The City  of  Pacifica’s  Parks,  Beaches  &  Recreation  Department  is  currently  recruiting  for  the  position  of  Building Attendant to assist with the Pacifica Community Center.

 

DEFINITION: Provides physical set-up arrangements for classes, meetings, activities, public and private functions in community buildings, assures security of buildings, provides public information about recreation activities. This is a part-time, non-benefited position

 

IMPORTANT AND ESSENTIAL DUTIES: Retrieves, moves, sets up, cleans, removes and returns to storage all chairs, tables and equipment within a variety of locations. Locks buildings and internal storage facilities; provides department coverage during evening and weekend hours; provides phone assistance and public information. Removes and disposes of trash from facilities, updates public announcement board, provides occasional maintenance of fields and parks and recreation facilities.

 

SPECIAL REQUIREMENTS: Ability to lift and move chairs, tables and equipment up to 40 lbs.; work under minimal direct supervision; work flexible hours; remain calm and use good judgment in difficult and emergency situations; provide courteous public service; drive a car/van to other city facilities.

SALARY AND HOURS:

 

Building Attendant:  $16.50 - $23.50 per hour, depending on experience.

 

Hours will range from 4 to 20 hours per week with availability during weekdays and varying hours on weekends.

 

BENEFITS: This is a part-time position with paid sick leave. There are no other benefits available with this position.

THE POSITION

The Human Resources Analyst position has a variety of responsibilities including, but not limited to: Pre-Employment Process, Training and Development, Employee Wellness and Events.

DEFINITION

Under general direction of the Director of Human Resources, performs professional, confidential and journey level work in in support of human resources functions and programs including recruitment and selection, training and development, employee health, welfare and safety, classification and compensation, labor and employee relations, and employee recognition and communication; may supervise clerical staff and undertake related work as required.

 

EXAMPLES OF DUTIES

Plans, coordinates, and implements a variety of Human Resources program areas such as recruitment and selection, training and development, employee health, welfare and safety, classification and compensation, performance management, event coordination and employee communication. Plans, conducts and administers recruitment selection processes, responds to and maintains frequent, sensitive and critical contacts with public and private agencies, other departments, professionals and officials. Answers inquiries by phone or mail; investigates and resolves complaints or provides information; explains departmental or City procedures; exercises judgment in giving information and proper disposition of problems; prepares variety of written documents and reports including job specifications, job and training announcements, examinations, correspondence and reports. Researches and recommends Human Resources policy, assists in preparation of and response to employment practices surveys and drafts correspondence to employees and the public as necessary. Assists with preparation, presentation and administration of departmental budget. Completes pre-employment screening process, including background check and livescan. Administers employee benefits programs including, health and retirement benefits, and responds to employee inquiries regarding health and welfare benefits, forms and records including oversight of federally required continuation eligibility. Conducts new employee benefits orientations. Maintains Affirmative Action statistics for City workforce including rosters and training summaries, applicant-flow data, and preparation of the EEO-4 report and other statistical reports as necessary. 

 

Facilitates training and workshops for employees; serves as City’s liaison with the County Training Consortium; conducts new employee onboarding program. Serves as an ex-officio member of and a resource to the City's Safety & Wellness Committee; works with City departments to prevent accidents by assisting them in developing their own safety programs, and encouraging compliance with safety suggestions and recommendations. Coordinates citywide employee events, such as the Walkathon, Service Awards event and monthly wellness sessions, and represents department on citywide committees. Oversees Department of Transportation (D.O.T) drug testing scheduling and tracking, bilingual testing and exit interviews.

 

MINIMUM QUALIFICATIONS

Knowledge of:  Human Resources principles and procedures; practices and protocols of research, analysis and interpretation of data; appropriate grammar, spelling, and style in written and oral communication; basic business math and effective, professional interpersonal skills.

EXPERIENCE AND TRAINING GUIDELINES

Minimum requirements for lateral entry officers:

• Must meet all minimum requirements for entry level officer with the exception of written and agility examination requirements.
• Must possess a POST Basic Certificate.
• A minimum of one-year satisfactory past police patrol experience within the past three years.
• Must have no record of felony criminal convictions or misdemeanor convictions that could affect credibility as a witness in a court of law.
• Vision and hearing capabilities consistent with guidelines by POST and/or the City.
• Must be of good moral character to be determined by a thorough background investigation, which will be conducted under POST guidelines.

The Department 

The Public Works department is comprised of the Maintenance, Engineering and WQCP (Water Quality Control Plant) divisions. The Maintenance Division is responsible for all of the asphalt and concrete streets within the City as well as all of the associated signalized intersections, streetlights, road signs and traffic markings.  The division also maintains the sanitary sewer/storm system which includes all of the sanitary sewer lines, all of the storm lines and catch basins, several storm water pump stations, as well as various large storm water trash capture devices throughout the City.

THE POSITION

Under close to general supervision, this hourly position is responsible for cleaning and maintaining the downtown corridor, including the removal of litter, debris, and illegal dumping. Duties are primarily driven by SeeClickFix service requests and may include other related maintenance and cleaning tasks as assigned.
 

IDEAL CANDIDATE 

The ideal candidate will have experience with outdoor maintenance work and be familiar with basic tools, equipment, and safety practices related to cleaning and debris removal in public spaces. They will take pride in keeping high-visibility areas clean and welcoming, respond promptly to service requests (such as those submitted through SeeClickFix), and interact professionally with the public and City staff. The ideal candidate will be reliable, self-motivated, and able to work independently or as part of a team, using sound judgment while following established safety procedures.

 

TYPICAL DUTIES (may include but are not limited to the following):

• Conduct daily cleaning and maintenance of the City’s downtown corridor, ensuring all public areas are free of litter and debris.
• Efficiently empty, clean and service all City owned trash receptacles, adhering to waste disposal and sanitation standards.
• Respond to requests for service in real time via smart device.
• Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.
• Identify and report maintenance issues, safety hazards or vandalism during routine duties to appropriate City personnel.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in general construction or maintenance work.

Training: Equivalent to graduation from high school.

The Police Sergeant's duties are to organize and direct law enforcement activities during an assigned shift, including patrol functions, traffic regulation, and the enforcement of federal, state, and local laws, regulatory codes, and ordinances. The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:

• Processing permit applications for complex facilities
• Analyzing air emissions and other metadata
• Evaluating program effectiveness
• Providing project leadership

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies. The Principal Air Quality Engineer also represents the Air District in multi-agency working groups.

Recommends and implements regulatory changes and systems development to comply with the Federal permitting program.

Participate in the preparation of the budget of the assigned section.Participate and review staff's handling of Hearing Board matters involving variances, Order of Abatement and public nuisances.

Testifies as expert witness before the Hearing Board.

Conduct technical seminars for industry and other agencies.

Develop, participate and review field engineering compliance audits, source testing and sampling, analysis of the results and preparation of reports; observes and audits private contractor tests.

Provide lead direction, review and participate in the study of accidental releases as complex facilities, rule effectiveness and hazardous material storage, transportation and handling.

Provide lead direction, review and participate in community assistance program, hazardous incident investigations, and Technical Review Group.
