Position Duties:

The total salary range for the Parks, Recreation, and Facilities Supervisor classification $112,563.36 - $137,220.72 annually.

This amount includes an approximate five percent (5%) ongoing non-pensionable pay. The actual salary shall be determined by the final candidates’ qualifications and experience. 

The Parks, Recreation and Neighborhood Services (PRNS) Department is currently seeking to fill one (1) Parks, Recreation, and Facilities Supervisor position in the Recreation Division overseeing the Citywide Aquatics Program. The position will be responsible for the oversight and administration of the Aquatics programs at six (6) city owned facilities including one (1) year-round program. The position is responsible for all related duties to the operation and maintenance of the programs and its facilities. This includes but is not limited to the development and implementation of the Learn to Swim Program, Recreation Swim Program, training programs, staff certifications, contracts with external partnerships, and management of Full Time and Part Time seasonal staff.

The position will also be responsible for the oversight of maintenance and related capital improvements necessary to maintain all City owned pools in good working order consistent with local, State, and Federal requirements. This includes but is not limited to daily pool chemistry checks, pool vacuuming, monitoring of automated pool chemistry systems, development of annual capital plan for pools, and any other necessary duties to maintain the pools in good working order.

The Parks, Recreation, and Facilities Supervisor (PRFS) positions perform duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs, and care and shelter coordination. The PRFS assigned to the Recreation Division performs duties that may require knowledge in a variety of subject areas, such as recreation, therapeutic recreation programs, and/or gerontology recreation programs. The PRFS may be assigned to Community Center operations, Citywide service areas (including leisure, seniors, therapeutics, or aquatics). Community Center operations include responsibilities in leading a team at a multi service HUB including seniors, adults, and youth programs in addition to recreation programming throughout the Council District at satellite sites. PRFS’ assigned to Citywide roles will be responsible for the administration and delivery of major citywide recreation programming related to the areas assigned to that PRFS. The positions must have the ability to constantly adjust to changing conditions and support a wide variety of customers, agencies, partners and department staff. 

In some assignments the PRFS may be responsible for ensuring the proper maintenance and operation of City Parks by supervising interpretive and education programs for City park users, ensuring safe, secure parks; maintaining and conserving natural features and wildlife in City parks and coordinating emergency services within parks, such as search and rescue and fire suppression. The positions must have the ability to constantly adjust to changing conditions and support a wide variety of customers, agencies, and department staff.

Responsibilities may include, but are not limited to the following:

• Supervises, trains, and evaluates subordinate staff and their work. 
• Gathers and compiles routine statistical, program, race, and ethnicity data. 
• Prepares and reviews records, forms, reports, permit applications, and grant reporting.
• May handle cash and perform cash reconciliation, monitors and tracks budgets. 
  • Prepares, controls, and implements budgets for specialized service programs within assigned area and provides budget input for personnel, equipment, supplies, and related items. 
  • Estimates equipment, material, manpower, and time necessary for work completion; sets priorities. Ensures all City safety protocols are followed. Responsible for equipment and inventory control. 
  • Ensures that recreation public facilities/structures are maintained in a clean, safe condition. Conserves and preserves natural open space for public enjoyment. Recommending improvements and inspects projects to maintain and restore natural resources in City Parks, undeveloped City/Park lands.
  • Plans, coordinates, and supervises comprehensive recreation activities for all age groups. 
  • Supervises public contact, liaison work, and preparation/presentation of programs related to recreation service programs.
    • Provides information regarding services and programs available through all forms of media.
  • Develops, reviews and/or supervises contracts for development, operations, projects, or sponsorships. 
  • Supervises development of resources through fundraising, solicitation of donations or co-sponsorships, and obtaining grants to support programs.
  • Responsible for administration of revenue generating activities including fee collections, revenue projections, and revenue analysis.
    • May develop proposals for methods to enhance the facility or operation with non-traditional funding sources or alternative manpower resources. 
    • Researches, evaluates, and recommends new and existing policy and/or organizational changes aimed at organizational development and improvements.
    • Aligns program objectives and work plans with the goal of better supporting the department’s cost recovery, fee generation, and financial sustainability targets. 
    • Performs other related work, as required. 
    • If assigned to fieldwork, possess ability lift, carry, push, and pull materials and objects (such as equipment) up to 50 pounds, or heavier weights, in all cases with the use of proper equipment.

    • Annual preseason opening and closing efforts of City owned pools
    • Management and planning of annual maintenance of the City owned pools
    • Participate in the development of annual Capital budget to support pool repairs

About the Position: The Maintenance, Construction, and Resource Supervisor supervises the staff responsible for carrying out capital improvement projects, managing natural resources, and performing general preserve maintenance. The ideal candidate will plan, prioritize, and oversee construction and maintenance work; communicate effectively and collaborate with other departments to complete project requirements; coordinate with consultant teams; work with local and regulatory jurisdictional agencies to meet permitting requirements; evaluate employee performance; and ensure all safety procedures are followed. The position works under the general direction of the Capital Projects Manager or Area Manager and provides direct and general supervision to technical and maintenance staff. Assigned Location: Midpen has one vacancy for the position of Maintenance Supervisor. This is the Capital Projects Maintenance Supervisor and reports to the Capital Projects Field Manager. The start date for this position is early March 2026.  The reporting location is the Foothills Field Office - Cupertino (Address: 501 Rancho San Antonio Drive, Cupertino, CA 95014).  Current work schedule is on site Monday through Friday, 7:00 a.m. to 4:30 p.m., recurring 9/80 Monday day off.

San Juan Water District Seeks a Customer Service Technician

The Customer Service Technician is responsible to provide customer service and support to the public, responding to inquiries and complaints, receiving and processing payments and fees, and assisting with new connection and permit applications.  The District can hire at the I or II level, depending on experience. 

Duties Include:

• Providing customer service in person, by phone, and electronically; responding to inquiries and complaints regarding utility services, rate structures, billing, payments, hydrant permits, and service orders.
• Receiving, processing, and documenting customer utility payments, fees, and reimbursements; processing payments received by mail, phone, in person, and electronically.
• Assisting in resolving water-related service complaints.
• Maintaining customer accounts by monitoring and ensuring the accuracy of account information.
• Providing estimates to title companies when properties are being sold.
• Preparing, tracking, and assigning work orders related to leaks, service line breaks, water quality concerns, pressure issues, meter replacements, and time-and-material tracked services.
• Notifying customers regarding delinquent accounts, non-payments, and returned checks; applying late fees and penalties; following up on payment arrangements.
• Researching and investigating billing and payment inquiries; applying adjustments as appropriate.
• Preparing Will Serve letters, assigning meters, and assisting applicants with the application process.

To be considered, candidates should be knowledgeable of principles and practices of customer service, methods for cash handling and reconciliation, and billing and account management procedures. 

The qualifications include:

I level:

• Graduation from high school or equivalent 

II level:

• Two semesters of college level coursework or two years of experience related to business or accounting 

AND

• One year of responsible experience equivalent to a Customer Service Technician I. 

Both levels:

• Possession of a valid California motor vehicle operator's class C license.

The salary range for the I level is $30.42 - $36.50 and for the II level $33.60 - $40.32, depending on qualifications. San Juan Water District Seeks an Electrical Instrumentation Technician

The Electrical Instrumentation Technician is part of the Operations team, performing specialized and technical duties associated with the troubleshooting, maintenance, installation and repair of electrical gear, breakers, electronic equipment, and instrumentation controls associated with surface water treatment plant, pump stations, distributions system facilities, wholesale meters, and medium voltage solar site component. 

Duties Include: 

• Performing corrective and preventative maintenance on electrical switchgear, breakers, transformers, process control systems, flowmeters, transmitters, gauges and other instrumentation and control equipment.
• Performing skilled duties related to the troubleshooting, maintenance, repair, installation, and testing of instrumentation, Programmable Logic Controller’s (PLC’s), telemetry, electrical and electronic components and instruments used in treatment plants, distribution systems and solar fields. 
• Recognizing, identifying and correcting problems with control and instrumentation equipment.
• Planning, installing and maintaining sophisticated electrical, instrumentation, and control systems; developing and using diagnostic problem solving techniques.
• Inspecting, adjusting, installing, calibrating, and repairing electrical and electronic equipment such as Variable Frequency Drives (VFD’s), breakers, transformers, motors, transducers, motor control centers, switches, wiring, electronic circuits, meter transmitters, (Cl2) sensors, and related devices.
• Installing, maintaining, calibrating, and troubleshooting control systems and water quality instruments, analyzers and electrical systems as they relate to water treatment, distribution, and solar systems.
• Working collaboratively with engineering to maintain and modify drawings of District’s Electrical Systems, PLC’s and SCADA systems.
• Assisting in new project design, inspection, installation, and troubleshooting of electrical 
• Systems, including but not limited to, submittals, RFIs, change orders, site layout and planning of specific drawings.

To be considered, candidates should be knowledgeable of principles and practices of electrical theory and electrical circuits, practices and techniques used in the design, installation, testing, calibration, maintenance and repair of radio telemetry, cellular communication, 4160V solar field, electrical and electronic equipment, instrumentation and controls as they relate to water treatment and distribution systems. 

The qualifications include:

• Graduation from high school or equivalent with additional supplementary course work in electrical, electronics, instrumentation, control systems, or equivalent material pertaining to the field of electronics AND
• Three years of journey level experience in the design, construction, installation, modification, maintenance, and repair of electrical/electronic equipment, instrument systems, and control devices common to an industrial facility, water treatment plant, and distribution systems. 
• Possession of a valid California motor vehicle operator's class C license.

• Response to requests for fire hydrant flow and pressure data, as needed for fire sprinkler design.
• Updates of design guidelines and standard details of the water, sanitary sewer, and storm drain systems.

Water Pollution Control Plant Division

• Review of design documents related to wastewater processes and equipment selections.
• Review of capital improvement project (CIP) design memos, plans, and specifications. 
• Collaborate with operations staff to evaluate performance of unit processes at the plant by analyzing data and monitoring trends.
• Assist in-house projects relating to process improvement and maintenance.
   

MINIMUM QUALIFICATIONS:

Education and Experience:

The minimum qualifications for education and experience can be met in the following way:

Engineer I

• Bachelor's degree from an accredited college or university in civil engineering, mechanical engineering, chemical engineering, or a related field; AND
• Experience in professional or paraprofessional engineering work, some of which shall have been at the level of Engineering Intern or higher.

This position is based at the Columbia Neighborhood Center; remote work is not available. As the main point of contact to the public, this position requires the ability to communicate fluently in Spanish and/or Mandarin to effectively serve the City’s diverse community. The bilingual Senior Office Assistant works closely with Recreation Services Division staff and other City departments.
