ABOUT THE POSITION

The City of Redwood City’s Parks, Recreation, and Community Services Department invites you to apply for the full-time position of HUMAN SERVICES SPECIALIST (BILINGUAL – SPANISH & ENGLISH) at the Fair Oaks Community Center (FOCC). The FOCC is a multi-service agency that offers a variety of programs and services provided by City staff and non-profit and public agency partners.

This position serves as a caseworker in the Information and Referral/Emergency Services Program. The Information and Referral/Emergency Services Program provides vital safety net, unhoused intervention, and unhoused prevention services to low-income families, single parents, seniors, disabled persons, persons experiencing unhoused, and individuals seeking assistance in meeting their basic needs and strengthening their economic self-sufficiency. The Position:

The Assistant City Manager works directly for the City Manager in the Office of the City Manager. The Office is responsible for the general management and oversight of Daly City’s municipal operations, including the North County Fire Authority and North San Mateo County Sanitation District. This involves service and coordination to multiple agencies and municipalities.  Additionally, the general management of the operating and capital budgets;
financial planning for the municipal corporation; continued improvement, expansion, or redirection of programs and activities within the organization to meet community needs; recommendation of senior management personnel; participation in labor relations activities; generating public information, facilitating conversation and information exchange with citizens, encouraging community participation; and representing the organization in  
inter-jurisdictional matters with other agencies as designated by the City Manager.

The Department

The Library and Community Services department is responsible for providing excellent customer service through recreational, educational, and cultural programs for children, adults and seniors. Our facilities include 221 acres of parkland distributed among 13 parks, two libraries, two community centers, two public pools, three childcare centers, two gymnasiums, and one gymnastics center. Included in the parks and recreation areas are tennis and pickleball courts, dog parks, softball diamonds, picnic areas, playgrounds, soccer fields, a skate park, shared use of a performing arts center and open space.  The City of Menlo Park is preparing to open a state-of-the-art new facility that will incorporate a community center, gymnasium, aquatics center, senior center, youth center, and branch library in 2024.

Management (Budget) Analyst

Are you someone who enjoys working with numbers, solving problems, and making an impact behind the scenes?  The City of Belmont is looking for a Management (Budget) Analyst to join our Finance team. This role is ideal for someone who wants to make an impact through thoughtful budgeting, financial analysis, and cross-department support.

As a Management (Budget) Analyst, you'll work under the direction of a Finance Manager to help develop the City’s annual budget, support financial planning efforts, and keep key systems running smoothly. You’ll be hands-on with both day-to-day operations and longer-term projects that support Belmont’s financial health.

This position is classified as Management Analyst I or II, with the working title of Budget Analyst.
Placement will be made at either level depending on experience and department needs.

What You’ll Do:

• Assist in preparing the annual operating budget and 5-year capital improvement plan

• Maintain the City’s budget system and provide end-user support and training

• Analyze trends in revenues and expenditures, and prepare financial reports and presentations

• Coordinate budget transfers and amendments

• Manage chart of accounts alignment and process documentation

• Support payroll processes, audits, and financial system upgrades

• Research local, state, and federal regulations for financial impacts

• Collaborate with other departments and outside agencies to gather and share financial data

• Contribute to cost allocation models, internal service fund rates, and related analysis

• Take on special projects and assist in the general administration of the Finance Department

THE ORGANIZATION

Incorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. The City Council is the City’s five-member governing body whose members are elected by district for four-year overlapping terms in general municipal elections. The Mayor and Vice Mayor each serve one-year terms and are selected annually by the City Council.

The City Council appoints the City Manager and City Attorney as well as members of the Planning Commission and numerous advisory boards. The City Manager appoints all executive and management level positions. City staff report to one of six departments: City Manager’s Office, Administrative Services, Community Development, Library and Community Services, Police, and Public Works, which includes water and solid waste enterprises. Fire protection and sanitary services are provided by separate special districts.

The City is supported by 296 FTE and has over 55 funds with a total expenditure budget of $207.9 million. As evidence of the City’s sound financial stewardship and solid financial standing, Menlo Park consistently maintains an AAA bond rating, in large part due to its healthy reserves and diverse revenue base

 In addition to its many attributes, Menlo Park has one of the most beautiful civic center campuses in the Bay Area. Heritage trees, a running fountain and a duck pond surround City Hall. THE DEPARTMENT

The Community Development Department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It is comprised of 35 FTE who operate as an effective and cohesive team across multiple functional areas and lead a number of City initiatives to support the City Council goals. The Department includes the Building, Planning and Housing Divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review.

The Building Division, which is the division this position will be responsible for overseeing, includes managing building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction. These functions require a high level of customer service with the public and coordination within and across various departments and agencies. THE POSITION

The City of Menlo Park is seeking a strong, forward-thinking leader who is collaborative and passionate about serving the community and advancing department and City goals. This position serves as the City’s Building Official, as well as plans, organizes, manages, and provides administrative direction and oversight for major functions, activities, and staff of the Building Division. The incumbent will assist with department initiatives, including annual budgeting and monitoring and the development and administration of departmental policies, procedures and services, as well as day-to-day operations, including reviewing plans, interpreting applicable code, and meeting with stakeholders to explain processes. Areas of responsibility include building and safety, permit processing and issuance, inspection and compliance with the California Building Standards Code and relevant parts of the City’s Municipal Code, and building plan check review.

This position plays a key role in collaborating and coordinating assigned activities with other City departments, teams, and outside agencies and fostering cooperative working relationships. The person in this role is also expected to have excellent rapport with the general public, with the ability to respond to, and resolve difficult and sensitive citizen inquiries and complaints.

Current examples of notable projects include coordinating the upcoming California Building Standards Code cycle, collaborating on the IT Master Plan and land management permitting system (Accela) to improve customer experience and service delivery, and overseeing the building permit process for a diverse range of development from tenant improvements to hotels to comprehensive mixed-use campuses. The City has over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial spaces approved, but not yet under construction, along with a number of large development projects currently under review. This position reports directly to the Community Development Director and is responsible for overseeing several positions within the Building Division across all functional areas.

The Youth Development and Athletics Supervisor is responsible for overseeing the Youth Development and Athletics divisions. planning, organizing, directing and implementing recreation programs and community events, requiring extensive face-to-face interaction with the public.

As our next Recreation Supervisor for the Youth Development and Athletics divisions, you will have the opportunity to be responsible for the following objectives:

• Supervise the full-time Youth Development and Athletics Recreation Coordinators, part-time staff and volunteers. Reports to the Recreation Manager.
• Develop plans for the delivery of recreation programs and community events to the public in accordance with the objectives set by the Recreation Manager and the Parks and Recreation Director. 
• Analyzes the demand for programs, projects program costs, and determines the extent to which fees will be required to support delivery of the programs. Ensures plans integrate the program objectives set by the Parks and Recreation Director and maximize user satisfaction within budget constraints.  Establishes positive working relations with the community and deals with the public in a courteous and effective manner. 
• Solicits participant input to gauge participant reaction to program quality.  Uses evaluation results and past program experience to plan new programs. Effectively plans programs that are convenient to users and participants to promote high levels of attendance and facility use.
• Maintains a competent and motivated work force by exhibiting leadership skills and by maintaining continual supervisory contact with their subordinates and volunteers.  Objectively and constructively evaluates their performance, promptly apprising them of how well they are performing and/or in what specific areas they should seek improvement.
• Provides timely and detailed input to the Recreation Manager and Parks and Recreation Director for the preparation of the budget, adequately documenting the amount and levels of service to be provided.  Keeps expenditures within the limits set.
• Ensures that the revenue for recreation, community and social service programs is handled according to established management policies.
• Effectively promotes and fosters public awareness of recreation programs by appearing before community groups, developing social media marketing, and preparing content to be included in various City newsletters/outreach materials throughout the year.
• Keeps current of changing needs within recreation and community and social service programs.  Remains flexible in ensuring necessary modifications are made.
• Participates in evening and weekend City-wide special events and programs.
• Inspects recreation facilities to ensure they are safe for use by recreation program participants and are presented in a satisfactory appearance.
• Exhibit effective leadership and instruction skills in recreation programs and community events for which they are responsible. Effectively communicate these skills and techniques to participants and staff members.

• Perform a wide variety of tasks such as writing program descriptions, proofreading/editing marketing content, taking photos or selecting imagery to be used in marketing campaigns.
• Assists in the preparation and oversight of the Youth Development and Athletics budgets, summarizing results at program and fiscal year end.

What type of experience and education do you need to be a successful Recreation Coordinator?

A typical qualifying background would be three (3) years of professional experience in the field of Parks and Recreation and a bachelor's degree from an accredited institution, with major course work in recreation or a related field.

The Department
