food.

The Program Manager I supports program implementation, partnerships, and technical assistance related to food waste prevention and edible food recovery. This includes working with consultants and grantees, coordinating pilot projects, developing resources, supporting SB 1383 compliance, and directly engaging with local governments, businesses, schools, and community partners.

This role is ideal for someone who can manage projects independently while collaborating across teams and with external partners. The Program Manager I will take ownership of discrete program components, operating under the direction of a Senior Program Manager while supporting broader team initiatives.

The City of Menlo Park is seeking a spirited individual with excellent Interpersonal skills to join the Community Development Department Permit Technician Team!

Under general supervision, the Permit Technician performs a variety of technical duties in support of the Community Development Department; serves as staff for the permit and public counter and assists the public with technical information related to the issuance of permit applications, including the process and any related fees; uses specialized database/permit tracking management programs; and performs related work as required.

THE DEPARTMENT

The Community Development Department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It is comprised of 35 FTE who operate as an effective and cohesive team across multiple functional areas and lead a number of City initiatives to support the City Council goals. The Department includes the Building, Planning and Housing Divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review.

The Building Division, which is the division this position will be responsible for overseeing, includes managing building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction. The Town of San Anselmo is seeking a motivated Administrative / Permit Services Technician to support the Community Development Department. This mid-level classification performs a wide range of technical and administrative duties with a high degree of independence, primarily in a fast-paced, customer-facing environment.

This hands-on position serves as a primary point of contact at the public counter and requires significant daily interaction with residents, contractors, and other stakeholders. Responsibilities include accepting, reviewing, and tracking building and land development applications; calculating and collecting fees; issuing minor permits; performing data entry and maintaining permit tracking systems; coordinating the distribution of legal notices; maintaining files and records; preparing reports; and supporting website updates.

About the Position
 
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance.
  
 Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but not limited to:

• Emissions modeling of toxic air contaminants including Health Risk Assessments
• Verification of emissions inventories
• Data/database development and management 
• Technical support for rules and regulations

ABOUT THE ROLE

This position works under immediate supervision and serves as the receptionist for the City Manager's Office, working under the City Clerk's Office. The incumbent will perform routine tasks and duties assigned to classes within the Office Assistant series by providing office, secretarial and administrative support to management staff and other staff as needed; assists callers and visitors by supplying information personally or directing information requests according to established procedures; sorts, logs and maintains records and other documents; interprets and applies policies, procedures and work methods associated with assigned duties; performs other related duties as required. 

Please note: Seasonal employees are limited to working no more than 999 hours per fiscal year.

DISTINGUISHING CHARACTERISTICS

The Office Assistant I is the entry level class in the office support series responsible for performing less complex assignments within an established procedural framework where there are minimal consequences of error. This classification is distinguished from the next higher classification of Office Assistant II by the performance of more routine, repetitive and less complex assignments.

SUPERVISION RECEIVED/EXERCISED

Receives immediate supervision from administrative and/or management staff. Incumbents of this class do not routinely exercise supervision. 

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs the duties assigned to classes in the Office Assistant series including organizing and coordinating work; sets priorities and meets deadlines; performs a variety of office administrative tasks such as purchasing requisitions, ordering materials and supplies, monitoring supply budgets, and keeping current reference materials and files.
• Provides information to the public or to City staff that may require the use of judgment and the interpretation of policies, rules or procedures; responds to questions and concerns from the general public; receives visitors and telephone calls and directs them to the appropriate information source; represents the City to all callers and visitors in a professional and customer friendly manner; assists the public in filling out forms and supplies information regarding fees, permits, legal requirements, procedures and services provided by City departments.
• Types drafts and a wide variety of finished documents from recording devices, notes, brief written or oral instructions; compiles and maintains records and prepares reports; prepares agenda materials, draft reports, resolutions and ordinances; inputs, retrieves and references various computer data management systems such as financial and/or budget systems; attends meetings and records and transcribes minutes.
• Researches and assembles information from a variety of sources for the completion of forms or the preparation of reports; makes arithmetic, statistical and payroll calculations; compiles and maintains records; maintains centralized division/department records and files; inputs, updates and retrieves data such as mailing lists and registrations; designs and develops flyers and brochures; determines proper spelling and grammar; develops proper formats for forms, charts and reports.
• Performs specialized and/or confidential records maintenance and retention functions; scans and enters documents to database; maintains and retrieves records and documents; posts and distributes public notices; assists with the compilation of various city agenda packets.
• Makes appointments and maintains a calendar and tickler files; schedules and arranges meetings and makes travel arrangements; organizes meetings by notifying participants, making room arrangements and preparing required informational materials; sorts and distributes mail received by departmental staff.
• Provides follow-up and research information on inquiries and problems which require knowledge of services and programs of the City; resolves problems and responds to special assignments which require interdepartmental or staff communications; responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.
• Receives and processes fees, enrollment charges, fines or other money; prepares receipts and balances money received; prepares rental agreements and reviews for completeness.
• Maintains petty cash, daily cash and daily revenue records; performs a variety of general accounting operations including, receivables and bank deposits; processes purchase orders and checks incoming orders.
• Maintains office equipment and facilities; requests and follows up on building maintenance and custodial services; operates and performs routine preventative maintenance on office machines including data/word processors, copiers, field dispatch equipment etc.
• Receives incoming telephone and may receive voice radio calls; secures and records information and uses radio to dispatch necessary City services.
• Demonstrates understanding of applicable policies, procedures and work methods associated with assigned duties.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public. 
• May assist with and/or administer special projects; coordinates specific projects, including fostering cooperative working relationships with civic groups, inter-governmental agencies and City staff; helps develop, implement and maintain goals, objectives, policies and priorities for assigned projects and service areas; helps ensure that established goals and priorities are achieved; attends and participates in professional and community meetings; stays current on related issues; serves as a technical resource.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

KNOWLEDGE/SKILLS/ABILITIES    (The following are a representative sample of the KSA’s necessary to perform essential duties of the position.)

Knowledge of: Standard, technical, and complex office and administrative policies and procedures; specified computer applications involving word processing, data entry, data base access and/or standard report generation; business arithmetic; business letter writing and the standard format for typed materials; depending on assignment, knowledge of accounting, clerical, construction, legal and computer operation terminology may be required; administrative procedures affecting inventory, purchasing, accounting; applicable federal, state and local laws, codes and regulations; basic principles of mathematics; methods and techniques of scheduling work assignments; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; occupational hazards and standard safety practices.

Skill to: Operate an office computer and a variety of word processing and software applications; operate a variety of automated office machinery and equipment including printer, typewriter, calculator, facsimile machine, copier, multi-line telephone systems, etc.; type accurately from clear copy at a rate of 35 words per minute for Office Assistant I, and 45 words per minute for Office Assistant II.

Ability to: Provide general clerical support to a specialized work unit; use applicable office terminology, forms, documents and procedures in the course of the work; maintain accurate office files; compose correspondence or documents; meet critical deadlines; deal successfully with the public, in person and over the telephone; courteously respond to community issues, concerns and needs; interpret, explain and apply applicable laws, codes and regulations; perform mathematical calculations quickly and accurately; make suggestions to adjust standard operating procedures as is appropriate; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process.
