DESCRIPTION

The City of Thousand Oaks is hiring an enthusiastic and motivated part-time Human Resources Assistant (Hourly City Worker) to join our team!   This is a great opportunity for someone who is interested in pursuing a career in the public sector. The Human Resources Assistant  will perform a variety of clerical, office, and administrative support functions to support the Human Resources Department.  

The part-time Human Resources Assistant will be the first point of contact for the department and will interact with a diverse group of internal and external customers. This position requires excellent customer service, problem-solving, attention to detail, and organization skills.  In this position, you will be introduced to different facets of the employee lifecycle from recruitment and onboarding to separation.   

Part-time work schedules are approximately 20-25 hour per week and may not exceed 1,000 hours in a fiscal year (July 1 – June 30).  We offer some flexibility in scheduling to balance other commitments, dependent on department needs. 

 

PRIMARY RESPONSIBILITIES

• Employee Inquiries and Correspondence - Respond to inquiries in-person, over the phone, via email,  Microsoft Teams, and HR help tickets 

• Administration - Prepare routine periodic reports and administer general office administrative tasks 

• Employee Benefits - Assist with benefits administration and enrollment 

• Data Entry - Assist with data entry for employee record maintenance, such as compliance reporting and safety trainings 

• Document Management - Assist with records management, filing, and maintenance of all Human Resources files, including confidential, personnel, medical, and I-9 files 

• Verification Requests - Respond to verifications of employment (VOE) and unemployment claims 

• Recruitment - Assist with the recruitment and onboarding process by posting jobs, preliminary screening, scheduling interviews, creating interview packets, processing background checks, and candidate correspondence 

• Talent Development and Training - Assist with setting up training initiatives, assignments, courses, and rosters 

• Digital Transformation - Maintain and update the internal Human Resources department site via SharePoint and assist with the conversion of physical records to an electronic format

PRIMARY RESPONSIBILITIES

• Consult and advise property owners, architects, engineers, contractors, and the public regarding applications, City policies, codes, and other plans.

Under general supervision, provides varied and complex office administrative assist­ance to a Director and associated division staff; creates and maintains division-specific publica­tions, contracts, tracking systems, reports, records and files required for work processes; acts as a liaison between the Director and other departments, customers and community/business groups; and performs other related duties as assigned.

Essential Duties and Responsibilities:

• Performs a variety of complex procedural and administrative duties in support of the division including coordinating office functions and processes.

• Assists with processing special-event and encroachment permits; ensures all required documents are submitted and meet District requirements; notifies field staff.
• Designs, proofs, revises and distributes material for the Division, including flyers, sche­dules, news­letters, tickets and brochures; may assist with maintaining unit website page and with social media.
• Maintains inventory and orders operational and office supplies for the unit following established procedures.
• Processes monetary transactions, including collecting fees, issuing receipts, handling credit card transactions, reconciling cash journal sheets and receipts, and preparing bank deposits.
• Provides administrative assistance to District Boards and Ad Hoc Committees as assigned, preparing and posting agendas and taking minutes of meetings.
• Provides backup for the executive assistant and other support staff and performs reception duties.

Other Duties and Responsibilities:

• May be required to drive District or personal vehicle.

Qualifications:

Education/Experience:

Certificates and Licenses:

COMMUNITY DEVELOPMENT DIRECTOR

Under the direction of the Town Manager, the Community Development
Director plans, organizes, directs, and manages all activities and operations of the Community Development Department, including planning, building, code enforcement, economic development, and related functions.
This executive-level management position is responsible for the overall administration and strategic direction
of the department and requires broad knowledge of community development principles, urban planning,

Under the direction of the Water Quality Supervisor in the Environmental Compliance Division, the Assistant/Associate Environmental Compliance Analyst (Analyst) plays a critical role in protecting the City’s drinking water supply. This position is primarily responsible for developing and administering the City’s Cross Connection Control Program while ensuring compliance with all applicable federal, state, and local regulations.

We are seeking a collaborative self-starter to handle a range of responsibilities with competence and professionalism. The Analyst should demonstrate discretion and independent judgment, possess strong organizational skills, and have a proven ability to meet strict deadlines. The role requires handling sensitive issues with care and having excellent communication and interpersonal skills while working with the public, regulators, other City departments and other municipal agencies.

With additional experience, the Analyst may also provide analytic, technical, programmatic, and administrative support to a broader range of responsibilities within the Environmental Compliance Division, including other drinking water-related regulations, stormwater quality compliance and wastewater pretreatment.

Qualifications:

This position has no supervisory responsibilities. This position may direct the activities of contract workers and volunteer staff.

While performing the duties of this job, the employee works in a community center or office environment subject to frequent public contact and interruption and to intermittent exposure to individuals acting in a disagreeable fashion. The noise level is usually moderate. The employee frequently works in the field in outdoor weather conditions, subject to extreme heat or cold and where the noise level may be loud. Exposure to hazardous conditions in the environment will vary depending on unit assigned.

While performing the duties of this job, the employee is regularly required to sit, stand or walk; use hands or fingers to touch, handle or feel; use hands and arms to reach; climb or balance; stoop, kneel, crouch or crawl; talk or hear; and taste or smell. Vision requirements include close, distance, color and peripheral vision; depth perception; the ability to adjust focus; and the ability to see well in poor lighting or at night. The employee is regularly required to lift up to 25 pounds and occasionally up to 50 pounds. Physical demands may vary according to unit assignment.

Selection Process:
Based on the information provided in the application documents, those candidates with the most desirable qualifications will be invited to continue in the selection process.  Not all applicants meeting the minimum qualifications are guaranteed advancement through any subsequent phase of the examination.  Be sure to include all pertinent information regarding your education and experience.  Fill out the application completely; blank spaces may cause rejection; do not refer to resume.  Falsification or omission of material fact is cause for rejection, removal from the eligibility list, or dismissal.  Resumes will not be accepted in lieu of a completed application. Cover letters and resumes are encouraged and must be submitted online as attachments with the fully completed application. Examination:
Candidate selection will be based on competitive examinations. Test content will be related to the job. A driver license will be requested for identification and admission to the testing area. If there is more than one part to an examination, candidates must pass each part. Candidates with passing scores will be asked to compete in successive parts of the examination.

• Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview. 
• Appraisal Interview:  A job related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.

          All applicants will receive a written response to their standing in the selection process.
