The City of Dixon is looking to fill one full-time, regular vacancy for the position of Wastewater System Operator I/II and to establish an eligibility list for future vacancies. This position will perform the operation and maintenance of the City of Dixon's ("City"), Grade III, activated sludge wastewater facility, laboratory facilities, industrial pre-treatment program related property and equipment.

This position includes field, laboratory and office activities. Field activities involve exposure to noxious odors, dangerous gases, strong acids, heights, confined spaces, extremes in weather conditions, hazardous materials, airborne particles, noise, water hazards, heavy equipment operation and traffic hazards. Laboratory activities involve exposure to noxious odors, dangerous gases, strong acids, hazardous materials, airborne particles, noise and water hazards.

Wastewater System Operator I: This is the entry level class in the Wastewater Systems Operator series and requires a Grade I Wastewater Treatment Plant Operator certificate issued by the State of California.

Wastewater System Operator II: This is the journey level class in the Wastewater Systems Operator series and requires a Grade II Wastewater Treatment Plant Operator certificate issued by the State of California and is a fully qualified plant operator certified to independently operate a grade III wastewater treatment facility.

DEFINITION

DISTINGUISHING CHARACTERISTICS

The Office Assistant II is the full working level position in the office support series in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents perform a full range of office and administrative support duties including lead responsibilities over Office Assistants I, organization and coordination of work load, maintenance of a calendar and scheduling appointments, preparation of reports, agenda materials, resolutions and ordinances. This classification is distinguished from the next lower classification of Office Assistant I by the greater complexity of assignments and higher degree of independent action.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from administrative and/or management staff. May exercise functional and technical supervision.

ESSENTIAL FUNCTIONS: (Include but are not limited to the following)

• Performs the duties assigned to classes in the Office Assistant series including organizing and coordinating work; sets priorities and meets deadlines; performs a variety of office administrative tasks such as purchasing requisitions, ordering materials and supplies, monitoring supply budgets, and keeping current reference materials and files.
• Types drafts and a wide variety of finished documents from recording devices, notes, brief written or oral instructions; compiles and maintains records and prepares reports; prepares agenda materials, draft reports, resolutions and ordinances; inputs, retrieves and references various computer data management systems such as financial and/or budget systems; attends meetings and records and transcribes minutes.
• Performs specialized and/or confidential records maintenance and retention functions; scans and enters documents to database; maintains and retrieves records and documents; posts and distributes public notices; assists with the compilation of various city agenda packets.
• Makes appointments and maintains a calendar; maintains tickler file; schedules and arranges meetings and makes travel arrangements; organizes meetings by notifying participants, making room arrangements, and preparing required informational materials; sorts and distributes mail received by departmental staff. 
• Provides follow-up and research information on inquiries and problems which require knowledge of services and programs of the City; resolves problems and responds to special assignments which require interdepartmental or staff communications; responds to questions and concerns from the general public; provides information as is appropriate and resolves complaints.
• Receives and processes fees, enrollment charges, fines or other money; prepares receipts and balances money received; prepares rental agreements and reviews for completeness.
• Maintains petty cash, daily cash and daily revenue records; performs a variety of general accounting operations including, receivables and bank deposits; processes purchase orders and checks incoming orders.
• Maintains office equipment and facilities; requests and follows up on building maintenance and custodial services; operates and performs routine preventative maintenance on office machines including data/word processors, copiers, field dispatch equipment etc.
• Receives incoming telephone and may receive voice radio calls; secures and records information and uses radio to dispatch necessary City services.
• Demonstrates understanding of applicable policies, procedures and work methods associated with assigned duties.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

Qualifications:

• Compiles timesheets from District and MRCA employees, inputs payroll data into payroll system, prints proof list and verifies hours; corrects errors in time reporting; processes payroll and allocates payroll costs to budget appropriation accounts.
• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.  

Other Duties and Responsibilities

• Provides backup to divisional administrative staff.
• Assists in research and preparation of data for payroll and financial audits and special reports requested by auditors, MRCA administrators, and other public agencies.

Part-time position: This position will be in the Grounds unit. Anticipated 3 days per week, up to 27 hours (may include weekend hours)

Summary:

Employees receive moderate supervision within a framework of standard policies and procedures and may be assigned to work in different areas throughout the District, including grounds, custodial and open space.

Must be available to work varied schedules, including weekends and holidays. Positions are part-time and schedules are made based on the needs of the assigned units of Grounds, Maintenance or Park Rangers.

Essential Duties and Responsibilities:

• Support daily upkeep and cleanliness of parks, public areas, and facilities
• Perform routine maintenance tasks such as cleaning restrooms, removing litter, trail repair, and maintaining reservation or event areas
• Use hand and power tools for light landscaping work including pruning, weeding, and planting
• Prepare open space, athletic fields or recreational spaces for public use
• Assist with basic irrigation and sprinkler maintenance
• Follow safety procedures and maintain a clean and organized work environment

Minimum Qualifications:

Must be at least 18 years old

Education and Experience:

Graduation from high school or equivalent; maintenance/construction or landscape experience preferred.

Certificates and Licenses:

• Valid California Driver License with satisfactory driving record
• Satisfactory completion of a pre-employment functional capacity examination
• Department of Justice fingerprint clearance

Language Ability:
Ability to read and comprehend basic instructions, short correspondence and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to park visitors and to other employees.

Math Ability:
Ability to add and subtract two-digit numbers and to multiply and divide with 10s and 100s. Ability to perform these operations using units of money and weight measurement, volume and distance.

Reasoning Ability:
Ability to use common-sense understanding to carry out instructions provided in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
