As the Grants Program Manager, you will manage many projects aimed at assisting partnering districts, agencies and non-profits, all who serve the people of Yuba County in Yuba Water’s various mission areas. You will also be the primary point of contact for partners seeking agency support toward fulfilling their mission objectives, and perform management-level grant administration, policy development, strategic direction, as well as assisting partners in seeking additional outside grant funds. 

Under general direction, with the support of subject matter experts, the Grants Program Manager is responsible for planning, organizing, and managing the strategic direction and daily administration of the Agency’s community outreach grants programs and finding ways to assist Yuba Water’s partners.  This role offers autonomy to be innovative and creative, developing new pathways to help grantees succeed while serving as the Agency’s primary liaison to community partners and funding entities.

• Managing dozens of existing grant projects with local irrigation districts, reclamation districts, municipal water suppliers, and other community and first responder organizations.

Administers the City’s affordable housing programs including homebuyer loans, project funding assistance, housing monitoring, housing portfolio, and inclusionary housing; implements the City’s CDBG and Continuum of Care programs and other federal and state grants; serves as the City’s representative for the Yolo County Homeless and Poverty Action and represents the City at other homeless-related meetings; serves as staff to the City’s Manufactured Home Fair Practices Commission; and performs a variety of highly specialized administrative work. Working closely with Community Development Department staff on the development and implementation of the City’s Housing Element, including annual reporting and related policies, as well as implementation of State housing laws at the local level.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for vacancies.

ESSENTIAL JOB FUNCTIONS

Explains, interprets and analyzes affordable housing policies and regulations for the public. Implements and interprets the local, state and federal legislation on inclusionary housing policies. Provides information to housing developers regarding compliance with regulatory agreements for residential projects.   Negotiates complex agreements and policies related to affordable housing, effectively soliciting the input of developers, affordable housing advocates, and other stakeholders. Manage housing consultant contracts. Reviews proformas and financial assistance options. Evaluates requests for loans and grant financing and bond issuances for projects leading to funding recommendations. Coordinates and facilitates the development of affordable subsidized and inclusionary housing in the Spring Lake Specific Plan area, as well as infill sites throughout the City. Manages and monitors affordable housing program (all inclusionary units) for rental and for sale properties. Administers the City’s Community Development Block Grant and Continuum of Care programs including funded activities. Prepares state and federal grant applications and assists in locating alternative funding sources for community development activities and completes all related reporting. Administers projects and programs funded by the State HOME Program and other federal and state funding sources, including contract management and long-term compliance monitoring.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that Employee must be present to work to complete assigned tasks. 

OTHER JOB FUNCTIONS

Researches and analyzes technical and statistical data to implement goals, objectives and policies of the Housing Element and makes recommendations to improve program activities. Prepares and presents staff reports to a variety of audiences. Coordinates with the Finance Department in preparation and administration of the Housing Program budget and maintenance of affordable housing program portfolio. Performs related duties as assigned.

QUALIFICATIONS

Education:
Housing Analyst I and II

Bachelor’s degree from an accredited college or university with major coursework in community development, planning, public administration, business administration, economics or related field. 

Experience:
Housing Analyst I

One (1) year of responsible work experience in housing, community development, public administration, or a related field is preferred.

Housing Analyst II

Two (2) years of professional work experience in housing, community development, public administration, or a related field.

DEFINITION To plan, coordinate, supervise and review the activities and operations of the Building Inspection division; to enforce the laws, codes and ordinances dealing with the construction of new buildings and the alteration and safety of existing buildings; coordinate and manager the Permit Center; personally perform the more complex project assignments; and to do related work as required.

DISTINGUISHING CHARACTERISTICS This is a single-position classification functioning as the Chief Building Official.  This position is responsible for the building inspection program for Glenn County, the Permit Center, and oversight for the construction of/on County owned buildings.

SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Agency Director; exercises functional and technical supervision over assigned building inspection staff. 

This position is housed in the Mental Health division of the Health and Human Services Agency. Under general supervision, this position performs a variety of para-professional and complex duties for eligible individuals, families, and groups. If they do not already have the knowledge, this person will have the ability to learn federal, state, and local policies, procedures, laws, and regulations. JOB DUTIES

• Plans, assigns, supervises, and reviews the work of employees performing journey level case management; selects, trains, evaluates, and disciplines subordinate staff.
• Assess client’s basic living requirements and assist in obtaining assistance as necessary; serve as an advocate for clients in court as necessary.
• Leads and/or participates in developing and implementing community service, outreach and client advocacy programs.
• Provide program information to the community.
• Attend meetings, training and workshops with other departments, government agencies and local agencies in matters regarding mental and public health services issues.

The City of Marysville seeks a multi-tasking, collaborative team player to work in a fast-paced environment which requires juggling a variety of duties and assignments, while supporting the Administration and Finance Department.  Specifically, tasks will include:

• Prepares and processes necessary forms for new hires, workers compensation claims; conducts interviews to obtain information for personnel processing and assists in completing forms; orients new employees.
• Prepares payroll documents for employees and benefit changes; acts a liaison between employees, insurance carriers or retirement system to solve problems and answer questions; refers employees to the proper source for information.
• Reviews payroll documents and tracks performance management by following the City’s procedures.
• Prepares, maintains, or monitors various personnel and risk management programs including worker's compensation, safety, random drug testing and insurance.
• Prepares and processes benefit administration documents, including vendor premium invoices and employee enrollment forms.

• Plans and participates in recruitment and selection processes; prepares job announcements, advertising materials, places media and internet ads.
• Screens applications to determine that qualifications are met.
• Assists in the preparation and administration of exams, arranges for oral appraisal panels, prepares letters and informational packages for oral boards and briefs members; schedules candidates for testing and interview processes.
• Maintains the applicant tracking system, notifies candidates of the selection procedure results, computes scores, and prepares eligibility lists and certifications.
• Assists in the Completion of annual reporting (ACA) and other benefit-based reporting e.g. Health Insurance based reporting, Deferred Compensation reporting, CalPERS reporting.

SRFECC is preparing for a Dispatcher Academy, beginning February 2026! As a Dispatcher I, you will be a key player in the public safety network, managing both emergency and non-emergency calls. Your role involves receiving critical information, dispatching appropriate Fire and Emergency Medical Services (EMS) resources, providing live-saving instructions, relaying facts, and ensuring effective communication throughout the incident. This is an entry-level position ideal for individuals with no prior public safety dispatching experience. Advancement to Dispatcher II is expected within two years, and offers greater responsibility and higher pay.

This position requires the ability to work well under pressure, demonstrate exceptional communication skills, and think quickly during emergency situations. Shift work is required, and you must be available for nights, weekends, and holidays.

Key Responsibilities:
Dispatch Operations:

• Operate a Computer-Aided Dispatch (CAD) console with a multi-line telephone system, radio console, and office computer terminal.
• Answer incoming calls and gather necessary information to evaluate the nature and urgency of the situation, and triage the call appropriately.
• Following applicable policies, procedures, and guidelines, dispatch appropriate Fire and EMS units, ensuring a prompt and accurate response.
• Keep track of the location and status of fire apparatus, units, and investigators, updating as needed.

Communication and Coordination:

• Transmit critical messages to Fire/EMS units responding to emergencies.
• Provide emergency medical self-help instructions to citizens while EMS units are en route.
• Coordinate with external agencies, such as utility companies, water services, and law enforcement agencies, as needed.

Support and Documentation:

• Answer general inquiries or refer calls to the appropriate department for non-emergency concerns.
• Complete department forms, maintain accurate logs, and ensure compliance with procedures.
• Participate in regular training, drills, and public education programs.

Customer Service and Continuous Improvement:

• Demonstrate continuous effort to improve the application of operations and work processes, ensuring high-quality customer service.
• Collaborate effectively with colleagues, responders, and other departments to provide seamless service.
