Position Summary

Under the general direction of the Fleet and Facilities Manager, this position is responsible for planning, assigning, supervising, training, and assisting mechanics in the routine preventive maintenance, inspection, diagnosis, and repair of structural, mechanical, and electrical systems at Bus Transit facilities. This includes overseeing shop equipment, automated fueling systems, revenue fare collection equipment, passenger amenities, and signage.

The Chief Mechanic - Building Maintenance is a working position that combines the duties of the Mechanic - Building Maintenance classification with skilled supervisory responsibilities. These include supervising work crews, scheduling tasks, managing projects, and providing training and mentorship to subordinate employees. Additionally, the position is accountable for generating detailed written and electronic reports on facility and equipment conditions, documenting maintenance and repairs performed, and outlining ongoing maintenance needs.

Essential Responsibilities

• Plans, supervises and participates in work assignments for all employees supervised
• Evaluates job performance and knowledge, skills and abilities (KSA) of all employees being supervised.
• Provides training, mentoring and feedback to personnel
• Issues 2nd level of progressive discipline, counseling, and written letters of reprimand to employees supervised. This position will not be responsible for administering discipline at subsequent levels.
• Interprets and enforces District rules, regulations, and policies
• Assures proper completion of job assignments with minimum expense and maximum productivity 
• Certifies records of work in progress and completed, including timecards, material requisitions, maintenance records and equipment counts when required.
• Collaborates closely with supervisors of oncoming and off going shifts to assure maximum daily productivity and continuity of work
• Monitors employee attendance and adherence to arrival, break and departure times
• Assures security and safety of premises and work.  

• Assists in developing and performs ongoing monitoring of key performance measures to ensure departmental goals are consistently achieved
• Performs quality control inspections to ensure all repairs meet or exceed regulatory requirements and internal safety and reliability standards
• Schedules facilities and equipment routine maintenance and ensures all inspections and preventive maintenance activities are performed on time and in a timely and satisfactory manner
• Monitors condition of facilities, passenger terminals and equipment. Directs preventive and corrective maintenance activities to maximize asset life and minimize maintenance expenditures   
• Coordinates and directs special projects and campaigns as required
• Coordinates with stores personnel to ensure adequate materials and supplies are available to complete ongoing and scheduled work
• Responsible for cleaning and safe housekeeping in work areas
• Ensures that occupational health and safety practices and procedures are strictly followed
• Refers any problems to Fleet and Facilities Manager, recommending action required
• Opens and closes work orders in Maximo and enters all pertinent information
• Performs other computerized recordkeeping as required
• Inspects, maintains and repairs all facilities mechanical systems including, but not limited to, bus washers, HVAC systems, electrical systems, lighting, plumbing, automatic and roll-up doors, waste oil and wastewater systems 
• Inspects, maintains and repairs shop equipment such as air compressors, generators, welders, fuel and lube oil delivery systems, hydraulic jacks and lifts, steam cleaners, pressure washers and pneumatic tools and other miscellaneous equipment. 
• Performs additional related duties as assigned
• Regular and reliable attendance and performance are required

About the Position: The Library Activity Leader supports the Makerspace at the Downtown Library and potentially at the library branches and outreach events. They work with the library staff to create and deliver a variety of programs for children related to robotics, coding, and other STEM education concepts.  They may support additional Makerspace programming related to 3D printing, laser cutting, Cricut, machine sewing, and art projects.

THE POSITION

The Town of Hillsborough is seeking highly motivated, positive, and people-oriented candidates for part-time per diem Communications Officer positions in the Police Department. Shift coverage is needed on daytime and overnight shifts. This position is only open to candidates with two or more years of experience as a Public Safety Dispatcher in California in the previous five (5) years.

GENERAL PURPOSE

Under general supervision, receives and transmits routine and emergency telephone and radio traffic;

dispatches and coordinates police, fire, public works and other municipal staff and equipment via multi-frequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least two years.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

• Maintains dispatch center work area and equipment in clean and working condition

• Performs related duties and responsibilities as assigned.

QUALIFICATIONS

• Entering and retrieving data from a computer with sufficient speed and accuracy to perform the assigned work.

• Type at an acceptable level of speed and accuracy to perform the duties satisfactorily,
• Performing numerous tasks properly and simultaneously, with ease.

EDUCATION AND EXPERIENCE

Education:
Equivalent to graduation from high school

Graduation from or enrollment in a POST accredited Dispatch Academy.

Experience:
Two or more year(s) of experience as a Public Safety Dispatcher in California in the past five years.

License or Certificate:

Must possess and maintain a valid California Class C driver’s license and have a satisfactory driving record.

SPECIAL REQUIREMENTS

Essential duties require the following physical skills and work environment:

Physical Skills: Able to use standard office equipment, including a computer; mobility to work in a typical office setting to use standard office equipment; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person, over the telephone, and radio; lift and carry 35 pound boxes, files, and materials.

Work Environment: Work in a standard dispatch center environment.

Ability to: Travel to different sites and locations; locations; drive safely to different sites and locations; maintain a safe driving record; handle public information emergency situations.

The Department of Public Works is seeking well-qualified candidates for the position of Stationary Engineer II.

About the Department
The Department of Public Works plans, designs, constructs, operates, and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers.

Public Works has a budget of approximately $200 million and is comprised of over 300 employees in four divisions: Administrative Services and Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services.

Facilities Maintenance & Operations
FM&O, short for Facilities Maintenance & Operations, ensures County facilities are safe, comfortable, and clean. From historic landmarks to modern offices, we keep things running smoothly.

The FM&O Stationary Engineers perform maintenance and repairs to the various plumbing, mechanical, and lighting systems throughout County facilities. These include boilers, chillers, pumps, motors, lamps, ballasts, drivers, toilets, sinks, and faucets as well as utilizing the lighting and building control systems to schedule and adjust run times of the various pieces of equipment. There are multiple Stationary Engineer I/II vacancies in FM&O.

Our team turns the screws, tightens the bolts, hammers the nails, paints the walls, and types in the codes to keep all the buildings and their systems working. If it's loose, stuck, hot, cold, light, or dark FM&O gets the call. Whatever it takes, our team does it with professionalism, care, and heart!

The Position
Under the direction of a Supervising Stationary Engineer, Stationary Engineers are responsible for a wide variety of repair and maintenance work in the areas of HVAC, electrical, plumbing, refrigeration, emergency power systems, water treatment systems, boiler equipment, and piping repair, building automation systems, and miscellaneous equipment repair. Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

There are multiple vacancies to be filled throughout the Department. Work locations will include Redwood City Government Center, San Mateo Medical Center, Youth Services Center, and Maple Street Correctional Facility.
Candidates hired as Stationary Engineers must be willing to work evenings, weekends, and alternate shifts. They must also successfully obtain and maintain a Sheriff's Office security clearance as a condition of employment. 

The ideal candidates for these positions will have:

• At least three years of journey-level experience as a Stationary Engineer.
• A minimum of three years of journey-level experience in mechanical, electrical, and plumbing systems.
• Extensive knowledge and experience working with boiler and HVAC systems.
• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.
• Experience with Fire Alarm testing, troubleshooting, and NFPA codes.
• Experience in a hospital or healthcare setting.

Examples Of Duties:

Duties may include, but are not limited to, the following:

• Operate, maintain, install, and repair electrical, refrigeration, plumbing, heating, air conditioning, and ventilating systems.
• Operate, maintain, and repair boiler equipment.
• Repair and replace pipes, fittings, and other equipment used in plumbing, gas, and steam systems.
• Repair electrical equipment, including lamps, fixtures, and switches; adjust electrical controls, motors, and auxiliary equipment up to 480 volts.
• Test, operate, maintain, and repair emergency power systems, including UPS, emergency generators, and associated equipment.
• Use hand and power tools, including cutting and threading tools, grinders, reamers, wrenches, welders, saws, and other special tools.
• Make minor carpentry repairs to doors, windows, floors, and other parts of buildings.
• Do touch-up painting on repaired equipment.
• Remove or arrange for the removal of trash, pests, and other hazardous materials or debris in the course of performing work. 
• Properly place, set, and inspect traps, and collect and remove insects and pests.
• Reclaim or recycle refrigerant using Freon recovery systems.
• Operate water treatment facility, including wastewater and potable water.
• Adjust and calibrate boiler burners and controls.
• Adjust and calibrate chiller controls.
• Test, calibrate, and repair backflow devices.
• Calibrate HVAC controls and associated equipment.
• Monitor building management systems.
• Replace pumps and pump seals, and repair and replace motor valves.
• Repair and replace air conditioning units.
• Troubleshoot HVAC, plumbing, electrical, and energy power systems.
• Conduct preventative maintenance.
• Understand fire alarm systems.
• Repair and install chemical monitoring stations.
• Repair, test, and record data on generators.

If designated as the certified water treatment operator:

• Operate water treatment facility, including wastewater and potable water, consistent with performance standards, federal and state regulations, and variable operating conditions and emergencies.
• Make periodic inspections and reports of facility conditions to ensure adherence to maintenance procedures.
• Perform water sampling in coordination with the health laboratory.
• Maintain logs of facility operations, test results, scheduled maintenance, and other operating conditions.
• Control filter operations.
• Coordinate special projects related to water treatment and distribution, in close coordination with supervisor/manager.
• Troubleshoot complex technical problems related to water treatment and develop recommendations to improve water quality standards, facility effectiveness, and efficiency.
• Perform quality analysis of raw and treated water.
• Compile data concerning flows, chemical dosages, levels, pressure, volume, water quality, and other operational information.
• Prepare reports.

Qualifications:

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  
 

• Completion of courses related to maintenance, installation, and repair of electrical, HVAC, plumbing, refrigeration, and power equipment.
• Two years of journey-level experience as a stationary engineer or equivalent, AND demonstrated experience in maintaining, installing, and repairing electrical, HVAC, plumbing, refrigeration, and power equipment in a large building, plant, or vessel.
• Two years of experience can be substituted with the completion of an apprenticeship program.

Licensure/Certification:

• Must obtain and maintain Sheriff's Office security clearance.
• Universal Certification in Freon recovery upon hire.
• Obtain Backflow Certification within six months of hire and maintain certification.
• If designated as the water treatment operator, possession of or ability to obtain a valid Grade II Water Treatment Operator Certification issued by the State of California within six months of employment is required.

Knowledge of:

• Common safety practices in the workplace.
• Heating and electrical equipment.
• Principles and techniques used in stationary engineering.
• Proper and safe use of basic hand tools.
• Basic arithmetic for measuring, calibrating, and estimating.
• Steam and gas fired heating systems; refrigeration equipment; ventilating and air-conditioning equipment.

• Emergency power systems, generators, and associated equipment.
• Freon recovery procedures and equipment, if at Level II.
• Water treatment systems and operations, principles and practices, and regulatory mandates, if designated as certified water treatment operator.
• Safety rules, regulations, and work practices, including reference to hazardous chemicals.
• Basic record-keeping principles and practices.

Skill/Ability to:

• Follow safety practices.
• Troubleshoot and/or repair, replace, regulate and control electrical, refrigeration, plumbing, heating, air conditioning, and ventilating systems.

• Lift and carry materials, supplies, and equipment; climb ladders; and crawl in tight spaces.
• Perform water treatment plan and distribution system operations and maintenance activities if at Level II and designated as water treatment operator.
