Summary:
Under general supervision, performs skilled and unskilled maintenance duties and patrol; encourages the safe and effective promotion, protection and utilization of park resources and open-space preserves; and performs other related duties as assigned.

• Patrols park areas to promote an orderly and congenial atmosphere among park visitors; issues warnings and citations for non-compliance of local park regula­tions and, if needed, utilizes law enforcement agencies to achieve compliance.
• Constructs, maintains and repairs trails, bridges and buildings using hand and power tools or mechanized equipment.
• Interprets and explains park policies, rules and regulations to the public; answers inquiries and complaints concerning park conditions, operations and maintenance.
• Conducts interpretive programs and outdoor activities; describes the natural features of the open- space area to visitors.
• Maintains stream crossings, hiking, biking and equestrian trails utilizing tractors and specialized trail-building equipment.
• Participates in custodial, carpentry, plumbing, maintenance and cleanup of park and open-space   structures and grounds.
• Plans, develops, coordinates and executes work programs and resource management projects.
• Assists in maintaining park water distribution and irrigation systems.
• Maintains park areas to reduce fire hazards and performs fire fuel-reduction activities, as necessary.

Other Duties and Responsibilities:

• Administers emergency first aid to sick or injured park visitors.
• May be required to drive District or personal vehicle.
• May operate heavy motorized equipment.
• Participates during disaster or when emergency response is needed.
• Non-exempt employees may be required to work overtime.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Any combination of experience and training that would likely provide the required knowledge, skill, and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: an Associate of Science degree with work in natural resources or a closely related field, and one year of experi­ence in trail care, protection of flora and fauna, public facilities care, law enforcement and interpretation; or an equivalent combination of education and experience.

Language Ability:
Ability to read, analyze and interpret common professional and technical journals and legal documents. Ability to respond to common inquiries or complaints from visitors. Ability to write routine reports and present information to the public.

Math Ability:
Ability to work with mathematical concepts such as probability and statistical inference. Ability to calculate figures and amounts such as percentages, area, circumferences and volume. Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability:
Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret a variety of technical instructions and deal with abstract and concrete variables.

Certificates and Licenses:

• First Aid/CPR/AED certification required within 90 days of employment with ability to maintain certifications thereafter as a condition of employment.
• Possession of, or ability to obtain, certification as a limited peace officer of the State of California (P.C.832).
• Valid California driver’s license with a good driving record and current automobile insurance.

Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

• Performs a variety of technical duties to ensure accurate and timely data entry and processing of various financial records; documents financial transactions in general ledger accounts; reconciles bank, accounting and payroll data; analyzes journal entries; corrects discrepancies.
• Compiles timesheets from District and MRCA employees, inputs payroll data into payroll system, prints proof list and verifies hours; corrects errors in time reporting; processes payroll and allocates payroll costs to budget appropriation accounts.
• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.

Summary:

To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.  The purpose of the recruitment is to fill a current vacancy at the Woodland Community & Senior Center (primary duties focus on event setups and janitorial duties/oversight), as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate will be willing and able to work a Monday through Friday (1:00 p.m. to 10:00 p.m.) schedule.  In addition, they may need to flex weekend duties as the need arises.  Candidate must be able to read and interpret daily, weekly, and monthly schedules.  The Ideal Candidate will have a good understanding of various technology, including computers and audio-visual (AV) equipment. Ideal Candidate will be able to troubleshoot a wide variety of building systems and think outside the box to find solutions This position requires a “team player” with good interpersonal, time management, problem solving, customer service and communication skills.  Ideal Candidate will have a strong work ethic, be self-motivated and demonstrate a willingness to learn and grow into the position. Candidate must be able to follow directions and display good judgment, as well as be organized, flexible, approachable, resourceful and a positive team contributor and work independently.  Project management skills and proficiency working in a Maintenance Management System is highly desirable.  Successful candidates may also have to respond to after-hours emergencies on short notice.

ESSENTIAL JOB FUNCTIONS

Maintain and repair City buildings, equipment and facilities by performing a variety of semi-skilled carpentry, plumbing, painting, heating/air conditioning, mechanical repair and electrical work as necessary.  Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs.  Operate and maintain a variety of heavy tools and equipment, including small power and hand tools.  Work cooperatively with others.  Regular and consistent attendance. 

OTHER JOB FUNCTIONS

Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required.  Perform electrical work such as wiring and rewiring; replace switches, ballast and receptacles as required.  Prepare simple activity and related reports; maintain inventory and work records as required.  Requisition supplies and materials.  Perform general janitorial duties as needed.  Perform other facility maintenance duties as assigned.

QUALIFICATIONS

Education:  High School Diploma or equivalent.

Experience:

Facility Maintenance Worker I:  Six (6) months of work experience in carpentry, electrical and maintenance work is desirable.

Facility Maintenance Worker II:  One (1) year of experience performing duties comparable to those of a Facility Maintenance Worker I.

License and Certificate:   Required upon hire, possession of a valid California Driver’s License.

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations. 

The purpose of this recruitment is to fill multiple vacancies in both the Water Distribution Division and the Sanitary Sewer/Storm Drainage Systems Divisions of the Public Works Department, as well as establish an eligibility list for future vacancies.  Initial position/assignment and salary of the selected candidate will be based on previous work experience and valid licenses/certificates.

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Department.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground utilities maintenance and repairs and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series. The Utilities Maintenance Worker I often performs many of the duties required of Utilities Maintenance Worker II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from level I, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list:

Operate a variety of light and moderately heavy construction and maintenance equipment such as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments; Operate a forklift as assigned and trained; Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including (but not limited to) installation, testing, and backfill of service laterals

Sanitary Sewer/Storm Assignments

Use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins.

Water Distribution Assignments

Assist in water tap installations; Install, remove, and repair water meters, hydrants, service valves, and mainline valves.

All Utilities Maintenance Worker I/II

Operate equipment and vehicles with possession of all necessary licenses and certificates; Take meter and gauge readings; Accurately maintain records and reports; Utilize proper safety precautions related to all performed work; Comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP); Regular, predictable, consistent and timely attendance is an essential function of the position, in that the employee must be present to work on facilities and equipment impacting on the public’s health and safety

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public; Prepare as-built sketches when required to convey information to engineering for graphic documentation; Check water meters for proper operation; Troubleshoot registers and repair as necessary; Initiate and discontinue water service to customer accounts as directed; Operate telemetering and flow monitoring equipment; Work cooperatively with others; Perform related duties as assigned; Both assignments will require employees to be “On Call” as needed

QUALIFICATIONS

Utilities Maintenance Worker I

Education: 

• Requires a High School Diploma or equivalent.

• Requires at least one (1) year of experience in construction or related field.

License and Certificate:

• Possession of a valid California Driver's License
• Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire

License and Certificate:

Sanitary Sewer/Storm Drainage Systems Assignment

• Requires possession of Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association within 18 months of hire.
• A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Water Distribution Assignments

• Requires possession of a DWOCP Grade II Water Distribution Operator (D2) certificate upon hire.

Assist in the operation of the Water Pollution Control Facility to ensure compliance with State regulations. Interpret alarms, meters, gauges, SCADA system and test results to determine process and control criteria.  Perform routine maintenance and repair work on pumps, valves, Ultraviolet Disinfection equipment and filtration equipment.  Participate in ongoing preventative maintenance program and accurately maintain and compile records and reports.  Work weekends and holidays as assigned.  Regular and consistent attendance required. 

OTHER JOB FUNCTIONS 

Follow all safety precautions and regulations.  Serve in a stand-by status after regular working hours and respond to emergency callouts.  Perform related duties as assigned.

QUALIFICATIONS

Water Pollution Control Operator-in-Training

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Manager. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Manager and may exercise technical and functional supervision over assigned staff.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. Summary: 
Under general supervision, organizes, oversees and coordinates specialized recreational programs for the community and provides staff assistance in a specialized program area; and performs other duties as assigned.

Essential Duties and Responsibilities:

• Plans, organizes and implements specialized recreation programs for an assigned community area or group; verifies instructor availability; resolves conflicts related to activities and events.
• Promotes participation in scheduled activities and explains specialized programs to patrons; interfaces with prospective and current participants through emails, telephone and social media contacts; collaborates with marketing team to create fliers, assists in collecting information for print material, submits material for approval, and posts print advertisements.
• Coordinates the planning, promoting and implementing of programs and activities including registration and operations of special events offered by the unit.
• Participates in collecting fees for services; provides patron assistance with payments; properly stores or transfers cash monies; processes refund requests.
• Serves as liaison with community groups to assess needs and proposes program ideas; engages patrons to solicit feedback on existing programs and identifies gaps in service; implements changes and adjustments to programs to enhance participants’ experience.
• Generates a variety of records and reports related to all aspects of programming; maintains participation logs as well as staff scheduling for respective programs and events; assists with the development of master schedule to be viewed by the public; and tracks revenue and expendi­tures.
• Assists in conducting training programs for staff in specialized recreation area including monthly in-service meetings; maintains training documentation; assists in recruiting volunteers and contract personnel; properly retains and files documents.
• Performs regular safety inspections of assigned units; initiates maintenance work orders; maintains appropriate emergency supplies and first aid inventory for facility.
• Initiates purchase orders for supplies and equipment; manages order delivery; maintains budget and documents expenses.
• May be assigned to camp programs.

Other Duties and Responsibilities:

• May be required to drive a District or personal vehicle.
• May attend and participate in councils or associations related to specialty.
• Participates during disasters or when emergency response is needed.
• Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfac­torily. Any combination of experience and training that would likely provide the required knowledge, skill and/or ability listed below is qualifying.

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from high school or GED and at least 2,000 hours of relevant work or volunteer experience, at least 30 units completed in recreation or a related field. An associate degree is preferred. Must be at least 18 years old.

Language Ability: Ability to communicate effectively in English in both written and oral form. Ability to write routine correspondence using correct spelling and grammar.

Math Ability: Ability to add, subtract, multiply and divide whole numbers, fractions and decimals.

Reasoning Ability: Ability to use common sense and exercise good judgement in solving problems. Ability to establish effective relationships with fellow employees, volunteers and participants and parents/guardians.

Certificates and Licenses:

• First Aid & CPR/AED within 90 days of employment with ability to maintain certifications thereafter as a condition of employment
• Valid California driver’s license with a good driving record and current automobile insurance. For ^Therapeutics unit: ability to obtain a commercial driver license within one year of employment (for a 15-passenger van).
• Department of Justice fingerprint clearance
• Proof of a negative TB skin test
• Conejo Senior Volunteer Program (CSVP): ability to obtain ServSafe Food Manager
  Certification within 90 days of employment

Supervisory Responsibilities: 
This position has no supervisory responsibilities. This position may provide guidance or direction to other part-time employees and to volunteers.

Work Environment:

While performing the duties of this job, the employee works in a community center or office environment subject to frequent public contact and interruption, and to intermittent exposure to individuals acting in a disagreeable fashion. The noise level is usually moderate. The employee frequently works in the field and in outdoor weather conditions subject to extreme heat or cold; and where the noise level may be loud. Exposure to hazardous conditions in the environment will vary depending on unit assigned.

If assigned to the Sports/Aquatics, Conejo Senior Volunteer Prgram (CSVP), or Therapeutics Unit, the employee is regularly exposed to wet or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; and risk of electrical shock.

Examination:
Candidate selection will be based on competitive examinations. Test content will be related to the job. A driver license will be requested for identification and admission to the testing area. • Written Test/Practical Exercise:  A written test and a practical exercise may be used, in addition to the appraisal interview. 
• Appraisal Interview:  A job related appraisal interview will be conducted to evaluate and compare participating candidates’ knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job.
• After the Appraisal Interview, the top candidates will be invited to a staff interview.
