DESCRIPTION 

The City of Thousand Oaks Community Development Department is excited to announce a rewarding career opportunity for a passionate and motivated Community Development (CDBG and Affordable Housing) Analyst to join our dynamic team!  

 

PRIMARY RESPONSIBILITIES 

• Administer CDBG: Coordinate and implement the Community Development Block Grant (CDBG) program. 

• Housing Program Coordinator: Assist in implementing the City’s Affordable Housing programs, HOME Investment Partnerships Programs, City Rent Stabilization Program, Housing Successor Fund, and City Housing Trust Fund, and related housing assistance programs. 

• Ensure Regulatory Compliance: Interpret and implement regulations with the US Department of Housing and Urban Development (HUD), the State of California Housing and Community Development (HCD), and local ordinances and resolutions. 

• HUD Needs Assessment: Conduct application workshops and community meetings; prepare applications, funding availability notices, and participate in the evaluation of funding applications and community needs.   

• Coordinate Interagency Efforts: Coordinate CDBG and affordable housing funding activities with internal departments (City Manager, City Attorney, Finance, and City Clerk) and outside agencies at the County, State, and Federal levels. Review the work of contractors and consultants.  

• Community Engagement: Represent the City in meetings with community groups and agencies. Participate in special multi-disciplinary task forces.  

• Conduct Analysis: Analyze social, economic, demographic, housing, and land use data, as well as development plans, and technical studies for compliance with the General Plan, regional plans, codes, ordinances, and state/federal law.  

• Prepare Reports & Documentation: Develop staff reports with recommendations on funding, program implementation, and complete HUD/HCD documentation, including contracts, performance reports, applications, public notices, Consolidated Plan, and NEPA clearances.  

• Monitor Program Performance: Conduct compliance reviews, site visits, and performance evaluations. Maintain accurate records and develop tracking systems and monitoring procedures.  

• Evaluate Housing Affordability: Review controlled rents, household income, affordable housing costs, and affordable sale price calculations. Screen and interview applicants to determine the household’s eligibility for affordable units. 

• Deliver Customer Service: Respond to inquiries from the public, applicants, developers, consultants, and agency representatives. Explain program requirements and assist with applications.  

MAINTENANCE WORKER (Full time)

The City of Marysville seeks qualified candidates for this excellent career opportunity!

Working in the Public Works Department, the Maintenance Worker I/II will perform a variety of unskilled, semiskilled and skilled light and heavy duty construction, maintenance and repair work involving public works, sewer and drainage systems, buildings, parking meters, and other facilities.

The position will be filled as a Maintenance Worker I/II based on the experience and qualifications of the candidate.

SALARY RANGE:
Maintenance Worker I/II – $3553.80 to $4,757.68 per month (wages effective 7/1/2025 per MOU).

DISTINGUISHING CHARACTERISTICS:

Maintenance Worker I:  This is the entry level class in the maintenance worker series. Positions in this class normally perform a variety of unskilled and semi‑skilled maintenance tasks. Although trucks and other motorized equipment may be operated by a Maintenance Worker I, the equipment is used on a training basis or for tasks which are repetitious in nature. Under this training concept, positions assigned to the class of Maintenance Worker II which become vacant may reasonably be filled at the Maintenance Worker I level, with the understanding that reassignment to the Maintenance Worker II class may be expected following successful job performance and personal development.

Maintenance Worker II: This is the journey level in the maintenance worker series. Positions assigned to this class are expected to perform semi‑skilled and skilled public works maintenance activities and to operate light and moderately heavy power‑driven equipment on a continuing basis. All positions allocated to this class require that an incumbent be able to work independently, exercising judgment and initiative to fulfill assigned tasks. Maintenance Workers II may also be expected to assist in the supervision and training of less experienced personnel.

EXAMPLES OF ESSENTIAL DUTIES

• Perform a variety of maintenance work in the construction, maintenance and repair of streets, parks, sewers, storm drains, curbs, gutters, sidewalks, parking meters and other public facilities.
• Operate power‑driven equipment such as skip loaders, dump trucks, water trucks and fork lifts.
• Break out old concrete work such as curbs, sidewalks, and gutters.
• Cut and prepare streets for patches, spread premix and oil, and rake asphalt.
• Replace, repair, couple, test, and backfill sewer lines.
• Clean and maintain basic tools used on the job.
• Paint traffic directional markings, such as crosswalks and safety loading zones.
• Fabricate, install, repair and replace street signs.
• Operate heavy power‑driven equipment on a relief or training basis.
• Water, mow, weed, trim, renovate, and fertilize grass and other landscaped areas.
• Rake leaves, clean walks, fields, courts, and other facilities.
• Spade and otherwise prepare ground around plants and shrubs, including mixing and applying fertilizers.
• Plant, trim and/or remove trees, flowers, and shrubs. 
• Load trimmings on trucks for disposal.
• Pick up rubbish and litter materials and perform general grounds cleaning.
• Operate power mowers, edgers, sewer rodders, and other hand-operated and power tools in the performance of maintenance and repair activities.
• Drive vehicles as required and assist in routine care and upkeep of such vehicles.
• Assist in moving and installing park and recreational equipment.
• Install, maintain, and repair sewer system mains, sprinkler systems, pipes and facilities.
• Inspect, maintain, and repair parking meter devices.

 

QUALIFICATION REQUIREMENTS

DESCRIPTION

As an Associate Planner, you will play a key role in shaping the community’s future by managing a variety of current and long-range planning projects.  Working under general supervision, you will:   

• Conduct professional Planning work involving land use, zoning, and community development.  

• Review, analyze, and process development applications of moderate to complex scope.  

• Prepare and present staff reports, plans, and recommendations to decision-making bodies. 

• Collaborate with residents, businesses, and stakeholders to promote thoughtful growth. 

• Contribute to long-range plans and projects that align with the City’s General Plan and vision.  

 

PRIMARY RESPONSIBILITIES 

• Manage and process applications for development projects, including residential, mixed-use, commercial, industrial, and institutional proposals.  

• Facilitate in-person and virtual permit submittals.  

• Respond to phone and email inquiries. 

• Consult and advise property owners, architects, engineers, contractors, and the public regarding applications, City policies, codes, and other plans.   

• Prepare clear and concise technical documents, reports, correspondence and other written materials.  

• Exercise sound independent judgement.  

• Establish and maintain effective working relationships with those encountered in the course of work.   

• Attend and present information to City Council, Planning Commission, Administrative Hearing Officer, and community meetings as assigned.
