The City of Patterson’s Public Works Department is seeking to a part-time Equipment Mechanic position and to establish an Eligibility List.  

Duties include but are not limited to: performing safety inspections on vehicles and equipment; perform routine repair work and reports safety and other priority repair work to supervisor. Change and repair tires and install and service batteries, spark plugs, light bulbs, fan belts and other simple mechanical parts. Service automotive equipment with gasoline and oil; keep records of amounts used, assist in general maintenance and cleanliness of automotive shop area.  Perform service calls; make temporary repairs, pick up and deliver vehicles to outside garages; pick up automotive and equipment parts and supplies; road test vehicles to ensure proper operation. Inspect, diagnose, and locate mechanical difficulties on City automobiles, trucks, and a variety of diesel and gasoline powered maintenance, and construction equipment.

DEFINITION

Provide the highest level of care, treatment, and transportation for all patients in an expedient and safe manner as specified by City of Sanger Fire Department and Central California Emergency Medical Services policies, procedures, processes, and protocols. This is part-time employment with no benefits. Incumbent must meet the minimum training and experience qualifications required.

EXAMPLES OF DUTIES

Incumbents perform the full range of Emergency Medical Technician duties under general supervision. Duties performed under emergency conditions include:

• Work with firefighters on daily maintenance projects under the supervision and direction of the on-duty Company Officer.
• Respond to medical-aid alarms, ambulance and public service calls for service.
• Perform rescue operations and assist in emergency care of sick and injured persons, provide appropriate basic life support treatment as per local, state and federal protocols.
• Participate in a variety of job-related drills and training activities.
• Responsible for the proper use of all facilities and equipment used or issued by the Department.
• Maintain and submit records and patient care reports and others as required.

• Assure compliance of all policies, procedures, processes and protocols of the Sanger Fire Department Employee Handbook, Standard Operating Procedures, Sanger Municipal Code, City rules and regulations and Central California EMS Agency Policies and Procedures.
• Other related duties as required.

• Maintain all necessary certifications and licenses.
• Understand and act in accordance with department policies, rules, regulations and written and oral instructions.
• Arrive at all work assignments on time with all appropriate certifications and credentials.
• Drive an ambulance safely and skillfully in accordance with traffic laws and ordinances.
• Meet and maintain standards of adequate physical endurance and agility.
• Think and act quickly in emergency situations.

PHYSICAL CHARACTERISTICS

Mobility to kneel, and bend, strength to lift patients with assistance; and work under stressful and emergency situations.  Work variable hours or 24-hour shifts, weekdays, weekends and/or holidays on an as needed basis; work in heat, cold, dampness, fog; maintain a clean, neat appearance and wear a uniform.

EDUCATION

Equivalent to a G.E.D. or a high school diploma.

MINIMUM QUALIFICATIONS

• Possession and maintenance of a valid California Class "C" license with Ambulance Driver Certificate issued by the California Department of Motor Vehicles.
• Possession of a responsible driving record.
• Possession and maintenance of a Central California EMS Agency EMT-1 Accreditation.
• Possession and maintenance of a valid BLS Healthcare Provider Card.
• Current Medical Examiner's Card

We are seeking a collaborative, proactive Accounting Supervisor who will be responsible for the direction and supervision of general accounting staff and for the completion of complex and technical accounting work with competence and professionalism.  Accounting functions include general ledger, accounts receivable, accounts payable, payroll, and grants accounting.

Primary responsibilities include:

• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems and procedures to achieve annual goals, objectives and work standards.
• Participates in the selection of Accounting staff; provides or coordinates staff training; works with employees to correct deficiencies.
• Establishes schedules and methods for providing accounting services; identifies resource needs; reviews Division needs with appropriate management staff; allocates resources accordingly.
• Trains assigned employees in their areas of work including professional accounting methods, procedures, and techniques.
• Verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures.
• Compiles annual financial statements including Comprehensive Annual Financial Report (CAFR) and State Controller reports.
• Performs complex and technical accounting work in the maintenance of records of budget appropriations, revenues, and expenditures/expenses; schedules journal vouchers and reconciliations to produce accurate periodic reports for assigned funds.
• Develops recommendations and calculates allocation of costs to City departments and special districts; analyzes cost data and prepares project accounting reports.
• Prepares short-term and long-term financial planning of City funds; comprehensive analysis of City programs; forecasting of revenues and expenditures; provides narrative analysis.
• Develops, documents, and reviews the City’s financial procedures and internal controls; ensures operational compliance by all City personnel.
• Monitors changes in regulations and GAAP guidelines; reports and recommends changes to City practices and procedures in accordance with regulations and standards.

Primary Responsibilities:

PROJECT COORDINATOR

$6,461 - $7,853/mo. + excellent benefits

DEFINITION: Under general supervision, plans, organizes, coordinates, and implements the Public Works Department Capital Reinvestment and Improvement Program; performs advanced level professional tasks related to the program(s), and provides highly responsible and complex staff assistance to the Public Works Manager.

ESSENTIAL FUNCTIONS: The incumbent must have the ability to:

• Perform project management activities for a variety of capital construction projects.
• Perform advanced level professional planning work and contract administration related to construction projects.
• Coordinate projects with other City Departments and other public agencies, contractors, and members of the public.
• Prepare technical documents including request for proposals, comprehensive site and master plans, technical drawings, construction plans and specifications, and other related documents.
• Administer contracts with outside service providers.
• Coordinate complex construction contracts and activities; ensure appropriate maintenance of construction files and records.
• Negotiate and resolve construction disputes while avoiding construction claims; assist with claims defense.
• Assist in the selection and negotiation of contract engineering; manage and supervise contract engineering project management, inspection, materials testing, and survey services.
• Monitor consultant budgets and recommend approval of consultant payment.
• Assist in budget preparation, analysis, and collection of data necessary to prepare division budget.
• Monitor and approve expenditures.
• Monitor work quality and progress of work provided by outside service providers.

WORKING CONDITIONS: Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and counter service. Incumbents frequently deal with irate members of the public.

EXPERIENCE AND TRAINING GUIDELINES: A combination of experience and training that would provide the required knowledge and abilities is qualifying. The incumbent must have knowledge of capital project funding and financing; principles and practices of project management; pertinent Federal, state and local laws, codes, and regulations; research methods and sources of information related to capital projects; Public Works construction material and practices including those for streets, sidewalks, storm drains, parks, landscape, facilities, and wastewater; contract documents including Notice Inviting Bids, Contract, Special Provisions, and construction plans; standard specifications for Public Works construction and construction cost estimating; and methods and techniques of effective technical report preparation and presentation. Experience: Three years progressively responsible Public Works contract administration and inspection experience with a public agency. EDUCATION: Bachelor’s Degree from an accredited college or university with major coursework in Engineering, Planning, Construction Management, Landscape Architecture, or a related field is required.  Work experience may be substituted for the education requirement on a year for year basis, with a minimum of five (5) years’ experience equating to a Bachelor’s Degree, equating to eight (8) years total work experience. 

LICENSES/CERTIFICATIONS:  Possession of a valid California Class “C” Driver’s License is required.
