The Administrative Aide (Hourly City Worker) is a part-time, hourly, at-will position that involves working approximately 15-25 hours per week, not to exceed 29 hours in a week, or 1000 hours per fiscal year (July 1st to June 30th).  

 

Exact working hours will vary depending on the department or work location and will be between Monday - Friday. We currently have two openings at City Hall: one in the City Manager’s Office and one in the Community Development department.

• Establish and maintain effective working relationships with those encountered in the course of work.   

• Attend and present information to City Council, Planning Commission, Administrative Hearing Officer, and community meetings as assigned.  

• Plans, organizes and conducts research studies and prepares recommendations regarding land use, zoning, urban design, population trends, transportation, housing and environmental needs, updates and analyzes demographic and other data required for the planning function, participates in the review, development or revision of the various of the General Plan, environmental impact reports, plans, ordinance and other policies and procedures.

Description

The City of Thousand Oaks is seeking a high-performing Senior Planner to lead complex development and long-range planning initiatives in one of Southern California’s most desirable communities. This position plays a key role in sharing residential, mixed-use, commercial, and downtown revitalization projects while advancing the City’s General Plan and environmental review efforts.   

We are seeking an innovative, collaborative individual to conduct a variety of planning duties with competence and professionalism. The Senior Planner must be an excellent team player with a track record of excellent judgement who has demonstrated initiative and been successful in improving processes.

The Senior Planner will assume a lead role in complex planning and development projects, including residential, mixed-use, commercial, industrial, and institutional proposals, and may assist in the preparation of environmental documents (both internally and through planning consultants).  The Senior Planner may also process legislative applications, such as zone changes and General Plan amendments, and occasionally assist with open space planning/natural resource management projects.

A minimum of four (4) years' responsible experience in a professional librarian capacity, including one (1) year in a supervisory capacity and one (1) year of managing programs.

DESCRIPTION

The City of Thousand Oaks has an excellent opportunity for an Assistant Analyst within the Public Services Division of the Finance Department. This position performs analytical, reporting, and project support that improves operations, strengthens financial performance, and supports data-driven decision-making across City programs.

 

The Assistant Analyst collaborates with departments Citywide to analyze data, develop dashboards and reports, and identify opportunities to improve processes, controls, and customer service outcomes. ESSENTIAL JOB FUNCTIONS

Assist in conducting preliminary studies of engineering projects and help prepare plans for public improvements such as streets, storm drains, sewers, water works, and other public projects. Supervise, coordinate and perform professional engineering work in the design and construction of, streets, sidewalks, water and sewage facilities, and drainage structures, and other public work. Review plans, maps, specifications, cost estimates, and other work for accuracy, presentation, and conformance with established engineering practices. Perform field inspections of public works construction projects, materials testing, survey work and calculations. Prepare preliminary drawings for public works projects, tabulate field data, design improvement plans, specifications, contracts, and other documents.  Make calculations in surveying and other construction work. Assist in preparation of long-range capital improvement programs and budgets. Prepare written staff reports for departmental use and/or presentation to the City Council and City Commissions. Respond to citizen complaints and questions. Assist with property development agreements Prepare plans and legal descriptions for right-of-way acquisition. Junior Engineer

Respond to routine permitting inquiries and provide customer service to the public at the permit counter, and/or via telephone, email, or fax.  Research and communicate the status of permits for applicants. Work with Building Inspectors and/or Code Compliance Officers to schedule inspections and pull related permits.  Process various transactions involving business registrations, cashiering and permitting.  Assist customers over the counter with respect to new business registrations and renewals, general building permit issues, and over the counter plan submittals.  Generate reports as needed utilizing the computerized program related to permitting and/or licensing.  Provide information and directions to the public related to community development, planning, building, engineering, code enforcement and permit processes via phone, e-mail and counter work.  Respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate.  Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations.  Update forms and informational materials as needed.  Maintain files, both paper and computerized.  Regular, predictable, consistent and timely attendance is an essential function of the position.  Other duties as assigned.

 

Community Development (CD) Clerk I: 

This is the entry level position in Community Development Department (CDD) for clerical employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. A CD Clerk I is normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their position to be reassigned to the next higher class of CD Clerk II.

 

Community Development (CD) Clerk II: 

Positions in this class are normally filled by advancement from the lower grade of CD Clerk I, or, when filled from the outside require prior responsible clerical and/or financial record keeping experience, and cash handling including balancing funds received.  A CD Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of clerical duties, customer service and assistance with issuing permits with only occasional instruction or assistance.

 

 

QUALIFICATIONS

POSITION

To perform a variety of routine, non-hazardous and non-sworn law enforcement office and field work.  The purpose of this recruitment is to fill a current vacancy in the Woodland Police Department, as well as establish an eligibility list for future vacancies.

 

IDEAL CANDIDATE

The Ideal Candidate will have experience working in a law enforcement agency and/or have substantial professional experience with public interactions. Candidate will be a self-starter who can work with limited supervision.  The Ideal Candidate will work well as a member of a team, be well organized and have substantial report writing experience.

 

ESSENTIAL JOB FUNCTIONS

Investigate routine crimes and prepare appropriate reports.  Assist with abandoned vehicle abatement.  Assist in special traffic control.  Respond to non-criminal calls for service. Operate telephone and radio equipment.  Assist in crime scene identification activities.  Assist in collection, preservation and transportation of evidence.  Maintain accurate chain of custody records.  Inventory and release of evidence and property.  Prepare property for auction.  Purge of files.  Perform Parking Enforcement function.  Report damaged or inoperative traffic signals, signs and markings. Advise the general public on parking laws, regulations and ordinances. Receive complaints regarding parking citations.  Mark vehicles reported as abandoned and conduct follow-up, including towing and storing of vehicle.  Keep records and prepare reports.  Enforce non-moving vehicle code violations and city ordinances pertaining to vehicles.  Perform general clerical duties using typewriter and word processing. Receive calls and take messages. Prepare monthly statistical reports. Retrieve and input data into computer terminal. Prepare correspondence to victims of crime. Provide clerical assistance to detectives. Process reports assigned to detectives. Process court ordered registrants.  Collect pertinent data from police reports and input data into computer.  Make presentations in small and large group settings.  Assist in producing monthly, quarterly and yearly crime statistics reports.  Assist in analyzing statistical data to develop crime patterns. Publish understandable crime information for law enforcement staff.  Coordinate facility maintenance activities and repairs.  Develop and maintain facility tracking systems.  Issue required equipment to both sworn and non-sworn personnel.  Order new and replacement equipment as needed.  Regular and consistent attendance.

 

OTHER JOB FUNCTIONS

Administer first aid in emergencies. Work off-duty hours as assigned. Assist in training of less experienced personnel.  Perform related duties as assigned.

 

QUALIFICATIONS

Education:  High School diploma or equivalent.  Additional college course work or vocational training is highly desirable.

 

Experience:  Two (2) years of general administrative office work experience or one year of administrative office work in a law enforcement agency. Prefer experience with substantial public interaction.

 

License or Certificate:  Required upon hire, possession of a valid California driver's license.
