The Eligibility Specialist classifications determine the eligibility of applicants and recipients for public assistance programs through interactive interviewing and fact gathering; maintain current knowledge of program regulations and procedures necessary for multi-program caseload administration; initiate and process casework through automated systems; identify needs and make appropriate referrals for health, social, and/or employment services; and perform related work as required.

 

Eligibility Specialist I:
The Eligibility Specialist I is the entry-level classification in the Eligibility Specialist series.  Incumbents may have prior experience determining eligibility for loans, financial assistance, unemployment or veterans benefits, or publicly or privately funded health, counseling or social services programs; have completed initial classroom training provided as part of the Eligibility Specialist Trainee training program; or may have the required level of education. Incumbents will be placed in a work team and initially may receive classroom instruction prior to being assigned casework and/or tasks. Incumbents will work under close supervision while learning to independently determine public assistance eligibility, and apply knowledge and skills learned from their training in completing eligibility tasks and applying complex regulations. As incumbents gain experience and work toward the journey level in the series, they are expected to work with more independence and have the ability to complete more complex tasks and/or handle larger client caseloads. Incumbents are expected to progress to the journey-level Eligibility Specialist II upon completion of one year of satisfactory performance in the entry-level Eligibility Specialist I classification.

SUPERVISION EXERCISED AND RECEIVED

Incumbents in the Eligibility Specialist I and II classifications typically receive supervision from an Eligibility Supervisor and may receive lead direction from an Eligibility Specialist III.

Examples of Duties

 

Duties may include, but are not limited to, the following:

• Performs interactive interviews to elicit eligibility information, obtain and/or verify financial, employment, tax and personal demographic information and determine eligibility for public assistance programs and services
• Analyzes financial and eligibility information to determine initial or continuing eligibility for multiple aid programs
• Explains regulations, rules and policies to clients and apprises them of their rights, responsibilities and eligibility for participation in various public assistance programs and services
• Ensures accuracy and completion of application and declaration forms
• Resolves discrepancies by securing documentation, medical records and confirmation from other agencies
• Enters and retrieves numerical and narrative data and issues benefits from an automated computer system
• Determines the level of benefits to which the client is entitled by making complex computations and/or computer entries and then analyzing the results
• Reviews and interprets information provided on a variety of forms both by the client and third parties to assist with eligibility determination
• Evaluates clients for and answers questions on Advanced Payment Tax Credits (APTC) related to health care reform
• Explains a variety of plan options, costs and individual plan features through Covered California
• Monitors on-going eligibility by obtaining periodic updated information of eligibility factors and takes appropriate actions on changes
• Determines need for additional services and makes referrals as needed for employment and other services to outside agencies to assist clients toward self-sufficiency and directs clients accordingly
• Organizes and prioritizes caseload so that necessary case records and documents are processed and updated within specific time limits established by regulation and local policy
• Enters and maintains case records, including written narratives, forms and computer documents in a clear and readable format
• Troubleshoots task and/or case issues to determine appropriate resolution of problems, involving Help Desk as needed
• Communicates both orally and in writing with clients and others related to the initial and ongoing eligibility determination while maintaining confidentiality
• Responds to questions and complaints of clients in person, by telephone, mail and/or email communication 
• Provides pertinent forms and pamphlets to clients as required
• Identifies suspected fraud and makes referrals for investigation
• Makes referrals to social service workers as needed
• Participates in special projects, studies, work assignments and committees
• Prepares correspondence and reports
• Performs related duties as assigned

Summary: 
 Under supervision, performs duties in accordance with District policies and procedures.

Essential Duties and Responsibilities:

• Instruct official certification courses using guidelines established by the Southern California. Municipal Athletic Federation (SCMAF) and the CRPD Sports Office
•  Submit a list of individuals successfully completing official's course to SCMAF for certification.
•  Confirm certified officials have complied with SCMAF requirements
• Participate in league manager meetings
• Communicate with league managers, answer inquiries from players and managers
• Observe and evaluate officials at league games; compile written evaluations of all officials
• Review league rules and make recommendations for rule changes; provide rule interpretations
•  Organize athletic facility so programing may be conducted in a safe and fair manner
• Officiate with professionalism and fairness using approved officiating mechanics
• Enforce and administer decisions of the game in accordance with SCMAF and CRPD League Rules

Other Duties and Responsibilities:

• Perform other related duties as assigned

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty* satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or ability required:

Education/Experience: Minimum age of 18 years old with a High School Diploma (or GED). At least 1,000 hours of experience in officiating.

Certificates and Licenses:

• SCMAF and/or CIF Officials Certification
• Adult and Pediatric First Aid & CPR/AED within 90 days of hire
• California Driver’s License and proof of insurance
• Department of Justice fingerprint clearance
• Proof of negative TB skin test

Ability to communicate effectively in English in both written and oral form. Ability to write
routine correspondence using correct spelling and grammar. Ability to add, subtract,
multiply, and divide in whole numbers, fractions, and decimals. Ability to apply common

relationships with fellow employees, volunteers, and participants and/or parents/guardians.

 The Accounting and General Services Specialist III position is in the Public Works Department. This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. San Juan Water District Seeks a Customer Service Technician

The Customer Service Technician is responsible to provide customer service and support to the public, responding to inquiries and complaints, receiving and processing payments and fees, and assisting with new connection and permit applications.  The District can hire at the I or II level, depending on experience. 

Duties Include:

• Providing customer service in person, by phone, and electronically; responding to inquiries and complaints regarding utility services, rate structures, billing, payments, hydrant permits, and service orders.
• Receiving, processing, and documenting customer utility payments, fees, and reimbursements; processing payments received by mail, phone, in person, and electronically.
• Assisting in resolving water-related service complaints.
• Maintaining customer accounts by monitoring and ensuring the accuracy of account information.
• Providing estimates to title companies when properties are being sold.
• Preparing, tracking, and assigning work orders related to leaks, service line breaks, water quality concerns, pressure issues, meter replacements, and time-and-material tracked services.
• Notifying customers regarding delinquent accounts, non-payments, and returned checks; applying late fees and penalties; following up on payment arrangements.
• Researching and investigating billing and payment inquiries; applying adjustments as appropriate.
• Preparing Will Serve letters, assigning meters, and assisting applicants with the application process.

To be considered, candidates should be knowledgeable of principles and practices of customer service, methods for cash handling and reconciliation, and billing and account management procedures. 

The qualifications include:

I level:

• Graduation from high school or equivalent 

II level:

• Two semesters of college level coursework or two years of experience related to business or accounting 

AND

• One year of responsible experience equivalent to a Customer Service Technician I. 

Both levels:

• Possession of a valid California motor vehicle operator's class C license.

The salary range for the I level is $30.42 - $36.50 and for the II level $33.60 - $40.32, depending on qualifications. In addition, the District offers competitive benefits which include District contribution to CalPERS retirement, medical (100% of premium for most offered plans), dental and vision for employee and dependents; District paid life insurance; 12 paid days of sick leave; 12 paid holidays; and paid vacation depending on length of service. The City of Newark Recreation & Community Services Department is seeking a highly motivated Intern for a 10-week, 400-hour internship designed to provide hands-on experience across multiple recreation divisions. Interns will work under the supervision of recreation professionals and gain exposure to Youth & Adult Sports, Aquatics, Customer Relations, Special Events, Contract Classes, Social Media, and Camp programming.

Interns will assist with program planning, administrative processes, event support, community engagement, research projects, and facility operations. The internship includes the development of a capstone project demonstrating applied skills and professional growth.

RESPONSIBILITIES

• Support Recreation Program Operations: Assist with the planning, coordination, and evaluation of youth and adult sports, aquatics, camp activities, contract classes, and community programs.
• Conduct Program & Industry Research: Research recreation trends, program models, facility usage practices, and potential new class or event opportunities that support department growth.
• Assist With Administrative & Record-Keeping Tasks: Help maintain and organize employee records, certifications, program logs, manuals, and digital files to ensure accuracy and compliance.
