The County Executive’s Office seeks qualified candidates for the position of Outreach and Enforcement Associate in the Office of Labor Standards and Enforcement.

Launched in July 2025, the Office of Labor Standards and Enforcement (OLSE) promotes fair labor practices throughout San Mateo County. OLSE’s core functions include conducting outreach and education to workers and employers within San Mateo County about their rights and obligations in the workplace and enforcing labor standards that protect San Mateo County workers through coordinated investigations and efforts to secure compliance.

THE POSITION

Reporting to the Labor Standards Manager, the Outreach and Enforcement Associate will lead OLSE’s community outreach and engagement work, support civil investigations and enforcement actions, and manage projects to support OLSE’s implementation. Spanish fluency is required for this position. 

The Outreach and Enforcement Associate’s key responsibilities will include:

• Outreach and Community Engagement:
  • Plan and implement culturally and linguistically appropriate labor standards outreach campaigns targeting low-wage workers and their employers, prioritizing outreach consistent with geographic and industry priorities, with buy-in from key stakeholders. 
  • Execute a wide range of outreach activities, including mass mailings, door-to-door canvassing, flyering, tabling, presentations, workshops, and events.
  • Deliver presentations to and facilitate discussions with low-wage workers and small businesses, providing clarity on workplace rights and resources available to support labor compliance.
  • Develop and maintain educational materials that present information responsive to community need in an accurate, accessible, and engaging manner.
  • Build partnerships and cooperative working relationships with County departments and various community, public, and regulatory organizations.

• Enforcement Support and Intake Coordination:
  • Receive and respond to complaints, inquiries, and requests for support from workers, employers, and members of the public, implementing OLSE’s intake procedures and best practices for ensuring all stakeholders who contact OLSE receive clear, helpful, in-language, and timely information and complaints are investigated promptly.
  • Conduct initial interviews with workers seeking OLSE assistance by phone and in-person; identify worker priorities and make recommendations for appropriate next steps.
  • As assigned, and under supervision, conduct investigations of potential violations of laws within OLSE’s jurisdiction, including interviewing workers, engaging with employers, calculating damages, and drafting investigation reports.

• Project Management:
  • Support the development and implementation of OLSE workflows and processes, including the implementation of a case management database.
  • Coordinate contract solicitations and assist with the maintenance and monitoring of OLSE contracts.
  • Prepare reports on OLSE activities and outcomes.

Additional duties include but are not limited to:

• Assist in developing goals, objectives, policies, procedures, and work standards. 
• Analyze programmatic practices and procedures and make recommendations for organizational, operational, policy, and procedural improvements.
• Conduct needs analyses, feasibility studies, and evaluations.
• Support Office of Labor Standards and Enforcement programs and projects.
• Continuously monitor the efficiency and effectiveness of operations and service delivery methods and procedures to maximize funding and minimize costs.

• Prepare comprehensive technical reports, identify alternatives, and make and justify recommendations.
• Conduct special research projects and financial analyses for countywide programs and usage, produce findings and recommendations, and prepare related reports.
• Represent the Office in interdepartmental, community, and professional meetings and confer and coordinate with other County staff on a wide variety of administrative analyses and planning issues.
• Ensure compliance with Federal, State, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices.
• Prepare and submit Board of Supervisor agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
• Attend meetings, conferences, workshops, and training sessions and review publications and related materials to become and remain current on principles, practices, and new developments in labor standards, labor laws, and enforcement.
• Communicate orally, in writing, or through graphic representations and statistical summaries with colleagues, managers, employees, the public, organized employee groups, and representatives of various organizations.
• Participate, as requested, in selecting, training, motivating, and evaluating assigned staff and interns; direct the work activities of assigned staff; prioritize and coordinate work assignments; provide or coordinate staff training; review work for accuracy; and work with employees to correct deficiencies.
• Perform other duties as assigned.

SALARY

The anticipated hiring range for the Engineering Assistant position is $91,185 - $113,982 annually, with a full salary range up to $136,778.  

The anticipated hiring range for the Engineering Associate position is $100,652 - $125,815 annually, with a full salary range up to $150,978. 

The anticipated hiring range for the Associate Engineer position is $111,100 - $138,876 annually, with a full salary range up to $166,651.

DESCRIPTION 

The Capital Improvement Division of the Public Works Department is seeking up to two motivated and capable individuals who can approach challenges with confidence and professionalism. Ideal candidates will have experience/background in civil engineering and utilities design and/or construction.  

The position may be filled as an Engineering Assistant, Engineering Associate, or Associate Engineer, depending on the candidate’s experience, qualifications, and certifications. 

PRIMARY RESPONSIBILITIES 

• Prepare and oversee the preparation of  design plans and specification, construction documents, engineering studies and reports 

• Assist the Project Team (Division Manager, Senior Engineer, and outside consultants) in managing and performing varying responsibilities including permitting, preparation of construction documents, drawings, specifications, and estimates or the city capital projects, which may include water, wastewater, storm drain, landscape, pavement, and roadway improvements. 

• Coordinate and perform professional planning and engineering work, including reviewing proposed land development plans, and environmental impact reports (EIR), and recommends or develops appropriate mitigation measures 

• Participate in the review, development, and/or revision of the various elements of plans, ordinances, and other policies and procedures 

• Provide oversight of engineering consultants and/or co-workers 

• Respond to residents regarding public works concerns 

• Assist in the planning and administration of various projects fueled by local, regional, and federal grant funds 

• Meet and work with professional and public groups, and coordinate public outreach for City infrastructure projects and programs. 

Under general supervision or direction of the District Engineer, performs a variety of civil engineering work related to the planning, design, construction, and maintenance of the District’s wastewater treatment plant, collection system, recycled water, and related facilities; manages construction and capital improvement projects; conducts field inspections to ensure conformance with approved plans, specifications and District regulations; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development; performs a variety of studies and prepares and presents technical and staff reports; and performs other related work as required. The position may directly or indirectly supervise engineering staff in accordance with District policies and procedures as well as applicable labor, regulatory, and safety laws.

This is an advanced-level classification in the professional engineering classification. Incumbents perform highly complex engineering, project management, and construction management work with a high degree of independence and discretion. Positions at this level serve as lead engineers and project managers on major maintenance and capital improvement projects, responsible for establishing project objectives, scopes, budgets, schedules, and delivery methods, and for overseeing planning, design, construction, and close-out activities. Depending on the position, the incumbent will perform professional work including*:

• Prepares and reviews designs, specifications, plans, estimates, bid documents, and reports related to the construction, maintenance, and operation of wastewater treatment, collection system, recycled water, and other District facilities.
• Conducts engineering analyses and related studies, prepares engineering calculations, evaluates alternatives, makes recommendations, and prepares reports for management and the Board of Directors.
• Manages capital improvement, construction, and maintenance projects through all phases including planning, design, construction and implementation, and close-out; leads project teams in the execution of projects; develops work plans, scope of work, budget, schedules, and baseline requirements.
• Confers with and provides information to contractors, developers, engineers, and architects regarding conformance to standards, plans, specifications, and related requirements; explains requirements and procedures and evaluates alternatives.
• Provides support for District construction projects, including conducting inspections, monitoring progress, reviewing design changes, submittals, and requests for information, interpreting contract documents, and negotiating and approving change orders and claims; prepares, reviews, and approves progress payments; resolves billing issues.
• Maintains accurate records of facility components and property rights, including the administration of real property interests and easements.

The City of Newark is hiring a Community Preservation Specialist I/II. This role is essential to protecting the health, safety, and quality of life in our community. Working under general supervision, the Specialist enforces City codes related to health and safety, nuisance abatement, housing, and zoning. The position combines investigative work with public education and involves frequent interaction with property owners, businesses, community organizations, and residents.

Community Preservation Specialist I is an entry-level role focused on enforcing City ordinances and abating nuisance conditions. Under close supervision, incumbents learn City systems, procedures, and practices, gradually taking on more varied duties with increased independence. While they may perform many tasks similar to a Community Preservation Specialist II, they work at a developing skill level and exercise less independent judgment and discretion.

Community Preservation Specialist II is a journey-level role responsible for performing the full range of duties independently, with judgment and initiative. Incumbents receive minimal supervision, are fully knowledgeable of unit procedures and policies, provide training and technical support to Community Preservation Specialist I staff, and may serve in a lead role over entry-level personnel.

In these positions, you will:

• Advise property owners, businesses, and residents on City code requirements and compliance.

• Educates the public and professional groups on code regulations to encourage voluntary compliance.

• Investigates complaints from City staff, the public, and officials regarding zoning or nuisance issues such as signs, fences, rental housing, home occupations, vehicle storage, trash accumulation, noise, and odors.

Community Preservation Specialist I - Possession of a high school diploma or equivalent, and one (1) year of experience serving the public in enforcement, inspection or investigation of local, state, or federal codes and/or regulations in areas such as housing, building, zoning, environmental, vehicle and penal codes, or a similar field.

Community Preservation Specialist II - Possession of a high school diploma or equivalent, and two (2) years of experience performing code enforcement for a public agency at the level equivalent to a Community Preservation Specialist I with the City of Newark.

Bilingual skills are desirable.

License and Certificate:
Possession of a valid driver license and a satisfactory driving record throughout employment.

ABOUT THE POSITION

The City of Redwood City invites you to apply for the position of Senior Civil Engineer.  The Senior Civil Engineer performs complicated engineering, planning, design, and review activities and exercises lead supervision over others as assigned.  The work, projects, and systems assigned may involve managements of park field and facilities improvements, building facilities improvements, land development reviews & approvals, right-of-way permit process, roads and utilities improvements, transportation & traffic planning and improvements, and/or building construction. Work of this class may involve the lead supervision of professional and technical personnel.  Assignments are general and of a continuing nature, requiring the exercise of independent judgment and initiative in prioritizing, scheduling, assigning and coordinating the work.  Senior Civil Engineers are also expected to perform the most complex professional engineering work requiring a substantial level of professional training and experience.

The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of valid Combination Residential Inspector or Combination Commercial Inspector, and Plans Examiner certification from an approved agency. 

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. While performing the outdoor duties of this job, the employee frequently works near moving mechanical parts around high- voltage energized electrical equipment, climbs scaffolding and ladders, works in high, precarious places and is occasionally exposed to wet and /or humid conditions.

The employee is occasionally required to stand; walls; use hands and fingers to handle, feel, or operate objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; lift and /or move up to 40 pounds. Silicon Valley Power (SVP) is seeking a dynamic, engaging and highly qualified professionals for one vacant unclassified management positions of Principal Electric Utility Engineer in Engineering division under our Customer Development and Project Management groups.

Engineering Division

This  position will lead an engineering team that will include substation engineering, Transmission system engineering and distribution system engineering. This position will be responsible for performing and managing the design of substation and transmission line projects from conception through construction and commissioning. This position will develop standards, specifications, engineering studies, calculations, evaluations, design documents associated with the planning, design, construction and maintenance of SVP substations, Transmission system, distribution system and other utility facilities. The candidates must have extensive experience in High voltage Substation and Transmission line design, plan, standard and specification preparation.
