Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Planning Division in the Community Development Department is responsible for reviewing proposed development projects in the City as well as Code Enforcement activities to enhance the community’s safety, welfare, quality of life, and economic opportunities. Specific activities within the Division include implementation of the City’s Short-Term Rental program, administration of the 6th Cycle Housing Element, El Camino Real Specific Plan revisions, and Santa Clara Station Area Specific Plan. The Office Specialist III will be essential to the administration and fiscal functions of the Division. This position is responsible for payment processing in compliance with Generally Accepted Accounting Principles (GAAP), compilation and preparation of data with preliminary analysis to support budget and State reporting requirements, and permitting process improvements. The position will also support personnel and administrative tasks such as website updates and activities related to retention of records.

The Position: 

This advanced secretarial class is distinguished from other City office support classes in that incumbents normally report to division head or higher City position with responsibilities involving the frequent use of tact, discretion, initiative, and independent judgment.  Responsibilities include regular contact with government officials, City Council or board or commission members, representatives of business or community organizations, the public, and all levels of City personnel to exchange information and explain administrative policies and procedures.

The Office Specialist III works under general supervision and is expected to work within established procedures and policies of the work unit. An employee in this class performs a variety of administrative assignments related to the execution of administrative detail and assisting in departmental administrative service areas. An Office Specialist III may act as a lead to lower-level clerical classifications, but is primarily an individual contributor with a high level of expertise in generalized office administration. This classification performs advanced administrative assignments involving budget preparation and maintenance, research and data analysis, use of permitting software, payroll, and other clerical support as required.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 
 Graduation from high school or possession of a GED

Minimum Experience Requirements: 
 Four (4) years of progressively responsible secretarial or office administrative experience; and
 Computer proficiency in Microsoft Word and Excel.

License/Certifications: 
Possession of a valid California Class C driver’s license is required at time of appointment and for duration of employment.

Desirable Qualifications: 
Completion of college level courses in the areas of management and/or supervision; 
Business or secretarial training and experience in dealing with governmental, community, and business representatives; and
Computer proficiency in Microsoft Access and Power Point.

THE POSITION:

This position is located in the Drug & Alcohol/ Substance Use Disorder Services division in the Behavioral Health Department at the Glenn County Health and Human Services Agency. Under general direction this position plans, organizes, directs, and controls the activities and staff for a variety of County Health and Human Services Agency programs. This position works under the direction of the Assistant Director or Director. This position is full-time and scheduled for forty (40) hours per week.

JOB DUTIES

• Recommend and assist in the implementation of goals and objectives for department programs; establish schedules methods for services; implement department policies and procedures.

The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Services Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activity with to other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The ideal candidate will have a Public Works background with excellent communication skills, ability to cultivate positive relationships, approachable, responsive, and innovative.  The City is seeking a leader with emotional intelligence and knowledge of performance/change management to implement the City Council’s and City Manager’s vision.  Experience working with streets, wastewater, water distribution, parks, fleet, facilities, engineering workforce are desirable.

SUMMARY DESCRIPTION

Assume full management responsibility for all Public Works Department services and activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures. 2. Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. 3. Assess and monitor work load, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes. 4. Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protected, and maintained; initiate purchases of equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation. 9. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. Respond to and resolve difficult and sensitive citizen inquiries and complaints. 16. Perform related duties as required.

QUALIFICATIONS

Advanced principles and practices involved in the operation and maintenance of City infrastructure including: street, sidewalk, and storm drain maintenance; park and facility maintenance; wastewater collection system maintenance; wastewater treatment and disposal; water supply and distribution system maintenance; vehicle and equipment maintenance; and other services and activities related to the operation and maintenance of the City’s infrastructure. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training: A Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, construction management, engineering, or a related field.

Experience: Eight years of increasingly responsible experience in public sector construction management, public works maintenance management, or related activity including three years of management and administrative responsibility in a municipal setting. License or Certificate: Possession of an appropriate, valid driver’s license.

Program Assistant: Adults and Seniors

Salary Range: $18.52 - $30.68/hour, depending on experience.

DEFINITION

Assists in the planning, coordination, implementation, and evaluation of programs, events, and services in a designated area of Recreation Arts and Community Services. Provides highly organized and responsible administrative and programmatic support to the Program Coordinator, including assistance with internal programs, volunteer coordination, and preparation of the quarterly activity guide, etc. Recommends and coordinates the purchase of program supplies and equipment. Helps foster and maintain positive relationships within the community to enhance program offerings and engagement.

• This is a part-time, temporary, at-will, non-benefited position.
• Flexible schedule of 15-20 hours per week, including some evenings and weekends; not-to-exceed 950 hours per calendar year.
• This position is Primarily located at the Danville Senior Center with some responsibilities at various location around Town depending on program needs.

SUPERVISION RECEIVED AND EXERCISED

General supervision is received from the Program Coordinator and the Program Supervisor.  May exercise supervision of part-time personnel and volunteers as assigned.

ESSENTIAL JOB DUTIES

Essential duties are inclusive of, but not limited to, the following:

• Assist in the planning, coordination, implementation, and evaluation of innovative programs, events, and services for older adults.
• Provide administrative and programmatic support to the Program Coordinator and Supervisor, including internal events, volunteer programs, and special initiatives such as Buzz Sessions.
• Deliver excellent customer service by responding to inquiries, processing registrations, and assisting with facility reservations and general front desk operations at the Danville Senior Center.
• Supervise and motivate part-time staff, volunteers, and program participants to ensure a safe, inclusive, and engaging environment.
• Support the coordination and execution of community events, including the Recreation Expo, Senior Variety Show, and other department-wide initiatives.
• Assist with the preparation, proofreading, and editing of the quarterly Activity Guide, ensuring consistency with online registration systems.
• Maintain accurate records and ensure all documents, spreadsheets, and files are organized and accessible using designated systems such as SharePoint.
• Monitor facility conditions and promptly report maintenance issues using the Town’s CRM system.
• Assist with public communications and manage the Seniors' Inbox.

QUALIFICATIONS

Applicant must be at least 18 years old.  Receive satisfactory results from a background investigation and fingerprinting. Provide written proof of a negative TB test before the appointment.

Knowledge of:

• Recreational programs, developmentally appropriate group activities, and applicable health and safety regulations.
• Record keeping practices and procedures; office practices, procedures, and equipment.

Ability to:

• Pay attention to detail and accuracy within events and programming.
• Understand and follow oral and written directions; communicate effectively, both orally and in writing, to establish and maintain effective working relationships with coworkers and members of the public.
• Build relationships and compose correspondence with outside vendors for internal programming and volunteering.

EXPERIENCE AND EDUCATION

Education:

Graduation from high school or equivalent is required, with college-level coursework completed in Recreation, Human Development, Education, or a related field preferred. 

Experience:

Background in municipal parks and recreation and/or Adult and Senior Services is desirable.  Supervision of part-time and/or volunteer personnel is highly desirable. Customer service experience required. 

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or a license in another state with the ability to obtain a California license within 30 days of hire.  First Aid and CPR/AED certification is required but may be obtained during the first 90 days of employment.

Also known as SAFE STREETS, the initiative funds projects that improve pedestrian and bicycle safety while creating green infrastructure. The Principal Program Manager will exercise a broad range of authority over these critical special projects, ensuring that they remain on schedule and in compliance with applicable laws, regulations, and policies. 

The ideal candidate for the current vacancy is an experienced leader with demonstrated success managing complex transportation or infrastructure programs, coordinating across departments and agencies, and managing multiple consultant teams. They will be able to support data-driven decisions by developing performance dashboards, expenditure tracking, and outcome evaluation frameworks. The San Mateo County Registration & Elections Division is seeking full-time seasonal extra-help Election Materials Proofreaders to assist in the upcoming June 2, 2026, Statewide Direct Primary Election. This is an excellent nonpartisan opportunity to be involved in the election process! 

We are currently seeking dedicated and hard-working individuals for the position of Proofreader. Proofreaders will be hired into one of four language-based teams (English, Chinese, Filipino, or Spanish). 

This announcement is for English proofreaders. 

All Proofreaders will be responsible for proofreading and copyediting election materials leading up to established election deadlines. Proofreaders will review, edit, and proofread documents for accuracy, context, readability, and syntax.

Proofreaders will mostly work remotely using equipment provided by the Registration & Elections Division. Equipment must be picked up and returned to the Elections Office. Towards the end of the assignment, two days of on-site work will be required for final proofs of physical material.  

Important: Per County policy, employees of the County of San Mateo must reside in California.

Examples of projects and materials needing to be proofread include, but are not limited to: 

• Sample Ballot & Voter Information Pamphlet 

• Official Ballot 

• Remote Accessible Vote by Mail system

• Website content 

• Legal documents 

• Letters, flyers, postcards, and other notices to voters

The Elections Materials Proofreader is classified as an Office Specialist. The hourly wage for this position starts at $33.44. 

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra-help positions are eligible for benefits under the Affordable Care Act. Extra-help employees are not guaranteed permanent status at the end of the assignment.  

IDEAL CANDIDATES for the Proofreader positions will have the following: 

Education: 

• Bachelor's degree or higher in proofreading, editing, journalism, translating, literature, or another related field. 

• Technical writing certificate or other related certification (preferred). 

Work Experience: 

• At least six months of experience proofreading documents and/or translating in the target language (English, Chinese, Filipino or Spanish). 

• Professional background in proofreading, editing, journalism, translating, creative or technical writing, or another related field. 

Technical Skills: 

• Competency in additional Microsoft Office Suite applications: Word, Excel, Outlook, and OneNote. 

• Familiarity with Microsoft SharePoint and One Drive. 

• Experience with or ability to learn Microsoft Teams or equivalent video-conferencing software. 

Critical Skills for all Election Materials Proofreader – Office Specialist positions:

The ability to prioritize work, coordinate several activities simultaneously, organize and maintain accurate files and records, use spreadsheets to track files and task progress, and understand and carry out oral and written directions. Strong organization and time management skills are essential. 

Office hours are 8:00 am to 4:30 pm, Monday through Friday. These positions WILL require weekend and evening work assignments, sometimes with short notice. The selected individuals MUST be available for the entire employment period until the completion of their assignment for the June 2, 2026, Statewide Direct Primary Election.
