The Town of Woodside is seeking a Director of Public Works/Town Engineer to join the Public Works and Building Department under the direction of the Town Manager. The Town will select the candidate with the best combination of experience and education that aligns with the customer service values of Town Hall.

The Town of Woodside:
Woodside is a rural residential community of approximately 5,300 residents located on the San Francisco Peninsula in San Mateo County. The Town is bordered by Redwood City to the north, Atherton and Menlo Park to the east, Portola Valley to the south, and the Santa Cruz Mountains to the west. Residents of Woodside are highly educated and active in local government. The Town maintains an intricate equestrian trail system and many residents keep horses.

Woodside spans 14 square miles and is a largely affluent residential community in Silicon Valley. It has an intentionally small and rural historic business district and is home to the Village Pub, Firehouse Bistro, Buck’s of Woodside and Alice’s restaurants. The Town is currently updating its Town Center Area Plan and is seeking resident input for possible improvements to circulation, pedestrian safety, parking, development, open space, land uses and more.

The Opportunity:
The Director of Public Works/Town Engineer will provide seasoned leadership to advance progressive Town initiatives. The Director of Public Works/Town Engineer will plan, organize, and provide administrative direction and oversight for all public works functions and activities, including infrastructure engineering, design and construction, streets and traffic control, engineering plan checking, permit approval, facility, parks and infrastructure maintenance.

The duties include, but are not limited to, the following:

• Assume full management responsibility for all department services and activities including engineering, capital improvements, streets, sewer, storm drain systems, building permitting, and vehicle and equipment maintenance; recommend and administer policies and procedures.
• Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
• Establish, within Town policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
• Plan, direct and coordinate the Public Works Department's work plan; assign projects and program areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
• Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
• Provide for the selection, training, professional development, and work evaluation of department staff, authorize discipline as required; provide policy guidance and interpretation to staff.
• Oversee the development and ensure proper implementation and progress of capital improvement projects.
• Review, edit and sign off on reports to the Town Manager regarding capital improvement projects for submission to the Town Council.
• Develop and maintain familiarity with Federal, State, County and regional funding programs and maximize grant acquisition for capital projects.
• Supervise long-term and complex assignments with responsibility for project development, establishing priorities, developing timelines, evaluating work assigned to staff and assuring quality and accuracy of departmental output.
• Review and analyze claims and potential liability matters and provide professional assistance to the Town Manager, Town Attorney, Town Council and insurance claims adjusters.
• Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; timely approval of expenditures; annual review of capital assets; implement budgetary adjustments as appropriate and necessary.
• Prepare and administer operating and capital improvements program budget.
• Explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues.
• Represent the Public Works Department to other departments, Town Council and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
• Provide staff assistance to the Town Manager; participate on a variety of committees; prepare and present staff reports and other necessary correspondence.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works maintenance and capital improvement project administration.
• Review and advise on plans and permits for work in Town right-of-way.
• Direct the preparation of engineering plans and specifications, bidding, competence of contractors and vendors, and the selection criteria for public contracts.
• • Read and interpret architectural drawings and plans, maps, specifications and reports while managing the 3rd part building services contract.
• Perform the duties of the Town Engineer as prescribed by State Law and Town Ordinances.
• Direct projects for the construction of all municipal public works projects.
• Respond to and resolve difficult and sensitive citizen inquiries and complaints.
• Implement, interpret and explain complex policies, procedures, codes and ordinances
• Perform related duties and responsibilities as required.

THE POSITION

Under general supervision of a Police Sergeant, the Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

The Judicial Council of California is accepting applications for the position of Engineer for the Facilities Services office.

The Engineer will perform engineering design review, and options analysis in the areas of mechanical, electrical, and plumbing systems for judicial branch facilities. Incumbent will assist facility management staff in the more complex facility maintenance engineering activities including1) development and control of operating and maintenance procedures, 2) analysis of design maintainability and operability, and 3) other related technical support.

Incumbent will work directly with regulatory agencies such as Division of the State Architect (DSA), Board of State and Community Corrections (BSCC), Division of Occupational Health and Safety (Cal/OSHA), and local city and county Departments of Public Works (DPW) to explain the Judicial Council’s approach to code compliance in designs for new capital projects, facility modification projects, and correction of code violations in existing court facilities. The mechanical professional engineer (PE) license in the state of California is required to provide credible authority as the incumbent negotiates with the regulatory agencies and to validate incumbent’s decisions that may affect the safety of court facility occupants.

May oversee contractors and subcontractors during design and construction and may perform evaluations of “as built” conditions to assure compliance with plans, specifications, regulations, and applicable standards.

GENERAL INFO 

Under general supervision, the Recreation Leader I/II positions provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, part-time position requires working an average of 15 to 20 hours per week, but no more than 999 hours per fiscal year total. The City of Half Moon Bay Community Development Department invites qualified candidates to apply for the position of Senior Planner.  The Department is seeking an attentive and well-qualified Senior Planner Supervisor to join the Planning Division. The Senior Planner reviews and manages complex development projects through the entitlement process, oversees professional planning assignments, manages long-range planning studies, and incorporates meaningful community engagement into planning initiatives. At any given time, the Senior Planner may be interpreting zoning regulations, managing consultant work, preparing detailed project analyses, or advising the public on planning matters.

The Senior Planner reports to the Community Development Director and supervises more junior planners. Senior Planners may also serve as project manager for major private development proposals and City planning projects, serve as Deputy Zoning Administrator, and act as staff liaison to the Planning Commission.

• Manage a variety of complex planning projects, including residential, commercial, and mixed-use development.

The Department 

The Public Works department is comprised of the Maintenance, Engineering and WQCP (Water Quality Control Plant) divisions. The Maintenance Division is responsible for all of the asphalt and concrete streets within the City as well as all of the associated signalized intersections, streetlights, road signs and traffic markings.  The division also maintains the sanitary sewer/storm system which includes all of the sanitary sewer lines, all of the storm lines and catch basins, several storm water pump stations, as well as various large storm water trash capture devices throughout the City.

THE POSITION

Under close to general supervision, this hourly position is responsible for cleaning and maintaining the downtown corridor, including the removal of litter, debris, and illegal dumping. Duties are primarily driven by SeeClickFix service requests and may include other related maintenance and cleaning tasks as assigned.
 

IDEAL CANDIDATE 

The ideal candidate will have experience with outdoor maintenance work and be familiar with basic tools, equipment, and safety practices related to cleaning and debris removal in public spaces. They will take pride in keeping high-visibility areas clean and welcoming, respond promptly to service requests (such as those submitted through SeeClickFix), and interact professionally with the public and City staff. The ideal candidate will be reliable, self-motivated, and able to work independently or as part of a team, using sound judgment while following established safety procedures.

TYPICAL DUTIES (may include but are not limited to the following):

• Conduct daily cleaning and maintenance of the City’s downtown corridor, ensuring all public areas are free of litter and debris.
• Efficiently empty, clean and service all City owned trash receptacles, adhering to waste disposal and sanitation standards.
• Respond to requests for service in real time via smart device.
• Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.
• Identify and report maintenance issues, safety hazards or vandalism during routine duties to appropriate City personnel.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in general construction or maintenance work.

Training: Equivalent to graduation from high school.
