POSITION SUMMARY

Under supervision (Account Clerk I) or general supervision (Account Clerk II), performs a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of clerical tasks relative to assigned area of responsibility.

This is a broad classification with individual positions assigned to specific functional areas; duties and assignments may overlap depending on the operational needs of the department and staffing levels.

DISTINGUISHING CHARACTERISTICS

Account Clerk I - This is the entry-level class in the Account Clerk series performing the more routine and less complex clerical accounting support and customer service assignments while learning City policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Account Clerk II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is flexibly staffed with Account Clerk II. Advancement to the “II” level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Account Clerk II - This is the full journey level class within the Account Clerk series. Employees within this class are distinguished from the Account Clerk I by the performance of the full range of clerical accounting support duties as assigned including performing the full scope of clerical financial record keeping transactions, customer service functions, and related support duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and are generally filled by advancement from the “I” level, or when filled from the outside, require prior experience. Advancement to the “II” level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties. This classification is distinguished from the Senior Account Clerk in that the latter is responsible for the more complex and difficult technical duties within the area of assignment and may provide lead direction to other Account Clerk positions.

1.       Perform a variety of responsible clerical accounting and financial office support duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management.

2.       Prepare, maintain, and/or verify a variety of accounting, financial, and statistical records, ledgers, logs, and files; gather, assemble, tabulate, enter, check, verify, balance, adjust, record, and file financial data; codes data according to prescribed accounting procedures; reviews information to ensure accurate reporting; resolve discrepancies; establish and maintain various files and records.

3.       Perform data entry; post receipts and other information to various city accounts and funds.

4.       Assist in the preparation of financial, accounting, and statistical statements, analyses, documents, and reports; assist other accounting staff and departmental management in the preparation of reports; gather and organize data.

5.       Prepare daily City deposits and post appropriate journal entries.

6.       Prepare and submit all warrants and warrant list for review and approval.

7.       Perform a full range of customer service duties related to area of assignment; provide information to the public and City staff requiring the use of judgment and the interpretation of policies, rules, and procedures.

Job Description:

The Housing Authority of the County of San Mateo is pleased to announce its recruitment for the position of Office Specialist.

DEPARTMENT

The Department of Housing (DOH) is in Belmont, California, and the Housing Authority of the County of San Mateo (HACSM) is a division within DOH. HACSM is 100% federally funded through the U.S. Department of Housing and Urban Development (HUD) and, with an annual budget of over $150 million, administers various Tenant-Based Voucher, Project-Based Voucher, and Permanent Supportive Housing (PSH) programs.  HACSM provides rental assistance to over 5,500 households, including people who are homeless, disabled, foster youth, and veterans. HACSM is one of the original 39 Moving To Work (MTW) agencies, creating activities such as landlord incentives and an affordable housing fund to assist with the costs of affordable housing development.

 

HACSM is a component unit of the County of San Mateo, but a separate entity that utilizes different case management and financial reporting systems from the County. HACSM has separate payroll and benefits from the County of San Mateo.  HACSM employees are not County employees.

The ideal candidate will have the skills and experience to successfully:

• Perform a variety of routine to moderately difficult administrative and clerical support duties for assigned housing programs.

• Provide administrative support to supervisory and program staff.

• Compose and prepare correspondence and distribute correspondence via email, regular mail, or DocuSign.

• Complete a high volume of data entry.

• Provide support for a wide variety of housing program assignments related to wait list management, initial or ongoing eligibility, case management, leasing, and/or other related program functions.

SALARY & BENEFITS

The annual salary range is $76,564 - $95,586.

Retirement

All permanent HACSM employees are covered under two defined contribution plans: 

• A mandatory participation 403(b) plan that receives contributions from both the employer and employees. For Management employees in the 403(b) plan, the employer contributes 14 percent of salary per pay period. This amount represents the total payment due to the plan on behalf of the employees.

• A 457 Deferred Compensation plan in which employees participate on a voluntary basis. Employee contributions are governed by the 457 Plan description.

 

Paid Leave

• Employees accrue four vacation hours per biweekly pay period during the first five years of continuous service. The accrual rate increases every five years of continued service.  

• Employees accrue 3.7 sick leave hours per biweekly pay period. 

• 13 paid holidays/year. 

• Management employees accrue five (5) hours of administrative leave each pay period. No more than 260 hours of such administrative leave may be accumulated at any one time. On an annual basis, management employees can convert 50 percent of their current administrative leave balance for a cash payment.

• Performs a wide variety of administrative and clerical support tasks essential to the effective and efficient delivery of services for the assigned program(s), requiring knowledge of assigned program operations and regulations.

• Notifies applicants and recipients of programs, processes, procedures, and/or application status; initiates the application and/or recertification process by preparing and sending application/recertification packets, correspondence, and requests for information/verification required to determine eligibility; schedules briefings and appointments for program staff; and updates applicant/participant eligibility within applicable systems.

• Receives and reviews various documents requiring knowledge of assigned program(s), which may include applications, contracts, agreements, correspondence, and periodic reports; reviews for completeness and compliance with program rules and regulations.

• Processes assigned tasks and case actions as directed by Housing Programs Specialists, Housing Inspectors, and/or supervisory staff; performs data entry and updates information in the case management system; within established parameters, verifies eligibility determinations; reviews, generates, and sends correspondence to applicants, participants, and/or landlords related to case action(s).

• Prepares, maintains, verifies, updates, revises, and/or sends out electronic and physical documents, records, reports, files, forms, application packets, and recertification packets; resolves information discrepancies; and enters information into, maintains, monitors, and/or updates documents, databases, online systems, and software. 

• Assist with the new contract process, which includes processing Request for Tenancy Approval (RFTA), conducting rent reasonableness, determining affordability, calculating landlord incentives, and generating and reviewing the Housing Assistance Payments (HAP) contract with lease agreement according to established guidelines.  

• Schedules and coordinates property inspections, working closely with HACSM and contract staff, applicants and/or participants, and property owners/landlords; tracks scheduled inspections and inspection results; performs data entry and maintains inspection records.

• Logs, tracks, maintains, and updates detailed and accurate records for various housing program waitlists; maintains accurate applicant, participant, and property owner records.   

• Explains and interprets regulations, policies, procedures, systems, rules, and responds to inquiries and complaints.  

• Inputs and retrieves data into various HACSM and/or state/federal software applications and database systems; maintains program and/or department-specific systems and databases.  

• Answers incoming telephone calls and e-mails; replies to voicemail and e-mail messages.

• Assembles and reviews data and information for various records and reports.

• Serves as a liaison to HACSM staff, program applicants and participants, stakeholders, and landlords; coordinates and schedules meetings and facilitates completion of required program forms, documents, and contracts.

• Observes and complies with all HACSM and mandated safety rules, regulations, and protocols.

• Performs related duties as required.

 

Qualifications

 

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

 

Equivalent to completion of the twelfth (12th) grade and two (2) years of experience providing varied clerical and administrative support involving public contact, recordkeeping, data entry, and document production.

 

Knowledge of:

• General office business and administrative practices.

• Operations, services, programs, policies, procedures, and processes of the assigned program or division.   

• Policies, technical processes, and procedures related to HACSM and assigned programs.

Government Affairs Division
The Government Affairs Division is responsible for developing and coordinating VTA’s legislative and intergovernmental programs at the federal, state, regional, and local levels. Staff analyzes the impact of legislative and regulatory issues, and develops a coordinated strategy for responding to these issues. Government Affairs manages VTA’s legislative advocacy efforts in Washington, D.C., Sacramento, and the Bay Area. Under direction, an Executive Assistant provides varied, complex, and confidential secretarial and office administrative assistance to an Executive Manager.

Distinguishing Characteristics
Positions in this class assume responsibility for the overall administrative functions of a Division Chief, Director, or Deputy Director's Office. Responsibilities require considerable use of tact, discretion, initiative, and independent judgment and require general knowledge of the policies and procedures of the organization. The work often involves organizing, scheduling, coordinating, researching, compiling, exchanging, and analyzing complex information, and preparing correspondence.  Positions in this class may supervise clerical staff.

Positions in this class are distinguished from other secretarial classes in that the manager supported is an Executive Manager, and matters of a confidential nature are part of the duties of this class.  An Executive Assistant may be delegated limited authority to act on behalf of the Executive Manager.

Minimum Qualifications

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to completion of the 12th grade or equivalent and a minimum of two (2) years of experience as an administrative assistant for a manager with responsibility for a variety of programs.

WORK ENVIRONMENT

The Executive Assistant/Deputy District Clerk will be required to attend evening Board/Committee meetings. Meetings may be held in Los Altos or offsite.  This position is part of the General Manager’s office at Midpen’s office in Los Altos, California. Midpen offers a hybrid office/telecommute work environment for this position.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

• Equivalent to the completion of the twelfth (12th) grade supplemented by two (2) years of college-level coursework in business or secretarial science and
• Three (3) years of responsible secretarial experience involving assisting executive management or a high-level officials with administrative duties.
• Experience in a City or Special District Clerk’s Office is highly desirable.

Possession of a valid California Driver’s License.

Job Description:

The Town of Los Altos Hills is recruiting a college intern to work in the Community Development Department. The intern will split time between the planning and building divisions of CDD. The role for planning will include support of both short range and long range planning.  Interns working on long range planning will work primarily as a research aide for the Town’s 2023-2031 certified Housing Element implementation.  For short range planning and the building division support interns will be focused on day to day permit activities, but may also work on other more general department duties as needed.

Woodland Joint Unified School District (WJUSD) is partnering with the City of Woodland to host two fellows as part of this year’s Civic Fellowship Program. The fellows will work on-site at WJUSD Business Services Office and receive day-to-day guidance and supervision from WJUSD staff while remaining part of the fellowship cohort and participating in program-wide activities.

 

This posting is for the Environmental Impact Analyst Fellow within the Business Services Department, specifically in the Maintenance, Operations and Facilities at WJUSD.  

 

Typical work hours are from 8:00 a.m. to 6:00 p.m., Monday through Thursday; and 8:00 a.m. to 12:00 p.m. Friday, up to 40 hours per week.

 

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Maintenance, Operations, and Facilities Department is seeking a motivated Civic Fellow to support the district’s sustainability and environmental stewardship efforts. This role offers a hands-on opportunity to gain experience in sustainability practices, facilities operations, and process improvement within a public education setting.

The Civic Fellow will assist in assessing current district practices related to recycling, waste reduction, and resource conservation. This may include reviewing recycling programs, observing waste management practices at school sites, and identifying opportunities to improve sustainability efforts. Working closely with Maintenance, Operations, and Facilities staff, the Fellow will help research best practices and develop practical recommendations to improve environmental outcomes and operational efficiency.

This fellowship provides practical exposure to sustainability planning, facilities management, and public sector operations, equipping participants with valuable skills in research, data analysis, environmental practices, and process improvement while contributing to the district’s commitment to responsible resource management.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general directions from the designated WJUSD host-site employee.

 

IDEAL CANDIDATE

The ideal candidate is a motivated and detail-oriented individual with an interest in sustainability, environmental science, public administration, and/or facilities operations. The Civic Fellow should be comfortable conducting research, making observations, and working collaboratively with staff across multiple departments.

The successful candidate will demonstrate strong organizational and problem-solving skills, curiosity, and a willingness to learn about sustainability practices. Interest in environmental responsibility, waste reduction, or operational efficiency is desirable. Experience with research, data collection, or spreadsheets is helpful but not required.

This position is well suited for someone who enjoys identifying practical solutions, working on real-world challenges, and contributing to efforts that improve environmental responsibility within a large organization.

 

THE POSITION OBJECTIVES/GOALS

The goals of the position are to:

1. Assess current sustainability practices within Maintenance, Operations, and Facilities, including recycling programs, waste disposal practices, and resource conservation efforts.

 

2. Review existing procedures and practices related to recycling and waste reduction, identifying opportunities to improve efficiency and environmental impact.

 

3. Research best practices from other school districts or public agencies related to sustainability, recycling programs, and waste reduction strategies.

 

4. Support the development of recommendations to improve recycling participation, reduce waste, and promote sustainable practices across district sites.

 

5. Assist in developing simple guidance materials or communication tools to help staff and students better understand sustainability practices.

 

6. Develop a working understanding of school district facilities operations and the role of sustainability in supporting efficient and responsible operations.

 

7. Contribute to continuous improvement efforts by identifying practical opportunities to strengthen sustainability practices and reduce environmental impact.

 

QUALIFICATIONS

• 4+ years of high school
• Local Woodland knowledge preferred
• Strong interpersonal and communication (oral and written) skills

The Position

The Environmental Compliance Inspector performs inspections and sampling of industrial, commercial and residential sources of discharge to the City’s sanitary sewer and storm drain systems to ensure compliance with federal, state, and local regulations; inspects hazardous materials storage areas; responds to reports of illicit discharges; performs water quality testing; and conducts public outreach activities.  This classification is distinguished from all other technical and professional classifications in the City by its specialized assignments in support of a variety of environmental compliance programs.  The duties of the class involve courteous, effective and tactful interaction with the community to ensure compliance with wastewater and stormwater discharge regulations.  Persons assigned to this class perform or assist in performing all functions associated with the City’s Source Control (Pretreatment and Pollution Prevention) and Stormwater programs.  This position reports to the Regulatory Compliance Manager or higher level department personnel.

Some additional duties may also include the following:

• Enforce wastewater and stormwater discharge ordinances.
• Conduct on-site inspections of industrial and commercial businesses for compliance with the City’s sanitary sewer and stormwater ordinances.
• Initiate enforcement actions (e.g., issue notices of violation, administrative citations) to persons or businesses in violation of the City’s sanitary sewer and stormwater ordinances.
• Perform field investigations relative to water pollution incidents and/or complaints.
• Collect water samples and perform water quality testing in accordance with established standards and protocols.
• Calibrate and utilize sampling and/or monitoring equipment at appropriate locations; maintain and repair samplers and monitoring equipment.
• Work cooperatively with representatives of other City and County departments to ensure industrial, commercial, and residential conformance with City ordinances.
• Conduct field surveys as necessary to identify the source of or characterize (1) industrial discharges or excessive infiltration and inflow to the City’s sanitary sewer system; and (2) illicit discharges to the City’s storm drain system.
• Keep detailed inspection and follow-up records; maintain organized inspection files and records, both in hard copy and electronic formats.
• Assist with fulfilling wastewater and stormwater regulatory requirements, such as public outreach and education, trash load reduction efforts, and other regulatory requirements, as assigned.
• Measure landfill monitoring well water levels.
• Attend and participate in various technical committees of the San Mateo Countywide Stormwater Pollution Prevention Program.
• Attend workshops and training sessions to maintain job skills that are current with existing, new and changing regulations.
• Organize and participate in litter cleanups as required for Stormwater Permit compliance.
• Purchase required equipment and supplies as needed.
• Present pollution prevention information to various audiences as assigned.
• Work irregular or extended hours as necessary to respond to reports of illicit discharges, collect samples and/or conduct inspections.
